5 CHAPTER - 1: CITY PROFILE A SURVEY OF CITY AND ITS SLUMS General Jalandhar, previously known as Jullundur, is an ancient city in Jalandhar District in the state of Punjab, India. It was the capital of Trigarttas (people living in the "land between three rivers": Ravi, Beas and Sutlej) in the times of Mahabharata war. It has an urban population of above seven lakhs, and another million live in the rural areas adjoining the city. The city is well known for its production of sports equipment, leather goods and rubber goods, auto parts. Many major leather manufacturers are based there who supply a variety of leather products ranging from garments to tool bags around the world. Many major sports equipment manufacturers are based there. In sports goods, some the world's most well known line for football, cricket, and hockey equipment are made in Jalandhar. Major sports giants such as Adidas, Reebok, Dunns, and Mitre outsource from Jalandhar. 1.2 Geography Jalandhar is located at N E. It has a n average elevation of 229 metres (751 feet). The city is located at 375 Kms from Delhi, and about 90 Kms from Amritsar. 1.3 Climate Jalandhar gets very dry and hot in summers lasting from April to July. Monsoon Rains start around early to mid July and last through August and end in September. It becomes quite cold in Dec-January.

6 1.4 Language 5 The spoken language in Jalandhar is Punjabi being the mother tongue of Punjabi people. The Jalandhar falls in Doaba region, comprising the districts Jalandhar, Hoshiarpur and Kapurthala. Doaba region is sided by the rivers Beas and Sutlej. The dialect of this region is called Doaba by the linguistics. 1.5 Connectivity Jalandhar is well connected by roads & trains, including a Shatabdi train from Delhi to Amritsar via Jalandhar. 1.6 Demographics As of 2011 India census, Jalandhar had a population of 8,73,725. Males constitute 53% of the population and females 47%. Jalandhar has an average literacy rate of 77.2%, and female literacy is 72%. In Jalandhar, 9.7% of the population is under 6 years of age. 1.7 Urban Population Urban population in Punjab has reached ten million in the year 2011, with two cities - Amritsar and Ludhiana - figuring in the million plus cities. It is expected that Jalandhar will also have a million plus population by Despite having the highest per capita income in the country, one fourth of the urban population in Punjab resides in slums. Moreover, the growth rate of urban population in the past three decades has been lesser than the national average, while the growth of urban population was not evenly spread in the state. The existing studies indicate that emergence of slums in Punjab is essentially the product of demographic growth in the cities, inability to meet the housing demand and the existing urban land policies which prohibit the access of the poor to the urban land market. The decadal growth rate of urbanization in Punjab has been lagging behind the national average. While the national decadal growth rate has been per cent during the years , the rate of growth in Punjab has been per cent. Similarly, the decadal growth rate of urban population in the preceding two decades has also been lesser than the national average. The 10 Class I towns (those with population above one lakh) account for nearly 55 per cent of the total urban population. Jalandhar ranks high in the rate of urbanization and has the density of population at 668 persons per square km, as per the 2011 census. The reason for this is growing industrialization However, these very towns which are acting as magnets for industrialization are also centres of pollution and growth of slums. The suspended particulate matter in industrial zones of Ludhiana, Mandi Gobindgarh, Amritsar, Jalandhar and Batala rank very high and Mandi Gobindgarh has been identified by as suffering from high pollution levels. Due to significant number and variety of industries operating in the city there has been an influx of people from the neighboring towns / villages to work in these industries and this has led to setting up of slums in the city.

