3 The Overview The Washington Municipal Building, built in 1973, has served the community well over the last 40 years. Originally, the building was designed to house the City Hall and the Fire Department. While the size of the building has not increased, it now also includes the Police Department. More space is desired for these critical departments. The original contract was to study 3 options. Based on the program feedback there were six possible options that could be explored. These options were narrowed down to the four most viable options. 1. Reuse the former Library for City Hall functions, remodel the Municipal Building for the Police Department and construct an addition for the Fire Department. 2. Reuse Municipal Building for City Hall and Police and add one new building for the Fire Department. Show an option to add a connection from the new Fire Department to the existing Municipal Building. 3. Reuse the former Library for City Hall and Police functions. Construct a two story space on the south end of the former Library. Construct an addition to the existing Municipal Building for the Fire Department. 4. Not studied. Summary is included under Option 4 tab. 5. Build a new City Hall south of the existing Municipal Building. Construct an addition to the existing Municipal Building for the Fire Department and Police Department. Many of these options are a combination of the same designs. To help keep the information straight during the cost estimating and analysis phases, design numbers for the different parts of the options were assigned. Option 4 is not being studied. Design 4 and 8 will also not be included in this report. The report will be organized by the options, but it will also be subdivided by design. Option Composition Design Definitions 3

4 Methodology The fi rst step of a feasibility study is to determine the program/space needs of the client. To assist in the analysis, model projects were provided for comparison. Model Project 1 is a combined Police Department and City Hall. Model Project 2 is a stand-alone Fire Department. Both projects are located in the same, small Iowa community similar to Washington, Iowa. Both projects were designed in the last 10 years. The existing space allocation of the Municipal Building and the model projects were provided to the City of Washington as reference points. Comments and feedback on the future space requirements were collected using the Program Analysis Feedback worksheet (see attached Appendix A). Based on the estimated future space requirements, the former Library and existing Municipal Building were roughly analyzed to verify the total space met the needs of the City. The former Library has 9,863 SF. The current Municipal Building has 9,403 SF. Program and Space Needs Analysis Below is the result of the Program Analysis Feedback. As you can see the proposed space of the Fire Department exceeds the Model Project by about 3,000 SF. Much of the 3,000 SF can be accounted for by the proposed Small Equipment Storage Area which is 1,756 SF larger than the Model Project. Additional overage in the Fire Department can be accounted for in Storage (1) with 490 SF and Training with 363 SF more than the Model Project. The Police Department space requirement is over the Model Project space by about 900 SF. This is due to additional program requirements for inside parking for a critical response vehicle, a decontamination shower, and a lobby. The City Hall program space requirements match the Model Project. Not all requested items were included in the designs due to space restrictions. See Appendix B for a comparison of rooms across the different designs. 4

5 Schematic Design Schematic design was based on the space needs received from the Program Feedback Report. Several of the designs in the existing buildings were short on space and so decisions had to be made about which spaces could be shared with other departments and what spaces to leave out. This was done without feedback from the departments involved. It was necessary to do the designs in order to fl ush out code issues, space restrictions, and cost estimates. These are not the fi nal design, but merely a starting point. Feedback from the Departments is highly recommended before developing the designs further. Code Study The City of Washington is currently using the International Building Code It is expected that the International Building Code 2012 will be adopted by the time this project starts. These designs were analyzed using International Building Code The code analysis for each design can be found in the design section. The plumbing fi xture count is based on the International Plumbing Code. The City of Washington is following the Uniform Plumbing Code. It has been our experience the International Plumbing Code has a more reasonable approach to the fi xture count. The Building and Zoning Administrator should be consulted. Probable Cost Estimate There are several external factors that can effect the actual cost of the project such as the bidding environment and cost of raw materials at the time of construction. Price escalation can be expected based on the time between the estimate and actual