It is with great pleasure to work again, this time as part of the UAP Post Committee, for our beloved professional organization the United Architects of the Philippines. Being around for more than two decades now, yours truly have seen the ups and downs of the UAP, its winning moments and the downside when negative forces are trying to encroach into our field of expertise. But as pliant as the bamboo, the Filipino Architects always regain strength back to their feet never to lose hope to what they want to achieve. The UAP Post is a witness to all these things happening around us since it is the printed medium of the organization. Since then, it has become a tool to keep everyone posted all over the country and abroad. As the years unfold, the new UAP Post Committee decides to reinvent the format of the newsletter. One of its highlights is to pay attention to the artistic side of the Filipino Architect as a painter, a sculptor, a cartoonist, etc. to show the lighter side of this professional. Aside from that, we see to it that all areas have spaces in the newsletter. So we encourage UAP Areas A, B, C and D to keep sending their contributions and be read. In this way, we can bridge the gap from Luzon, Visayas and Mindanao when we get to know what is going on in the UAP National so with its different local chapters. Lastly, on behalf of the UAP Post Committee, we would like to convey our heartfelt gratitude to all Architects and to all our sponsors, our partners in the construction industry who took part in this maiden issue of our newsletter for FY Leah Y. This issue s compilation of news and features from various chapters, districts and areas is proof that UAP is alive and kicking as far as professional enrichment, member empowerment and vigilance against any threat to the architecture profession is concerned. Honor and pleasure is upon me once again after being called upon to serve the organization through its official publication. Being an architect and journalist, I have been endeared to the UAP Post since my first stint as its corresponding editor in 2006 until I became its Editor-in-Chief in After that I am happy to have been still given the opportunity to serve as part of its editorial board until the present. I am looking forward to more contributions from the different chapters. The UAP Post is not just an excellent venue to get the latest in the chapters and architecture but it is also a channel for exchange, learning and networking among our chapters and members, a good ingredient to strengthening the current administration s One UAP advocacy. 3 national president s page Let me first of all congratulate all the members of the UAP Editorial Council for the initial release of the UAP POST for this fiscal year. I sincerely hope that every article issued here will provide inspiration, encouragement and significant incitement to all for the advancement of our profession, professionals and organization while at the same time, celebrate the enthusiasm, energy and spirit of all those behind the acts. I believe that through the UAP Post, we are provided with thoughtful and purposeful insight of events that are worth pointing out - the good and positive that is happening within the UAP from which we can all draw breath of life, hope and unity as Architects. But we must remain mindful of issues beset to challenge our profession, abreast with the upcoming National events, activities and featured developments evolving in the profession. As your National President, I am grateful for all what the UAP allows me to experience- not only moments of celebration but also the time to contemplate on the present challenges in and out of the organization. I have learned not to cloud my thoughts and emotions to have a clearer view of actions to take- effective and viable for our organization. Through these experiences, I believe I have become an individual of substance, which made me a better leader and a noteworthy professional. Gracing most of the Inductions filled my heart with joy and understanding of your Rozanno C. Rosal, FUAP National President Chapter, District and Area. Let us always be reminded to serve best and that service, in whatever level there is, should build and not taint relationships; unite and not divide. I look forward with a higher level of energy to attend the final phase of inductions and meet all our colleagues who are responsible, vibrant and dynamic knowing that they are vital part of the organization. I am delighted to mention the success of our media campaign Sa Arkitekto Sigurado! which was finally realized through the efforts of our Committee on Media and Public Relations composed of Peeya Del Rosario, Louie Vito, Ibay Sicam, Geolette Esguerra, Von Azagra, Cathy Saldana, Sherissa Ursua, headed by Markel Luna. The launching of the ads showcased the vitality of the UAP organization in promoting our practice. The pride and excitement brought by the ads weaved together our voices that we are worthy professionals of the UAP. The rewarded efforts of Architects Jason Romeo Abustan, Anne Lorraine Caban and Jonathan Sadorra, whose entry Agos became the Grand Prize Winner in the recently concluded 2013 Metrobank Arts and Design Excellence in the Architecture Competition, sparked another moment of celebration for the UAP. The entries, Exodus by Architects Laurence Angelo Angeles, Norbert Cornelius Batangan and Jaycee Gopez, and Pearl of the Orient by Architects Don Quintin Lino III, Leandro Jose Magat and Ronald Romero placed both as National Finalists. These and many more keep our organization vivacious, inspired, hopeful and active while putting to mind and heart the Herculean task we need to do attend to. Let me assure the general membership that the UAP, as the integrated and accredited professional organization of architects will continue to serve as a vanguard of the Architecture