7 Some of the industries which are located in the city are indicated below: 1.8 Industries 7 Sports Goods Industry Industry Jalandhar has the nucleus of sports goods industry in Punjab and has about 90% of the total sports goods units of the State. The product manufactured relates to all traditional products like foot-ball, cricket bats, hockey and cricket balls, hockey sticks, tennis badminton and squash rackets, balls, soft leather goods, shuttle cocks etc. This industry being labour intensive despite inadequate capital and technology, has reached a stage where it is reckoned as a major cottage industry providing direct employment to about workers. Most of India's sports goods produced here are exported to the United Kingdom, The United States of America, Germany, France and Australia. Rough estimates suggest that today Jalandhar has more than one hundred major industries and about 20,000 small-scale industries. Jalandhar is the biggest manufacturer of leather tool pouches and aprons with major American and European customers buying from factories in Jalandhar. It is also famous for its surgical tools industry. Jalandhar also has the biggest printing industry in India some of the major publishing and advertising companies have their main offices in Jalandhar. Jalandhar is also quite known for its electrical goods industry. Manufacturers of Switchgears and Electrical are located in Jalandhar and have been producing worldclass electrical switchgears for over three decades. The city is the media and mass communication hub of the region having the regional headquarters of the national television and radio channels. Hand Tools Industry Jalandhar is known for the manufacturing of Hand Tools like Spanner set, screw driver, nose pliers etc. 50 units are engaged in the manufacturing of hand tools giving employment to 8000 people. Auto Parts Industry The city is known for the manufacturing of good quality of auto parts. There are 300 units engaged in the manufacturing of auto parts providing direct employment to 4500 people. Several units are supplying auto parts to the original manufacturers of automobiles. Rubber Goods Industry Jalandhar has many manufacturing units of rubber goods items like V-shape chappals, V-Belts, Scooter / Cycle tyres and rubber rolls. There are 625 units giving direct employment to 6500 persons.

8 Surgical Instruments 9 Surgical Instruments units are labour intensive units. There are 275 units in Jalandhar providing employment to 2500 persons. Tanning Industry Jalandhar is known for manufacture of shoes and a number of allied units. At present, there are a large number of tanning units providing employment to a major section of the scheduled caste and other weaker sections. 1.9 Slums in Jalandhar According to a recent survey there are 97 slums in the city as indicated in the city map below. A slum wise status of no. of households, civic facilities such as water supply, sewerage, storm water drainage, street lights, road etc. are given in the Table below: According to the above details 2.2 lacs of population i.e. nearly 26% of the city population lives in slums. It practically coincides with the State average of urban population living in slums in Jalandhar. Nearly households are living in there 97 slums.

19 UNDERTAKING (To be signed by ULB and SLNA) 31 Annexure - D Name of the Project: Rajeev Awas Yojna, Jalandhar Project Cost : Rs lacs 1. Title of the project land is clear and under the possession of the Urban Local Body/State Government/Beneficiary. 2. Land use is residential i.e. in conformity with the Town Planning norms. & the land is free from all enbrances. 3. The estimates have been prepared as per applicable departmental SOR along with current cost index (if required) certified by competent authority. The estimates have been signed by the competent Engineer of the ULB and State. The quantity and estimate calculations as included in the DPR conform to the proposed design / plan with due adequacy & correctness of design. 4. Certified that all statutory approvals (such as Environmental clearance, Firefighting, Town Planning approval, etc.) as applicable have been obtained from the competent authorities and project components have been designed in line with the applicable Municipal Byelaws. 5. This is to certify that necessary measures will be taken by the Urban Local Body for safeguarding the spaces from further encroachment. The organized green spaces/play grounds/public open spaces shown in the layout plan of the slums shall be developed/maintained by the ULB. 6. That the houses not taken up in the project are pucca in nature, i.e. structurally sound with safe foundation & RCC roof and adequate natural lighting & ventilation having individual toilet and individual tap water supply connection. 7. Slums covered under the scheme shall be de-notified after implementation of all development works and construction of new houses. 8. Allotment of dwelling space shall be made in the name of the wife or in the joint name of wife & husband of the identified beneficiary. 9. Whole slum approach has been adopted while formulating the slum development plan. All Katcha (Temporary) and semi pucca (Semi permanent) houses have been addressed and taken up for reconstruction/ up-gradation. It is ensured that all the basic infrastructure facilities i.e. water supply; sewerage, roads, drains, solid waste management, electrification, etc. have been provided. Other social infrastructure facilities like health, education and other community facilities have been adequately provided / converged with existing schemes. 10. Beneficiaries have given their consent for implementation of the project as proposed in the DPR. All the Beneficiaries have confirmed their willingness to contribute their financial contribution for the Dwelling Units as proposed in the DPR. 11. The beneficiary contribution proposed is minimum 12%( Gen Category)/10% (SC/ST/BC/OBC, PH & Other weaker sections) of Dwelling unit cost. In case of higher contribution it is certified that the EMI burden (bank/soft loan) does not exceed 25% of monthly income of beneficiary household. 12. The project will be implemented in 18 months from the date of sanction from Govt. of India. 13. All procurement shall be done through a transparent Bidding Process in conformity with guidelines of the State Govt. 14. Required basic infrastructure (water supply, sewerage, roads, drains, solid waste management, electrification) are provided at site through integration with city level network / independent system and in line with master plan.

