12 D. ITEMS REQUIRING INDIVIDAL ACTION AND/OR DISCUSSION: 1. POTENTIAL CHANGES TO THE OCARTS AREA STBG UZA PROGRAM PROCEDURES John Sharp said that over the last year, ACOG has worked with Olsson Associates to update the criteria, which is now complete. In addition, each year ACOG goes back to the committees and asks if there are any procedural changes that they determine are important for the STBG-UZA funds going forward. This year two items were brought forward: 1) set a cap for transit projects up to 10 percent and 2) have a two-year lock for the four-year funding program. The Intermodal Transportation Technical Committee (ITTC) decided it was best to set a cap on the transit projects at 10 percent and decided against having a two-year lock. Peter Hoffman moved to approve the suggested change to place a cap on STBG-UZA funds that transit projects can receive each year. Stan Wieczorek seconded the motion. The motion carried. 2. PUBLIC HEARING AND ACTION ON REQUEST FOR AMENDMENT OF THE FFY TRANSPORTATION IMPROVEMENT PROGRAM (TIP) BY THE CITY OF NORMAN Jennifer Sebesta said the of Norman is requesting an amendment to the TIP to move the widening and reconstruction of 24 th Avenue SE, between north of Lindsey Street and south of Alameda Street from FFY 2018 to FFY She said the cost has not changed and should not impact any other STBG funding. Chairman Matt Dukes opened the public hearing. There being no response from the public, the public hearing was closed. Steven J. Gentling moved to amend the FFY 2019 element of the FFY OCARTS Area TIP to include the widening and reconstruction of 24 th Avenue SE, between north of Lindsey Street and south of Alameda Street in the of Norman, and submit the same to the Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP). Commissioner Rod Cleveland seconded the motion. The motion carried. 3. ACOG CONGESTION MITIGATION AND AIR QUALITY (CMAQ) SMALL GRANT PROGRAM PROJECT LIST Hannah Nolen said with $200,000 available in CMAQ funds, ACOG received two applications which were reviewed and scored by a committee consisting of ACOG staff and representatives from ODOT and the OKC Community Foundation. Both projects were determined to be eligible and recommended for funding. The first application request was from the Planning Department for $37, to upgrade three bus stops and two crosswalks at three high ridership locations associated with the 's Strong Neighborhoods Initiative. The second project request was from COTPA for the Spokies Rideshare Program for $55, for 25 Dash Smart Bikes. She said this will increase ridership and expand the ridership area as well. B-4

13 Elizabeth Waner asked how Spokies works. Ms. Nolen said Josh Vaught, the General Manager of Spokies, was here to answer questions. Mr. Vaught said that currently, there are 51 bikes downtown at eight different stations. He said a bike can be checked out at any station to ride 30 minutes or have a monthly/annual pass for one-hour rides. To add these 25 bikes would increase their fleet by 50 percent. They are a slightly different style of bike that must be locked to something when parked, but they could be locked to any standard bike rack. The current bikes can go anywhere in Downtown, Bricktown, Automobile Alley, or Deep Deuce - about one square mile. With the new Smart Bikes, they can expand that to eight square miles a much larger area. Hoffman asked if the riders are being careful to park correctly, or are the bikes left places where they should not be and treated poorly. Mr. Vaught said they do not have any Smart Bikes currently and they are a little different than the Dockless Bikes. Riders are responsible to park the bike so Spokies can service the bike for the next rider. Hoffman asked if the bikes require driver s licenses or credit card numbers? Mr. Vaught said they only get credit card information. After two years, Spokies still has 100 percent of their bikes in service at stations and they have not seen any vandalism. Mr. Sharp said this type of service is locally controlled, so the can add restrictions and requirements with it and the bikes must go back to base each night. He said some of the companies that come out of town do not have a location where their bikes must be returned, so that is why they are sometimes discarded on the side of the road. He said the and also the OU Campus have bike share programs where they must return the bikes back to the docks. Larry Hopper said it is still a very small fleet compared to others around America, and Spokies has a great reputation and also puts EMBARK s reputation on the line as well. He said they are committed to making sure this program works well. Dukes asked how this program works with the suburban cities. Mr. Vaught said they would have to look at population density and the community's bike lanes to see if the people will actually use the bikes or not. As part of their fiveyear plan, Spokies would like to expand to be able to go to all the high schools that are within five miles of downtown. Beyond that will take additional resources. Commissioner Mike Pearson asked about the bike repairs. Mr. Vaught said currently the repair shop is at the Santa Fe Station with a staff of two. They have an electric bike to get out and do inspections, which has largely replaced the van they were using. Hoffman asked if the home base always knows where the bikes are located. Mr. Vaught said the GPS is not 100 percent accurate, but percent of the time they can know where the bikes are located. He said the tracking should be more accurate with the Smart Bikes. There being no further discussion, Dawn Sullivan moved to approve funding the FY 2019 CMAQ Small Grant Program project list. Lynne Miller seconded the motion. The motion carried. B-5

