APPROVAL OF THE JUNE 29, 2017 MINUTES (ATTACHMENT B) ACTION REQUESTED: Motion to approve the June 29, 2017 minutes. C. CONSENT DOCKET INFORMATION: This item is placed on the agenda so that the Intermodal Transportation Policy Committee, by unanimous consent, may designate those agenda items that they wish to be approved or acknowledged by one motion. If any item proposed does not meet with the approval of all Committee members, that item will be heard in regular order. Staff recommends that Items C-1 through C-6 be placed on the Consent Docket. ACTION REQUESTED: Motion to place Items C-1 through C-6 on the Consent Docket and approve or acknowledge those items, subject to any conditions included in that item N. 2 C. CONSENT DOCKET ITEMS: 1. REVIEW OF CRITERIA AND PROCESS FOR EVALUATION OF SURFACE TRANSPORTATION PROGRAM URBANIZED AREA (STP-UZA) PROJECTS (ATTACHMENT C-1) INFORMATION: Each year the ITTC reviews the Criteria and Process for Evaluation of Surface Transportation Program Urbanized Area (STP-UZA) Projects to determine if any revisions are necessary to improve the clarity or usefulness of the document. The evaluation criteria assist the ITTC and ITPC with the selection of STP-UZA projects for inclusion in the Transportation Improvement Program (TIP). ACTION REQUESTED: Review STP-UZA Evaluation Criteria and provide suggested changes to ACOG staff by August INSTRUCTIONS FOR SUBMITTING REQUESTS FOR AMENDMENT TO ENCOMPASS 2040 (ATTACHMENT C-2) INFORMATION: If an entity plans to submit a project for STBG-UZA funding consideration that is not currently included in Encompass 2040, then the project must first be submitted as a request for amendment to the long-range transportation plan. ACTION REQUESTED: None. For information only. 3. OCARTS AREA PERFORMANCE MEASURE UPDATES AND IMPORTANT DUE DATES (ATTACHMENT C-3) INFORMATION: Last year this Committee was given the OCARTS area performance measures based on the proposed FHWA measures. Recently, FHWA released new final performance measures for safety, system performance and freight, and our region s performance measures have been updated accordingly. ACTION REQUESTED: None. QUARTERLY TRANSIT COORDINATION MEETING UPDATE (ATTACHMENT C-4) INFORMATION: All transit agencies and sub-recipients of transit funding in the OCARTS area meet on a quarterly basis throughout the region to stay up to date on fleet status and new development at each of the agencies. Representatives from CART, COTPA and ACOG met on June 7, 2017 at the CART offices in to discuss new business with the agencies since the last quarterly meeting in March. OCARTS AREA LINE ITEM PROJECTS AND ADMINISTRATIVE MODIFICATIONS (ATTACHMENT C-5) INFORMATION: Attached is a list of the FFY 2017 statewide line item projects and administrative modifications located within the OCARTS area, as provided by the Department of Transportation (ODOT) Local Government and Programs Divisions. ACTION REQUESTED: None. For information only. 6. STATUS OF SURFACE TRANSPORTATION PROGRAM URBANIZED AREA (STP-UZA) PROJECTS IN THE OCARTS TRANSPORTATION MANAGEMENT AREA (TMA) (ATTACHMENT C-6) INFORMATION: Attached is information on the status of programmed OCARTS area Surface Transportation Program Urbanized Area (STP-UZA) projects, as provided by the ODOT Local Government Division. ACTION REQUESTED: None. For information only. D. ITEMS REQUIRING INDIVIDUAL ACTION AND/OR DISCUSSION: 1. PUBLIC HEARING AND ACTION ON REQUEST FOR APPROVAL OF THE FFY OCARTS AREA TRANSPORTATION IMPROVEMENT PROGRAM (ATTACHMENT D-1) INFORMATION: Following MPO approval of the final FFY OCARTS Area TIP, it will be provided to the Department of Transportation for approval (as the Governor s designee) and incorporated into the Statewide Transportation Improvement Program (STIP). The new TIP will become effective October 1, 2017, and will be available on the ACOG website at that time. The Intermodal Transportation Technical Committee recommends approval. ACTION REQUESTED: Motion to approve the Final FFY OCARTS Area Transportation Improvement Program, and submit the same to the Department of Transportation for approval and incorporation into the Statewide Transportation Improvement Program. 