Although comprehensive infrastructure facility within the slum area, covering all the slum dwellers has been proposed in the DPR, however if any part/component is left uncovered that will taken up by the ULB from its own resources and no further demand of funds will be placed with MoHUPA, Govt. of India, for this purpose Operation and Maintenance of the assets created (housing and infrastructure) shall be done by ULB through involvement of beneficiaries/rwa. 17. ULB shall ensure adequate health and education facilities after assessing the existing facilities in the nearby area of the slum. ULB shall also provide social security to the beneficiaries through ongoing schemes of State/Central Government. 18. ULB undertakes to extend all necessary support in terms of manpower, machineries etc. for smooth operation of all the social infrastructure facilities proposed under the scheme including health & educational facilities as applicable. 19. The structural safety aspects of the buildings and infrastructure components proposed in the project have been ensured by designing the as per the requirements of National Building Code and relevant IS Codes and Manuals. 20. Undertake to constitute a beneficiary committee, which would supervise construction at various levels; foundation, basement, lintel, roof, completion, occupation etc. & undertake social audit of the site after completion of the project. It is also undertaken to ensure quality control systems-both internal and external, so that the constructions are undertaken with utmost quality. 21. 21 Rajiv Awas Yojna (RAY) at Jalandhar (9 No. slums), Distt. Jalandhar, Punjab 35 CERTIFICATE 1. It is certified that 9 No. slums namely New Anand Nagar, Kot Sadiq, Chohkan Kalan, Amarjit Nagar Basti Peer daad, Rasila Nagar & New Rasila Nagar, Jaimal Nagar, New Suraj Ganj-Bhargo Camp, Abadpura-W.No.55, Vill. Dhilwan proposed to be developed in the Ray proposal are not notified slums. The identified localities are having slum like conditions and the units proposed for upgradation / construction in these slums are more than 08 in number in each cluster. It is certified that only the draft Master Plan for Jalandhar has been prepared. As regards the land use and density as per Master Plan, it is informed and confirmed that the proposed area in the present proposal is maintained on as and where basis. Present proposal envisaging construction of 286 No. new houses, 19 No. new kitchens, 32 No. new toilets and 105 No. Kitchens & toilet both is proposed on the land owned by beneficiaries. The ownership of the title shall be confirmed by the ULB at the time of release of funds by verification of survey / khasra No. It is also certified that Enactment of State legislation for assigning property rights to the slum dwellers is under consideration in the State of Punjab. Govt. of India will be suitably informed about the same after the legislation. 3. Regarding Slum Free City Plan of Action, it is certified that the same has not been prepared as the detailed total station survey has not been carried out. The agency for carrying out the survey have however been identified. Govt. of India will be suitably informed about the same after the preparation of SFCPoA. 4. The survey has been carried out on whole slum basis where details about the beneficiaries existing dwelling units have been collected. The average household income of these slums is approx less than Rs 1 lac P.A. The consent of beneficiaries for contribution of beneficiary share and regarding acceptability to upgradation/construction of unit shall be obtained. 5. Suitable road width shall be maintained for movement of fire tenders in these areas. Moreover, fire hydrants shall be provided at appropriate distance by Punjab Water Supply and Sewerage Board for ensuring avoiding any untoward incident. 6. The 9 No. slums identified for pilot project of RAY were prioritised after a preliminary survey of the similar areas in the town and were selected based on deficiency in housing, basic infrastructure and social infrastructure.

