1 MnDOT Contract No Contract General Description The purpose of this contract is to provide the State with the survey accurate re-establishment of designated Public Land Survey section boundaries and Trunk Highway (TH) 169 right-of-way in addition to pertinent subdivision lots/blocks, side road rights-of-ways, railroad rights-of-ways, water boundaries, and State parcels, in and near the Cities of Mankato and North Mankato. This contract will provide products and services needed for right-of way purposes. This is related to work to be done on State Project (SP) The contract work will begin at the TH 169 south junction west of Mankato and extend easterly, northeasterly and northerly through the Cities of LeHillier, Mankato and North Mankato to approximately 0.75 mile north of the junction with TH 14. The contract work involves all technical and surveying work tasks needed to perform any and all of the tasks listed above. Some of the required tasks will include office research, field surveying, office analysis, Computer Aided Design and Drafting (CADD), computation of alignments, city and county rights-of-way establishment, locating monuments, re-establishment of Public Land Survey corners, section breakdowns, lot/block breakdowns, title research, metes & bounds description interpretation and layout, railroad rightof-way re-establishment, etc. All reports, drawings and documentation will follow the guidelines set forth in the State's Right of Way Manual and State Surveying and Mapping manual, located on the State's Office of Land Management Web site and with information supplied by the State, through the State's Office of Land Management and the State's District 7 office. All work will conform to State CADD standards and will be completed in US Survey Feet using the Blue Earth County and Nicollet County Coordinate Systems NAD83, 2011 adjustment or as directed by District 7 staff. All work under this contract must be performed under the direct supervision of a Professional Land Surveyor currently licensed in the State of Minnesota. Contractor Schedule The Contract will begin upon execution with a final deliverable date of December 31, The State may request work on specific areas of the project to be delivered before December 31, These areas will be defined to the Contractor by the State s Project Manager and may be subject to change during the course of the project. Contractor will provide data in the following formats; a) All field located data and office computed data in GeoPak file format. b) Electronic text files of all found monuments in a Point Number, Easting, Northing, Elevation, Description format. c) Electronic, raw data files from the survey controllers generated during the course of the project. Terms, Abbreviations and Acronyms The following terms, abbreviations and acronyms will commonly be used in this Scope of Services. 2 State Provided The following information will be provided by the State as needed: A. State Right of Way Maps B. Access to State records C. State Geodetic Database D. State District Database E. Minnesota Land Surveying Statutes F. State Project Contract Documents MnDOT Contract No PROJECT MANAGEMENT (Source Type 1010) 1.1 General Project Management Management and administration of the contract includes regular communication (including monthly progress meetings) with the State's Project Manager, as well as coordinating with other State offices, governmental agencies, railroads, affected property owners, and other groups as required. This also involves updating project schedules and status reports, maintaining the project schedule and coordinating with sub-contractors. 1.2 Project Meetings The Contractor will prepare agendas and attend all status and review meetings, as needed. The Contractor will prepare all necessary displays, agendas (sent to all participants one week prior to scheduled meetings) and meeting minutes (sent to the State's Project Manager within three working days of the meeting). Telephone conference calls may be used for meetings upon approval of the State's Project Manager. 1.3 Non-Technical Management This work includes preparing and distributing invoices, progress reports, cost & schedule updates, billing preparation and other work. The State will provide a Project Manager to provide guidance, and direction when needed, to the Contractor's activities. It will be the responsibility of the State's Project Manager to receive the work produced by the Contractor, review the work for accuracy and compliance with standards, and to recommend payment for such work. No change in the Contractor's Project Manager, or other key personnel named in the contract will be made without a written notice being provided to the State's Project Manager. The State will notify the Contractor if there is a change in the State's Project Manager. 1.4 Deliverables for Project Management, Coordination and Meetings (Section 1.0) State will: A. Provide project oversight and direction as needed B. Provide timely project reviews and approvals C. Provide project reporting forms D. Provide copies of all pertinent project correspondences and project data E. Attend key meetings Contractor will: F. Provide monthly Progress and Status Reports G. Coordinate project meetings H. Attend all project meetings I. Provide agendas and meeting minutes for all meetings J. Provide copies of critical correspondences and project issue data 2

Coordinate activities with all affected parties via phone, , fax and written correspondence 2.0 Land Surveys (Source Type 1032) 2.1 Description Land Survey is defined as the research and analysis of record and non-record information regarding section corner monuments of the Public Land Survey System. It includes the collection and compilation of field location data and the production of reports with supporting graphical and data files in compatible formats prescribed by State standards and policies. 2.2 Standards and Specifications Standards and specifications required for a project under this work type will include the following: All survey work is to be done in accordance to the State statutes and State standards. 2.3 Tasks for this work: Conduct office research for historical information Conduct field search for monuments and other evidence Coordinate State resources and utility owner clearance for corner investigation excavations and site restoration as needed Document the use of present survey control networks and the establishment of any subsequent survey control networks that will be used in conjunction with the Project. These records will include survey control monument locations, types, accuracy values, and establishment methods Establish lost or obliterated Public Land Survey (PLS) corner positions Place PLS monuments where necessary Establish coordinates for all monuments and PLS corners. Coordinates for all PLS corners and control points will be established by using the "double-stub" method of occupying each corner at least 2 times. One occupation from a Global Positioning System (GPS) base station set on one geodetic control point and the other from a GPS base station set on a different geodetic control point Take digital pictures of existing (including evidence) and new PLS corner monuments Draft Certificates of Location of Government Corners with statements of evidence File Certificates of Location of Government Corners in the proper county office in compliance with State Statute Contractor Deliverables Text file of all found monument coordinates in GeoPak file format along with an electronic text file of all points shot during the course of the project in the following format: Point number, easting, northing, elevation, description Digital pictures of PLS corners on computer disc CD(s), and on paper in the Survey Report Copies of properly filed certificates for each surveyed PLS monument Minnesota Coaltion of Geospatial Organizations (MnCOGO) Section breakdown documents for each section along with MnCOGO generated Geopak input files of the section breakdowns. MnCOGO software is available without cost at the following web address: CADD (Microstation) drawing of all found monuments, computed points, occupation evidence, and any other surveyed evidence in paper and electronic format CADD (Microstation) drawing of all established lot lines, block lines, alignments, and other pertinent boundary lines. 3
