The session was then called to order at 9:25 o clock in the morning with the Honorable Vice-Mayor Shirlyn L. Bañas-Nograles presiding. After the roll was called and there being a quorum, the chair thereupon declared the 82 nd regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 81 ST REGULAR SESSION: On separate motions, Councilor Bagonoc moved for the dispensation of the reading and adoption of the minutes of the 81 st regular session, duly seconded by Councilors Pacquiao, Acharon, Llido-Pestaño and Casabuena. There being no correction manifested, said minutes was then ruled adopted. G. PRIVILEGE HOUR: MINUTES OF THE 81 ST REGULAR SESSION ADOPTED The first speaker, Councilor Dominador S. Lagare, Jr., deferred his privileged hour due to the inavailablity of his resource persons. Being so, he waived his slot in favor of Councilor Bagonoc whose motion for reconsideration was duly granted, and she availed of it after the scheduled second speaker, Councilor Casabuena delivered her piece. Councilor Lourdes F. Casabuena, after some preliminaries, gave way to the Girl Scouts of the Philippines (GSP) General Santos City Council representatives in the persons of Ms. Cabang and Ms. Eugenio who made a report relative to the disbursement of the amount received by GSP-GSC Council from the three (3) cinemahouses of the city taken from the additional one peso of the moviegoers, under suspended house rules. After their report, they responded to some questions raised and thereafter requested the city to continue its support to their organization. The honorable speaker, after thanking her resource persons and all the staff of GSP-GSC Council, gave way to Councilor Rosalita T. Nuñez. Councilor Nuñez presented the GOLD USA award conferred by National Court of Honor of the Boy Scouts of the Philippines to Scout Wilfredo Grandeza of the Boy Scouts of the Philippines-General Santos City MINUTES 18 TH SP 82 ND REGULAR SESSION - 15 May 2018 page 1 of 6
2 (BSP-GSC) Chapter last May 6-9, 2018 at Surigao City. On suspended rules, Scout Grandeza delivered his piece and thanked his colleagues in the BSP-GSC Council for their support and the city council for this recognition. Photo opportunities followed. This time, Councilor Elizabeth B. Bagonoc availed of the privilege hour. She took issue of the cutting of trees in the city relative to the widening of roads in the national highway. On suspended rules, Engr. Elsa Ermenita of DPWH explained and responded to queries relative to the issue under consideration. Mr. Harold Aponesto of City ENRO also responded to queries and discussed the transfer and relocation plan of the city regarding those subject trees. After a lengthy exchange of ideas, the speaker together with the presiding officer and members of the council, manifested their stand for the preservation of those trees. The speaker then concluded her piece. Thereafter, suspension of the rules was lifted and they proceeded with the calendar of business. H. COMMITTEE REPORT: NONE I. CALENDAR OF BUSINESS: i. UNFINISHED BUSINESS: 1. 2 ND READING: SPPO NO AN ORDINANCE ENACTING THE COMPREHENSIVE LAND TRANSPORT AND TRAFFIC CODE OF THE CITY OF GENERAL SANTOS. (HON. DOMINADOR S. LAGARE, JR. AUTHOR/SPONSOR) Before the introduction and approval of the following amendments, Hon. Bañas-Nograles relinquished the chair to Hon. Congson. (NOTE: HON. VANDYKE B. CONGSON PRESIDING OFFICER) AMENDMENTS: On page 19, Section 5, paragraph 27 was changed to Section 4, paragraph 27 ; Section 20, to insert the number 127 ; Section 41, to change Section 23, paragraph 8 and Section 61 to Section 14, paragraph 8, and Section 44 ; Section 41, Section 49 was changed to Section 40 ; Section 68, Appendix VIII was changed to Appendix VII and Appendix III to Appendix II ; Section 72, Appendix VIII was changed to Appendix VII ; Section 82, Section 78 was changed to Section 79 ; Section 87, Section 86 was changed to Sections 88 & 89 ; Section 95, Section 95 was changed to Section 92 ; Section 119, Section 200 was changed to Section 189 ; Section 136, Section 141 was changed to Section 140 ; Section 152, the phrase Article XII and Article XIII, Section 79 (b) (i), Section 80 (b), (d) and (e) was changed to Article XII and Article XIII Section 75 (b) (i); Section 76 (b), (d) and (e) ; Section 156, Appendix IX was changed to Appendix VII ; Section 177, Section 173 was changed to Section 176 and an apostrophe was added after n so as it will read as citizen s suits ; Section 123, the penalty for the use of tampered or fake motorized tricycle for hire license plate was changed from P6,000 to P5,000 ; Section 2, manual-powered tricycles or trisikad was deleted. After the approval of the foregoing amendments and since there are still amendments to be introduced in the next session, as moved by Hon.