construction. This is a very preliminary budget and actual costs could be plus or minus 15%. The following method was used to create the probable cost estimates. Each design was modeled in a 3D program. This program was used to create the material take-off list and quantities. The program recognizes if a material is new construction or existing. Then these quantities were plugged into a spreadsheet with costs based on RS Means Square Foot Costs, 2014 (see Appendix E for cost comparisons of the designs organized by department). Three building uses were analyzed- Fire Department, Offi ce (for the City Hall), and Police. Some items were split between the departments based on judgment such as roofs, site lighting, and paving. Although there was a great deal of variation between the costs for each department, once all the departments and designs were combined to make a fi nal solution (ie option), the costs of each combined option was very close. In fact the highest priced option was less than 3% higher than the lowest priced option (see the following page for the breakdown of price organized by option.). If the probable cost estimates are in the price range that the City feels comfortable with, then it is recommended to look at the options based on long term functionality and needs of the community rather than price. Please note that equipment and furnishings are not included in the budget, nor are utility upgrades outside the building. Also note that the SF fl oor area calculated by the 3D program used for the cost estimate is slightly different than the square foot area used in the code study. This is the result of measuring the fl oor area per room instead of by the perimeter of the building. As a result, the fl oor areas under the walls are not calculated. Measuring fl oor area by room is a more accurate measurement for fl oor and ceiling fi nishes. This method was thought acceptable since many of the designs are remodel projects and the concrete fl oor slab is already poured. Color Coding On the fi rst page of every Option is a aerial photo and small fl oor plans. The fl oor plans on this page are color coded, due to their small size, to correlate to the departments. 9 Option 1 - $3,767,755 Combined Probable Cost Reuse the former Library for City Hall functions (Design 1) Remodel Police Department in the Municipal Building - construct an addition for the Fire Department (Design 2) Provide off-site parking near the former Library (Site 1) Design site plan for existing Municipal Building (Site 2) City Hall in Former Library City Hall (Design 1) Design Narrative The former Library has a total of 9,592 SF. The proposed need of the City Hall is only 6,515 SF. There will be ineffi ciencies when fi tting the City Hall spaces into the Library due to the load bearing walls and existing confi guration of the building. When doing the actual design, the Council Chambers ended up smaller than requested (1,360 SF versus 1,060 SF). On the second fl oor, however, there is enough extra space for six additional offi ces for the City to grow into. The bay windows will be removed and the entrances will be modifi ed so that the main entrance will be obvious. Green space will be maintained in front of the building. The one-story roof structure will have to be analyzed and fi xed. A utility bill drop off box is located in the alley. It appears that the former Library could be used for the new City Hall. Furthermore, the City Hall has additional space that they could grow into. This is less than required by City Zoning, but does meet the program requirement of 19 parking spaces. There are plenty of opportunities for onstreet parking around this building. The restrooms on the fi rst fl oor may not be large enough to meet the ADA requirements. The original plans received had very little information on them in regards to fi xture location in the existing fi rst fl oor bathrooms. Two exits are required from the second fl oor. The exterior stair may be able to serve as the second exit, but it will need to be brought up to code. It is recommended to work with the local building offi cial to determine an appropriate solution. Probable Cost Analysis Due to the confi guration of the space, there are some ineffi ciencies in reusing the former Library for the City Hall. As a result this design has a very low square foot cost ($105/SF), but the 2nd highest overall cost $943,692 for the City Hall. The estimate includes new electrical and HVAC system, but it is unknown at this time if the utilities serving the building will need to be upgraded. In addition, for this project to be feasible, an off-site parking lot is required. Purchasing additional properties and site-work could add $212,304 to the price tag. Including professional fees and permits brings the fi nal price tag up to $1,469,896. Fire Department and Police in Former Municipal Building (Design 2) Design Narrative A new roof structure will be provided over the entire building except the remodeled existing Apparatus Storage which will receive a new covering. The north facade will be built up to meet the new profile of the roof and give the building a new look. The sequencing of construction will result in disruption of the existing Fire Department Large Apparatus bays exiting to the east. 9 Option 1

