Asan Secretary to the Sanggunian Legislative Staff Officer V Board Secretary III Stenographic Reporter IV The session started with a prayer song followed by the singing of the Philippine National Anthem and the General Santos City Hymn by the General Santos City Government Performing Arts Company Choir Division. The session was called to order at 9:10 o clock in the morning with the Honorable City Councilor Dominador S. Lagare III presiding. After the roll has been called and having only six (6) members present, the chair called for a 9:17 A.M. With the arrival of five (5) more councilors when the session resumed at 9:24 A.M. a quorum was declared, being so, the chair thereupon declared the 106 th regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 105 TH REGULAR SESSION: On separate motions, Councilor Bagonoc moved for the dispensation of the reading and approval of the minutes of the 105 th regular session, duly seconded by Councilors Tan, Nuñez & Llido-Pestaño. Bañas-Nograles as the scheduled speaker, was on leave, the same was laid on the At this juncture, Hon. Llido-Pestaño availed of the privilege hour after having been reconsidered. She presented the gymnasts of Dadiangas West Central Elementary School who are medalists in the Milo Mindanao Eliminations held last August 23, On suspended rules, Mr. Aljey Rafaela, coach and trainor, introduced the three (3) medalists, to name: Junna May Capili (6 golds); Carl Luisa Tan (1 gold, 5 silvers & 1 bronze); and Angel Katherine Saraom (1 gold, 1 silver & 4 bronzes). He then asked support from the Council particularly on financial aspect, as they have insufficient budget for the grand national championship in the field of rhythmic MINUTES 17 TH SP 106 th REGULAR SESSION - 15 September 2015 page 1 of 7
2 gymnastics in Sta. Rosa, Laguna on October of this year. On the period of discussion, members of the Council congratulated the medalists, their coach and trainor and their parents as well. One of the parents, Mrs. Capili was recognized and even made to respond to some queries. There was a lengthy discussion as regards the financial assistance the city could offer. Mr. Cequiña of YADO was made to respond to some queries as to the feasibility of allocating funds for this request. He discussed that said concern may eventually be addressed upon the passage of the proposed Youth Welfare and Development Code and by amending the existing ordinance on awards for children and youth excellence program. Being so, the chair invited all city councilors to attend and participate in the scheduled hearing on September 25, 2015 to discuss the proposed Code. Meanwhile, Hon. Nuñez manifested that she will make representations with the Local School Board for possible fund source. Still on suspended rules, Junna May Capili had her sample performance. Moreover, Hon. Llido-Pestaño introduced the 2 nd placer in the Agricultural Engineering Licensure Examinations last August, 2015 in the person of Engr. Patrick Jeanne P. Gallo of Mindanao State University. On suspended rules, Engr. Gallo was congratulated by the members of the Council and was made to respond to queries by some members of the Council. Thereafter, photo-ops with the gymnasts and Engr. Gallo followed. Hon. Lagare also availed of the privilege hour. This time he relinquished the chair to Hon. Bagonoc. (NOTE: HON. ELIZABETH B. BAGONOC PRESIDING OFFICER) Hon. Lagare shared his observations regarding the projects being implemented by either DPWH or the City Engineering Office which are easily damaged particularly the road development and drainage system going to Barangay Olympog, and he also included the non-operation of SP elevator after a barely three-month usage. On suspended rules, Engr. Provido from the City Engineers Office responded and gave enlightenment to queries particularly on the status of the said project and the processes undertaken before projects will be accepted by the city. Considering the observation raised by Hon. Lagare, Engr. Provido manifested that they will conduct a thorough investigation as to the cause of said road damage and that they will be providing the Council particularly the Committee on Infrastructure copy of said report of investigation. As regards the SP elevator, Engr. Provido said that they will call the attention of the contractor to repair the same and that the contractor should train somebody/personnel assigned in the maintenance of the said facility and in case of emergencies. As to the other concern raised by Hon. Nuñez regarding the non-implementation of Local School Board funded classrooms, Engr. Provido commented that the same was due to the late submission of the list of projects which eventually caused the delay in the implementation of said projects. Regarding the proposed construction of Conel gymnasium which allegedly lacks fund, Engr. Provido assured to check on it. After some more exchange of ideas, the body thanked Engr. Provido for his presence and proceeded to the next item of the Order of Business. However, before they proceeded to Item H, Hon. Bagonoc relinquished back the chair to Hon. Lagare. (NOTE: HON. QUESTION AND ANSWER HOUR: On the concern raised by Hon. Melliza regarding the condition of the SP elevator, he was informed by the chair that the same was already addressed by Engr. Provido of City Engineer s Office during the privilege hour. Another concern raised by the chair was regarding memorandum circular issued by DILG pertaining to the passage of resolutions versus ordinances in which case it will accordingly be the basis in determining the employees and officials PEI (Productivity Enhancement Incentive). After some exchange of ideas, Hon. Bagonoc suggested that they be furnished copy of said DILG memorandum so that they can make their action based on the content of said memorandum. Heeding to said suggestion, the chair stated that copies of said memorandum be provided next week. K. ANNOUNCEMENT: NONE L.
