Hansen, P.E., Public Works Directo Approve Right-of-Way Plan for Woodinville-Duvall Road Widening Project ISSUE: Shall the City Council review and approve the right-of-way plan for the Woodinville- Duvall Road Widening Project? RECOMMENDATION: To approve the right-of-way plan, as presented; and authorize staff to acquire the necessary right-of-way easements for this project. BACKGROUND/DISCUSSION: In April 2010, the Council approved the roadway section for the Woodinville-Duvall Road Project. The existing two to three lane road will be widened to provide two through lanes, one each direction, a two-way left turn lane or left turn pockets, a bike lane, and curb, gutter, and sidewalk on each side. The total new road section width is 57 feet. The project is designed to be constructed within the existing 60-feet minimum width rightof-way. Initially, the project anticipated that any required easements would be obtained from affected property owners at no cost in exchange for the city paying for all improvements in these areas needed to match the new street improvements at the property line. Since then, the City has accepted a $588,000 Federal Grant that requires the City to follow a prescribed acquisition process and to pay for any easements, including for temporary construction and driveway reconstruction easements. Prior to obtaining any of these easements, Federal rules require us to have an adopted Right-of- Way Plan. Once the right-of-way plan is approved, the City's consultant can begin to negotiate the acquisition of the needed permits and easements on behalf of City. There are 39 parcels affected within the project area that the City needs to acquire, including a combination of: permanent easements (7 parcels), temporary easements (34 parcels), or driveway reconstruction permits (26 parcels). The permanent easements are to resolve ownership and maintenance issues concerning existing drainage pipes that extend beyond existing City right-of-way onto adjoining private property. ALTERNATIVES: 1. To review and approve the right-of-way plan, as presented. 2. To review the right-of-way plan and provide further direction for staff. RECOMMENDED MOTION: I MOVE THAT THE CITY COUNCIL APPROVE THE RIGHT-OF-WAY PLAN FOR THE WOODINVILLE-DUVALL ROAD WIDENING PROJECT, AS PRESENTED; AND AUTHORIZE STAFF TO ACQUIRE THE NECESSARY RIGHT-OF-WAY EASEMENTS FOR THE PROJECT. 19 Background City started designing Project in City awarded Transportation Improvement Board (TIB) Grant in 2011 for $4,500,000. Interlocal Agreement approved with Woodinville Water District to include construction of new 12 water line with Project in City will be awarded a federal grant in the amount of $546,852 this year. In using Federal monies to fund this project, we must meet the Federal requirements which include a formal process to acquire Temporary Construction Easements (Permits) and Driveway Construction Permits.