Profession in the country. We will continue to serve as a catalyst of dynamism and unity among Filipino architects under the letter and spirit of our Republic Act We will continue to promote the highest ethical conduct, discipline, responsibility and values beneficial to our clients and the built environs in the delivery of our professional mandate. Yes, we will continue to provide every Filipino Architect a foundation for the continual learning that enriches life. As an Organization, we must develop ways to accomplish those results reflected in our Long Range Plan. Our members must be richer, deeper, more fulfilled and more productive professional architects than they would have been had they never crossed the threshold of this professional organization. We must unleash our imagination. We must think about the unthinkable. We must harness the power of dreams. We must do this in effective, efficient and creative ways we have not yet discovered but we will, for the next three quarters and beyond. Together, we will still trace the rough road; we will plot the path to the heights of greatness. We will begin the journey that does not end in our list of accomplishments and achievements for the last 3 quarters. Yes, we will honor the past, but we will understand the present, and we will continue to chart the next quarter. B e c a u s e, b u i l d i n g a compelling, lasting and inclusive vision takes time, patience, persistence, determination and leadership. UAP vision is not about a slogan, or a catchphrase. Vision is insight, knowledge, and wisdom shared for the benefit of all. It means working together. And, if there is one thing that our three quarters has shown, it is that together we achieved great accomplishments because we worked together. If there is one thing I have learned as President that I can leave with you, it is this: When we work together, we can accomplish great things. When we join forces, set aside personal differences, and commit ourselves to a common goal, we have great power and momentum. It takes leadership - yours and mine. I say we because this is, and always has been, about a journey we have made and we will make collectively. We will band together to find comfort and strength as we face the ambiguity of a future that lies before us, just as we will act in unison as we celebrate all of our victories, both small and large. And perhaps most important of all, we will be mindful that achieving excellence is about more than just accomplishing the things we set out to do. It s about more than just taking stock of initiatives we ve launched, documents we ve published or programs we ve put in place. And it s even about more than our own places in the histories of this great UAP! Achieving excellence is more than just about triumph. It s about the journey itself. We must all realize not just where we re going, but also where we came from. We must pause, remember and thank all of the people who helped or motivated us to make each little step. It is only by doing so that we can truly understand and appreciate the value of excellence. In closing, I want to remind every member of the UAP community that our collective action will determine our future. Your continued commitment to UAP is imperative if we are to flourish in this last quarter or even in the next more quarters. If we individually or collectively make up our minds, if we believe in our collective future and work together to make UAP a better place for our professional, licensed and registered architects and for each and every member of our community, definitely, we will succeed. The journey will be difficult and challenging but it is one worth following to enable this UAP to PROTECT THE PROFESSION, PROMOTE THE PRACTICE AND SERVE THE MEMBERS. To do any less would be to ignore our past excellence and our continued commitment to all those we serve. Lastly, I look forward to engage with each and everyone of you in our upcoming events like the World Day of Architecture on October 7 at Market, Market Activity Center at Bonifacio Global City; ASSET, Architect s Summit and Sustainable Environment Tourism on October at Puerto Princessa, Palawan; The National Architecture Week in December; UAP NATCON40 on April at SMX Convention Center, Pasay City and the 12th UAP Golf and the like or during your visit to our National Head Quarters in the next three quarters to come. 3

4 national vice president s page UAP- KLenos 2013 Lora B. Rivera, FUAP National Executive Vice President In the early 1990 s, Malaysia was enjoying a n e c o n o m i c b o o m. C o n s t r u c t i o n s a n d developments are everywhere. New Townships, new Airport, Commonwealth 1998, new government center in the form of Putrajaya and KLCC, the tallest building in the world at that time, are some of the prestigious projects to name a few. During those times, Malaysia relied heavily o n f o reign w o r k e r s. Philippine Architects and graduate architects came to the fore. As they say, to every prestigious project in Malaysia, a Filipino is involved. Be it as a draftsman, engineer, architect or skilled workers. And so the idea of forming the United Architects of the Philippines KL Chapter was mooted. In the late 1990 s a triumvirate of seniors Ar. Manny Canlas, Ar. Bert Vista, Ar. Carlos Lagunilla later joined by Ar. Justo Santos, began some informal discussion. It is being done over lunch, dinner or whenever the group met in any function they come across each other. However, it came too late. The timing then was not conducive as Malaysia, and the rest of Asia, was facing a recession. A lot of intended members, mainly OFWs, have been retrenched or contracts not renewed. The idea was temporarily shelved. In 2009, UAP- Singapore was formed. Singapore, being just a neighbor of Malaysia, serves as a model and inspiration. The group revived again the pursuit of a UAP-KL