3 NIGERIAN INSTITUTION OF SURVEYORS 2017 SCALE OF FEES PREFACE Records show that the first NIS Scale of Fees was adopted at the 1966 General Conference held in Enugu. A revised edition was published in 1973; in 1973 the Institution collaborated with the Federal Survey Department to produce a Scale of Fees which superseded the 1973 edition. The 1978 edition was reviewed in 1982 and adopted at the 17 th Annual General Meeting of the Institution. Another review was carried out in 1990 as a response to the call by the Federal Government for submission of proposals for the review of the Federal Government Scale of Fess for Consultants in the Construction Industry. The submission of the Institution suggested that the Surveyors should be remunerated for Consultancy services and for actual costs of carrying out survey jobs. Unfortunately, the 1992 Federal Government Scale of Fees did not uphold the position of the Institution on the matter. It only adopted again the Scale of Fees of Surveyors made out in Tables of fixed costs which, like its predecessors were current and applicable only at the time the Scale of Fees was prepared. In 1995 the NIS had another opportunity to right the wrongs of the previous Scale of Fees. It proposed and submitted a DYNAMIC Scale of Fees to a new Federal Government Committee set up to review the 1992 Scale of Fees. The proposal, which was accepted by Government, recognized the Surveyors as a Consultant who incurs a lot of operational direct costs in the normal execution of his works. The 1996 Federal Government Scale of Fees for Consultants in the Construction Industry, on which this Scale of Fees is based, therefore for the FIRST TIME, remunerates the Surveyor for his consultancy services and DIRECT COSTS in the execution of survey works and allows periodic revision of costs based on Government official inflation figures. In view of the herein stated, in 2006 the NIS updated the Scale of Fees for Surveyors based on the provisions of the 1996 Federal Government Scale of Fees for Consultants in the Construction Industries (Federal Government Scale of Fees), and the Explanatory Notes No.1 on the 1996 Federal Government Scale of Fees produced by the Ministerial Standing Committee on Scale of Fees for Consultants in the Construction Industry and signed by the Honourable Minister of Works. This Scale of Fees, in line with the spirit of the 1996 Federal Government Scale of Fees, has been undated using the Government official inflation figures, from 2006 to 2016, in order to ensure appropriate professional charges by Surveyors in the execution of their duties. 3

4 The Nigerian Institution of Surveyors, therefore, recommends this Scale of Fees to all users and will be willing to advice on its uses and application from time to time, if the need arises. FEES PAYABLE FOR SURVEYING SERVICES INTRODUCTION The 1996 Scale of Fees for consultants in the Construction Industry allows the Surveyor to charge (as a Consultant) and also charge for the DIRECT COSTS for the execution of survey projects. Hitherto the Surveyor s remuneration for consultancy and direct costs have been lumped together. Under the present dispensation the Surveyor s fees have been broken into three components viz.: - (i) (ii) (iii) Consultancy fees based on the value of property or cost of project. Reimbursable Fees for DIRECT COSTS of the execution of survey projects. The Scale of Fees is divided into two main parts. The first part contains the consultancy fees based on values or properties or cost of projects and reimbursable; as contained in the 1996 Scale of Fees for Consultants in the Construction Industry. The second part contains details of direct costs of execution for various Survey projects. A combination of both parts determines the fees payable to a Consultant Surveyor. Values of landed property vary from time to time, and from place to place. Even in the same locality the values differ considerably depending on the structures and resources associated with the land; that is, such resources as may be on the land or beneath it. For purposes of fees determination therefore, valuation data for landed properties and projects from recognized and acceptable sources may be indispensable. It is to be noted that DIRECT COSTS means QUANTITIES as contained in the first part of this Scale of Fees. The Direct Costs have been derived using components of various Survey works and the current costs for their execution. 5 The remunerations for all categories of PERSONNEL have been determined using the Federal then Ministry of Works and Housing Times Charges and Man-Month rates for Consultants Surveyors as contained in the 1996 approved Scale of Fees for Consultants in the Construction Industries and shown as table 32 in the first part of this scale of fees. Charges for EQUIPMENT, TRANSPORTATION, and ACCOMMODATION AND BEACONS were based on current costs. The appendix to this scale of fees contains the components of various types of Survey operations approved by the Nigerian Institution of Surveyors. The costs of each component will vary from time to time and shall be published periodically by the Institution in consultation with the Surveyors Council of Nigeria using as guideline, prices published by the Prices, Income and Productivity Income Board and Price Index Rate of inflation as published by the Central Bank of Nigeria. Costs of professionals services as contained in this Scale of Fees are based on current market values and will be revised from time to time by the Nigerian Institution of Surveyors. 5

