3 Finding Common Ground: Growth Center Planning and Affordable Housing in Rhode Island Objectives of the Study: To understand the relationship between the State s Growth Center planning initiatives in Land Use 2025 and the Fair Share Housing Act of To understand the barriers to LMI housing in areas outside of the USB. To develop a tool to measure the amount of developable land w/in existing growth centers to determine whether it was adequate to support mandated LMI housing. Bonus: Developed a means of measuring Smart Growth potential / performance of vacant / developed land.

22 Finding Common Ground: Growth Center Planning and Affordable Housing in RI PART II: Growth Center Planning and LMI Housing Examined Fair Housing laws and Low & Moderate Income (LMI) housing strategies nationwide. Examined the local implementation of fair housing measures mandated by the Housing Act of 2004 Studied literature on the relationship between Growth Management programs and LMI housing. Mapped relationship between LMI housing and both the goals of the 2004 Housing Act and the 2006 Land Use 2025 growth centers initiatives.

23 Land Use 2025 The USB contains 98% of the state s LMI housing Only 22% of that housing is located within the 67 loosely defined Growth Centers. 28 Glochest Housing & Services 86.5% of LMI housing within growth centers is within a ¼ mile walking distance of a school vs. 53% for housing outside of a growth center. LMI housing within a growth center is 5 x as likely to be within walking distance of the town hall and 3 x as likely to be within walking distance of a library, police or fire services. 29 Finding Common Ground: Growth Center Planning and Affordable Housing in RI PART II: Conclusions Affordable Housing and Smart Growth share many of the same goals and objectives. Growth Management legislation that perpetuates exclusionary zoning practices can inhibit the development of LMI Housing. Without adequate incentives, zoning and/or infrastructure, the development of LMI housing in more rural areas is not practical. Growth Centers must be delineated to ensure there is adequate land for the development or LMI. LMI housing in Growth Centers can increase access to jobs, transportation and services.
