3 Subject: Preliminary Concept architectural plans and design of IITB Science Research Park within IITB campus Powai, Mumbai. 1) INTRODUCTION AND GENERAL SELECTION PROCESS INVITATION: Dean (IPS), on behalf of Director Indian Institute of Technology Bombay (IITB), has decided to select an Architectural Consultant for the subject work through a Concept Design Competition by inviting preliminary Concept Design Proposals from the empanelled architects of IITB for the subject work. 2) SELECTION PROCESS The selection of the architect shall be done in Two (2) stages: i. First Stage: Invitation of preliminary Concept architectural designs from the empanelled architects of IITB, evaluation of the submissions by the Evaluation Committee so as to choose Five (5) most responsive architects based on merit for participation in the second stage. This shall be anonymous submission. Second Stage: The agencies that are selected in the first stage shall be invited to submit conceptual Comprehensive Architectural Design, technical and financial bid and the architect evaluated as best shall be considered for engagement. The present RFP pertains to the First Stage of selection only. 3

4 3) ARCHITECT S SCOPE IN THE PRESENT STAGE i. Study of the existing master plan of the designated plot, working a conceptual architectural plan and form including preliminary provision of services, presented on maximum Two A0 size drawings for assignment. An Honorarium of Rs. 15,000/- (Rupees Twenty thousand only) each shall be paid to the participants who submit their conceptual design & deliverables. 4) OBJECTIVE OF THE SELECTION i. The objective of the Selection is to obtain first five most acceptable architectural concept designs for the subject work through a design competition. The respective five selected architects shall be invited to participate in the 2nd and final stage of selection through a more detailed design competition, again, on a consolidated honorarium of Rs 1.00 lakh per each participant. The final selected architect shall enter into agreement with IITB for comprehensive architectural design for the subject work based on the sealed bid to be submitted by the agency along with the second stage concept design. The Selection shall generally be in accordance with the guidelines mentioned herein below. 5) DOCUMENTS FOR PARTICIPATION IN THE FIRST STAGE SELECTION Following documents are to be submitted along with this letter of invitation for selection purpose: i. Name of the Assignment to be entered at the top centre of the sheet. Study of the existing master plan, preparation of a preliminary conceptual architectural plan including services. i Preliminary concept architectural plan and design for the facility consisting of concept architectural form for the building enumerating different types of floor layout plans & elevations including floor area and built up area statement etc. 4

5 iv. The Submission shall consist of maximum Two no of A0 size drawings. v. Two Copies in CD format containing all the above presentations on power point. Please note: i. Since all the above submissions have to be anonymous, the architects shall take care not to record their name, emblem or anything that shall reveal their identity on the drawings or CDs. Inadvertent disclosure shall lead to disqualification of the submission. Each drawing plate shall have a title, exactly same as given against the name of the assignment, indicated on top centre of the drawing, with 16 size font of MS word format, all in capital letters. It shall be just two centimeters below the top border. 6) WHERE TO SUBMIT THE DOCUMENTS The drawings and the two CDs shall be submitted to the Office of Deputy Director FEA, first floor, Main Building, Indian Institute of Technology Bombay, Powai, , on or before the last date indicated for submission. Mode of submission: The submissions shall be anonymous. Each architect shall be allocated one code number and a name plate by the office of Deputy Director FEA and the same shall be pasted on the drawing plates submitted by him/her and also on the envelope in which the presentation shall be submitted. 6 7) SCHEDULE OF ACTIVITIES i. Date of display of the invitation document on IITB website: 03/09/2015 Date of site appraisal to the architects (Pre-bid meeting): Time 09:30 Hrs on 10/09/2015, in the Office of Dean Infrastructure Planning Support, First Floor, Main Building, Indian Institute of Technology Bombay, Powai, , at Hrs. i Date of submission and obtaining Code numbers: Up to 15:00hrs 05/10/2015, during working hours in the Office of Deputy Director, FEA, First Floor, Indian Institute of Technology Bombay, Powai, iv. Date of display and evaluation: to be finalized & intimated later v. Publication of the results on web site: to be finalized & intimated later vi. Any submissions indicating the name or emblem of the architect or any clue that may reveal his identity on the submission shall be rejected summarily. 8) DESIGN EVALUATION COMMITTEE The Evaluation Committee shall have following constitution: i. 7 9) PROJECT BRIEF PROJECT BRIEF AND AREA STATEMENT: IMPORTANT PREAMBLE TO THE SCOPE While vision document for the facility and the scope for architectural design is given below the participating architects are informed that IITB expects Comprehensive architectural design shall involve basic architectural scope involving only core and shell of the building, architectural form, space distribution and location plan. Provision shall be made for external services like electric supply, water supply, sewage disposal, centralised HVAC and IT related services. VISION DOCUMENT FOR IITB SCIENCE RESEARCH PARK AT IITB POWAI, MUMBAI: Research Parks are built to foster innovation, commercialization and economic development through collaborations between industry and universities. Research parks provide an ecosystem, where industries carry out their cutting edge research in collaboration with academic institutions. For example, the Stanford Research Park, adjacent to Stanford University, occupies about 700 acres of land and hosts a large number of industries which carry out research in electronics, biotechnology, computers and aerospace. Similarly, the Research Triangle Park lies in the area between the cities of Raleigh, Durham and Chapel Hill in the North Carolina state of U.S.A. It is reputed to have transformed the economy of the region from tobacco farming to a modern industrial hub. It integrates research labs of leading industries with universities such as Duke University, University of North Carolina Raleigh and University of North Carolina Chapel Hill. In India, IIT Madras has set up a research park which is situated adjacent to the institute on an acre campus. It has been operational since 2010 and currently has about 500,000 sq. ft. of built up space. It is now being expanded and will soon have around 1.6 million sq. ft of built up area. IITB, now, proposes to set up a similar facility within its campus at Powai with an initial scope of SqM of built up area on a plot of about 7900 SqM with a future provision of additional SqM of built up area. Scope of the Work 7

8 IIT Bombay intends to develop infrastructure for proposed Research Park including building and other services. The broad scope of the work- i. Master planning, layout and landscaping design for developing research park campus. i iv. Total built up area planned in Phase I is SqM Total built up in Phase II SqM Area of plot available 7900 SqM as per the plan attached. Design Philosophy 1. Create an ambience for housing R&D labs of world class engineering and technology companies. The design should reflect this. 2. The architectural plan of the building should incorporate best practices. 3. The design should incorporate the philosophy of sustainable design. Such sustainable design should minimize electricity consumption, conserve water and use environmental friendly material. 4. The building design should provide adequate lighting, ventilation and minimize the consumption of air conditioning yet be functional and pleasant during hot climate of Mumbai. 5. The design should take into account Mumbai's climate including heavy rains during Monsoons and should consider seismic zoning, topography, soil and vegetation of the site. 6. The Master plan should enable free movement of research park companies' employees and should properly segregate the vehicular traffic. 7. As the land available at present is about 8000 SqM, and in view of the future expansion that would be required, it is desirable to make provision for maximum construction in the plot area, not less than SqM. 8

Facilities and Amenities: Conference rooms: Five conference rooms with a capacity to accommodate forty people Discussion Rooms: On each floor with a capacity of six people Exhibition Hall: capacity of 100 Auditorium: capacity of 150 Food Court: to accommodate about 750 people and five catering vendors. Miscellaneous: Child care center, on-site banking, first-aid station, stationery store, travel desk, Library/Knowledge/Business Centre 11.
