2 Sealed offers under two bid systems are invited along with the following details: 1. Technical Bid (TB)- should contain full technical details, viz : location of premises with detailed address, copy of sanctioned plan, copy of completion/occupation certification (in case of completed construction) copy of Ownership Proof, Local Authorities approval certificate, carpet area of flat, type of construction i.e. RCC structure, flooring area, floor area, no. of rooms, details of amenities like type of door/windows, electrical points, storage, loft etc. floor on which premises (flats) located in the building, details of such as free/lease hold land, surroundings, availability of public amenities like Hospital, school, college, police station, railway station, air port, bus station, market, post office, any other Important location etc. No indication as to price aspects or financial stipulation be given in the technical bid. Technical bid must contain detailed measurement calculation sheet showing the actual carpet area of the offered flats and title clearance certificate along with all the required supporting documents. 2. Financial Bid (FB)- should contain strictly financial details, viz: Price of the flats (rate - per sq. ft. of the carpet area) The offers/ bids should be received within 27 days from the date of this advertisement. The prospective bidders are requested to collect tender document viz. Technical Bid and Financial Bid from our office. The tender documents will be issued between am to 5.00 pm (on Saturday from a.m to 2.00 p.m) on all working days from to (excluding Bank holidays, Sundays) at: Bank of Baroda, 4th Floor, P&E Deptt., Gujarat Zone (Zonal office), BOB Towers, Law Garden, Ahmedabad. The offer should be submitted in the prescribed format only. The offers submitted in any other form will not be considered. The tender document can also be downloaded from Bank s website Separate tender forms are to be submitted for each proposal. The completed sealed tender documents (Technical Bid and Financial Bid) in separate sealed envelopes to be placed in a single cover to be superscripted OFFER FOR RESIDENTIAL FLATS IN AHMEDABAD. It should carry credentials like clear title, Municipal approved layout plan etc., as mentioned therein above and should be submitted at the above mentioned address on or before by 5.00 p.m. The Technical Bids will be opened on at a.m. at the above address in Conference hall, in the presence of the tenderers. All the tenderers are advised in their own interest to be present on that date, at the specified time. No separate intimation will be given in this regard. 2

3 SELECTION MATRIX: All the offers received will be screened and short listed by the in-house Committee of the Bank based on the requirement specified and the details submitted by the bidder. The committee will inspect all the offered sites immediately after opening of the Technical Bid. All such short listed offers will be further inspected and examined by the Committee and will be further evaluated on the qualitative aspects in various parameters. 4 Combination of covered and open parking ( proportionate) TOTAL Financial bids will be opened only if minimum two technically qualified bids at Part A and Part B are available. Identification of L-1 bidder shall be assessed location-wise by observing reasonability of rates through readyreckoner and valuation reports. Selection will be done based on the location and requirement of flats as per following Specifications, viz : First Class RCC framed structure with vitrified/good quality marble flooring, aluminum framed / wooden windows, granite top kitchen platform with stainless steel sink, toilets/bathrooms finished with good quality sanitary fittings and tiles, concealed electrical copper wiring. The complex having other facilities such as lawn, gymnasium, health club, security arrangements, covered parking and intercom facility at each flat etc will be preferred. Priority/ Preference will be given to: a) Property offered by PSU/Banks/Govt. Departments b) Flats being offered in exclusive buildings c) Ready built flats/flats in the advanced stage of construction where possession of flats is possible within six months from date of acceptance. 2. All payments relating to Regularization and any other statutory payment/dues and permission charges, shall be taken care by the intended bidders only. No claim on this account shall be entertained by the Bank. 3. Any dispute arising in this regard shall be subject to jurisdiction of Courts in Ahmedabad only. 4. OFFERS FROM BROKERS/INTERMEDIARIES WILL NOT BE ENTERTAINED. NO BROKERAGE WILL BE PAYABLE. The Bank reserves the right to reject any or all the tenders without assigning any reason thereof. 