All addenda and original bid documents are also available online at: select Bid Opportunities from the Quick Links box on the home page. Those firms with representatives registered in attendance at the Mandatory Pre-Bid Conference will be those qualified to submit a proposal for this project. The Qualified Bidders List is attached to this addendum and is also available for download without charge on the County website at select "Bid Opportunities" from the Quick Links box on the home page. The owner s project team at the pre-bid included the following: Michael Walker, Tych and Walker Architects; Art Baker, PE, Georgetown County Engineer; Matthew Miele, Georgetown County Capital Projects; Nancy Silver, Senior Buyer; and Kyle Prufer, Purchasing Officer. The following items were reviewed and discussed, in no particular order. 1) A general review of the project requirements and conditions was made to be sure that everyone understood that any requests for material substitutions, questions and clarification requests, and the final bid submittal must be made in accordance with the bid timeline on page (4) of the project manual. 2) The receipt of bids and the bid opening will take Purchasing Office, Suite 239, 129 Screven Street, Georgetown, in the Old County Courthouse. Big Dam Swamp Community Fire Station; 15 Big Dam Swamp DR, Andrews, SC (See Pg 6). ** Georgetown County Council Chambers, 129 Screven St, 2 nd Floor, Georgetown, SC ) The facility size is approximately 5,000 Sq Ft, built on a previously undeveloped site of approximately one (1) acre, previously part of a parcel belonging to the church next door. As part of the negotiation to acquire the land, the County agreed to relocate Big Dam Swamp Drive, which will allow the church clear access to the balance of their property. The roadway relocation will be by others, including the interim access road as show in the project manual. 4) The color coded project segment identifier on page eight (8) emphasizes that certain aspects of the civil work (site work) will be outside the project scope, and will be performed by others already under contract with the owner. NOTE: This project is shown in two (2) Work Phases. This solicitation includes the Fire Station Site Work as identified on the site map which follows on page (8). The Road Work will be by others at the direction of the Owner (County). 5) There are two (2) project alternates. Alternate #1 allows for the deduction to delete one apparatus truck bay. There are additional construction drawings relative to this in the project manual. Alternate #2 is for placement of native plantings suitable for our growing region to meet code requirements for permitting. 6) The landscape plantings and bed areas are generally described. There is no irrigation included. Station personnel will be responsible for manually watering using a hose bib and hose. There is no landscaping required in the parking lot area. 7) There are two (2) allowances, shown on page five (5). The first for $14, includes the permitting, impact and review fees. The second for $ includes an external building ID sign by others. 8) The project does include requirements for a Bid Bond, Performance Bond, and Payment and Material Bond (see page 5-6). The contractor must also provide Builder s Risk Insurance per item #33, on page 16 of the manual. 9) The contractor is required to make an independent site inspection and become familiar with the conditions that may affect the work. 10) Substantial completion will be 180 calendar days from NTP, with Final Completion 195 days from NTP. See page 52. Liquidated Damages (LD) will accrue at the amount of $500 per calendar day Bid # Georgetown County, South Carolina Page 2 of 7

3 for failure to complete the work on time. (See page 60.) There is no financial incentive for early completion, but the County is anxious to complete the project and get the station into service. 11) The County will coordinate with the awarded contractor to establish the NTP date when both the contractor and owner are ready to proceed, and a building permit has been issued. 12) Additional questions, requests for clarification, or material substitution requests should be directed to Kyle Prufer or Nancy Silver at purch@gtcounty.org and will be answered by published addenda which will be sent by to all registered parties, and available for download without charge on the County website at select "Bid Opportunities" from the Quick Links box on the home page. 13) This project, numbered , is from a 2015 initiation that has taken a while to come to fruition. The budget figures approved at that time included the project as a whole (land, station, truck, site work) and a breakout cost for the building construction alone is difficult to identify. Your SC General Contractor s license must be appropriate for the proposal that you submit, and will be verified with SC-LLR. 14) Any request for Material Substitutions must be received by the designated date, and must originate from a qualified contractor. The County is not in a position to act as a broker between product fabricators and contractors. 