2 From The President s Desk.. Newsletter Contents ConExpo, the largest construction equipment exhibition to be held in 2011, occurred in Las Vegas from 22 nd to 26 th March. The numbers of Australians attending was significantly increased compared to the previous ConExpo events, probably due to many missing last year s BAUMA due to the Iceland volcano. As I mentioned in the previous Newsletter, one of the main reasons for travelling to ConExpo, was to attend the 14 th International Crane Technical Liaison Meeting on Thursday 24 th March. Attendees included the major crane manufacturers and crane user/owner organisations from Europe, North America, Asia and Australia. Some of the agenda items included EN13000 Amendment & Revision, Data Loggers, Unattended Crane Policy, Noise of Equipment, Trade Barriers & Crane Misuse. We met with various press organisations including Cranes Today, International Cranes, Cranes & Lifting and Vertikal. These publications give great coverage to CICA s activities and it s good to meet the editors and personally update them. Other organisations that we met include the SC&RA, ESTA and the National Commission of the Certification of Crane Operators (NCCCO). We also met up with the senior managers of the many crane manufacturers and invited them to attend this year s conference. Back at home, some other meetings that I have attended include: Met with the Ai Group on 18 th March to progress the mobile crane traineeship. Attended the Construction Industry Plant Consultative meeting in Sydney discussing problems the 10 year major inspection requirements. Attended the NTC Industry Advisory Meeting in Melbourne on 15 th April. Met with the NTC in Sydney on the 19 th April on the introduction of the National Heavy Vehicle Regulator in January (See also page 5) We are now busy preparing for the next CICA Board meeting to be held on Thursday 12 th May in Perth. 3 CraneSafe Update.. IMPECABLE RECORDS ARE A MUST FOR CRANES CICA and CraneSafe have been singing this tune for the past decade, but with the release of the new Australian Standards AS and the Draft National OH&S Regulations, there is a huge incentive to follow this advice to the letter. The new AS has changed the section devoted to Major Inspections quite dramatically. If the Crane is not assessed by the method outlined in Section 9 of the Standards, then a Major Inspection is required at 7 Years. In Section 9, if the Crane Duty History is unknown, a 50% loading is added to the Cranes being assessed for its Major Inspection as against the Cranes that have automatic recording systems for Duty History. This brings us back again to the 7 years requirement for a Major Inspection. In addition, there is a mandatory requirement for keeping of other records: Records shall be kept of maintenance, inspections, repairs, modifications and relevant exceptional occurrences (e.g., overloads, extreme climatic conditions and collisions). Failure to keep these records can result in more frequent Major Inspections. The answer is simple; IMPECABLE RECORDS ARE A MUST FOR CRANES. Keep all records for use in Periodic Inspections (CraneSafe Inspections) and Major Inspections, and either incorporate an Automatic Duty History Recorder, or use a manual recording system where all lifts conducted over a period of time (ideally 3 months but can be less) that can be used by the Competent Person to determine when a Major Inspection is required. The EN13000 requirement for European Manufactured Cranes after 2010 has a Data Logger incorporated into the crane but the legal requirement is that only events such as overloads must recorded. Some Manufacturers have more detailed recording devices that include all lifts, but you need to ascertain what is available from your crane supplier prior to adding additional monitoring devices, or using the manual recording of all lifts during a specific period that gives the Competent Person the information to make assumptions on the use of the crane over a longer period. The Documents released by Safe Work Australia for public comment reveal that consideration is being given to having maximum penalties of between $36,000 and $60,000 for not keeping records and also keeping records for the life of the crane. It is therefore, crucial that all records be kept. Not only will you avoid possible penalties, but you may also extend the period between Major Inspections. 4 Membership Matters.. A Report by the CEO Welcome to this regular update. I have been out of the office for 4 weeks during March/April, attending ConExpo and taking some annual leave. I have come back to work well-refreshed from my break and I m now enthusiastically tackling the back-log of s and tasks. The good news is that the CICA / CraneSafe Office continued to progress the day-to-day business in my absence due to the great staff team, working with the CICA Board voluntary leadership as required. As always, there are many issues and challenges ahead with lots of good news and progress, as follows: As per this Newsletter front page, the 2011 Conference (Platinum Sponsor: Terex) is gaining momentum, under the Conference Committee leadership with Registrations due to open soon. The Speaker Program is almost finalised; the Sponsors and Exhibitors are getting on board; and the event website is up and running (refer (See also page 6) While talking Conferences, further good news is that the 2012 Conference Committee has been set up and is proposing to hold the event in Adelaide (hosted by SACA) early September 2012 at the Adelaide Convention Centre. Expect more details once the proposal has been locked in and approved by the CICA Board. Early April, CICA made a public submission to Safe Work Australia re the model work health and safety regulations harmonisation project, with specific concerns and input on the Plant Regulations and Design Registration in relation to the crane industry. Thanks to Jeff Brundell (Director) for his energy and leadership over many months on this