10 Police: The Police Department currently has 999 SF in the Municipal Building. If the City Hall moves out, then the space that City Hall is currently using in the Municipal Building becomes available (total of 4,305 SF). This design scenario has a Critical Response Vehicle garage next to the Police Department. However, a decontamination shower is missing. A shared fi tness space with the Fire Department could be seen as a benefi t to the Police Department and would allow access to the Fire Department s shower. This shared space may cause concerns about security. The majority of the space requested in the program has been accommodated. Fire Department: The Fire Department needs a total 14,290 SF to meet the stated space requirements. The design can accommodate about 1,000 SF less than requested. The communications tower will be removed and not replaced. The existing Apparatus Storage area is not tall enough for the modern equipment. As a result, an addition for the Large Apparatus Storage will be needed to meet the program needs. The fi re trucks will leave on Washington Street, and return via the alley. There are only four bays in the Large Apparatus area (which is the smallest number of bays in all the design scenarios); however, future expansion would be possible if the adjacent lot is purchased. A one-story offi ce space between the Police and the Fire Department s Large Apparatus Storage is required to fulfi ll the space requirements for the Fire Department, and will also help resolve tying the roof line together for a unifi ed look. The existing Apparatus Storage will become the Small Apparatus Storage and miscellaneous storage. The size of the Small Apparatus Storage is 75% of the requested size. Sprinkler coverage will also be required in the space under the garage doors when they are in their open position. It is recommended that the program be revised to reduce the Large Apparatus Storage to 5,000 SF or less in order to avoid installing sprinklers. Also, the code is unclear as to the designation of the sleeping area. To be conservative, it was assumed the sleeping area is considered a Residential occupancy. This also triggers a sprinkler requirement. A Fire Wall is installed between the Small Apparatus Storage and the rest of the building. This allows the Small Apparatus Storage to not be sprinkled. This same strategy could be used to not sprinkle the Large Apparatus Storage if the area was reduced. Also, parking is an issue in this design scenario. Zoning Ordnance requires 50 parking spaces. This design allows for 25 dedicated parking spaces which exceeds the program requirement by 5. There is street parking available on Jefferson Street. The Fire Department addition is partially built in an R-4 zone. Municipal buildings are approved to be built in a residential zone, however, this requires the building to be set back of 20 feet from the lot line. In this design, the new Large Apparatus Storage area appears to be 17 feet away from the lot line. A more accurate survey will determine if there is in fact an issue with the set-back distance. Minimum snow load requirement for Risk Category IV is 24 psf. It is possible the existing building snow load was designed for 20 psf. Additional reinforcement of the structure may be necessary. Probable Cost Analysis Because much of the existing Municipal Building structure is being reused for the Police Department, the price per square foot for the Police is the lowest of all the possible scenarios ($114/SF). The Fire Department square foot price falls in the middle ($83/SF) which makes sense because it is both new and remodeled construction. The price includes a new exterior facade and replacing the existing roofs. The total building cost is $1,630,121. No additional properties need to be purchased with this scenario. New pavement is kept to a minimum and follows the fire truck route in the alley and out where 3rd Street is currently located. The total probable cost for this design - including professional fees, permits, and site-work is $2,297, Option 1

14 Option 2 - $3,750,998 Combined Probable Cost Reuse Municipal Building for City Hall and Police (Design 3) Add a new building for the Fire Department (Design 5) Design site plan for existing Municipal Building (Site 4) Police and City Hall in Former Municipal Building (Design 3) Design Narrative The current Municipal Building is 9,102 SF. The required space for the City Hall and Police Department is 10,376 SF. It is possible that both the City Hall and Police can fi t into the existing space, but there will need to be about a 10% reduction of the program space requested. The confi guration of the existing parking will change to accommodate more parking spaces. City Hall: City Hall is located in the north portion of the current Municipal Building and overfl ows into some of the existing Apparatus space. The public parking can occur east of the facility. Due to the lack of space, the Conference Room and Council Chambers are shared with the Police. Many of the rooms do not meet the