Chapter. The four Architects had a series of discussions in It has dawned to them that there were in fact not a lot of licensed architects in Malaysia compared to Singapore. And if there are, there was no record to refer members and awareness of the vision. Couple this with critical communication and the timing of Ar. Bart Vista s relation with Ar. Lora Rivera, his batchmate in UST, the group was enlightened and given full assistance to finally have the Charter be formed. Ar. Manny Canlas pushed the hardest to have it done. In Sept 10, 2012, Ar. Rivera ed Ar. Bart Vista and inquired if there were considerable number of Filipino architects based in KL and series of communications were made since then. Communications with Arch. Rivera and Arch. Canlas started in October 1, 2012 and close coordination was made to make sure at that time.) With the great support from the bunch of passionate Architects from GDP Kuala Lumpur and RSP Kuala Lumpur led by Ar. Anthony Darilag, Paul Saromines and Joan Salvatierra, the group finally succeeded in complying with all requirements. Additional applications were submitted to Ar. Lora Rivera on January The chapter was quick to comply and fill up the required membership of an additional 5 so that during the February 15, 2013 National Board meeting in Puerto Princesa Palawan, the chapter qualified to become a regular chapter. The sponsoring chapter is Makati CBD Chapter belonging to District B3 of Area B. This to. It is a common knowledge and a fact that it has become difficult to obtain a work permit as an Architect in Malaysia. However, with the power and popularity of social media, specifically facebook, Ar. Justo Santos initiated an information and campaign drive to gain more potential documentation requirements for chapter formation were complied with. On Dec 9, 2012, Ar. Rivera presented to the Uap Board the formation of the Kuala Lumpur chapter. This was approved by the board subject to meeting the required membership of 20 members (since there were 15 members who registered is the home chapter, district and area of NEVP Lora Rivera and NP Sonny Rosal. On March 12, 2013 the good news has arrived. UAP- Kuala Lumpur Chapter was born. On May 18, 2013 KL chapter was chartered as the 134th Uap chapter and the 18th foreign chapter formed. 4

5 ASEAN 2015 WHAT TO EXPECT By Assoc. Prof. Ar. John Joseph T. Fernandez, UAP, AAIA secretary general Two years from now ASEAN 2015 also known as the ASEAN Integration shall take effect. It is similar to the present European Union (EU) setup of borderless economy. By 2015 the 10 member countries of ASEAN (Brunei Darussalam, Cambodia Indonesia, Lao, Philippines, M a l a y s i a, M y a n m a r, Singapore, Thailand, and Vietnam) will work as one community, removing boundaries from each member country for better movement of goods, services and persons. This will give the ASEAN Community a stronger nation in dealing with other countries outside ASEAN. However, the movement of persons seems to be the most controversial (also known as mode 4) as this would result in cross border practice of Figure 1 Figure 2 Figure 3 professionals within the ASEAN Community. One big question is how does one professional qualify in another ASEAN country? Presently the country has already set up the Philippine Qualification Framework (PQF) which has 8 levels. (see figure 1) Other countries in ASEAN has also develop a similar framework. Some countries have 7 some have 8 and some have 9. Cueto, MD) In order to harmonize the qualification framework of each country in ASEAN, Figure 4 an ASEAN Qualification Reference Framework (AQRF) has been develop which will match the qualification levels of all ASEAN member country. Cueto MD) Through such system a professional in country A will have to pass to AQRF to determine his equivalency in country B and vice versa. So it the near future, professionals from Singapore may practice their trade here in the Philippines and professionals from the Philippines may practice their trade in Malaysia. The next question is Are we ready to open our borders to foreign practitioners? This seems to be the question of fear that most of our countrymen is asking. But our foreign counterpart may also be asking the same thing. Personally speaking I believe the Filipino professional is already 1 step ahead of all of this. As our counterpart prepare for such borderless practice, our countrymen has already conquered many shores overseas. Take for example the numerous Filipino Professionals in Singapore, Brunei, Vietnam and Malaysia. They have already cross the borders and have been working their professions in these different ASEAN countries and the AQRF will even strengthen their position in the country where they work. But we should not rest our laurel here. The basis of all qualification framework of each country as well as the AQRF is, EDUCATION. The highest level of qualification in most ASEAN country is level 8. This is equivalent to a PhD degree. A mere bachelors degree only qualify a professional at level 6. In this case our professional should not settle for a mere bachelors degree as this will limit them to a certain level which requires supervision unlike a level 7 & 8 which doesn t require supervision, which can be translated as managerial level. The discussion with regards to this matter is extensive but one thing is for sure, 2015 is coming and the ASEAN one community is soon going to be a reality. So are you prepared to face this new challenge? 5