7 SCALE OF FEES FOR THE CONSULTANT SURVEYORS 83.0 PERIMETER SURVEY 83.1 The Consultant Surveyor shall be remunerated as in Table 27 below for perimeter survey. NOTE: The Consultant Surveyor is allowed to negotiate with the client for connection fee in respect of surveys related to paragraphs 83.0, 84.0, 85.0 & CONSULTANCY SERVICES IN SURVEYING 87.1 Where the surveyor conducts only supervisory/technical assurance roles on survey activities, he shall be nominated as a Consultant Where the cost of project is known, the scale of fees in Table 31 shall apply. However, where the cost of the project cannot be pre-determined, the manmonth rates as approved for all professional bodies shall apply as in Table Duties of a Consultant Surveyor may include but are not limited to the following: Development and Enforcement of requisite Survey / Technical Specifications; Cost Analysis (Cost Determination and Preparation of Bill of Qualities) 8

9 Supervision, Quality Control, and Assurance; Clients Advisory; Liaison between the Client and Contractors; Briefs, Meetings, and Arbitration Post Processing and Analysis Issuance of Stage and Completion Certificates Stage and Final Reporting. In addition, he shall be allowed to charge for quantities expended on the project VERTICAL CONTROLS The Consultant Surveyor shall be remunerated on man-month rates as approved for all professional bodies and he will be allowed to claim for quantities expended on the project AERIAL SURVEYS, MAPPING FROM AERIAL PHOTOGRAPHS, REMOTE SENSING IMAGERY AND MAJOR HYDROGRAPHIC SURVEYORS 89.1 It is not possible to readily volunteer rates for major survey operations under this heading. No useful purpose will be served affixing static rates apart from identifying the job components. 9

10 89.2 Most of the jobs under this group are major jobs and are likely to be subject to tender. The time of the year for submission of the tender, the nature, complexity of the survey project for submission if logistic support for mobilization and mobilization and demobilization make it impossible for any further consideration beyond the listing of the various components For the type of survey, the invitation to tender will contain details of specifications, procedure, and process parameters depending on the needs of the client and the bills of quantities upon which the costing of the project will be based with prevailing rates Where the cost of project is known, the scale of fees in Table 31 shall apply. 11 91.0 SPECIAL SURVEYS 91.1 Fees for pipeline and utilities detection surveys, investigation surveys, GPS observations (other than for controls) as well as Special Engineering Surveys other than for construction proposed shall be negotiated based on man-month rates ENGINEERING SURVEYS 92.1 The Consultant Surveyor shall be remunerated on man-month rates, in addition to Direct (operational) Costs Fees for pipeline and utilities detection surveys, investigation surveys, GPS observations (other than for control and construction) purposes and special engineering surveys other than for construction shall be negotiated based on the man-month rates 93.0 STAGE PAYMENT FOR CONSULTANT SURVEYORS The proportion of the total fees payable to the consultant surveyor at various stages of implementation shall be as follows: Stage 1 : Stage 2 : Stage 3: 30% on Reconnaissance. 40% on Completion of field work and submission of interim report. 30% on submission of final report and other deliverables REIMBURSIBLE EXPENSES The payment of reimbursable claims on transport, accommodation, printing, computer rentals, office equipment and other incidental expenses incurred on the projects shall be made to the Consultant Surveyor in addition to normal fees, but only after the receipts backing up such claims have been accepted by the client, subject however to a maximum of 5% of the total fees of the consultant. Where 5% of the total fee of the consultant is found to be inadequate, the Consultant Surveyor is free to make a case for additional re-imbursement supported with relevant receipts REMUNERATION FOR MATERIALS The Consultant Surveyor is remunerated for accessory materials such as pipes, cement, timber, nails, and gravel necessary during the physical demarcation of the land as in perimeter surveys LITIGATION AND ARBITRATION The fee payable for these services shall be negotiated based on man-month rates, cost of transportation and accommodation. 11

