3 JANESVILLE CERTIFIED LOCAL GOVERNMENT ANNUAL REPORT TO THE STATE HISTORICAL SOCIETY This report is being submitted in compliance with Section 3b(7) of the "Procedures for the Certification of Local Governments in Wisconsin." This report submitted by the City of Janesville as a Certified Local Government (CLG) covers the twelve month period from 1 August 2012 through 31 July I. JANESVILLE HISTORIC COMMISSION MEMBERSHIP. The Historic Commission was created by Section l B.3.c. of the Janesville Code of General Ordinances on 15 June The first Commission members were appointed by the City Manager and approved by the City Council on 28 December The members have staggered three year terms that expire at the end of April. The Commission members in were: (*Denotes current member.) Bruce Dennis Appointed April N. Terrace Street Janesville, WI B.S. degree, in conservation and resource management, UW-Stevens Point, MS degree, Agricultural Industries and Marketing, Held numerous positions in marketing, public relations and management from 1972 to 1994, including ten years as a Community Development Agent with the UW Cooperative Extension Service, achieving a faculty appointment of Associate Professor. Owner of White Oak Construction, Inc., a remodeling company specializing in kitchen, bathroom, basements, decks, porches, and historic restoration. A Janesville native, he presently lives in a Queen Anne home that he grew up in, in the Look West neighborhood. Term expired in April * Tim Maahs Appointed April Sinclair St. Born in Janesville, raised in the Milwaukee area, and moved to Madison to attend college. Long time advocate for historic buildings and preservation. Restored six previous buildings in communities of Cambridge, Stoughton, and Fort Atkinson prior to moving back to Janesville in Current home is in Janesville's Courthouse Hill Historic District, and believes the abundant historic homes and varied architectural styles in the community as a fantastic resource and treasure. In addition to serving on the city historic preservation commission, he served on the executive board of the Rock County Historical Society. 1
4 Term expires in April * Bob Kimball Appointed November Greendale Dr. Lived in rural Janesville and the city of Janesville since Attended Janesville High School and then received a B.S. degree at the University of Wisconsin in After serving 2 years in the U.S. Army, he started a construction company on April 1, 1958 which he operated until April 1, 2008, when he sold the construction company, which still exists under Paulson-Kimball, LLC in Janesville. He has always enjoyed old downtown buildings. In the early 1980 s, he purchased the Peter building at 117 E. Milwaukee Street and recently started to convert it into upscale condominiums. Also in the early 1980 s, he purchased the Fredenthal building at S. Main Street (originally constructed in 1869) after a major fire. Since then it has been a 3-story office building. Around 1990, he purchased the Carle building at 37 W. Milwaukee Street which is now the home of Rock River Charter School. He also owned the building at the corner of W. Milwaukee Street and S. River Street, which he renovated and sold as a 2-story office and apartment building. Over the past 50 plus years, he served on numerous committees and the Rock County Historic Society including several years as President. He continues to be interested in the preservation of downtown Janesville and is currently a member of the Janesville Historic Commission, which he enjoys greatly. Term expires in April * Britten Grafft Appointed November W. Milwaukee Street, Apt #200 Janesville, WI Britten graduated from Washington University in St. Louis with a BA in architecture. When living in St. Louis she explored many of the historic neighborhoods and pursued an internship with a historic preservation architect to supplement her education. Britten is a Janesville native, she presently lives in an Italianate building downtown Janesville that she recently renovated the second floor apartment. She has been interested in architecture since an early age and travels often to visit significant buildings all over the world. Britten has worked with Grafft Investments Real Estate Redevelopment to rehabilitate several buildings in Janesville s historic downtown. She is a member of the Wisconsin Historical Society and National Trust for Historic Preservation, a member of the Rock County Historical Society, and Vice Chair for the Downtown Development Alliance. Term expires in April * James Dumke Appointed April Carrousel Lane 2
5 B.A. degree in history from Lewis University; J. D. degree from Northern Illinois University College of Law. Practiced law for 23 years, four years as a prosecutor with the Rock County District Attorney s Office. Now retired. Served 12 years as an Instructor for Upper Iowa University. A member and secretary of Company K, Second Wisconsin Reenacted. Secretary of the Trinity Free Lutheran Church. Father of 3 sons and grandfather of four. Served as coordinator for reenacters for the Evansville Rally Round the Flag Civil War sesquicentennial event in Renovated our Victorian home in Illinois in 1970 s. Term expires in April * Stacie Thompson Appointed August Baybrook Drive Studied Electrical Engineering at Utah State University. Currently taking a leave of absence from the workforce to raise a family. Her father was a building/home contractor while she was growing up. This background laid the groundwork for her love of historic homes and buildings. She has lived in various parts of the United States and loves to travel. She visits historic homes and buildings in the places she lives and visits. Term expires in April * Matt Honold Appointed April Cobblestone Drive Janesville, WI Born and raised in Green Bay Wisconsin. Received a B.S. of architecture degree from The University of Wisconsin Milwaukee in 2005 and a Masters of Architecture in While at UWM, historic preservation and urban planning classes stressed the importance of retaining historic structures in order to maintain the urban fabric of US cities. A position at Angus Young Architects brought him to Janesville in 2005 where he worked until 2007at which time he left to pursue his master s degree. He rejoined the firm in 2010 and currently resides with his wife and newborn baby girl in a North- East subdivision in Janesville. 6 Term expires in April II. HISTORIC COMMISSION PRESERVATION PLANNING ACTIVITIES. A. Meetings. The Commission had 14 regular meetings between August 1, 2012 and July 31, B. Survey and Nomination Activities. 1. Reviewed Mead & Hunt request for review of any archaeological and/or architectural resources with Jackson Street Bridge project area. C. Public Education. 1. Publications. a. Videotapes of the Historic Downtown Janesville and Historic and Architectural Janesville continue to be shown on local access cable channel and are available at the Hedberg Public Library. These videotapes are available in VHS and DVD format and are available for purchase. b. Continued distribution of Commercial and Residential Rehabilitation Guideline booklets. c. Continued distribution of the Historic Downtown Walking Tour brochure and the walking tour brochures of the various historic districts, as well as City on the Rock River: Chapters in Janesville s History and Downtown Design Guidelines. D. Special Historic Commission Activities. 1. Members took photos of homes within the Janesville Historic District and prepared educational boards for the 2013 Tallman Arts Festival. 2. Provided guides/publication for walking tours in the downtown and other historic districts in the Fall of 2012 and Summer of Discussed signage designating Historic Districts and came up with a design. 4. Due to new regulations requiring commercial trash dumpsters for buildings with more than 4 tenants, the Commission begin reviewing trash 4
7 dumpster design for multi-unit dwellings in the Courthouse Hill District. E. Nominations to the National Register of Historic Places. None. F. Local District Review Activities. From August of 2012 through July of 2013 the Historic Commission has reviewed 14 certificate of appropriateness permit requests. These included the following: 202 Jackman Garage - Approved 315 E. Milwaukee St. Pavilion - Approved 20 Harrison St Siding - Approved 121 N Parker Dr. Dumpster Enclosure Approved G. Adverse Effect Reviews of Federally Funded Rehabilitation Projects.