Carandang, UAP National Treasurer Consistent with the vision of the Office of the National Treasurer to be a financially sustainable and trusted department of the organization, herewith is the Comparative Report of UAP s National Budget relative to actual receipts and disbursements for FY12-13 and FY Budget has been prepared to ensure that all pertinent department, activities and initiatives are properly funded to support its materialization. Budget deliberation went through the stringent process prior to its approval. Rest assured that it is the National Treasurer s mission to effectively and efficiently manage the financial resources and to promote prudent financial practices of the organization. With that, control mechanisms are in place through the authored UAP s Financial Policy. All members are encouraged to settle their annual dues on or before September 30, Through the members trust and support, UAP will continue to accomplish great feats. As indicated in the UAP Financial Policy, members are welcome to review the financial statements of UAP. Feel free to contact the secretariat. national auditor The National Auditor s (NA) main function is to perform an independent financial review on the financial operations of the UAP. He serves as a catalyst, as an interface between groups, an advisor, a reporter of facts and as a watchdog. The plans and programs are the following: reviewing of financial statements of the organization, an oversight ensuring reports are sent and received properly, providing an oversight of the organization s systems, overseeing the entire audit process, reviewing and proposing new audit procedures and taking an inventory of the current assets and liabilities of the organization. In line with this, the NA submitted its first activity report during the 2nd National Board Meeting last August 10, 2013 at the UAP HQ. This is in accordance with the approved UAP Internal Auditing Procedures and Financial Accounting Systems & Procedures Manual. We are now in the process of gradual implementation like Internal Controls, Audit Guidelines, Purpose & Scope of Audit, Required Documents, Findings and Recommendations and Internal Audit Report Summary. The UAP has hired the services of an internal auditor last May and shall assist the NA on the implementation of audits and safe keeping of financial records. Since the assumption of office, the National Auditor has issued several memoranda to wit : 1. NA1314/001 dated 1 July 2013 (Pre-Audit and Signing of Disbursement Voucher) 2. NA1314/002 dated 1 July 2013 (Liquidation of Cash Advances made for the period July 1, 2012 to June 30, 2013) 3. NA1314/003 dated 1 July 2013 (Tagging of All UAP Equipment) 4. NA 1314/005 dated 8 July 2013 (Synchronizing with the Philippine Standard Time) 5. NA 1314/006 dated 18 July 2013 (Liquidation of Cash Advances made for the period July 1, 2012 to June 20, 2013). This is in connection with Memo # NA 1314/007 dated 18 July 2013 (Establishment of FUND Beginning Balances for the Current Fiscal Year July 1, 2013 to June 30, 2014) 7. 7 vice president for area A Greetings UAP is growing stronger, so must also our profession. The world offers a lot of obstacles for our profession, but as long as UAP stands, these obstacles when converted to achievements will serve as inspiration. As the saying goes There is no work of art without a system, the UAP and we, architects must stand firm. The corporate theme for Fiscal Year , Protect the profession, Promote the Practice and Serve the members. In sustaining the vision of UAP as a prime organization of Architects in the Philippines, We really have to move on, shedding more light and inspiration in the quest of our profession. As another fiscal year is in the offing, let us be more united, more cohesive in support and ensuring the future and preserving the legacy of our profession as ONE UAP. GILROY TAGUINOD, UAP Vice President for Area A vice president for area B I would like to congratulate all Area B District Directors, all Chapter Presidents and their Chapter Board of Directors for being cooperative and diligent in performing their respective duties and responsibilities as officers of this organization. At first, it was quite hard to think how we can organize events like Chapter General Membership Meeting, Chapter Board Meeting and Out Reach Projects. But with the help of our Chapter Board of Directors, we were able to come up with plans and pledges to support such activities. It would be interesting if we invite some Resource Speakers who can give us some insight in what field we would like them to share. After organizing this kind of event they may be ready to perform in a District or National Event if given such an opportunity. Like yours truly, before I became an Executive Director for Convention and Conferences for five (5) consecutive years from 2007 to To share my experiences, I went through the ladder type of position so as to gain experience in handling big UAP events. Yours truly became a Deputy Chairman for Social Event in 1997 in 24th UAP National Convention, a Chairman on Social Events for the Succeeding years and was entrusted as Chairman for Operation during the UAP NCA 9 in Baguio City in 2001, then a Conference Director of UAP NCA 10 in Cebu City in My mentor then before Arch Butch Santos and Arch Jun Queri together with Arch Manny Fernando who trained me patiently believed that my experiences were enough, they encouraged me to become a Convention Director in 2004 during our 30th UAP National Convention in Manila Hotel. It was then that the first Convention Exhibition (CONEX) was conceptualized in a much bigger scale. It was with the collaboration of Arch Alejandro Cua, the founder of CONEX, together with the Manila Metro Chapter of UAP District B1. Being part of the organizing committee of such a big event, it was a challenge for us to improve the program of activities of the national convention. As we encouraged our members nationwide to attend this national event, we made sure that they were all welcome so we made the convention fees affordable to everybody and the dates were made available to all professionals nationwide, and many other favorable things to the delegates. The success of each event was not on how much