4 2.4.7 Contractor will obtain and deliver copies of existing Right-of-Way (R/W) maps, State plats, subdivision plats, existing horizontal & vertical control point descriptions, existing horizontal & vertical control point coordinates and elevations, existing land corner certificates from the proper governing agencies, and any other pertinent record documents from public or private sources. All of these documents shall be provided in an electronic copy as a scanned (.PDF) image Contractor will provide the electronic, raw data files from the survey controllers generated during the course of the project. 2.5 State Deliverables All State information relating to section corners, including but not limited to the following: A. Existing research information B. Existing Location Certificates on file with the State (signed or un-signed) C. Record field book notes Blank "Certificate of Location of Government Corner", file in Microstation file format Monument materials will be supplied by State, the District Survey office. 2.6 Excavations for Corner Investigation The State anticipates that some PLS corners to be surveyed under this contract may require excavations for investigation and recovery The Contractor will provide labor, equipment and materials required for excavations and site restoration needed in corner investigations The Contractor will provide any traffic control necessary to safely perform the excavations. For any work being done within a State highway, the Contractor will refer to the State s Field Manual for proper traffic control methods The Contractor will restore all surfaces, including roadways, to the original condition following corner investigation The Contractor will provide all coordination with the Gopher State One Call notification center and/or any utility owners prior to corner excavations Contractor will submit a preliminary schedule to the State's Project Manager indicating which corners are to be excavated on which days The Contractor will provide direct supervision of the excavations by a Professional Land Surveyor with current registration as a Licensed Land Surveyor in the State of Minnesota, and will record evidence of existing monuments with digital pictures and field notes. 2.7 Survey Reports The Contractor will provide complete Survey Reports for the work required under this contract. The reports will document all of the surveying work done under this contract. The report will contain copies of all of the documents collected in compliance with 2.3 and 2.4 of this document. In addition, copies of all the material collected for and requested in section 2.6. Reports will be provided in an indexed electronic format as well as a bound paper copy. 3.0 Alignment and Right-of-Way Surveys (Source Type 1021) 3.1 Description Right of Way Surveys includes all surveying duties, both field and office, needed for the development of a final right of way base map. Field work includes field location of alignment, property, and right of way monuments. Office work includes data processing, computations, research of historical records, researching title ownership, interpreting legal documents, and base map preparation. 4
5 3.2 Standards and Specifications Standards and specifications required for a project under this work type will include the following: All survey work is to be done in accordance to the State statutes and State standards. 3.3 Tasks for this work: Conduct office research for historical information on existing side road alignments, existing State right-of-way, PLS, parcels, deeds, easements and any other necessary information along the project corridor Conduct field search for evidence recovery of items such as alignment monuments, right of way monuments, plat monuments, property monuments, PLS monuments, occupation lines and any other physical evidence necessary to re-establish the side road alignments and State right of way Coordinate State resources and utility owner clearance for monument investigation excavations and site restoration as needed Document the use of present survey control networks and the establishment of any subsequent survey control networks that will be used in conjunction with the Project. These records will include survey control monument locations, types, accuracy values, and establishment methods Establish coordinates for all primary points and control points using the double-stub method of occupying each monument at least 2 times. One occupation from a GPS base station set on one geodetic control point and the other from a GPS base station set on a different geodetic control point The Contractor will provide any traffic control necessary to safely perform the excavations. For any work being done within a State highway, the Contractor will refer to the State s Field Manual for proper traffic control methods. 3.4 Contractor Deliverables Text files of all found monuments in GeoPak file format along with an electronic text file of all points shot during the course of the project in the following format: Point number, easting, northing, elevation, and description CADD (Microstation) drawing file of all found monuments, computed points, occupation evidence, and any other surveyed evidence to be used in establishing the existing side road alignments and existing side road & State Right-of-Way CADD (Microstation) drawing file exclusively showing existing alignment data CADD (Microstation) drawing file exclusively showing existing Right-of-Way data Contractor will obtain and deliver copies (paper and electronic) of all plats, maps, deeds, and other documents used to aid in the location of the existing alignment data and existing right of way data Provide all field located data and office computed data in GeoPAK file format Contractor will obtain and deliver copies of existing R/W maps, State plats, subdivision plats, existing horizontal control point descriptions, existing horizontal control point coordinates and elevations, existing land corner certificates from the governing agencies, and any other pertinent record documents from public or private resources. All of these documents will be provided in an electronic copy as a scanned (.PDF) image Contractor will provide the electronic, raw data files from the survey controllers generated during the course of the project. 3.5 State Deliverables 5
6 3.5.1 All State information relating to alignments and right of way, including but not limited to the following: A. Existing research information B. CADD (Microstation) files of record C. Record field book notes 3.6 Excavations for Corner Investigation Refer to 2.6 of this document for requirements. 3.7 Survey Reports The Contractor will provide complete Survey Reports for the work required under this contract. The reports will document all of the surveying work done under this contract. The report will contain copies of all of the documents collected in compliance with 3.3 and 3.4 of this document. In addition, copies of all the material collected for and requested in section 3.6. Reports will be provided in an indexed electronic format as well as a bound paper copy.