5 BANK OF BARODA GUJARAT ZONE (ZONAL OFFICE), AHMEDBAD TENDER FOR PURCHASE OF RESIDENTIAL FLATS IN AHMEDABAD. This tender consists of two parts viz. the Technical Bid including terms and conditions and the Financial bid. Separate Technical and Financial Bids are to be submitted for each proposal using photo copies in case of multiple offers. The technical bids and Financial bids for all the proposals enclosed in separate sealed envelopes (i.e. all Technical Bids in separate cover and Financial Bids in separate cover) to be placed in a single cover super scribing "Offers for Residential Flats in AHMEDABAD". Use separate cover for offers for 2 BHK & 3 BHK flats with mentioning locations. TERMS AND CONDITIONS:- 1.1 The terms and conditions shall form part of the tender to be submitted by the Vendors to Bank of Baroda hereinafter referred as the bank. 1.2 Tender document received by the Bank after due date and time, i.e PM on shall not be considered and will be rejected 1.3 All vendors are requested to submit the tender documents (TECHNICAL BID AND FINANCIAL BID) duly filled in with relevant documents / information at the following address: The General Manager, Bank of Baroda, Gujarat Zone (Zonal Office), 4th floor, P&E Dept., BOB Tower, Law Garden, Ahmedabad All columns of the tender documents must be duly filled in and no column should be left blank. All the pages of the tender documents are to be signed by the authorized signatory of the tenderer. Any over- writing or use of white ink is to be duly authenticated by the tenderer. The Bank reserves the right to reject the incomplete tenders In case the space in the tender document is found insufficient, the vendors may attach separate sheets( Numbering should be given) 1.6 The offer should remain valid at least for a period of 120 days to be reckoned from the date of opening of technical bids. During the validity period of the offer, the vendor should not withdraw/ modify the offer in terms of price and other terms and conditions quoted in the technical and price bids There should not be any deviation in terms and conditions as have been stipulated in the tender documents. However, in the event of imposition of any other condition, which may lead to a deviation with respect to the terms and conditions as mentioned in the tender document, the vendor is required to attach a separate sheet marking list of deviations 1.8 The Technical Bid will be opened on at am in presence of the tenderers who choose to be present at our above office. All tenderers are advised in their own interest to be present on that date at the specified time. No separate intimation will be given in this regard The Bank reserves the right to accept or reject any or all the tenders without assigning any reason thereof. 5

6 1. 10 Canvassing in any form will disqualify the tenderer. No brokerage will be paid to any broker The short-listed vendors will be informed by the Bank for arranging site inspection of the offered premises Offers of extended constructions over the existing building with external columns will not be considered The technical bids will be evaluated on selection matrix basis, giving weightage to the qualitative aspects in various parameters like location, distance from important locations of Ahmedabad, amenities available, exclusivity, nearby surroundings, quality of construction, value of internal layout of flats and layout of buildings in complex, availability of the flats in the same building block, power-backup etc. as per shown in A, B & C *** below Proposals / Offers received for minimum - 2- or more flats in a Building for the flats of 1200 to 1400 sq ft ( 3BHK) and minimum - 5- or more flats in a Building for the flats of 850 to 1100 sq ft (2BHK) shall be considered Conveyance of the property shall be made in the name of the Bank immediately after finalization of the deal The payment will be released to the vendor on receipt of peaceful and unencumbered possession of flats and OC from appropriate authorities. On finalization of deal LOI shall be issued by the Bank to the respective vendors. Sum equivalent to 3% of the total value of deal shall be deducted from the final payment of the vendor and shall be paid after the defects liability period of 12 months to be reckoned from the date of possession of the flats, on rectification and making good all the defects noticed during the defects liability period. Against this, a Bank guarantee of equivalent amount may be considered good In case of default in completion of work / handing over flats to the Bank within the stipulated period / authorized extended period, liquidity 0. 5% per week subject to a maximum of 5% of the deal value will be charged to the vendor by the Bank The vendors / builders should strictly quote as per the carpet area mentioned in Technical Bid The finally selected bidder based on evaluation of the property will have to give an irrevocable letter of undertaking to the Bank that he will keep his commitment for sale of flats to the Bank and will not back out for any reason whatsoever Earnest Money Deposit ( EMD): All the offerers whose offers are finally shortisted for opening their financial bids have to deposit an Rs.25,000/- per flat towards all the flats offered for the sale by the offerer by cross demand draft/ banker s cheque payable at Ahmedabad fvg. Bank of Baroda before opening their financial bids Certificate: The bidders have to give a certificate that they have carefully perused the aforesaid terms and conditions and agree to abide by the same in the event of their offer is accepted by the Bank. 6