we gain from the exhibits and convention attendance but was rather measured on the positive feedbacks from the architects/delegates and positive response from our exhibitorsour partners in the construction industry. One comment from a delegate architect was that he enjoyed the convention very much he will never forget that convention. At the end of the day we counted our blessings by how many fellow architects had helped in one way or another. From then on I know many talented architects are willing to serve our beloved professional organization, the UAP, if given the opportunity. I had been around Area B, and observed many architects who are so talented and willing to serve their chapter and district, just waiting for their time to shine. Once again I would like to thank UAP Area B District Officers and members for all the support they give to the organization. As we carry our national theme for this FY , To Promote the Profession, Protect the Practice and SERVE THE MEMBERS, we may be more united to reach this goal. Roger T. 8 8 executive commissions Architecture is defined as the art and science of designing and erecting buildings. The Architect is defined as a licensed professional trained to plan, design, and oversee the construction of buildings. These are two words that at times are taken for granted by the laymen of our generation and generations before us. Gone are the times when architects were recognized as prestigious members of society and to hold such a title would be an honor only a few could attain. We should reclaim that prestige and make it known to all members of society and remind them of our importance. A great way to step in the right direction is through information through education. We will educate that we can guide them towards a better way of living. What better way to continue this process by celebrating with the annual World Day of Architecture (WDA) and the National Architecture Week (NAW). The WDA was initiated the Union Internationale Des Architects (UIA) in 2005 to remind the world of its collective responsibility for the future of the human habitat. It has been celebrated annually since then. The UIA WDA theme is Culture-Architecture, commission on government and external affairs 2013 WORLD DAY OF ARCHITECTURE AND NATIONAL ARCHITECTURE WEEK By Ar. Melanie Anne Almanzor-Lim where they hope to generate a wellspring of interpretations and illustrations of architects diversity, richness, and capacity for invention through their designs and realizations. The UIA invites its members to celebrate the World Day of Architecture on October 7, 2013 by creating events that highlight culture as a vital part of the architectural process and illustrate its potential to help resolve the challenges architects face in the practice of their profession. Taking the UIA s theme, the UAP s theme is Arkitektura: Salamin ng Ating Kultura (translation: Architecture: Window of Our Culture). True enough, the way we design our buildings should be in harmony with the environment and social needs it is surrounded by. When we try to work against the elements and against the day-to-day needs of our own culture, we are faced with a space not utilized for its potential. Filipino Architecture should be designed specifically for the Filipino. It ideally showcases our customary beliefs, social forms and material traits as their characteristic features of everyday existence. We can highlight past, current, and future forms of Filipino architecture wherein we celebrate the genius behind them and discuss flaws that we can solve together and show how there isn t any other architect in the world more qualified to do so than the Filipino Architect. The WDA will be held at Market!Market!. It shall be a blitzkrieg of events in this sole venue where there will exhibits, forums, shows, games, special guests. We will have representatives representing factoring key players that are in one way or the other molding the way we live. We will have an interactive area for the general public to get creative. The UAPSA and UAPGA shall also be treating us for some entertainment. This will be a day of celebration, recognition and education, linking man, the nation and the world in one day as architects. WDA will introduce the upcoming National event which is our annual National Architecture Week (NAW). NAW will be celebrated from December 8-14, The theme for this even is Aligning with the Global Skyline and will be hosted in 4 cities, namely Manila, Pampanga, Cebu and Davao, respectively representing each Area of the UAP. Being a National event this will provide an equal share of exposure and build-up by having the exact same activities, whereas in previous years, the main event only took place in Manila. In conjunction the WDA, we will reinforce the recognition our Filipino architects. Our aim is to further inform our society about our architects contribution to every single Filipino in the country. We are going to remind them how responsible we are for where they live, work, go to school, get clinical treatment, etc. We shall show that we are not just responsible for providing a building for function but also a building of beauty. Not only shall we recognize how the Filipino architect contributes to society but we shall also present the Filipino Architect as a capable competitor against our international counterparts. We will put a light on the multi-faceted Filipino style by showing the different forms and flair of the different regions in the country through a Main Exhibit. The Main Exhibit shall be the highlight of NAW which shall showcase specific aspects of our Architecture. We can comprehend these events as if we were a large family showcasing the uniqueness of our brothers and sisters but still bound together as one family, a family of architects proving to our country what we can do and what our forefathers