2. TRANSPORTATION ALTERNATIVES PROGRAM (TAP) UPDATE (ATTACHMENT D-2) INFORMATION: The federal Surface Transportation Block Group Program funding cycle for TAP ended May 12. ACOG received 38 applications for approximately $8.4 million available through the FAST Act. At the June ITPC meeting, ACOG staff presented this list, but now it is presented with a few updates. The Bicycle - Pedestrian Advisory Committee recommends approval. ACTION REQUESTED: Motion to approve funding the updated 2017 TAP project list and to use ACOG and ODOT staffs suggested process for allocating the remaining funds. 11 D. ITEMS REQUIRING INDIVIDUAL ACTION AND/OR DISCUSSION: 1. PROPOSED FINAL FY 2018 OCARTS AREA UNIFIED PLANNING WORK PROGRAM (UPWP) John Sharp highlighted the information as detailed in the agenda memorandum. There being no discussion, Mayor John Koehler moved to approve the proposed Final FY 2018 OCARTS Area Unified Planning Work Program and authorize staff to proceed with executing related contracts and agreements, subject to availability of funds. Councilmember John Pettis seconded the motion. The motion carried. 2. PUBLIC HEARING AND ACTION ON REQUEST FOR AMENDMENT TO THE FFY TRANSPORTATION IMPROVEMENT PROGRAM BY OKLAHOMA CITY DEPARTMENT OF AIRPORTS Chairman Matt Dukes opened the public hearing. There being no response from the public, the public hearing closed. There being no discussion, Councilmember John Pettis moved to amend the FFY OCARTS Area TIP by replacing the OKC Airports FFY 2017 Airport Element with the attached programs of projects, and submit the same to the Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP). Mayor John Koehler seconded the motion. The motion carried. 3. PUBLIC HEARING CONCERNING THE PROPOSED ADOPTION OF THE FFY TRANSPORTATION IMPROVEMENT PROGRAM FOR THE OKLAHOMA CITY TRANSPORTATION MANAGEMENT AREA Chairman Matt Dukes opened the public hearing. There being no response from the public, the public hearing closed. John Johnson asked Kathryn Wenger to explain the Transportation Improvement Program. Ms. Wenger said the TIP is our region s short-range planning document that lists all the construction projects that use STP funding for the years This item was for review and comment only. 4. TRANSIT ASSET MANAGEMENT (TAM) PERFORMANCE MEASURES Shelby Templin said FTA put out a TAM Final Rule requiring transit agencies to set performance targets for state of good repair. She announced that COTPA and CART both met their deadlines to FTA and the MPO, and ACOG staff is in support of the targets they have set. B-4

12 There being no discussion, Mayor John Koehler moved to approve ACOG support of COTPA and CART Transit Asset Performance Measures Plan and State of Good Repair Targets. Mayor Ray Poland seconded the motion. The motion carried. 5. STP-UZA SCORING CRITERIA UPDATES- APPROVAL OF NEXT STEPS Kathryn Wenger highlighted the STP-UZA Scoring Criteria information as detailed in the agenda memorandum. John G. Johnson asked Ms. Wenger to define the STP-UZA. She said it is the Surface Transportation Program Urbanized Area - the federal program funding that is received from Federal Highway Administration and there is a 20 percent local match for most of the projects. The STP-UZA Safety projects that the entities score on get 100 percent federal funding. Isaac Akem commented that recently the acronym was modified to STBG Surface Transportation Block Grant program. Ms. Wenger said she was aware of the new acronym, but at this point, ACOG staff has been using the old acronym to keep from getting confused. Commissioner Marven Goodman asked if a consultant had been selected for the Criteria study. Ms. Wenger said yes, the consultant developed our Congestion Management Process. When the original Request For Proposal was created, ACOG included a task to determine if the STP Criteria could be aligned with ACOG s regional goals and how to better meet the performance measures that FHWA requires. Since there was not enough time to complete