15) This project is County funded. It does not involve state or federal funds and thus will not involve Davis-Bacon, Buy American, or other typical FARS requirements. 16) All of the civil work within the roadway right-of-way will be performed by others, as part of the County s IDIQ (Indefinite Delivery, Indefinite Quantity) contract in an upcoming solicitation that has not yet been awarded. That contractor is at yet undecided and is not associated with an existing contract. All of the work designated in green in the drawing on page eight (8) will be performed by the GC. The one exception is the holding pond outfall as annotated. 17) All water utility work will be coordinated with Georgetown County Water and Sewer District (GCWSD). It is intended that the two (2) bores for the water service lines will be performed by GCWSD from the ten inch (10 ) line owned by Williamsburg Water and Sewer Authority. County Line Road is the dividing line between Georgetown and Williamsburg Counties. There are two wet lines with check valve, and one (1) dry line. There is a fire suppression wet sprinkler system, and a septic system as included in the SC-DHEC permit within the bid documents. 18) Site work involves mixed materials, asphalt, concrete and drainage. 19) The building is a prefabricated metal structure, on slab, with inside walls utilizing metal studs, and will include overhead equipment bay doors, standby electrical generator system, mechanical, plumbing, and HVAC. 20) The alternate for the elimination of the second apparatus equipment bay, very basically reduces the concrete slab, and eliminates some of the prefabricated building components, to effectively slide the end of the building over. 21) Appliances will be provided by owner. 4 22) At the time of this meeting, there have been no apparent trade issues associated with tariffs on steel or other metals. 23) The septic field as designated in the project manual is shown in the location where the perc test was performed and where the field should be located. This information is included in the project manual with the DHEC Septic Tank Permit for layout and requirements. 24) The SC-DOT encroachment permits and specifications are also included within the project manual, as are OCRM, and County Storm Water. 25) Any mention identifying the possible roadway site contractor were incorrect. That contract has not yet been awarded. D&L Sitework holds the County s C-Fund road construction contract, however this will fall under locally funded which has not been awarded. 26) Since the local roadwork portion has not yet been bid or awarded, it will be available to those who are interested to bid when finalized, but does include a number of other County roads, not just this single segment. 27) An original bid submittal must be delivered to the Purchasing Office by whatever means necessary to meet the deadline. There can be no electronic acceptance by scanned or faxed methods. 28) It is not known, nor truly expected, that the roadwork will be completed prior to the firehouse construction. The County will coordinate with the awarded contractor for site access and laydown areas. 29) Since the firm to perform the site work has not been selected, the fire station contractor will not be able to independently contact that firm, to make any coordination efforts. Each segment is selfstanding at this point. 30) The project manual is lengthy, but all documentation, reports, drawings, and plans were included. Please note there is a Volume I Table of Contents on Page (3); a List of Drawings (Section 00900) starting on page (56); and a Table of Contents for Volume II on page (152). Hopefully this will assist in locating what you seek. 31) Electrical service and water service if needed by the contractor will need to be established with the designated utility providers at contractor s expense. There is no pre-existing utility service. Those providers are GCWSD and Santee Electric Cooperative. 32) Again, the impact fees are part of the allowance that also includes the permitting and inspection fees. This was for the convenience of the contractors considering a proposal. See page five (5) of the Project Manual. 33) Testing Laboratory Services begins on page (91) of the Project Manual. See also item #64 on page (21) which reads as follows: 64. Testing Laboratory Services will be provided by owner and at owner s expense as specified in Section These services are not intended to relieve the contractor of his/her responsibility for testing and / or laboratory services required in the construction contract documents as part of his/her Quality Control (QC) activities. 5 34) Will the (County) engineer have to be present at the time samples are taken to make sure the material is from the intended area? No, the County engineer need not be present. The QA results will be documented by the laboratory service and provided to the County. 35) It was emphasized that the does come to all the purchasing staff and is the best available contact for questions, material substitution and clarification requests. Answers will always be by formal, published addenda ed to all respondents and uploaded to the website for access to everyone. 36) There being no further questions or discussions, the meeting was adjourned.