did. 9 executive commissions professional development commission CONSTRUCTION OCCUPATIONAL SAFETY AND HEALTH (COSH) SEMINAR REPORT Opening ceremony started at 8:30AM on the 22nd of August 2013 with the invocation led by Arch. Ferdinand Estepa, Greenhills Chapter President. Arch. Leah De la Rosa, Executive Director of the Professional Development Commission (PDC), introduced the special guest NEVP Arch. Lora B. Rivera, fuap, to welcome the participants; then explained the seminar mechanics. There were only 15 participants who attended out of 30 who confirmed due to Typhoon Maring and Habagat. The seminar proper started at 9:00AM by People, Environment, Materials, Equipment Consultancy (PEME) resource person Mr. Frumencio T. Tan. He discussed the topics: Setting the Learning Climate, Basic Safety Concepts, Occupational Safety and Health (OSH) Legislation, DOLE Regulations (D.O.13), H a z a r d o u s M a t e r i a l s Handling, Excavation Safety, Fall Protection and Ladder Safety and Scaffolding. On the second day of the COSH Seminar Mr. Frumencio T. Tan discussed the topics on Temporary S t r u c t u r e s : A - Fr a m e S c affolding, H-Frame Scaffolding, Ladder and Gondolas, Tools and Equipment, and Safety Programming. Instructions on Safety Programming, Demolition & Explosives, Confine Space, and Lock Out-Tag Out in addition to Electrical Safety, Machine Safety, Welding Safety, and Hot works were shared in the afternoon. The third day of seminar had resource person Dr. Albert L Asprec, who discussed the topic on Environmental Safety, Occupational Health Hazards, and Job Hazard Analysis. He also touched on Personal Protective Equipment, Emergency Preparedness and Fire Safety with lessons learned from Serendra. On the fourth day of seminar, Dr. Asprec lectured on Accident Investigation, Safety and Health Programming, and Human Elements in Safety. In the afternoon there was Fire Safety and the Role of Construction Site Safety Officers. Before the afternoon break participants were divided into 4 groups to do the HSE Program. They inspected the facilities of the UAPHQ as their program assignment. By Arch. Marie Ann Medenilla The 1st group was assigned to the Basement, the 2nd group to the Dormitory at the 4th level, the 3rd group had the Secretariat Office at 5th level, and the 4th group was assigned to the roof deck level. The fifth day of seminar dated August 31, 2013, started with the invocation music of Give Thanks by our resource person PEME President Mr. Joel B. Ello. He started with the Importance of OSH, then went on to discuss World Class Safety Management, Adult Learning, OSH Legislation, News letter for Hospital Planning and Design The United Architects of the Philippines Professional Development Commission (UAP PDC) held a seminar on Hospital Planning and Design in collaboration with the Department of Health on the 13th-15th and 20th to 22nd of June There were 31 architects who attended this 9th Hospital Planning and Design seminar by the Department of Labor and Employment (DOLE). The resource speakers for the seminar were Architects Prosperidad C. Luis, fuap; Maria Rebecca M. Peñafiel, uap; and Elda Shina S. Samoza, uap. On the first day of the seminar, Arch. Leah By Arch. Marie Ann Medenilla De la Rosa introduced Arch. Lora B. Rivera, fuap, UAP s National Executive Vice President (NEVP) to welcome the participants. The attendees were given numerous activities that they had to finish on the allotted time given by the resource speakers. Special guest from the DOH, Mrs. Aida Cuadra discussed the DOH Licensing Requirements for Establishment of Hospitals. On the 5th day of the seminar, the guest speakers were from allied services. These were Civil Engr. Maximo Adan, Jr., Electrical Engr. Ramon Alfonso, Mechanical Engr. Carlos Bariring, Sanitary Engr. Severino Reyes Jr., and Engr. Gary Lunas for Fire Safety & The COSH 2013 Graduates and Safety Inspection. In the afternoon he discussed the Tool Box Meeting, Re-entry Plans with a workshop learning assessment. The participants were given an examination on what they learned from the 5 days of seminar. The special guest for the closing ceremony is past Secretary General Arch. Rey Gabitan, uap. He handed the certificates to the 15 graduates of the COSH Training Seminar. After the graduation he shared an inspiring message to the graduates. Protection. The participants had a presentation of their group s hospital design and site development plan. On the last day of the seminar, they had a tour of the St. Lukes Medical Center in Bonifacio Global City, Taguig City in the morning. Right after the tour, lunch at the UAP Headquarters then continued with talks with guest speaker Arch. Along with Arch. Elda Shina S. Samoza, uap they received certificates of recognition as the resource speakers of the seminar. There were architects who did outstanding work on planning of the hospital outer zone and inner zones and were given a Hospital Handbook. All attendees were certificates of recognition and hospital books during their graduation. The DOH is very strict in attendance so out of the 31 attendees, there were 8 architects who need to complete all the modules and activities first to receive their certificate. 