MC Jalandhar has carried out preliminary survey for identification of beneficiares in the nine slums namely mentioned in the detailed project report, however, detailed survey shall be carried out at the time of total station survey. 8. Regarding operation & maintenance, it is informed that the project assets are overwhelmingly civil. The maintenance of houses will be undertaken by the owners. The infrastructure work shall be maintained by ULB i.e. M.C.Jalandhar. 9. It is certified that i) Pucca houses, which have not been considered in the DPR are safe for habitation with adequate natural lighting and ventilation, wet core area & individual toilets. ii) The Architectural/Structural drawings and estimates are duly verified and certified. iii) The quantity and estimate calculations as indicated in the DPR conform to the proposed design / plan with due adequacy & correctness of deign. iv) The signatories on drawings / estimates are Competent Authorities as per State PWD Code / TP regulations / State Govt. rules. v) For ensuring structural safety aspects of the buildings in the project, the same has been designed as per the requirements of National Building Code. vi) A notified slum covered in DPR has been proposed to be de-notified after implementation of the project. 10. 23 RAY Pilot Project at Jalandhar,District Jalandhar,Punjab The total land area of Jalandhar is 167 Sq.Km. The area under slums is Sq.Km. The area under slums in present scheme is 4.35Sq.Km. The total slum population and population covered in this project souls. 2. Slum Free City plan of Action has not been prepared as the detailed total station survey has not been carried out. The agency for carrying out the survey have however been identified. Govt. of India will be suitably informed about the same after the preparation of SFCPoA. 3. has submitted a project for in-situ construction of 286 No. new Dwelling Units, 19 No. new Kitchens, 32 No. New Toilets & 105 No. Kitchen & Toilet in 9 Slums of Jalandhar. In addition physical infrastructure with respect to roads / pavements and drains has been proposed. The beneficiaries have been indicated has having ownership of the land where construction / up-gradation in to be carried out. The duration of the project is 18 months. The construction and up- gradation of houses shall be carried out by MCJ itself. The estimates are based on Punjab PWD CSR The 9 No. Slums in the Municipal boundary and identified for pilot project of RAY were prioritized after a preliminary survey of the similar areas in the town and were selected based on deficiency in housing, basic infrastructure and social infrastructure. No slum resident will need to be moved to any other site. The clusters have medium density. Location of these clusters in a fast growing locality would encourage mainstreaming the slum-dwellers into citywide network. 5. SLSC meeting for IHSDP held under the Chairmanship of Principal Secretary, Local Govt. of Punjab on 17/12/2012 wherein the agenda for RAY Scheme was also taken up. However, constitution of SLSC is in process. 6. Regarding details of Provisions of Property Right to slum dwellers in States Legislation, it is informed that the dwelling units proposed for construction/ up- gradation are on the land owned by beneficiaries. Although beneficiary wise details are not available but these will be confirmed from survey/khasra No./title doent before release of any funds. MC shall ensure at the time of release of funds that the legal entitlement is transferred in the name of the female head of the household or in the joint name of the male head of the household and his wife. The beneficiaries will be counseled for this provision. The dwelling unit so provided shall not be transferable by sub- lease, sale, gift, mortgage or any other manner whatsoever except by the inheritance for a period of 20 years from the date of completion of the construction of said dwelling unit. 7. The layout plans for these slum areas showing houses proposed to be undertaken for the construction and up-gradation have been prepared. However, as the detailed plan table survey has been carried out, to the scale layout plan showing pucca houses, slum boundary, adjoining areas has been prepared. 8. The draft Master Plan for Jalandhar has been prepared. As regards the land use and density as per master plan, it has informed and confirmed that the proposed area in the present proposal will be maintained on as and where basis. 9. Regarding details of tie-up of beneficiaries contribution through own saving, Bank Loan, ISHUP etc it is informed that every slum dweller is being persuaded by the community organizer of the ward and by the Social Development Specialist of State Level Technical Cell (SLTC) to open the recurring deposit account with the bank as early as possible. The MC will pursue with bank and FIs for lending to these BPL, EWS and low income households. 10. State Govt. has been kept as minimum 20% of the infrastructure development. 11. Regarding community participation in formulation and implementation of the proposal it is informed that Community participation is envisaged at various stages of physical / socioeconomic survey, planning and designing, operation and maintenance. The process of community mobilization was initiated by Jalandhar Municipal Corporation by repeated field visit to understand the community, its livelihood pattern, dynamics of local Community. The officials of ULB held discussion with community on 7-8 th November, 2012 & th December 2012 and identified their needs and concerns. Subsequently local Corporation or was also approached for his involvement and briefed about RAY's participatory process and various surveys needed for the project. The team explained the community members about the process of slum in-situ development under RAY. The community participants were advised of their responsibility of meeting their part of housing cost, to prove their credit worthiness in the eyes of Banks. 12. Agency has informed that preliminary survey was carried out based on which the list of slum dwellers was finalized. The physical infrastructure was identified on the basis of deficiency in the services in the area.

