48 Mountlake Terrace Civic Facilities Task Force Comments on Facilities Tour September 3, 2008 Northgate Library & Community Center 1. Nice campus layout with great outdoor space, play area, benches, and green space. Like the connection of library, community center, Daycare, playground, & open space. 2. Great multi-purpose room--for exercise & rental. Full-service kitchen used for teaching or community groups adjacent multi-purpose room; great idea, excellent, must have! 3. Meeting rooms separated from library space to enable use of these rooms after Library closes. 4. Visible and convenient to transit. 5. Good ceiling height, lots of windows, and sky lights Redmond City Hall 1. Lobby area near Service Area to review plans/permits with staff. 2. Public Living Room/lobby; open area in City Hall for public shows or multipurpose events 3. Majority liked the idea of water feature & public art near front of building. 4. Ability to close off parking to use entrance as stage Plaza area can be used for community events Nice, large entry 5. Very nice campus setting Outdoor decks were nice. 6. Narrow building in office area to accommodate a lot of natural light 7. Impressive Senior Center with gift center 8. Like fitness center for staff. 9. Adequate allowance for expansion. + Don't like the confusion of no Entrance Lobby; not "public friendly." Don't like "self help desk" with no receptionist. Did not like unstaffed lobby + "living room" concept + water feature because of maintenance issues. + Council Chambers over the top with expense and give the citizens a sense of a "Royal Court." Exceptional expense of exterior "artwork" and "feel good" décor. Bellevue City Hall 1. City consolidated service/permit area at "Service First" counter helps on directing customers. One place to go with cashier, business license, some permits, general information and reception. 2. Shallow Council Chambers--audience is close to council. Nice council chambers with 120 seats, acoustic paneling, and clean design. Nice to have plaza or public area off of chambers for receptions & events. 5.1

49 3. Separate Council work session room is also a multi-purpose room. It can combine with another adjacent room. Also used for meetings held by other boards and commissions. Location of Mayor's office and council members' offices adjacent Council Chamber. 4. Meeting rooms that can be reserved and open to the public. Several of these meeting rooms are accessible off of the Main lobby. 5. Connectivity to transit 6. Plaza entrance with great art display. 7. Good EOC in building. 8. Plenty of natural light. 9. Easily expandable for additional growth. Community Center at Mercerview 1. Beautiful setting. Unique location. Pea patch part of site 2. Good integration of park and community center services for all age groups, daycare, teens, and seniors. 3. Liked the openness of lobby and functional art such as staircase art. Gallery and circulation space consolidated. 4. Great covered patio & seating. 5. Use of historical photos & names on rooms was nice. Puyallup City Hall 1. Forward thinking is good, money well spent. Built for the next 50 years. "If we're out of business (due to building failure) the community is out of its services--police, utilities, etc." 2. Sharing focus with Pioneer Park emphasizes both. Location encourages downtown vitality. Adjacent farmer's market & park. 3. Public courtyard filled with plants and benches for use by city staff and general public. Rainwater captured by green roofs collected in underwater cistern. Planting areas on site irrigated by reused rainwater. 4. Shallow Chambers so that public & Council are close. Over flow for Chambers & sidebar conversations in hall & large screen TV streaming. 5. Technology in building Audio/Visual Council Chambers' audio/visual with good acoustics on top floor 2 flat screens behind dais with monitors for each Council & staff. TV flat screens on each floor outside the elevators for giving information. Sensors to gauge when office lights should come on & when not needed (i.e. bright August days). Smart building software to open operable windows w/ 6. Like views from building. Good daylighting. + Difficult for public to find route to Service desk. Problem with directional signs, number, locations and size. First floor entrance: Business space detracts & left unimpressive lobby 5.2
