2 Purpose The City of Kenosha is requesting proposals from qualified developers for the purchase and renovation of the former Barden s Department Store building. The first floor must be a commercial use, while the second floor may be commercial or residential. The chosen developer should expect to begin renovation by October The former Barden s Department Store building at the Northeast corner of 7 th Avenue and 58 th Street in Downtown Kenosha.

3 Location The former Barden s Department Store building is owned by the City of Kenosha and is located at th Street, at the northeast corner of 58th Street and 7th Avenue, in Downtown Kenosha which is Kenosha s central business district. Downtown Kenosha has both a business improvement district and main street program and is within walking distance of both Lake Michigan and Kenosha s Metra Rail commuter station. In addition, the intersection of Sheridan Road (STH 32) and 52nd Street (STH 158) is only a few blocks away and provides easy access to Racine and Milwaukee to the North, Lake County and Chicago, Illinois to the south, and Interstate 94 to the west. Kenosha is ideally situated between Milwaukee, to the north, and Chicago, to the south.

4 Downtown Kenosha is within walking distance of Metra and Lake Michigan, and has ready highway access to Milwaukee and Chicago.

5 Site History & Building Condition The Barden s Department Store building was constructed in The Barden s Store occupied the building until approximately From approximately , the Omega Candle Factory occupied the building. The building has been vacant since then, without heat or electricity. The City acquired the building in October 2017 and has repaired the main roof as well as the roof structure over the storefronts. The building is comprised of two floors and a full basement. There is approximately 21,824 gross square feet (88 x 124 ) in the building equally divided between the first and second floor. There is also a mezzanine between the first and second floor, approximately 1,300 gross square feet (10 x 130 ), that runs along the full length of the north wall of the building and approximately one-third of the east wall of the building. Ceiling heights are 15 on the first floor, 12 on the second floor and barely over 7 feet on the mezzanine. There are two stairwells from the basement to the second floor as well as an elevator. The exterior walls are of masonry construction and the interior walls plaster. There is no off-street parking for the building. No off-street parking is required for the occupancy of the existing building per City ordinances.

7 Project Description & Submittal Requirements The City of Kenosha is seeking a qualified developer to prepare a conceptual development plan, budget and timeline for the acquisition and renovation of the former Barden s Department Store building. The first floor must be a commercial use, while the second floor may be commercial or residential. All proposals must contain the following: Cover Letter * Description of the key features of the proposals * The name, address, telephone number and address of the contact person Background * Description of previous experience on similar renovation projects * Identification of the individuals that will be working on the project, what their roles will be, and their experience * Key references from similar renovation projects completed including client name, address and telephone number Conceptual Development Plan * Narrative of proposed renovation and intended use. * A site plan at a scale of 1 = 60 feet that identifies the existing building footprint and any modifications to the footprint * Elevations and/or renderings of the building, which detail any proposed changes to the exterior. Any proposed changes to the exterior shall match and/or complement the existing architecture of the building * An interior layout for each floor of the building as well as each unit, specifying wall locations and room sizes * An estimate of the total development costs broken out by hard and soft costs and financing and proposed sources of financing * Evidence of capability to secure capital for the project * Schedule of implementation for the project through various phases of demolition, construction and occupancy Offering Price * An offer for the building and land supported by the proposed development plan Submission Data All proposals must be submitted in a sealed envelope by 4:00pm, Friday, June 29, 2018 and shall indicate on the envelope RFP Former Barden s Department Store Building. Any proposals received electronically, or loose, or in an unsealed envelope will be rejected. Any proposals received after the deadline will also be rejected. Five (5) unbound copies and one (1) unbound original of the proposal shall be submitted in a sealed envelope. The proposals shall be in a standard 8 ½ x 11 format with drawings no larger than 11 x 17.

8 The proposals shall be submitted to: RFP Former Barden s Department Store Building Department of Community Development & Inspections Jeff Labahn, Director nd Street, Room 308 Kenosha, WI A mandatory pre-proposal meeting will be held Wednesday, April 25, 2018 at 1:00pm at the former Barden s Department Store building, th Street, for all interested developers. The purpose of the pre-proposal meeting is to allow interested developers to view the building interior and to ask any questions on the request for proposals. The City of Kenosha reserves the right to accept or reject any or all proposals, to select the proposal that best meets the needs of the City in the City s sole discretion, and to negotiate certain points of the final agreement with a qualified proposer. The City of Kenosha is not liable for any costs incurred in the preparation, submittal or negotiations of the proposal. All proposals become the property of the City of Kenosha and will not be returned to the proposers. Evaluation Criteria The City of Kenosha will use the following criteria to evaluate each proposal: 1. Compliance with the stated purpose 2. Quality of the development concept 3. Professional and technical competence as evidenced by: * Professional qualifications and specialized experience of the individuals that will be working on the project * Current and previous performance of the developer on similar projects * Responses from key references 4. Financial qualifications, including a proven ability to obtain capital for similar projects and the amount required for this proposal 5. Project completion schedule 6. Total investment contemplated 7. Purchase price offered

9 Selection Process The review and selection process for the former Barden s Department Store building project is as follows: 1. Proposals are due to the City of Kenosha Department of Community Development & Inspections no later than 4:00pm, Friday, June 29, The City of Kenosha will review and evaluate all proposals in accordance with the evaluation criteria 3. Based on the evaluation of the proposals, those qualified proposers will be interviewed by the City of Kenosha 4. The interviews may lead to the identification of the preferred developer and subsequent negotiations to refine the financial terms and development plan and to prepare a Contract of Purchase and Sale and Development Agreement. During this step, the selected developer may be asked to prepare more detailed information. 5. Following the completion of negotiations, the selected developer will be required to make a project presentation to the City of Kenosha Plan Commission. 6. Following Plan Commission review, the entire proposal and Contract of Purchase and Sale and Development Agreement will be forwarded to the City of Kenosha Common Council for final approval.