front. CraneSafe continues to motor along with the Green Sticker numbers still trending upwards; various state Assessor Meetings have been held or are planned; plus the Assessor audit program is being developed by John Hocking and Jeff Brundell. A CraneSafe specific strategic business planning workshop is to be held in the near future. Led by Jeff Brundell and the CICA Board, CICA is developing the CICA approved engineer project to assist Major Inspections plus (as per the CICA Strategic Plan) the Gold Sticker Project is now actively under development. Proposed details will be released as soon as possible. On the CICA membership front, we have more good news following the National Office annual new membership marketing campaign. So far, new membership numbers are set to jump another 12 members, being proposed at the CICA Board Meeting in Perth 12 May. This will see our membership numbers approaching the 250 level, although we have some way to go to achieve the 300 target. The CICA 2011 / 12 Budget will be discussed at the Perth Board Meeting, along with the timetable for the 2011 Board Elections and AGM. Ongoing projects will be reviewed such as the recently launched industry Crane Accident Scheme; the Dogger training CD; the Training Project; the Crane Safety Manual Review; the Operator training log book, and the History Book. As John Gillespie has reported, the 2011 ConExpo event was another great success. The CICA accommodation block booking at the MGM Hotel included over 60 rooms so the aussie representation was strong. See page 11 for some pictures on the event. Importantly, the Associations International Crane Technical Meeting held during the ConExpo event, agreed to strengthen the significance of the forum and its association participants status. In closing, I encourage you all to support and attend your local state association meetings and of course to consider attending the exciting CICA 2011 Conference at the Gold Coast September. 5 Standards Update Please be aware that Australian Standards AS has been updated and recently released. Jeff Brundell makes mention of some the more important issues in his Impeccable Records story (one page 3), but everyone has a responsibility to be aware of what the Standards require and should purchase a copy. There are other areas that can impact in the normal course of business and one particular areas is that Periodic Inspections shall be conducted by a third party to provide independent advice instead of the previous instruction of should be a third party. It is a more definite instruction and needs to be followed. CICA will explain some of the other changes at the 2011 CICA Conference on the Gold Coast in September. Heavy Vehicle National Laws Take Shape. As noted by John Gillespie in his report (John attended a NTC Meeting on 19/4 representing CICA and the industry) an independent National Heavy Vehicle Regulator (NHVR) will become operational in This covers heavy vehicles with a gross vehicle mass over 4.5 tonnes. The National Transport Commission (NTC), in conjunction with the National Heavy Vehicle Project Office, has released the proposed law and accompanying Regulatory Impact Statement (RIS) for public consultation due by 6 May. The Regulator aims to achieve: Efficiency through a common set of laws for heavy vehicles for all states and territories Safety via a national safety monitoring and reporting system for heavy vehicles A single contact point; an independent authority; a national registration system; unified compliance and enforcement. Con Popov Con Popov CICA is now accepting nominations for the Con Popov Memorial Award (closing date 31/5/11), this award may be bestowed on a person who is considered to have made an outstanding contribution to the crane industry over a considerable period of time. Nominations can only be accepted after being considered and put forward by a State Association Committee. Should you have someone that you think worthy of consideration for this prestigious award, please contact your State Association Secretariat. Lift of the Year Awards 2010 Lift of the Year Winner - Category A John Holland CICA recognises excellence and innovation in the Australian crane industry with the CICA Lift of the Year Awards presented at the annual CICA conference. Entries are divided into two categories, Category A for lifts using cranes over 130t lifting capacity and Category B for lifts using cranes up to 130t lifting capacity. A trophy is awarded to the winner of each category and the coveted Bill Shaw Memorial Trophy is awarded to the entry judged the best overall lift from both of these categories. Registrations can be completed electronically via the dedicated conference website or alternatively a registration brochure will soon be sent to you in the mail. Born with Spinal Muscular Keynote Atrophy, Speaker doctors Karni warned Liddell her parents that she would never walk, sit up or live past her teenage years. Ignoring this advice, Karni s parents embarked on a crazy self invented rehabilitation program which soon helped them to realise that one of the greatest pleasures in life is achieving things people say can t be done. Karni went on to break her first world record at 14 and went into the Sydney Paralympic Games as the fastest woman in the world for all of her events. Karni s story is full of edge of your seat drama and circumstances that will have the crowd crying one minute and laughing out loud the next. Page 8

Andrew Esquilant Liebherr is pleased to announce the appointment of Andrew Esquilant to the position of National Sales Manager (Australia/NZ) for the mobile and crawler cranes above 300t division. His position will be to support all Sales Managers and administration staff in each area of Australia and New Zealand and be involved in the overall management of the Mobile Crane Division for Liebherr Australia. Andre has been working in the Australian crane industry for 10 years, formerly in the Tower Crane division for Morrow Equipment.