requested size in the Program Feedback Report. A utility bill drop-off box is located west of the building. Police: The Police Department will fi t in the back half of the existing Apparatus space. Due to lack of space, several rooms are smaller than requested. The garage for the Critical Response Vehicle is not included. However, if a corridor is created to connect the Police Department to the Fire Department, the connection could occur where the Decontamination Bathroom is located. This could also be an opportunity to store the critical response vehicle in the Fire Department s new Large Apparatus Storage area. It is thought that the Private Conference room would be shared with City Hall. The Council Chambers could be used for the larger meeting area for the Police. The doors open inward in the Interview Rooms which could be a security issue. Delayed egress doors could help control circulation. As a result, the structure that they inhabit falls under Risk Category IV. This criteria has stricter structural loading requirements for snow load. Because the existing Municipal Building is a pre-engineered metal building the design load may have been the bare minimum required at the time of design. The original drawings we received did not have structural load calculations. Since the Police already occupy this space, the space may be considered grandfathered in. The current design has 60 parking spaces which exceeds the zoning requirement of 46. The program requested 39 total parking spaces for all three departments. If the two buildings are connected with a corridor, then a fi re wall and fi re rated doors at the corridor would be required to continue to treat them as two separate buildings. Probable Cost Analysis It is estimated that the square foot cost for City Hall is $104/SF and for the Police $123/SF. The combined cost of rehabilitating the Municipal Building for the Police and City Hall is $953,369. No additional land needs to be purchased for Design 3. It is assumed in Design 3 that the Municipal Building is getting a new facade, and all the interior walls are demoed except the CMU wall. New electrical and HVAC system are included, but it is unclear if the utility service needs to be upgraded at this time. The utility service upgrade outside of the building is not included in the cost. No demolition cost was calculated for the Police Department because they are located in the existing Apparatus area which is already wide open. After adding professional fees, permits and site-work, the total cost is $1,364, Option 2

15 New Fire Department (Design 5) Design Narrative A new 15,289 SF Fire Department building across the alley and to the south of the existing Municipal Building would house the Large and Small Apparatus Storage and the other areas to complete the program space requirements. The fire trucks would return on Washington Street and exit on 2 nd Avenue. The drive is designed to save the large tree in the current employee parking lot. The Small Apparatus Storage is connected to the new Fire Department building and will exit into the same drive as the fi re trucks. Because this is new construction, the program space requirements are met with the exception of a missing janitor s closet. However, the size increased about 1000 SF more than expected due to circulation. Sequencing: The sequence of construction is critical to keep all departments functional. In this scenario, the sequencing of this construction could be as follows, 1. Build new Fire Department, 2. Move Fire Department into new space, 3. Remodel existing Fire Department for new Police Department and part of City Hall, 4. Move Police Department into new space, 5. Remodel existing Police Department for City Hall, 6. Expand City Hall into new space. It was requested to review the possibility of connecting the Fire Department and the existing Municipal Building via a corridor across the alley. Please see Site 4 - No Alley for how it effects the site plan. The connection could facilitate the Police sharing a space for their Critical Response Vehicle in the Large Apparatus Storage. However, carving out a place for the Critical Response Vehicle could disrupt the drive through fl ow of the Large Apparatus Storage garage. Add a two story space on the South end of the former Library (Design 6) Construct an addition to the existing Municipal Building for the Fire Department (Design 7) Provide off-site parking near the former Library (Site 1) Design site plan for existing Municipal Building (Site 5) City Hall and Police in Former Library (Design 6) Design Narrative The former Library has a total of 9,592 SF. The proposed need of the City Hall is only 6,515 SF the proposed need for the Police Department is 3,861 SF for a total proposed need of 10,376 SF. This is a shortage of a little over 500 SF. Furthermore, there will be ineffi ciencies when fi tting the City Hall and Police functions into the Library due to the load bearing walls and existing confi guration of the building. As a result, it is proposed to modify the south end of the Library to create a two-story space and bring the face of the building fl ush to the other commercial facades. This