Asis of the City Alliance Church signaled the opening of the 14 th regular session and the same has been followed by the community singing of the Philippine National Anthem and the General Santos City Hymn, being led by the General Santos City Performing Arts Choir Division. And subsequently, a dedicatory song was rendered by Ms. Sandra Macabaquiao. Thereafter, the City Vice Mayor Shirlyn Legario Bañas-Nograles, the Presiding Officer, called the session to order at the GSC Covered Court fronting the Carlos P. Garcia Park (Oval Plaza) and requested Ms. Virginia P. Dime, the Assistant Secretary to the Sanggunian, to call for the roll. Consequently, the City Councilors went up the stage as their names were called. There being a quorum, the Chair ruled the session open for business. Shortly, Councilor Melliza moved for a recess to pave way for a very important matter of the day, the First 100 Days Report of the City Mayor Ronnel C. Rivera as well as the City Vice Mayor herself highlighting the milestone and policy direction of the current administration respectively. F. READING AND ADOPTION OF THE MINUTES: (Note: Councilor Lagare- Presiding Officer) The session resumed around 1:38 pm at the session hall in the Legislative Building, with the Councilor Pro Tempore Hon. Dominador S. Lagare III acting as the Presiding Officer. Upon the request of the Presiding Officer, Hon. Bagonoc moved to dispense and adopt the minutes of the 13 th Regular Session. 2 G. PRIVILEGE HOUR: 1. Councilor Franklin M. Gacal, Jr. The City Councilor Franklin M. Gacal, Jr., being the Committee Chair of Public Order and Safety, availed the privilege hour to highlight their most recent accomplishment with the help of the Joint Task Force Anti-Cybercrime Group as well as the Visayan Forum, Incorporated, in their efforts to curb cybercrime in the City, apprehended last October 06, 2013, an operator of human trafficking and cyber scandal at the Diaz Subdivision, Barangay Lagao, this City. The good councilor who actively took part in the actual arrest of the perpetrators commended the PS Inspector Leo S. Dopiles and his group for the successful rescue operation which resulted in the custody of two minors which were properly turned over for debriefing and counselling to the CSWDO with the assistance of the social workers who also joined the said operation. While most of the councilors commended such an accomplishment, they also vehemently condemned such similar cyber acts and ventilated their concerns and perplexities for the same which could have possibly worsened in greater scale considering that such type of crimes could be committed privately. Consequently, various measures were suggested to intensify the efforts against cybersex or cyberscandals that may have proliferated in the City. And Councilor Tan suggested for a reward system ordinance for those who could give information, while Councilor Bagonoc suggested for an inter-agency approach, and Councilor Melliza purported that Permits and Licensing Division could be helpful in conducting inspection based on the existing regulatory ordinance for internet cafes operating in the City where most cybercrime could possibly occur. Councilor Gacal, being amenable to firm up regulatory measures against such similar act vowed to further his campaign against it. H. COMMITTEE REPORT: 1. QUESTION AND ANSWER HOUR: During the Question and Answer hour, Honorable Melliza reminded the august body of the most recent visit and observations made by the political science students from the Mindanao State University regarding the prohibition on the sale of flammable products in the sidewalk within city, wherein such local measure has been continually violated by unscrupulous individual who have perpetuated the sale of the same. He therefore suggested in the exercise of the local council s legislative oversight, the same could be pursued through the Committee on Public Safety and Order to which the good Chairman of the said committee affirmed and noted. On the other hand, Councilor Bagonoc also raised the issue regarding the current protest of the farmers or communal irrigators against the transfer of the provisional irrigation office to the regional center at Koronadal City, threatening that such farmers will resort to hunger strike. Being a NIA issue, she thought it appropriate that such should be acted upon by the Committee on Agriculture to which the Honorable Councilor Cloma acceded that he will immediately conduct a consultative hearing for such concern. Moreover, as manifested by Councilor Leyson that there were initiative made during the 16 th Sanggunian to which Councilor contested that there is nothing wrong if such resolution will be reiterated appealing for consideration contesting the memorandum circular as issued by NIA Administrator as the farmers or communal irrigators are asserting a true identity separate from SOCSARGEN Farmer Communal Irrigators as purported by Councilor Leyson, being the Chair of the same Committee during the 16 th Council. Further, the Councilor Pro Tempore upheld such concern is not limited to the said office but also to other national line agencies who were instructed by the national government to relocate with the said regional center respectively. 17 TH SP-MINUTES 14 TH Regular Session page 9 of 10

ANNOUNCEMENT The honorable Councilor Bagonoc reminded the august body regarding the regular holiday throughout the country on October 15, 2013 by virtue of the Presidential Proclamation No. 658 in observance with the Dhu al- Id al- Adha or Feast of Sacrifice. Councilor Oco also informed the body of the bloodletting activity on October 13, 2013 at the Robinsons Place as spearheaded by the Philippine National Red Cross and organized by the family of the late Councilor Jose Mari Natividad. Moreover, the chair announced that there will be a Public Safety Forum at the Venue 88 by 9:00 o clock on Wednesday, October 09, 2013 while Councilor Cloma also informed that the Committee on Land Use and Urban Planning will also be conducting some sort of a summit at SM Convention Center on Friday, from 10:30 AM to 6:00 pm.