11 executive commissions commission on professional practice UAP Corporate Social Responsibility (CSR) By: Miguel Guerrero, FUAP, APEC Architect, AssocAIA, GreenAP In the recent American Institute of Architects National Convention, Cameron Sinclair, Architecture for Humanity co-founder said Less that 3% of the world s population use the services of architects, but 71% are in dire need of better buildings to live, learn and work in. As architects, we have the education and training to advocate and create fair and sustainable development, welfare and cultural expression of society s habitat in terms of space, forms and historical context (RA 9266, IRR Sec 3) In this light, professional architectural ser vice is the best Corporate Social Responsibility for the United A r c h i t e c t s o f t h e Philippines. W i t h o u r background of a holistic view of our built environment a n d o u r sensitivity to sustainable development, UAP will adopt a CSR of creating a SAFE, ACCESSIBLE AND SUSTAINABLE SOCIETY. A SAFE society includes considering health issues like sewage, solid waste, thermal comfort and air/noise pollution. Since our country is in a typhoon and earthquake zone, we can design the built environment to be resilient to these potential disasters. Safe society also includes reducing crime through better designed, well lighted and visually connected communities. A n ACC ES S I B LE society allows all persons, irregardless of their physical abilities, to participate in the development of the community they belong to. A society will reach higher levels of progress if all persons can be part of that progress, giving them a sense of belonging and ownership. We must go beyond BP 344 and move into the more holistic view of Universal Design. A SUSTAINABLE society rests on the three pillars of Profit, Planet and People. Profit may be addressed through designing more energy and water efficient buildings, therefore passing on the savings to the members of society. Planet may be addressed through careful use of our resources and designing disaster resilient structures and communities. People may be addressed by an environment that sustain the health of the members of society through sanitation, reduce pollution, healthy Indoor Environmental Quality. The Executive Director of the Commission on Professional Practice continues to present and encourage UAP Chapters to adopt this CSR in their respective areas. Chapters may adopt a city, municipality, town, barangay, public school, public hospital, public park, public market, etc. that will showcase the architects intervention to create a safe, accessible and sustainable society. Let us give back to society the fruits of our professional skill and prove to society that ARCHITECTS CARE! commission on internal affairs COMMISSION ON INTERNAL AFFAIRS BASIC KNOW ABOUT One of the seven commissions of the UAP Organization is the Commission on Internal Affairs; which is responsible for the growth, welfare and development of all members in the organization through its programs and activities. Headed by Arch. Carlomagno B. Matela for the fiscal year , the Commission on Internal Affairs conducts a regular meeting scheduled at the National Headquarters every second Monday of the month, keeping its toes to serve all members to the hilt. Following are the Committees under the Commission: Committee on Chapter Organization: The Committee in charge of promoting UAP objectives through the organization of Chapters. It coordinates the preparation of requirements and activities with the aspiring members for proper chartering of chapter. Headed by Arch. Ricardo Balagtas, the Committee looks forward to having a minimum of four new Chapters this year. Currently, the Organization has 134 Chapters, 18 of which are foreign. FYI. Chapter with 100 or more active members is eligible to be segmented depending on the preference of the Chapter. There has to be a minimum of 30 members to charter a Chapter, which has a 3-month probation. It is ideal to have 35 or more members to start with so as to forego the probation period. It is also encouraged to name a Chapter after its location for easy identification. Committee on Membership and General Welfare: The Committee takes charge of all matters with respect to membership. Responsible in updating the UAP roster which includes personal and professional data, good standing status, and organization By: Anne Bayot residency, dissemination of information and invitation of all activities to all members especially Honorary Members of the College of Fellows, Senior Members, Past Presidents and Likha Awardees while setting up systems that will serve and render assistance to members. Leiron de Guzman, discussions continue for the device implementation of the one ID system, Member Emeritus, Sunshine Committee, Health/ Life Insurance AND PAG-IBIG benefits. At present, we have 435 new Architects and a total of 12,173 UAP members in good standing. Committee on Library and Archive: Chaired by Arch. Pamela Jennifer Del Rosario this year, the Committee intends not only to organize and develop archive and retrieval system but also has in mind the acquisition of plans of historical buildings and re-lay out of library. Committee on By-Laws: Arch. Marlon Cariño, who heads the committee for the second year, interprets and provides referral service concerning the By-laws. For this year, there are amendments pending with regards to the UAP National Board structure and National Elections. UAP British Columbia Chapter Joins Pinoy Fiesta Parade in Vancouver The United Architects of the Philippines British Columbia Chapter participated in the recently concluded annual Pinoy Fiesta Parade in Vancouver last August 10, The affair saw the participation of several groups from the Filipino Canadian community in the Greater Vancouver Area. The event is a crowd drawer and usually attracts a large number of spectators and audiences from other cultural and ethnic groups in Vancouver. The parade converged at a Vancouver sports community complex where a program was held till evening. The program was attended by some Members of Legislative Assembly of British Columbia and a host of City of Vancouver officials. The UAP-BC Chapter s participation in this parade was lauded by the Hon. Jose A.P. Ampeso, the Consul-General at the Philippine Consulate in Vancouver. Mr. Tom Avendano, a leading Filipino- Canadian community leader in Vancouver has likewise extended his appreciation to the UAP-BC Chapter for its presence in the parade and encourage the UAP-BC to make it an annual endeavor to join in every activities that the Filipino-Canadian community might be holding. This is the first time that the UAP-BC