will accomplish three things. First, it will create the additional required space. Second, it will help the building look less residential and fi t in better downtown. Third, the structural issues with the roof over this space can be addressed. City Hall: City Hall is located in the south portion of the former Library and the second fl oor. The Council Chambers are located on the fi rst fl oor. It is expected that the City Hall employees will use the east entrance and the public will use the south entrance. Due to the elevation change, it is expected that an interior ramp will be required at the south entrance. The private and public conference rooms are combined in the Public Conference room. Some of the spaces are smaller than requested. A janitor s closet and a storage room is missing. Utility Bill drop box is located in the parking lot. Police: The Police Department is located in the north portion of the fi rst fl oor with the exception of the private conference room which is on the second fl oor. It is expected that the north entrance will be the Police employee entrance. This design does add a garage for the Critical Response Vehicle off the alley, but does not have a private bathroom/shower for decontamination or a dedicated janitor s closet. Due to the tight constraints, the Interview Room doors open in. This could be a security issue. Some of the spaces are smaller than requested. It is assumed the mechanical space for the heating and cooling equipment is shared with the City Hall. Code Analysis Summary Risk Category IV Reinforcement of Structure.... The fi re barrier also reduced the fi re area occupant load to less than 300. The Police tenant triggers Risk Category IV which increases the structural requirements. Because the structure was originally designed as a Library, it is very likely that the structure will be suffi cient. The Zoning Ordinance requires 65 parking spaces. There are 32 parking spaces in the new parking lot. The program requested 31 parking spaces. This design meets the program parking requirement. The rest of the required parking may be accounted for with street parking. The majority of the restrooms are on the second fl oor, thus giving more fl exibility with meeting ADA in the existing 1st fl oor bathrooms. Two exits are required from the second fl oor. The exterior stairs on the north side may be able to be used as the second exit, but it will have to be brought up to code. The egress route on the second fl oor to the north exterior stairs gets narrower. 18 Option 3

19 This is generally not acceptable. There are two alternatives; make the already small Building and Zoning Department smaller or to exit through the Building and Zoning Department. The Private Conference Room on the 2nd fl oor should stay under 750 square feet so it does not become an Assembly occupancy. This can be accomplished by not including the closet in the area calculation. Probable Cost Analysis Due to the two story addition, the cost for the City Hall portion has increased to the second highest square foot cost ($119/SF) which is $23/SF less than new construction, but the highest overall cost $991,977 for the City Hall because of the increased square footage required by the ineffi cient circulation. The Police Department remodel has a low square foot cost of $115/SF and the lowest overall cost $380,051 of the three designs for the Police Department. Both estimates includes new electrical and HVAC system, but it is unknown at this time if the utilities serving the building will need to be upgraded. The combined Police and City Hall cost for remodeling the building is $1,372,028. In addition, for this project to be feasible, an off-site parking lot is required. Property purchase and site upgrades could add an additional $212,986 to the price tag. Including professional fees and permits brings the fi nal price tag up to $2,042,364. Fire Department in the Former Municipal Building (Design 7) Design Narrative The Fire Department needs a total 14,290 SF to meet the stated space requirements. The existing Municipal Building has 9,403 SF. The existing Apparatus Storage area is not tall enough for the modern equipment. An addition for the Large Apparatus Storage will be needed to meet the program needs. The fi re trucks will leave on Washington Street, and return via the alley. The location of the Large Apparatus Storage area is based on the presumed turning radius of the fi re trucks, however, the radius is tighter in Design 7 versus Design 2 and further research is needed to confi rm this turning radius will work. The space fulfi lls the program requirements very well. The sequencing of construction will result in disruption of the existing Fire Department Large Apparatus bays exiting to the east. There are 8 parking spaces required for the Fire Department. It does not appear that the existing confi guration of the 28 parking spaces will change signifi cantly. To be conservative, it was assumed the sleeping area is considered a Residential occupancy. This also triggers a sprinkler requirement. A Fire Wall is installed between the Small Apparatus Storage and the rest of the building. This allows the Small Apparatus Storage to not be sprinkled. This same strategy could be used to not sprinkle the Large Apparatus Storage if the area was reduced. Also, parking is an issue in this design scenario. Zoning Ordinance requires 36 parking spaces. This design allows for 25 dedicated parking spaces which far exceeds the program requirement of only 8. The Fire Department addition is partially built in an R-4 zone. According to Zoning Regulations , Part 1, Section C public service buildings can be built in an R-4 zone provided that they are 20 feet away from any lot in R district. It appears this design meets that 19 Option 3

