This has been the million dollar question during 2012 and In an effort to answer this question, I collected some historical data and asked several local REO agents what they were experiencing in the field. First of all, let's look at the REO stats from the last seven years. REO as Percentage of Total Sales - Fresno County SFR Aug Aug % 21% 40% 37% 51% 50% 13% 2013 MLS Chairman, Bob Wiginton In addition, RealtyTrac.com reported on August 29th in the Fresno Bee that only 1 in 1,316 Fresno homeowners received notices of defaults in July 2013 compared to 1 in 56 in July of 2012! There has clearly been a tremendous reduction in foreclosure sales from the height of 51% in All the agents I spoke with consistently reported that their REO inventory has dropped. One broker, who handles primarily Fannie Mae and Freddie Mac insured properties, said their assignments are down 85-90% from the years. Another REO agent, who deals with HUD foreclosures, believes their slow-down in activity is seasonal. An agent, who primarily lists Wells Fargo assets, pointed out that all but four or five brokers in the Fresno area working for that same bank have been terminated. Still another agent has been told to "stand by" because more bank-owned properties are on their way to market. These could

3 be homes that were leased in the last year or two or could also be standing inventory purposely held back. Here are some of the explanations for the decrease in foreclosures offered by the agents I spoke with: Due to strong lobbies at C.A.R. and NAR, banks have streamlined the short-sale process and more properties are being sold prior to foreclosure. Loan modifications have also become more accessible, allowing more homeowners to stay in their homes. Investors, too, have been able to modify and keep their non-owner occupied properties. FNMA relaxed the loan-to-value ratios and underwriting guidelines on their HARP refinance products. Hedge funds are buying troubled assets in bulk sale transactions. One agent reported that one such hedge fund, "The Blackstone Group", purchased 17,000 homes across the nation and several other sales of smaller size have taken place. How long they hold these assets and when they are released for re-sale will undoubtedly affect the entire market. Leslie Appleton-Young, California Association of REALTORS Vice President and Chief Economist says, "The market continues to improve as more previously under-water homes gain equity due to upward movement in prices. As a result, we are seeing a significant decline in the supply of short sale and bank-owned properties." No absolute answers... only time will tell! But fewer dead lawns and abandoned properties... this all appears to be a sign of stabilization for our communities. And with property values on the rise, marginal-equity homeowners again have hope for the future. NEW to FAR!
