2 Overview of Scheme Housing shortage estimated at 2 Cr, out of these 2 Cr, 30 Lakh shortage is in Uttar Pradesh Only Thus the Ministry of Housing Urban Poverty Alleviation, Government of India has launched Pradhan Mantri Awas Yojana (PMAY) a mission of Housing for All by 2022, a comprehensive urban housing scheme to achieve the objective that By the time the Nation completes 75 years of its Independence, every family will have a pucca house. Housing for All by 2022 approved by Cabinet on Guidelines launched on Mission to cover all 4041 statutory towns and beneficiaries belonging to EWS, LIG categories in India Out of these 4041 statutory towns, 635 are in Uttar Pradesh only

3 Mission Highlights Beneficiary defined as a family comprising husband, wife and unmarried children. Further, Beneficiary should not have any pucca house anywhere in India to be eligible to receive support under the mission. EWS category defined as a family with income upto Rs. 3 lakh and LIG from Rs. 3-6 lakh Size of EWS house - 30 Sq M., & for LIG House - 60 Sq M, States to have flexibility but Central assistance fixed Project approval at state level. Aadhaar Card / Bank Account Number / PAN Number (if available) required from beneficiary or a certificate of house ownership from Revenue Authority of beneficiary s native district. Cut Off date for eligibility of beneficiary to be decided by State

4 Status of Housing for All in Uttar Pradesh RFP for Preparation of Housing for All Plan of Action was published on 15/07/2016 Pre bid meet held on 25/07/2016 Bid submission date was on 04/08/2016 Work was divided in 18 clusters and more than 6 consultants will work for preparation of HFAPoA 7 Consultants participated and evaluation is under process Advertisement for seeking applications will be published on Dainik Jagaran, Amar Ujala and Hindustan, format 4 B can be downloaded from Survey for HFAPOA to start soon. SLTC and CLTC Sanctioned by GOI

5 Four Verticals under Housing for All Slum Redevelopment Affordable Housing through Credit Linked Subsidy Affordable Housing in Partnership Subsidy for beneficiary-led housing In-situ using land as a resource with private Participation Extra FSI / FAR and TDR if required GoI grant Rs. 1 lakh per house Subsidy for EWS and LIG for new house or incremental Housing Upfront 6.5% for EWS and LIG for loans upto Rs. 6 lakh, calculated at NPV basis With private sector or public sector including Parastatal Agencies Central Assistance of Rs. 1.5 lakh per EWS house in projects where 35% houses for EWS Category. For individuals of EWS category for new house or enhancement Cities to prepare a separate integrated project for such Beneficiaries Central assistance of Rs.1.5 lakh per beneficiary. (1) (2) (3) (4) Beneficiary can take advantage under one component only

6 (1) In-Situ Slum Redevelopment A. Using land as a resource with private participation B. Slums on Central Government land / State Government land / ULB land Flexibility to ULBs to deploy this central grant for other slums being redeveloped Cities will provide additional FSI / FAR or TDR to make projects financially viable Land cost will not to be charged by Central Govt. agencies C. Slums on Private Owned Land Cities will provide additional FSI / FAR or TDR to land owner as per its policy. No Central Assistance Examine financial and technical viability of all tenable slums for redevelopment with private partner using land as a resource Slum Rehabilitation Grant - Central Assistance of Rs. 1,00,000 per DU - State Assistance of per Rs. 67,000 Per DU ULB will have the flexibility to utilise more than Rs lakh per house in projects where there is negative premium and less in other projects where there is positive premium but within overall average of Rs lakh per house calculated across the ULB.

7 Two Components 1. slum rehabilitation component: provides housing along with basic civic infrastructure 2. free sale component: available to developers for selling in the market so as to cross subsidize the project Sale of free sale component should be linked to the completion and transfer of slum rehabilitation component Only the required slum land to be given to private developers. Cutoff date for consideration of beneficiary eligibility is 25/06/2015, proof of existence in that slum before 25/06/2015 has to be submitted by the beneficiary Private partner to be selected through open bidding process Project developers to provide transit accommodation during the construction period ULBs should have a single project account for slum redevelopment projects Financially unviable tenable slums and un tenable can be taken up in later phases or deficiency of houses can be taken up under other components of Mission

8 (2) Credit Linked Interest Subsidy Interest subsidy of 6.5% available on housing loans of upto Rs. 6 Lakh with tenure of 15 years for EWS / LIG, loans beyond Rs. 6 Lakh at market rate Subsidy credited upfront to the loan account of beneficiaries through lending institutions Carpet area limited to 30 sq. m. and 60 sq. m. for EWS and LIG respectively Preference to Manual Scavengers, Women, Widows, SC/ST/OBCs, Minorities, differently - abled and Transgender subject to them being EWS/LIG Self-certificate / affidavit as proof of income from loan applicant Central Nodal Agencies (CNAs) to channelize subsidy to the lending institutions and for monitoring the progress - Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB) ULBs to take NOCs quarterly from State or designated agency for list of beneficiaries covered under credit linked subsidy to avoid duplication

9 (3) Affordable Housing in Partnership Affordable housing project eligible for central assistance - At least 35% of the houses for EWS category -Project of at least 250 houses Allotment through transparent procedure as approved by SLSMC to beneficiaries identified in HFAPoA Preference to physically handicapped persons, senior citizens, SC / ST / OBCs, minorities, single women, transgender and other weaker and vulnerable sections of the society Upper ceiling limit will be fixed by State Financial Assistance - Central Assistance of Rs. 1,50,000 per DU - State Assistance of per Rs. 1,00,000 Per DU

10 (4) Beneficiary - led individual house (4) i New construction Assistance to individual eligible families belonging to EWS categories to either construct new houses or enhance existing houses on their own Beneficiaries, in or outside slums, to approach ULBs with proof of land / house ownership Socio-economic Caste Census (SECC) data to be used to verify current housing status of applicant and consequent eligibility Amount to be released in proportion to the value of construction in 3 installments After completion of plinth works (1 st Installment) - Rs. 75,000 After casting of roof slab (2 nd installment) - Rs. 1,25,000 Last & 3 rd installment to be released only after completion of the DU- Rs. 50,000 Mechanisms to track progress of individual houses through geo-tagged photographs

11 (4) ii Enhancement of Existing House Why Enhancement? As per the technical group on Urban Housing Shortage ( ), out of million housing shortage, million is due to households living in congested houses Congestion factor is defined as the percentage of households in which each married couple does not have a separate room to live If the beneficiary has a pucca house with carpet area of up to 21 sq. mt. or a semi-pucca house, lacking in one of the facilities- (i.e. room, kitchen, toilet, bathroom or a combination of any of these), it may be taken up for enhancement subject to ULB/State ensuring structural safety of the house and adherence to following conditions: i. The total carpet area after enhancement must not be less than 21 Sq Mt and must not be more than 30 Sq Mt. ii. Enhancement shall mean addition of minimum carpet area of 9.0 Sq Mt into the existing house with pucca construction of at least one habitable room or room with kitchen and/or bathroom and/or toilet conforming to NBC norms.

20 Initiatives to be taken by ULBs Create awareness through ward sabhas and announcement through mikes Beneficiary should have Adhar card to benefit under this scheme and hence arrange camps to get it done Open separate Bank account for Housing for all and submit the details to SUDA Identify surveyor & Supervisor for Geo Tagging and submit the details (Name, ID & Mobile No UU-ID of mobile) ULBs should ensure completion of projects under JnNURM schemes upto Dec 2016 otherwise sanction of projects under HFA will be difficult Submit Utilization certificate of projects under IHSDP, BSUP & RAY at the earliest