7 1. 22 The property offered should be free from encumbrances and have clear and Marketable title. Adequate documentary evidence to this effect should be furnish along with the technical bid All the legal documents required by the bank for the verification of the title clearance of the property should be submitted. The title clearance issued by Bank s solicitor/ Advocate only shall be considered It is the policy of the Bank to issue public notice in the leading newspapers inviting claims from the public if any, before entering into the conveyance deed / MOU for the offered property. The vendor should not have any objections in this regard. *** Pre-qualification of the offers shall be assessed on the following parameters : A. Proposals / Offers received for minimum -2- or more flats in a single Building for the flats of 1200 to 1400 sq ft (3BHK) carpet area and minimum -5- or more flats in a single Building for the flats of 850 to 1100 sq ft (2BHK) carpet area shall be considered. All other information required in the format is as per format issued by the Bank B. After completion of the process of the tender, site visits shall be conducted by the designated Committee and offers shall be assessed on the basis of selection matrix and technical evaluation of the proposal. C. After assessment of the proposals and site visits, final list of short listed offers shall be considered for opening of their Financial Bids after completing following exercise. 1. Valuation report shall be obtained from Bank s approved valuer. 2. Legal Title search report shall be obtained from Bank s approved Advocates. 3. Cross verification of the report by the premises Engineer. 4. Enquiry of prevailing rates of nearby vicinity from Office of Sub-Registrar and rates of all the bidders shall be compared from the above assessed rates on case to case basis individually. D. The following documents should be enclosed with the offers: Copy of sanctioned plan and layout Copy of title investigation and Search report along with copy of Title deed documents Commercial Certificate from competent authority Structural stability certificate from licensed structural engineer of Municipal Corporation / Local Authority Certified approved layout plan, approved construction block plan and approved floor plan and its permission NOC from the society, in case offered flat is in old building Certified copy of village form no. 7/12 of recent month in the name of land owner along with its all village form no 6 for last thirty years Certified copy of society registration certificate 7

8 Certified copy of Development Agreement between the Society/land owners and the developers Certified copy of NA order for residential use and if there is commercial construction also within the scheme than NA should be both for residential cum commercial purpose All previous chain of title documents within the last thirty years for the process of title Certified copy of registered sale deed executed and registered in fvg. of society/landowner and its certified copy of registration receipt and its Index no. II Certified copy of order if any issued by the government or courts in respect of the land. Certified copy of final orders issued by the competent court s for any disputes in respect of the scheme or its land. Copy of Brocher of the scheme. That the flat has clear marketable title and the premises is free from all court cases, litigation and is free from any kind of dispute of any nature. b. That the flat/property will be delivered mortgage free, if mortgaged, at the time of registration. c. That the drafts of all documentation which may be finalized by the Bank and its solicitors/lawyers shall be final and binding on me/us. d. That all the outgoing and other expenses will be borne by the Bank from the date of handing over of possession of the flat on conclusion of the sale transaction, whichever is later. Any expenditure/expenses prior to the said date will be borne by me/us. e. To furnish the No Dues Certificate / NOC from the concerned Society, for which the entire payment will be made by me/us. f. That the transfer fees or any other charges or contributions or outgo and all other expenses demanded by and / or payable for transfer of the offered flats to the Society, or to any other entity/authorities etc. incurred by either parties shall be borne and paid by me/us alone. g. I/We am/are aware that the Bank is not bound to accept the lowest or any or all the Tenders and will not be required to give any reason for rejecting any Tender. h. The form which is downloaded from the website has not been changed or corrected in any manner, and on the conditions as appearing in the original will be treated as valid. j. That all the terms and conditions specified in this Tender Form are acceptable to me/us and that all the required details have been furnished in the appropriate blank places. k. That there is no mention of any financial details in the Technical Bid or anywhere else other than Financial Bid, and that there are no technical and commercial conditions in Financial Bid. 17 94 % against possession and execution of Sale Agreement thereof 3% of total value of the consideration per flat after defect liability period of 12 months from the date of execution of the sale agreement. Further 3% is retained as additional amount and will be released upon completion of Conveyance or against Bank Guarantee of equivalent amount. In initial stage as interim payment upto 10-20% (looking to the market conditions) amount value of flats against Bank of this amount at the time of letter of Intent (LOI) No premium shall be considered by the Bank on a/c of floor rise. 4.