14 4. OCARTS PERFORMANCE MEASURES AND TARGET SETTING Hayden Harrison highlighted the information as detailed in the agenda memorandum. She said there were two options: Option A - to support ODOT s target or Option B - ACOG s recommendation. She said the ITTC recommended approval of Option B. John Brown moved to approve ACOG s recommendation (Option B), which includes the support of several of ODOT s targets and the adoption of new regional targets that align with the OCARTS regional data. Mark Hamm seconded the motion. The motion carried. 5. TRANSPORTATION NEWS AND UPDATES John Sharp presented the following transportation news and updates: American Planning Association (APA) Conference ACOG staff attended the APA Conference at the Reed Center in Midwest. They presented on the current status of the Regional Transit Authority. RTA Task Force Update ACOG staff attended the Edmond and Norman Council meetings this month to answer any questions they had on the Trust Indenture. Both councils unanimously voted to approve the Trust Indenture. He said there are four more city councils to attend next month. Federal Funding Available for Bridge Projects He said in the past month, ACOG staff has been coordinating with ODOT staff regarding bridge projects. ODOT informed ITTC of an opportunity for $225 million nationwide for a bridge bundling grant. ACOG quickly pulled together the local communities that may have bridge projects and ODOT staff helped gather a list of about 25 projects to advance to ODOT. ODOT will then look at all the projects in the state of that were advanced to them and then forward about three bundles to the federal government to see if money can be obtained from this. It is 80/20 percent money. There was a fast turnaround and the entity staff members were quick in getting lists to ACOG. Platooning Trucks ACOG staff attended the Secretary of Transportation s Driving Working Group meeting this month. They also attended a Platooning Interim Study at the State Capitol a first step in regards to taking platooning to the legislature next year. The state of is behind a few states, especially given that I-40 and I-35 are very important thoroughfares and is the crossroads for the United States. He said there were interesting questions by the legislators about that and what could happen in the future. He said it is possible there will be legislation in the spring to expand the wording to allow for platooning of two trucks at a time on interstates and state highways. He said it is similar to two cruise control systems working together, but they have sensors so that if anything gets in between them, they both back away from that vehicle. Also, there is about a five percent fuel savings. Mr. Sharp said that currently, Tennessee, Arkansas, and Texas allow for platooning. Mr. Sharp said ACOG staff develops a transportation plan every five years, looking 30 years out into the future and they have been similar the last six times. B-6

15 He said this next time will be complicated since we do not know how fast this technology will be adopted. Waner said her concern was public education, wondering if there is room for a car driver to know that these trucks are platooning because of the way they might act. Mr. Sharp said there are safety concerns that need to be discussed and there will need to be education going forward. Air Quality ACOG has hosted a number of air quality meetings this month. Transportation Alternatives Program (TAP) Funds Available TAP funds are available now for smaller communities from 0-5,000 population. Mr. Sharp said there is an estimated $7 million federal funds for these grants, which requires a local 20 percent match. Applications are to be completed on the ODOT website by the end of November. There are a lot of grant notices in the agenda and if the Committee members have questions, feel free to contact ACOG staff. STBG-UZA Call for Projects November 1 There will be a Call for Projects for the STBG funds on November 1. All projects will have to be entered into the etracker software by January 11, 2019 and then meetings will be held in March to determine the projects that go forward for the next fiscal year. Mr. Sharp said there was a workshop to go over the etracker software and the project application deadline has been extended a month longer than normal. Development of a Regional RFP for Aerial Acquisition ACOG is working with its members to develop a regional RFP for aerial acquisition of 2019 data. This has been ongoing since about 2011 or 2012 in order to get a discount for a number of communities. New Impact Fees ACOG is working with and its consultants on traffic studies and modeling for their new impact fees. Open Streets Event plans to have its Open Streets on Sunday on South Robinson between the river and 29 th Street between 1-5 p.m. A consent item was pulled for presentation. C. 5. CALL FOR PROJECTS ACOG CLEAN AIR GRANTS FOR OCARTS AREA PUBLIC FLEETS Eric Pollard said the ACOG CLEAN AIR grants for public fleets is a vehicle replacement program, taking older vehicles off the road anything from light duty to heavy duty and this grant pays the incremental cost of a new alternative fuel vehicle the difference in cost between a gasoline/diesel vehicle and an alternative fuel vehicle. It also covers vehicle refueling equipment with an 80 percent/20 percent match. The grant will also fund off-road equipment such as mowers. As a reminder, Mr. Pollard said any public entity is eligible for these funds public authorities, trusts so if there are folks outside of the municipality or county, let them know as well. B-7

16 E. NEW BUSINESS: Mr. Pollard mentioned a unique opportunity with this particular round of funding. The Volkswagen settlement funding is coming out and the first phase of that project will involve school bus replacement at 50 percent of the cost. He said there were a couple of fact sheets available at the table. Lynne Miller asked if all school districts are notified of this opportunity. Mr. Pollard said ODEQ is ing all the superintendents and ACOG will be reaching out to the Pupil Transportation Association. He said this opportunity is in the OCARTS area. Chairman Dukes asked if there was any new business to present. Streetcar Opening Larry Hopper said that December is the opening of the streetcar and encouraged the Committee members to attend. Northwest Rapid Transit Mr. Hopper said COTPA is working on Northwest Bus Rapid Transit project. He said they just started the NEPA process. F.