UAP HAMILI CHAPTER celebrates 9 th Year Anniversary The July 20, 2013 is a memorable day for the UAP Hamili Chapter as it celebrates the 9th Year Anniversary, filled with continuous endeavor of dedicated members and well supportive mentors and founders. Way back, the chapter was officially registered on April 14, 2004 with Reg. No. 98. Headed by Ar. Rony P. De Juan as the 1st Chapter President, followed by Ar. James Gonzaga, Ar. Regina Falconite, Ar. Cecil Lataquin, Ar. Nathanael the current Knowing that they are always o n the last part of the schedule as far as induction ceremonies are concerned, the officers of the UAP Sugbu Chapter did not wait for their oaths of office and immediately got the chapter gears running for the new fiscal year. Under chapter president for the second term Buck Richnold Sia, UAP Sugbu held its 5th Professional Growth Seminar (PGS) exactly a week before the joint induction event for UAP Regional District C-1. Cabilao, UAP Texas and has been a LEED Accredited Professional since Gulosino-Kapuno on the other hand is a Cebuana architect, who placed 3rd in the Architect s Licensure Examination in 2005 and learned LEED accreditation while working in Dubai. The seminar dealt mainly on the principles of LEED, the certification process, creditby-credit review of the LEED rating system and LEEDing for commercially-viable sustainable buildings. Around 40 architects and architecture students took part in the activity. The chapter started its PGS tradition way back in 2004 during the term of past president Rose Marie Ibanez- Ubando, when it held its first seminar dealing on the topic Contract Document Preparation, with past president Milton Ogdoc as resource speaker. 19

21 THE LOWLY TOILET TAKES CENTER STAGE By Faith I. Hernandez, UAP Having been relegated to the back seat for a long time, the lowly toilet finally takes center stage, as on August 17, 2013 the United A r c h i t e c t s o f t h e Philippines (UAP) and the Professional Development Center (PDC) in coordination with Hocheng Philippines Corp. (HCG), brought the Sustainable Toilet Design Seminar to Zamboanga City. Thirty three participants from the UAP Zamboanga Chapter, UAP Zamboanga Chavacano Chapter and UAP San Juanico (Ipil) Chapter attended the one-day learning module held at Diamond Hall of the Grand Astoria Hotel. Arch. Leah P. dela Rosa, Committee Chairperson of the PDC started off with a brief history and evolution of the toilet and then discussed the Design Standards of Public and Private Toilets including International Prescribed Standards, User to Toilet Ratio, Air Quality of Toilets and Sustainable and Green Toilet Designs. Arch. Rey S. Gabitan, former UAP Sec. General, talked about the Laws Affecting Toilet Design Standards including the pertinent provisions from the National Building Code, the BP 344 or Accessibility Law, the National Plumbing Code, and the Sanitation Code. The speakers took turns in explaining the Ethics of Toilet Designs and Social Norms, Gender Sensitive Toilet Designs, Geomancy and Ergonomics of Toilet Designs and Locational Concerns. Finally, the Ancillary A c c e s s o r i e s, M o d e r n Amenities in Public Toilets and Location of Toilet Accessories were discussed by Mr. Justo R. Batoon, Jr., Quality Assurance Manager of HCG Philippines. The toilet is one area which is most often neglected, but is actually one of the most important parts of a house or any structure, and is commonly viewed as a reflection of the owners or occupants. This seminar is thus a valuable aid in how to (and likewise, how not to) properly design a toilet. It is also interesting to note that there are already waterless toilet systems and technologies available here in the Philippines. 22 College of FELLOWS A BRIEF HISTORY By: Arch. Maria Elena C. Cayanan, fuap BALIK TANAW was conceived by two Little Women of Substance. The only time that members of the College of Fellows are given tribute is during necrological services was expressed by Maria Elena C. Cayanan, FUAP during her incumbency as Chancellor, UAP COF (AY ), and concurred by Past Chancellor Corazon F. Tandoc, FUAP. It was high time, they concluded, that tributes to the Fellows be rendered while they are still around to hear the serendipitous stories and beautiful citations that are usually revealed only when holding necro services. The concept was referred to the COF Jury and they agreed wholly. The program was presented by Chancellor Cayanan to the COF Body during the July, 2006 monthly membership meeting. The first such tribute was held as the culminating activity of what was then called World Architecture Day, a program of the Union Internationale des Architectes (UIA), where the UAP is a national section. The event was held October 1, 2006, with then UAP National President Edric Marco C. Florentino, F UAP and NEVP Ana M. Ling, FUAP and the National Board working out the inclusion of Balik Tanaw in the UAP observance of the international celebration. The Chairman of WDA 2006 was Antonio Valdez, UAP. From then on, the activity had been held annually and has now been institutionalized as part of the UAP Celebration of World Day of Architecture on the first Monday of October. On October 7, 2013, the tribute continues, still chaired by Past Chancellor Maria Elena C. Cayanan, FUAP under incumbent COF Chancellor Ana Mangalino- Ling, FUAP, Chair of World Day of Architecture Willie Y. Chua, UAP. The COF will have its monthly general meeting at 8:30 AM at a Market Market Outdoor Restaurant, followed by Holy Mass in the Mall and Opening of World Day of Architecture, then the Balik-Tanaw program and various Architecture Public Awareness preparation for this international event.