that task last year due to having to complete a federal certification review, the contract with Olsson & Associates is being extended at a cost of $84,250, and a 20 percent local match will be needed, so ACOG will be requesting from the local entities to help with that cost of $16,800. John Johnson said 80 percent of the cost will be paid with federal funding. Ms. Wenger said a consultant will be able to give better expertise in meeting the new federal guidelines. She said a volunteer subcommittee will be formed to help coordinate with the consultants and so the transportation committees can be involved in the process. Mr. Sharp said this will be about a six- to eight-month process, so there will be multiple subcommittee meetings. Commissioner Goodman asked if this Criteria would be used for the next Call for Projects. Mr. Sharp said it would not be ready for the next call. Ms. Wenger said, as is done annually, there will be a call for any changes to the current criteria at the next meeting. Councilmember Kris Hyde moved to approve ACOG moving forward in the process of changing the STP-UZA Scoring Criteria. Mayor David Bennett seconded the motion. The motion carried. B-5

13 6. TRANSPORTATION NEWS AND UPDATES E. NEW BUSINESS John Sharp presented information on the following topics: Regional Transit Authority (RTA) Task Force Meeting June 21 Mr. Sharp said that at the last RTA Task Force meeting, Pat McFerron gave an overview of the polling results that were done recently. He was cautiously optimistic with the results that were better than he expected feedback on transit and commuter rail was positive in Central. Mr. Sharp said additional summary information will be sought from Mr. McFerron. RTA Task Force Consultant Interviews The RTA Task Force is down to a choice of two consultants to go forward with formulating the RTA and they will be interviewed in July at the ACOG offices. AMTRAK Train In the middle of June, an AMTRAK Inspection Train made a trip from to Kansas to explore the possibility of scheduled train service from to Newton, KS. He said some ACOG staff and Councilwoman Waner rode the train from to Guthrie. Ozone Alerts - ACOG Interviewed by KOCO Channel 5 This month, ACOG staff was interviewed by KOCO Channel 5 concerning ozone alerts. They recorded a brief segment concerning ozone season and past trends which is available online. Transportation Alternatives Program (TAP) Funding Early Results Mr. Sharp said that in early June, a subcommittee of the Bicycle - Pedestrian Advisory Committee graded 38 applications to receive TAP funding of about $8.4 million. Initially this resulted in about 20 projects being selected, noting that each community or agency that sent in an application was funded at least one project. He said a handout was available at the table, but there will be slight modifications to three of those projects, so the Committee will see this list again in August to vote on that funding and then those projects will be sent to ODOT. Chairman Dukes asked if there was any new business to present. U.S. Department of Transportation Launches Infrastructure for Rebuilding America (INFRA) Grant Program, Announces New Funding Opportunities Dawn Sullivan of ODOT said there was a notice of funding opportunity released about three hours ago regarding what was formerly known as the FAST Lane Grant opportunity. She said the FHWA Secretary of Transportation is not going to award large projects, so because ODOT applied for two large projects, they have the opportunity to re-apply. The new name is INFRA, a $1.5 billion B-6

14 program that provides dedicated, discretionary funding for projects that address critical issues facing our nation s highways and bridges. INFRA grants will support the Administration s commitment to fixing our nation s crumbling infrastructure by creating opportunities for all levels of government and the private sector to fund infrastructure, using innovative approaches to improve the necessary processes for building significant projects, and increasing accountability for the projects that are built.
