12 7272 Wisconsin Pre filing Community Meeting June 22, 2016 Robert Harris started the presentation with the introduction of Austin Holderness of Carr Properties, the owner of the property, and applicant for the preliminary and site plan approval, and Robert Sponsellar of Shalom Baranes, the architectural firm that is designing the project for the applicant. Harris briefly reviewed some history of the site. He explained that in 2014 the County passed a minor master plan amendment to the Purple Line Plan which focused on the Apex site and surrounding area to accommodate and encourage the preferred multi model purple line and red line stations and ensure that the CCT could continue to be located under the site. The County zoned the site for 8.0 FAR with a height limit of 250 feet in this process. Without the demolition of the Apex building the CCT would not be able to be located in a tunnel going under the site since the Purple Line would take the area for the CCT. Harris then noted that Carr Properties just purchased the property and are excited at the prospect of building a transit related class A building on the site. The CR zone allows a mix of uses on the site including office, residential retail and others. Harris reviewed that the first step in the approval process for Carr was the Sketch Plan approval which occurred in February of This identified the general parameters of the design and developed space, determined the allowed height of the buildings and the general obligations of the developer. The Sketch Plan was approved for 8.0 FAR and 250 feet in height. The approval also acknowledged that the community paint and hardware building could potentially be relocated under certain conditions. Harris said the applicant is pursuing this as a separate approval. Harris then introduced Austin Carr who spoke about the fact that Carr has already developed a Class A building in Bethesda and looks forward to this project which will accommodate the redline and purple line as well as the CCT. Harris then introduced Robert Sponsellar to review the plans with the audience. Sponsellar spoke of the great opportunity this is for a transit oriented development which will also be a great urban place for Bethesda. He said it also gives a great opportunity to connect the site to Woodmont Plaza and make a much better space for the public. He stressed the importance of this connection. He reviewed the site plan which will include 1/3 office and 2/3 residential uses with 10 12,000 square feet of retail and space for a theatre complex. He said this will be a good mix of uses for this urban site. He said the goal is to deliver very high quality architecture and that Shalom Baranes has done this in many of its other projects. He showed some examples. He gave an orientation to the site and the surrounding uses. Sponsellar then reviewed the lower level portion of the site plan which shows the transit and CCT. This level also has theatres and parking. He noted that the ground level of the proposed site plan will include access to the red line and purple line. There will be both an elevator and stairs on the site providing

13 access to the purple line. WMATA will provide access to the red line in the Elm Street sidewalk and this project will accommodate a connection between the two. The CCT will also be accommodated. Sponsellar then reviewed the ground level plan, particularly the public plaza at the corner of Elm and Wisconsin. He explained that the very respected firm of Oehme Van Sweden has been retained by Carr to design this space. He explained how the buildings will be arranged with the plaza as the hinge with some retail along Wisconsin to enliven this space. The north side of the site will house the residential. The office will be along Wisconsin and everything, including transit, will have access from the plaza. He reviewed the loading for the site which will all be internal to the site and will not affect the site perimeter or the streets. He reviewed two access points to the interconnected garage, one on Wisconsin and one on Elm. Sponsellar stated that another main goal of the plan is to get a better connection from Wisconsin to Woodmont Plaza. This connection is very poor today but will be improved with this plan with a public stair feet in width, with the feeling of a grand Italian stair. Sponsellar then reviewed the above grade three wings describing them as a pinwheel around the site which will allow light and views through the site. In this plan they will be 250 feet tall with little variation. He noted that retaining the historic building hurt the design of the site and that the applicant was looking to relocate it elsewhere in a better setting. Harris then reviewed the time line saying that the applicant intends to file the site and preliminary plans very soon and expects a six month approval process. The applicant is hoping for Planning Board approval by December Harris explained that the applicant is under a time deadline as MTA wants the station box which will accommodate the Purple Line delivered by a date certain. Harris then opened the meeting up for questions/comments. Q. Where is CCT? A. Not in current location since this area is needed for Purple Line tracts. Sponsellar reviews the new location south of existing location. Q. Wasn t the concept when Purple Line plan approved that elevators would be on Wisconsin plaza and one could get to station both underground from red line and without going across tracts? A. Yes and both are accommodated in this plan. Q. Isn t allowing crossing the tracks a problem for operation of Purple Line? A. MTA gave this design to the applicant and we do not control. MTA says this condition exists at many points along the Purple line and is acceptable due to train speeds. Also this plan gives alternative of not having to cross tracks which would not be the case under the default plan. Q. Where will CCT come out on the west?

14 A. It will be where it was shown on Purple Line Plan. Q. Does Red line elevator go to street? A. Yes next to Elm Street. Q. How many parking spaces? A. Around 800. Q. Where is public open space? A. Along perimeter and corner plaza which will be open to the air with this plan. Comment: Pleasure to see this project at this scale on this site. Urban design is important and will be improvement to Wisconsin. Scale better for pedestrians and will be better activity on the street. Pleased the elevations will be better than current buildings as current improvements do not meet standards. Station access will be much better with this plan. Design of stairs very important. Would like to see something like Lombard Street. Plaza should be designed as year round comfortable space. There should be bike station here. There is a European firm called Bike Station that has best designs. Happy to see this world class proposal. Q. What is deadline for MTA station? A. Deliver station by end of Q. How will this be staged? A. We must raze building, excavate and build station shell. They will build station on the site and then give site back to applicant to complete the project. Comment: Objects strenuously to a plan that is bike centric. Should not mix pedestrians and bikes too much and should prefer pedestrians. Q. What are plaza dimensions? A. Approximately 50x100, if you include Elm sidewalk area which will have red line access more like 7000 square feet. Intention is that it will read like continuous space. Q. What about residential courtyards? A. 10,000 11,000 s.f. Q. How many units in residential plan will it be condo or rental? A. About 570,000 square feet of plan will be residential probably units. Will be studios, one, two and three bedrooms with 12.5 % MPDUs. Average size Primarily apartments but may be some condos.

