7 RESOLUTION # Approval of Burnett County Certified Survey Map for Section 26, Township 41 North, Range 16 West, Town of Swiss, Burnett County To the Honorable members of the Burnett County Board of Supervisors; WHEREAS, Wagner Surveying Associates, Inc., representing Kathryn Leitch and Charles Lodge, hereafter known as land owners, has caused a survey to be made in the Southwest Quarter of the Southeast Quarter of Section 26, Township 41 North, Range 16 West, Town of Swiss, Burnett County, Wisconsin; and WHEREAS, Burnett County will give said land owners lands located in the Southwest Quarter of the Southeast Quarter of Section 26, Township 41 North, Range 16 West, Town of Swiss, Burnett County (.09 acres); and WHEREAS, Burnett County will receive Outlot 1 (.03 acres) and $ from said land owners; and WHEREAS, the Town of Swiss will receive Outlot 2 (.22 acres) from said land owners; and WHEREAS, Burnett County will draw up the transfer instrument and waive the $ zoning review fee and the Town of Swiss will waive their $25.00 subdivision fee; and WHEREAS, Burnett County will ask for an easement across Flowage Drive to Minerva Dam from the Town of Swiss; and WHEREAS, this exchange/sale of land will resolve property issues, square off parcels and provide for the Town of Swiss ownership of property along Flowage Drive; and WHEREAS, the Natural Resources Committee, Administration Committee and the Burnett County Board of Supervisors approved said transactions at their September 2015, committee and board meetings. NOW, THEREFORE BE IT RESOLVED, THAT the Burnett County Board of Supervisors approve Burnett County Certified Survey Map for Section 26, Township 41 North, Range 16 West, Town of Swiss, Burnett County, Wisconsin. 17 II. TECHNICAL APPROACH Our team members will conduct a review of all programmed spaces used to develop the conceptual drawings and costs. We also intend to interview select employees in order to gain additional perspective in refining the schematic design. The design work requested by the County would consist of the following phases in the order listed: A. Design Development Part One B. Design Development Phase Part Two C. Construction Document Phase D. Bidding Phase A Design Development Phase Part One A. Kickoff meeting - Set Project Scope and Schedule. 1. Establish organization and agenda for meetings. 2. Establish team interaction, committee members and member roles. 3. Set project schedule and goals. Review the spatial requirements of vehicles and equipment and refine the spatial needs for reception, offices, reproduction area, conference room, amenities including training/meeting room, restroom/shower/locker facilities, fitness room, laundry, mud room, carpentry, highway, vehicle maintenance, wash bay(s) and mechanical requirements. B. Architectural Plan Development: 1. The plan will evolve around the requirement that the existing facility shall remain functional and house operations throughout construction. 2. The facilities shall meet the requirements of the current zoning district. 3. Confirm adequacy of all site utilities including sanitary sewer, storm sewer, water main, electricity, telephone, cable, and gas service. 4. Incorporate as many LEED and/or sustainability features as practical. 5. Determine practicality of LEED alternatives and present the pros and cons of each to the County. 6. Review existing code compliance issues and incorporate the updates into the design elements in order to meet current requirements. 7. Review the Mechanical, Electrical and Plumbing, (MEP) submittals contained in the study and incorporate the updates into the addition/remodeling plan. (9)
18 8. Review needs of off-site services such as IT and Building Maintenance in order to determine if needs/requirements have changed since study completion. 9. Determine eligible grant or rebate programs available due to equipment updating and discuss with the County. 10. Review the Emergency Power Needs and develop an Emergency Power Plan. 11. Review the need to expand the employee parking lot to the west. 12. Schematic plans will account for changing technologies. C. Engineering Requirements: 1. All engineering improvements must meet all local, State, WDNR and County Requirements. 2. Research, analyze and design the following improvements for the proposed site. Storm water management requirements, collection system and/or needed pond modifications. Waterway/floodplain impacts. Develop plans for grading, sanitary sewer, water, erosion control, utilities and lighting. Determine Zoning impacts. Apply for permit approvals and processes. Soil conditions (obtain geotechnical data). 3. Prepare schematic cost estimates for all site improvements. 4. Analyze site with possible future growth needs for the next 25 years. 5. Determine the minimum area of impervious pavement. 6. Investigate options for pervious pavement alternatives. Prepare a site master plan. D. Schematic Cost Estimate of Preliminary Plans 1. Update the cost of the concept plan including schematic estimate of construction costs in addition to other soft costs, (not to exceed cost). E. Final Detailed Estimate 1. Upon selection of the final solution, Kueny Architects will expand the conceptual estimate into a total schematic program and budget. (10)
