The session was called to order at 9:23 o clock in the morning with the Honorable Councilor Dominador S. Lagare III presiding. After the roll has been called and there being a quorum, the chair thereupon declared the 27 th regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 26 TH REGULAR SESSION: On separate motions, Councilor Bagonoc moved for the dispensation of the reading and approval of the minutes of the 26 th regular session, duly seconded by Councilors Melliza and Llido-Pestaño. There being no correction manifested, said minutes was then ruled adopted. MINUTES OF THE 26 TH REGULAR SESSION ADOPTED G. PRIVILEGE HOUR: The privilege hour of Councilor Arturo C. Cloma was laid on the table since he was not yet around. Later when he arrived, he manifested that the legislative measure relative to the transport plan of the city that is supposed to be supported by the subject matter of his speech was not yet fully crafted, as such he decided not to take it out and be treated still as laid on the table. 2 At this juncture, Hon. Lagare relinquished the chair to Hon. Bagonoc. (Hon. Elizabeth B. Bagonoc Presiding Officer) Hon. Dominador S. Lagare III was the second speaker. He took issue of improving the information dissemination process of the city as such he gave way to Mr. Gabriel Cuaycong of Prime Group, Incorporated (PGI) to present their proposed project for the city. On suspended rules, Mr. Cuaycong had his presentation. He gave an overview of their organization and then discussed their proposed donation project to the city, to include: bus/jeepney waiting shed; lamp post with banner; and LED billboard. Hon. Lagare explained that this was being presented for the Council s scrutiny, suggestions or additional inputs that will be considered in the drafting of the memorandum of agreement by the executive. During the period of discussion, the following concerns or comments were duly noted, as follows: Treating this project as a donation is a misnomer for it is more of a marketing strategy considering that PGI is in advertising business; This is a Build-Operate-Transfer (BOT) project, and the same will be turned over to the city after five (5) years, however it was suggested that this be treated as Public-Private-Partnership (PPP); waiting sheds should not be placed in corners and should be installed in accordance with the existing city ordinance; Billboards should not disturb the vision of the pedestrians and drivers and that GAD committee should be consulted in all advertisements; The city should have a percentage share on the revenue; The proposal should be reviewed thoroughly taking into consideration RA 7718 since this is a BOT project. In closing, the chair thanked Mr. Cuaycong for his presence and his presentation and thereafter relinquished the chair to Hon. Lagare. (Hon. Dominador S. Lagare III Presiding Officer) The third speaker was Hon. Elizabeth B. Bagonoc. She thanked the body for granting her motion for reconsideration to avail of the privilege hour. The speaker relayed that she was invited to attend and be the speaker of the General Santos City Police Office headed by City Director, P/SSupt Froilan Flores Quidilla on their activity last January 27, 2014 in commemoration of the 23 rd Foundation Anniversary of the Philippine National Police. In line with the said celebration was the awarding of the following personnel for their bravery, gallantry, devotion, sense of responsibility and professionalism that made the city relatively peaceful, secure and safe to live and do business, to name: PCI Michael Odejerte; PI Oliver Pauya; SPO3 Rosalie Somblingo; PO3 Leah Corsit; PO3 Bimbo Lavador; PO3 Roel Maganaka; PO3 Neil John Maribojo; PO3 Peter Quinzon; PO3 Lilibeth Relox; PO3 Anabelle Senina; PO2 Abdulbasit Abtahi; PO2 Christine Joy Basilad; PO2 Analiza Domingo; PO2 Liza Maldo; PO2 Dulce Serrano; PO2 Ethelene Zolina; PO1 Ma. Cyril Avelino; PO1 Naycie Gungob; PO1 Rovelyn DS Mallo; and Non-Uniformed Personnel, Rojohn Sol. On the other hand, the speaker manifested that amidst the lull of peace and serenity in the city there are still criminalities happening. She cited the recent killing of NDDU student Cindy Rose Villena and the case of another student from GFI last December who was able to escape an attempted rape by a tricycle driver on her way home. Under suspended house rules, P/Supt Rolly Octavio answered the queries raised by members of the Council relative to the peace and order condition of the city and gave an update on the case of Villena s murder. Nuñez presented and congratulated Allan Dela Cruz Valiente, Jr. of Mindanao State University- General Santos City, one of the topnotchers of the recent Electronics Engineer Licensure Examination held in Manila, Baguio, Cebu and Davao last December 14 and 15, On suspended rules, Mr. Valiente answered queries posed by members of the Council. Students from Mindanao State University-CETD, namely: Sophia Angelica M. Pascual, Garelle E. Fredeluces and Jenena T. Solmayor were also introduced and congratulated by Hon. Melliza as young scientists of the city on their success having won first place during the Research Fair 2014 in UP Diliman. On suspended rules, they presented and answered queries relative to their study on the exploration and development of leather material from Yellow Fin Tuna skin. After further queries, Hon. Melliza manifested to pass a measure in the next session urging the CEMCDO to make a study on mass production of the product discovered and recognizing the three students as the inventors and discoverers of the product in order that their rights be protected over their discovery or invention; so with DTI and Councilor Tan as the Chairperson of the Committee on Trade and Industry. It was also suggested that they be given monetary incentives based on the existing city ordinance; that they be considered in the Hall of Fame; and that they be featured and awarded during the celebration of Tuna Festival. At the outset, the students informed that on February 10-12, 2014, they will again compete for the National Science Quest in Baguio City. ANNOUNCEMENT: The Chair read the letter-invitation from the Seventh-Day Adventist Church inviting the City Mayor, the City Vice-Mayor, the City Councilors and their families in a gathering or program called Salamat Mayor on January 29, 2014 from 7:00 to 9:00 in the evening at the Wong Multi-Purpose Building, Southern Mindanao Mission, corner Salvani Street and Cannery Road, City Heights, this city. Hon. Bagonoc also read the letter from the Office of the Commissioner of the National Telecommunications Commission, Atty. Ella Blanca B. Lopez addressed to the Secretary to the Sanggunian acknowledging receipt of letter to Commissioner Cordova dated January 3, 2014 relative to SP Resolution No. 559, Series of 2013, with the information that they have forwarded the same to the concerned office/unit for appropriate action. Further, on her query relative to the CCTV that is being tested in the session hall, the chair manifested that the same could be answered by the Office of the Vice-Mayor. Before the adjournment, the chair greeted Councilor Oco a belated happy birthday. L. ADJOURNMENT: There being no more matter to discuss and as moved by Councilor Bagonoc, duly seconded by Councilors Nuñez and Tan, the chair thereupon declared the 27 th regular session adjourned at 2:10 o clock in the afternoon.