15 Q. Will plaza just be for those who live and work here? A. Corner Plaza and perimeter of site will be public spaces. All sidewalks along Wisconsin will be 20 feet wide (now 8 14 feet wide). Corner plaza will be 5,000 to 7,000 s.f. Plaza between the buildings will be for tenants. Q. What is the triangle area along CCT next to purple line for? A. Purple Line plan calls for bike station and we have left space here for it. Q. These towers are only 250 but can t they be 290? A. This plan shows 250 but if Sector Plan passed 290 would be allowed. Q. How many parking spaces per residential unit? A. This will depend on market and what residential builder determines is needed. Q. Will tenants be entitled to on street parking? A. There is little available on street parking here. Everyone is allowed to use public parking garages and lots. However, not clear how much they would use. There is always a bit of conflict as county wants parking reduced in CBD but some of public concerned that there won t be enough. Owner certainly does not want to build too much parking as it is expansive, but must have enough for market. There will be less here due to transit. Q. There will be space for theaters? A. Yes can accommodate if Regal wants to come back to site. Q. Where is end of site along Elm? Isn t part of plaza controlled by MTA and it won t be green? A. It is planned to read as continuous open space but yes MTA controls some of area. Q. Will there be two way movements on Elm for cars? A. Yes, even with Red Line station entrance there will be space for two lanes. Q. Is this one building with three towers? A. Two buildings; two residential towers on one base and office tower on Wisconsin. Q. Will the office and residential be phased? A. Currently planned to be constructed as one phase. Q. The County requires a number of public meetings for this process. How many will there be?

16 A. County requires a pre filing meeting which this satisfies. There was also one for the sketch plan held previously. There is also a public hearing at which anyone can testify. County will send notice of this. Q. Will the building be complete by 2018? A Q. You said around 800 parking spaces? A. Yes, which is actually below traditional standards for most office buildings. Q. What is philosophy behind no parking for transit? A. Bethesda has number of County garages but these are not just for transit and can be used by all. In CBD more transit riders come by foot so Bethesda does not provide dedicated parking for transit. Q. How does loading work? Is it from Wisconsin? A. Access into site off Wisconsin at street level but then internal to building. Technically not underground but effectively is. Q. What type of retail? A. Cafes for Plaza. Comment: Very interested in the new aesthetics of the building. Will it tie in with stone and brick on Woodmont. Will it be better than what now in Bethesda? A. With a building of this size stone and brick see elsewhere in Bethesda does not necessarily work. Will be more glass and steel. Bethesda demands great design and this will be high quality. Look at Shalom Baranes website to see quality of their designs. Q. Will it be LEED Platinum? A. At least gold. Q. Along Wisconsin will building be set back? A. The plan is showing three set backs along Wisconsin. At street level so the retail is street scale; then a mid building and then tapered at top section. Comment: At 250 feet Bethesda is becoming New York City. Existing Carr building not even occupied. Will this building be able to be occupied? A. Existing Carr building has tenant they just have not moved in yet. The recession hurt County office market but there has been virtually no new office approved for Bethesda in years. Carr believes with this location on Metro this building will be very sought after.

17 Q. Get the feeling we re being hoodwinked. What will the sidewalk on Bethesda be like? A. It will be much wider at 20 feet. It will be more animated with retail. The goal is to make Wisconsin much friendlier and livelier. Q. How many square feet of office? A. About 350,000 with this plan. Q. Is Carr partnering with anyone? A. Carr is the only owner but is working with others. Q. If only 450 residential units how many MPDUs? A. 12.5% of units. Q. Who rents these? A. Those at 60% of county median income. Meant to be affordable to teachers, fire fighters etc. Q. Is this a public/private project? A. No it s private. Not County subsidized. Q. Will this plaza be better than Metro Center? A. Yes better planned and not as vast. It will be better integrated with street and have better uses. More animated and user friendly. Q. With transit complete by Fall of 2018 how long until we do not see a hole? A. Should be by the end of Q. Will Elm Street be closed? A. MTA will have to close for some time to build the tunnel. Comment: There should be signage to inform the public of where to go for CCT when tunnel closed. A. This is a good idea. Once tunnel complete surface trail will still be available for permanent use. Q. Did you go to Planning Board and ask for 250 feet? A. County made this determination in Sector Plan process before Carr bought the property. This was to get current owners to sell so the site could accommodate purple line and CCT. Q. Why is red line elevator in Elm street? Why can t it be moved to the south?

18 A. (from audience member) There is a knock out panel in the existing red line station which determines where the connection must be and where redline station needs to be located. Q. I thought the idea of giving more FAR was so red line elevator would not be in Elm Street? A. The MTA design has evolved and they need a wider platform. This meant CCT would be above ground. This project needed for underground CCT and better transit connection between red and purple line. Q. Will it be a wider platform for transit and no pillars? A. Yes it will be a wider platform; there will be some but fewer pillars with this project. Q. The current Bethesda Sector plan allows 290 feet for site will you go back and seek more height? A. Yes probably will, but this will make the buildings narrower and more architecturally and aesthetically pleasing. Sometimes taller and narrower is better and will be here. There will not be additional density. Comment: Audience member then spoke about how this project will improve Bethesda by making it more lively better urban space. Better for walkers and bikers with wider streets and taller buildings. Looks forward to it happening.