20 criteria. Minimum snow load requirement for Risk Category IV is 24 psf. It is possible the existing building snow load was designed for 20 psf. Additional reinforcement of the structure may be necessary. Probable Cost Analysis Paving is only added where the fi re trucks drive. It is assumed the existing surfaces for parking are acceptable. Because much of the existing Municipal Building is being reused, and the addition is limited to the Large Apparatus Storage, this is the lowest SF cost ($78/SF) and however, the total area of the Fire Department is larger than that of Design 2. As a result the building cost is in the middle at $1,170,681 for the Fire Department. No additional properties need to be purchased. After including professional fees, permits, and site-work the total cost of this design is $1,640, Option 3

When the plans were drawn, the space requirement ended up being 6,613 SF. There is enough space for the building to be one story, however, three properties will need to be purchased. A utility bill drop-off box is located in the alley. Since the design is new construction, the program requirements are very closely matched. Probable Cost Analysis Because this is new construction, the design uses the space very effi ciently. As a result this design has the highest square foot cost ($142/SF), but the 2nd lowest overall cost ($906,415) for the City Hall. However, it is required to purchase additional properties for this project. The cost of land and site-work could add an additional $274,833 to the price tag. Including professional fees and permits brings the fi nal price tag up to $1,483,534 which makes this the highest priced option for City Hall by $13,638 versus Design 1. Fire Department and Police in Former Municipal Building (Design 2) Design Narrative A new roof structure will be provided over the entire building except the remodeled existing Apparatus bay where a new covering will be applied. The north facade will be built up to meet the new profile of the roof and give the building a new look. The sequencing of construction will result in disruption of the existing Fire Department Large Apparatus bays exiting to the east. Even though Design 2 is used in both Option 1 and Option 5, the site plan is different. In Option 5 the site has less parking spaces than requested by the program. Police: The Police Department currently has 999 SF in the Municipal Building. If the City Hall moves out, then the space that City Hall is currently using in the Municipal Building becomes available (total of 4,305 SF). This design scenario has a Critical Response Vehicle garage next to the Police Department. However, a decontamination shower is missing. A shared fi tness space with the Fire Department would allow access to the Fire Department s shower. This may cause concerns about security. The majority of the space requested in the program has been accommodated. 24 Option 5

25 Fire Department: The Fire Department needs a total 14,290 SF to meet the stated space requirements. The design can accommodate about 1,000 SF less than requested. The communications tower will be removed and not replaced. The existing apparatus storage area is not tall enough for the modern equipment. As a result, an addition for the Large Apparatus will be needed to meet the program needs. The fire trucks will leave on Washington Street, and return via the alley. There are only four bays in the Large Apparatus Storage (which is the smallest number of bays in all the design scenarios); however, future expansion would be possible if the adjacent lot is purchased. A one-story office space between the Police and the Fire Department s Large Apparatus Storage is required to fulfill the space requirements for the Fire Department, and will also help resolve tying the roof line together for a unifi ed look. The existing Apparatus Storage will become the Small Apparatus Storage and miscellaneous storage. The size of the Small Apparatus Storage is 75% of the requested size. Municipal buildings are approved to be built in a residential zone, however, this requires the building to be set back of 20 feet from the lot line. In this design, the new Large Apparatus Storage area appears to be 17 feet away from the lot line. A more accurate survey will determine if there is, in fact, an issue. New pavement is kept to a minimum and follows the fire truck route in the alley and out where 3rd Street is currently located. The total probable cost for this design - including professional fees, permits, and site-work is $2,297, Option 5