24 Regarding Stages where community will be involved during implementation of project it is informed that a road map for social auditing involving a lead NGO and community members has also been proposed. The scope of social audit will cover 1) Quality of construction, 2) Effectiveness of basic service provided, 3) Satisfaction of targeted beneficiaries. For repair and maintenance of assets, a two tier formal structure has been proposed involving the community. 14. MC Jalandhar has adopted whole slum approach for in-situ development of this project. The project has been conceptualized keeping in view the deficiency in housing, basic infrastructure and social infrastructure. A detail door to door survey was carried out where the inhabitants were involved for identifying the deficiency in housing requirement. The specific requirement of either kitchen, or toilet or both kitchens a toilet was identified so that after construction of this specific requirement, the particular house becomes a habitable dwelling unit with two rooms, kitchen, bath and WC. Similarly requirement of infrastructure was also assessed. Accordingly the needs of individual slum were tabulated to conceptualize the proposal in the whole slum. After implementation of proposed development work and construction on new houses, kitchen and toilets, the slums covered in the scheme shall be de-notified. 15. The majority of slum dwellers are factory labour however they are not involved in any kind of secondary labour activities. Credit enhancement programme which envisages each beneficiary to open a recurring bank account (maturity period-30 months) in which they will deposit Res.500/- every month. The maturity amount at the end of 30 months shall give them credit worthiness to the banks which will benefit them to raise loan for their share to the project. 16. The site wise land use has been indicated on the layout plans. 17. Possibility of landslides, floods etc. in not there due to location of slums being in plain non flood prone region. 18. Since the proposal in for in-situ development, no innovative techniques are proposed in contraction. Regarding community participation in formulation and implementation of the proposal it is informed that Community participation is envisaged at various stages of physical / socio-economic survey, planning and designing, operation and maintenance. The process of community mobilization was initiated by Jalandhar Municipal Corporation by repeated field visit to understand the community, its livelihood pattern, dynamics of local Community. The officials of ULB held discussion with community on 7-8 th November, 2012 & th December 2012 and identified their needs and concerns. Subsequently area councilor was also approached for his involvement and briefed about RAY's participatory process and various surveys needed for the project. The team explained the community members about the process of slum in-situ development under RAY. The community participants were advised of their responsibility of meeting their part of housing cost, to prove their credit worthiness in the eyes of Banks. 2. Regarding community participation in formulation and implementation of the proposal it is informed that Community participation is envisaged at various stages of physical / socio-economic survey, planning and designing, operation and maintenance. The process of community mobilization was initiated by Jalandhar Municipal Corporation by repeated field visit to understand the community, its livelihood pattern, dynamics of local Community. The officials of ULB held discussion with community on 7-8 th November, 2012 & th December 2012 and identified their needs and concerns. Subsequently area councilor was also approached for his involvement and briefed about RAY's participatory process and various surveys needed for the project. The team explained the community members about the process of slum in-situ development under RAY. The community participants were advised of their responsibility of meeting their part of housing cost, to prove their credit worthiness in the eyes of Banks. 2. Regarding Stages where community will be involved during implementation of project it is informed that a road map for social auditing involving a lead NGO and community members has also been proposed. The scope of social audit will cover 1) Quality of construction, 2) Effectiveness of basic service provided, 3) Satisfaction of targeted beneficiaries. For repair and maintenance of assets, a two tier formal structure has been proposed involving the community.
