The Honorable City Vice Mayor Shirlyn Bañas-Nograles after acknowledging the invited guests where she informed that the department heads of City Housing and CSWDO could not appear this morning, thereafter called the session to order and the roll call followed. There being a quorum, the chair thereupon declared the session open for business. F. READING AND ADOPTION OF MINUTES : 2 ND REGULAR SESSION On separate motions of Councilor Bagonoc seconded by Councilors Pestaño, Casabuena and Tan, the reading of the minutes was dispensed with and the same minutes was ruled adopted without any correction. 2 The privilege speech of the Vice Mayor was momentarily laid on the table pending the arrival of her guests and so the body proceeded to the calendar of business. Before going to the Business of the Day and since the expected guests were already around and as moved and seconded, the body went back to the Privilege Hour and thereupon the Vice Mayor relinquished the chair to Councilor Bagonoc. COUNCILOR BAGONOC PRESIDING Vice Mayor Shirlyn Bañas-Nograles introduced Engr. Damian Cañizar, Jr. and his staff of the Office of the Department of Information and Communication Technology which office is just beside the Sanggunian building. For the past six years it was only recently she said that she had known the existence of this DICT and its astounding programs and projects which the city could collaborate. One of the DICT s ongoing TECH4ED, (Education, Employment, Entrepreneurship, Economic) is a software-base project that will upgrade people s digital literacy and the Rural Impact Sourcing (RIS) which will help students and out-of- school-youths to gain employment and also the free WIFI. Under suspended rules the floor was then yielded to Engr. Cañizar and Engr. Paulette Gevera where they took turns in elucidating further about the programs, its target beneficiaries and how they will be benefited, how its application works, the scope of its connectivity to government agencies, its security, sustainability, the requirements and many more. To achieve all of these, they need a memorandum of agreement for the software to be secured. On this 22 nd of September, they are going to give an overview on the RIS at the Lagao gym and all students, OSY and all IT related graduates are invited to come. They assured the honorable members that they are willing to come and assist the city any time. After some more discussions, the Honorable Vice Mayor thanked Engineers Cañizar and Gevera for gracing this session and for their assurance to prioritize the city in all their projects. 2. Councilor Rosalita T. Nuñez When her motion was reconsidered and when recognized, Councilor Nuñez yielded the floor to Dr. Washington Moreno, the City Health Officer who reported about the status of dengue cases in the city and the interventions that were done. He assured the body that there is no outbreak yet and that they are into massive information campaign and doing fever surveillance to identify patients for prompt treatment. More health issues and concerns were raised and thereafter, as moved and seconded, the suspension of the house rules was finally lifted. H. COMMITTEE REPORT: None ADDENDA: 1. QUESTION AND ANSWER HOUR: The issue on illegal fishing at Bula and along Sarangani Bay which is considered area protected, was tackled along with the Region XII BFAR director, Mr. Sammy Malvas and Coast Guard Commander Lt. Lorenzana. Issues and concerns were raised and discussed and finally, it was the consensus to conduct again consultative meeting with the PAMBI members, deputized agents or trained fish wardens, the City Administrator and other concerned agencies. 7 At this juncture, the chair thanked Ms. Donasco, the City Agriculturist for providing ornamental plants at the Sangguniang Panlungsod building. The latter when given the floor reported that the infestation of armyworm has already been.01% contained. The next they are monitoring is probable onslaught of locust. K. ANNOUNCEMENT: Councilor Gacal informed that the PCL Manila and the DILG officers were around for the PCL local election of officers. Councilor Yumang also informed that he would be availing the privilege hour next session and he requested for the presence of the CEMCDO, Atty. Miguel of the Philippine Chinese Chamber of Commerce, the City Assessor, and the City Treasurer in regard to the implementation of the Investment Code.
