Glodowski Waupaca County Surveyor Request for GPS Survey Proposals Waupaca County, Wisconsin is soliciting proposals and qualifications from firms providing Global Positioning System (GPS) to densify its control network for mapping, surveying and engineering programs. The area we are seeking a proposal on is for Town of Lebanon T23N-R14E, Waupaca County. Waupaca County Coordinates (WCCS) are to be established on specific government corners, sections and quarter (1/4) section corners and all center of sections. Specifications for this project are enclosed. 2 REQUEST FOR PROPOSALS for 2018 GOVERNMENT CORNER and CENTER OF SECTIONS REMONUMENTATION AND WAUPACA COUNTY COORDINATE SYSTEM (WCCS) DETERMINATION, Town of Lebanon T23N-R14E 1. PROPOSAL SELECTION CRITERIA There is no expressed or implied obligation from Waupaca County to reimburse responding firms for any expenses incurred in preparing or presenting proposals in response to this request. The initial evaluation is based upon the proposers responses to this RFP. Waupaca County reserves the right to make a selection among proposers based directly on the proposal, to negotiate further with any proposer, or to reject any/or all proposals. RFP s will be reviewed by the County Surveyor and a selection will be made by the Land Information Council based on the County Surveyor s recommendation. Proposals shall be evaluated on the following criteria: 1. Client references, specifically of those firms that have similar project requests 2. Lump Sum Fee and Cost Per Corner Fee 3. Organization depth and structure of the firm The schedule for consideration of response to this RFP is as follows: RFP published: December 11 th, 2017 Proposals Due: January 18 th, 2018 Proposals opened before the Land Information Council: January 19 th, 2018 Proposal Review Period: January 19 th to January 25 th, 2018 Interview short-listed firms: (Optional) January 24 th, 2018 Proposal selection at the Land Information Council Meeting: January 26 th, GENERAL PROVISIONS 1. Waupaca County Coordinate System (WCCS) corners called for on attached Exhibit A are to be field traversed to and/or receiver occupied, with accuracy meeting or exceeding terms covered in this contract. 2. Questions concerning specifications shall be addressed to the County Surveyor. 3. Contractor shall be solely liable for any damage done to private land or property during the course of this project. Landowner permission should be obtained.

3 4. The County Surveyor may modify or waive product specifications when in his professional judgement, compliance therewith creates practical difficulty. 5. Contractor shall be responsible for all necessary research. NOTE: All government corners have been remonumented and tie sheets are on record in the Waupaca County Surveyors Office. 6. Lost or obliterated Government corners (ie: corners which cannot be reset from existing corner tie sheets) pertaining to this contract will not be part of this contract. Corner request forms are to be filed with the County Surveyor within 2 weeks of field verification that a corner is lost. County Surveyor will field verify lost or obliterated corners. 6a In case of lost or obliterated corners the county surveyor and the contractor shall negotiate additional cost to reset said corner independent of this contract. 7. Center of sections are to be established and new survey control monument certificates (Tie Sheets) prepared and provided. 3. PRODUCT Contractor shall deliver to Waupaca County no later than December 27 th, Coordinate list displaying: 1. Corner location (ie: N1/4 corner, Section 2, T22N, R11E) 2. WCCS Northing & Easting using NAD 1983/91 Datum 3. Latitude & Longitude and Ellipsoid Height using NAD 1983/91 Datum 4. Survey Control Monument Certificate (Exhibit C) for each corner displaying WCCS and datum used along with 4 new or existing ties with bearing and distance to witness monument. Suitable witness monuments are to be provided by contractor. (Power and telephone poles are not to be used.) 5. Items shown on Exhibit C shall be submitted in digital (ASCII) and hardcopy formats. For the digital format, each item shall be denoted with a value from the Government Land Corner index as shown on Exhibit B. 6. Corner monuments of record (Latest dated Tie Sheet) as indicated on Exhibit A shall be reset if missing. Cast iron monuments badly damaged or missing shall be reset with new cast iron monuments (supplied by the County).

4 7. Township map displaying all bearing and distances to adjoining corners along with WCCS coordinate values of each corner. Preferred scale of 1 = 2000, as shown on Exhibit D. 4. GENERAL SPECIFICATIONS 1. Waupaca County 1 ST & 2 ND order stations are to be used for Base Control. 2. Coordinates shall be determined by GPS equipment. 3. Offset ties can use conventional survey methods to tie to the actual corner. 4. Error of traverse closures shall not be greater than one part in 100, Center of sections are to be monumented with Waupaca County cast iron monuments provided by Waupaca County. Witness monuments shall be supplied by the contractor. 6. Contractor shall be responsible for all necessary research. 7. Contractor shall notify appropriate Highway Department when excavating within road right-of-ways. See Exhibit E for a Town of Lebanon road map. 8. Contractor shall notify Outagamie County Surveyor regarding contract on the common line with Waupaca. 5. TIME OF THE ESSENCE - LIQUIDATED DAMAGES 1. The completion date for this project is December 27 th Contractor understands that time is of the essence as to the completion date. If the Contractor fails to complete this contract by December 27 th 2018, Contractor shall pay the sum of $50.00 per day as liquidated and ascertained damages to the County for every day beyond December 27 th 2018, during which the work shall remain unfinished and such damages may be deducted by the County from any money due the Contractor. Nonperformance by December 27 th 2018 shall be excused if caused by an act of God, inability to procure essential supplies or any other cause reasonable beyond the control of the Contractor. The press of other surveying business shall not constitute good cause for failure to complete this contract by December 27 th 2018.

5 6. INSURANCE 1. Contractor shall carry liability insurance throughout the contract term in the amount of $1,000, Contractor shall present insurance certificate on the above and on Workers Compensation at contract signing. 3. A copy of certificates of all required insurance and of this contract shall be placed on file in the Office of the County Clerk for Waupaca County prior to the initiation of the contract. 7. OTHER MICELLANIOUS 1. Waupaca County reserves the right to cancel this project at any time and not enter into an agreement with any provider. Waupaca County will have no obligation to reimburse participants for any incurred expenses of any kind. 2. The provisions in this RFP cannot be modified except by a formal written amendment issued by Waupaca County. 3. Waupaca County reserves the right to cancel the contract in whole or part if performance and/or delivery are not made in accordance with the terms specified. 4. PUBLIC RECORDS ACCESS: Waupaca County is a political subdivision of the State of Wisconsin and as such is subject to the Wisconsin Public Records Law. It is the policy of Waupaca County to maintain an open and public process in the solicitation, submission, review and approval of procurement activities. 5. ACCEPTENCE-REJECTION OF BIDS OR PROPOSALS: Waupaca County reserves the right to accept or reject any or all bids/proposals, to waive any technicality in any bid/proposal submitted, and to accept any part of a bid/proposal as deemed to be in the best interests of Waupaca County.