19 9.2 Rented Accommodation: As for Hotel. 9.3 Mobilization and Demobilization: 10% of Cost of survey project. 9.4 Contingencies: 5% of cost of survey project. 9.5 Site Visits/Inspections: To be negotiated based on man-month rates. 9.6 VAT: 5% of cost of survey. 9.7 Tax: 10% of cost of survey MINIMUM COST FOR LITIGATION SURVEYS This shall be charged as follows: 10.1 COURT APPEARANCE INDIVIDUALS (i) Minimum rate of N46,430 for appearance within the town where the Surveyor resides; (ii) Minimum rate of N92,680 for appearance outside the town where the Surveyor resides, excluding costs of transportation, accommodation and contingencies COURT APPEARANCE CORPORATE BODIES (i) Minimum rate of N116,075 for appearance within the town where the Surveyor resides; (ii) Minimum rate of N232,150 for Corporate organizations (transport, accommodation and contingencies exclusive) if outside the abode of the Surveyor MINIMUM COST FOR COMPILATION OF PLANS AND MAPS Compilation of plans or maps for litigation or arbitration purpose shall cost 35% (40%) of the cost of survey of the plan MINIMUM COST FOR RE-ESTABLISHMENT OF BEACONS 11.1 The cost of re-establishment of lost or destroyed beacons shall be determined using the formula: ( ), where D = cost of re-establishment, x = number of missing beacons, y = total number of boundary beacons, Z = current cost of perimeter survey. 20 ( ) 12.0 MAPPING WITH REMOTELY SENSED DATA Mapping is a major project, which is usually the subject of tendering. Costing will depend on a number of factors, which will be indicated in the specifications for tender or terms of reference (TOR). Mapping could be done either by the use of aerial photographs (analogue or digital) or satellite imageries PHOTOGRAMMETRIC MAPPING The major project components are: Aerial Photography Provision of ground controls points Aerial Triangulation Map compilation (in digital format with each map theme captured in separate layers). Field editing with hard copies of digital maps. Map layer editing, data cleaning and conversion. Cartographic enhancement and design of map sheets. Printing of hard copies. Stage reports and, Deliveries. See Appendix 4 for a sample Bill of Quantities. The Daily Rates in Appendix 1 will apply to some of the above components while others will be estimated on the basis cost of hiring of aircraft and crew, equipment and cost of materials. Experience on past projects is always an advantage in a structured society MAPPING WITH SATELLITES IMAGERIES The major project components are: Procurement of satellite imageries (depending on mapping purpose and TOR). Establishment of control points. Image pre-processing (Geometric and Radiometric corrections). Precision correction and image Geo-rectification. Scanning/digitization and conversion of all maps (where available). Image interpretation and map layer update. Generation of digital elevation model (DEM). Ground truthing and field completion. Cartographic design of map sheet. Production of copies on CD-ROM and hardcopies of the map products. Report writing and submission of map products. See Appendix 5 for sample bill of quantities. 20

21 Daily rates for personnel, cost of imageries, software and hardware should be used in building up the bill of quantities. Experience on previous projects and access to international costs of materials and services through the internet are always an advantage GEOGRAPHIC INFORMATION SYSTEM Where the Client requires GIS deliverables in projects rendered, the Surveyor should charge at least 35% of the cost of the survey, excluding equipment outlay (where required) for the client. 21