19 B - Design Development Phase Part Two The Architect will further develop the design plans and specifications from the Schematic layouts. The plans will be reviewed by the Design Team and the County to assure a complete understanding. The full involvement of all key members will be required. At this time, we will prepare the prints and sketches for review and input details that may not be fully understood to all individuals. At this phase, Kueny Architects will model the final design in a three dimensional computer model as part of this work exemplifying the interior and exterior spaces. This software is capable of generating plans, rendering and animations for greater understanding of the final project. Specifically we will review and complete the following; A. At this phase, the Team will select and make available for review all drawings and specifications including; building architectural, structural, mechanical, electrical, lighting, plumbing, telecommunications, fire protection, security, storm water management and utility services. B. The Architect will provide basic construction estimates throughout the Design Development phase with a detailed, line item breakdown upon resolution of the final design. C. This phase will assure that the full understanding and commitment is granted by County staff. C - Construction Document Phase Future Phase The Architect and Consultants will prepare fully detailed, Bid Ready drawings and specifications per applicable codes and standards. Full Architectural drawings and any needed Civil, Structural, Mechanical, Electrical, Plumbing, Furnishings and Signage plans and specifications suitable for construction will be completed. Another key to success is the continuity in the design team. The same individuals will be with the project from start to finish being sure even subtle elements are not missed. A. During the Construction Documents Phase, Kueny Architects will meet with the Owner s design team at the beginning, 30%, 60% and 90% milestones, or as necessary. The busy schedules of the team members will be respected during the design process while still achieving the necessary understanding. B. At the 30% milestone, Kueny Architects will present the current plans to the County for review and approval. Any comments will be incorporated into the plan. (11)

Final construction documents will contain complete design drawings, specifications and cost estimates and will incorporate all required State of Wisconsin, MMSD, DNR, storm water and local provision approvals and permits. The following are the divisions of work our firm will coordinate for this project. These items are studied and researched by our team on an ongoing basis. Our expertise in each of these areas of service is a true asset to our clients. D - Bidding Phase - Future Phase Complete Facility Design Civil Design Plumbing Fire Protection HVAC Electrical Low Voltage/IT Capital Equipment Furnishings Bulk Fluid/Hazardous Materials Landscape Design Manual Wash Storm water Design Water/Reclaim Automatic Wash Cold Weather Designs CNG Fuel Island A. The County, with the aid of Kueny Architects, will prepare and print any public advertising and notices. B. Kueny Architects will distribute the necessary hard copy documents of plans and specifications to prospective bidders. C. Kueny Architects will arrange and host a pre-bid conference and explain project details to prospective bidders. D. Kueny Architects will participate in the following areas as required by the Owner. a. Interview Contractors b. Write Addenda and approve/reject substitution requests c. Pre-bid Meeting d. Assemble Contractor Lists - Recommendation of GC e. Pre-Construction Meeting f. Respond to all Requests for Information, (RFI s) E. Kueny Architects will provide analysis of the bids and issue a recommendation to the County. E - Construction Oversight Phase - Future Phase A. Upon award of the construction contractor(s), we become a regular on-site technical and professional advisor to the County. We are currently working on two other projects in the area. One of our priorities is to (12)
21 review the proposed schedule for submittals from construction contractors and assess the timing feasibility relative to the construction schedule. B. We act as a liaison with the appointed County Project Manager. Kueny Architects conducts construction on site reviews (one per week minimum) and hold construction meetings (weekly or bi-weekly). All travel related to our projects are generally included in our fees for services. No per diem is added. C. Shop Drawings, Change Orders and Submittals The Design Team will review all shop drawings, change order requests and submittals in accordance with the design scope. The field coordination of mechanical trades will be done by those trades. D. Monthly Payment Applications Kueny Architects, LLC reviews and certifies the monthly progress payments as is customary. Typically, these applications are be made on AIA format documents. In addition, our team will prepare the necessary payroll reporting as required by any outside funding sources. E. The Architect will assist in the preparation of applications for energy incentive programs when applicable. Project Close-out A. The Architect will organize the final inspection of the project by the Architect, Engineers and County Project Manager. Based on this inspection, the Architect will prepare and distribute the Punch List to all affected parties. B. The Architect will coordinate the occupancy requirements with the Contractor and County and coordinate start-up with the County Project Manager. C. The Architect will prepare the final Record Drawings (As-built) for presentation to the Owner. These will consist of the original contract drawings, updated, changed or redrawn, if necessary, to indicate the actual construction of the project, based on the Architect's own observations and data supplied by the Contractors.
