3 Featured Speakers Lieutenant Colonel Robert J. Darling In October 2007, Lieutenant Colonel Darling retired from the United States Marine Corps with just over twenty years of active duty service. He flew attack helicopters in Desert Shield and Desert Storm during the first Gulf War and in Somalia, Africa, in support of Operation Restore Hope. In June 1998, he was selected to fly as a presidental pilot with Marine Helicopter Squadron One and in October 2000, he was handpicked to work for the White House Military Office, Airlift Operations Department. It was in that capacity that Lt. Col. Darling supported the President, Vice President and National Security Advisor in the President s Emergency Operations Center (PEOC) on September 11, In May 2002, he attended the Naval Postgraduate School where he earned his MBA in Financial Management and subsequently served as a Program Manager for the Chief of Naval Operations supporting the Department of the Navy Flying Hour Program. As a public speaker on crisis leadership and decision making, Bob has addressed numerous academic, government, and military organizations to include Harvard University s John F. Kennedy School of Government and as a guest lecturer on the subject of Crisis Leadership and Counterterrorism at the FBI National Academy in Quantico, Virginia. Bob is the author of 24 Hours inside the President s Bunker, 9/11/01: The White House and the President and CEO of Quantitative Analytics, LLC, an aviation operations and logistics services company located in Stafford, Virginia. Elliot Eisenberg, Ph.D. Elliot Eisenberg, Ph.D. is a nationally acclaimed economist and public speaker specializing in making the arcana and minutia of economics fun, relevant and educational. He holds a B.A. in economics with first class honors from McGill University, as well as a Masters and Ph.D. in public administration from Syracuse University. Eisenberg, formerly a Senior Economist with the National Association of Home Builders in Washington, D.C., is a frequent speaker on topics including: economic forecasts, economic impact of homebuilding, consequences of government regulation, cost-benefit analysis, prudential use of financial derivatives, strategic business development and other current economic issues. He is the creator of the multifamily stock index (the first nationally recognized index to track the total return of public firms principally involved in the ownership and management of apartments), the author of more than seventy articles and serves on the Editorial Board of the Encyclopedia of Housing. He has spoken to hundreds of business groups and associations, frequently as keynote speaker, and is a frequent guest lecturer on college campuses. Dr. Eisenberg has been invited to testify before lawmakers and is often asked to comment on proposed legislation. His research and opinions have been featured in Bloomberg, Business Week, Forbes, Fortune, and many other publications. He is a regularly featured guest on several talk radio shows, is often seen on television and authors a daily 70 word commentary on the economy. His interests include keeping the rate of restoration of his 60 year old house ahead of the rate of deterioration and doting on his daughter. He loves ice hockey and talking economics with crowds large and small! Frank Garay & Brian Stevens Frank Garay & Brian Stevens are the hosts of the extremely popular show the National Real Estate Post. Frank & Brian made the Inman 100 in 2010 which is a list of the top 100 most influential people in Real Estate along with several other notable achievements. Their mortgage and real estate commentary video blog has had over 50 million views in under 5 years. Over the past several years they ve traveled the country training mortgage and real estate professionals about marketing and relevant industry topics. They have carefully documented what they ve learned, which translates into quick success for those they teach. Making a video is one thing, making it in such a way that it retains viewers, gets new subscribers, gets forwarded and generates business is another. Frank and Brian are leading the way in which mortgage and real estate professionals market with video. When speaking and training their delivery is humorous and engaging, often times stealing the show when paired with muliple presenters. Today they are focused on presenting the power of video marketing and its simplicity. Kathleen Neset Kathleen Neset is president of Neset Consulting Service, Inc., which has provided wellsite geologic/geosteering services to the oil industry since She received a B.A. in Geology from Brown University and then went to work as a seismologist in Michigan. Neset worked for Core Laboratories in Texas and Wyoming. In 1979, Kathleen moved to North Dakota pursuing work as an independent petroleum geologist. She is owner of Neset Farms and formerly worked as a Tioga High School science teacher, a Tioga school board member and a substitute business manager at Tioga High School. Currently, she manages wellsite geology and mudlogging crews throughout the Bakken and Northern Rockies Region. Kathleen is a member of the American Association of Petroleum Geologist, ND State Board of Higher Education, Williston API, Dickinson API, ND Petroleum Council Board of Directors, Bush Foundation, BSC Petroleum Technology Advisory Committee, UND Petroleum Engineering Advisory Committee, Tioga Golf & Country Club board, and is the St. Thomas Parish Council secretary.

Colonel Robert Darling We often think of a crisis as a sudden unexpected disaster or dangerous situation deemed to be negative changes in our security, economic, political, or societal environments, especially when they occur abruptly, with little or no warning. How the institution, starting with the leader and his or her staff, prepares for and handles crisis situations will determine the fate of your organization. Lieutenant Colonel Darling will provide some important basic steps that can be taken to prevent unnecessary escalation. Simple and direct response is usually called for in time of crisis. This session will discuss assessing and communicating housing needs, the role of a local public housing authority, and development financing basics. 1B) Understanding Cash Flow & the Self-Employed Borrower I This two-part presentation is designed to identify self-employed risks and compensating factors to neutralize those risks. Learn to define and explain different business structures, review tax forms, explain cash flow versus income, and use non-cash expenses to enhance the self-employed borrower s qualifying income. 1C) Fair Housing Law I This two-part session includes a refresher on basic fair housing law requirements for both private and publicly-funded housing providers,legal remedies for violations of the law, and a review and updates on providing reasonable accommodations for persons with disabilities. This half of the session will also include an overview of responsibilities of the North Dakota Department of Labor s Human Rights Division - the state agency responsible for receiving and investigating complaints alleging unlawful housing discrimination. 3:30 5:00 p.m....concurrent Sessions II 2A) Utilizing Bond Financing As sources of debt and equity funding tighten, bond financing takes a lead role in some development projects. A panel of industry experts starts from the beginning in explaining how to use tax-free and taxable bonds as a means of affordable multifamily housing finance. 2B) Understanding Cash Flow & the Self-Employed Borrower II This two-part presentation is designed to identify self-employed risks and compensating factors to neutralize those risks. Frank Garay and Brian Stevens, hosts of the National Real Estate Post, are tearing those roadblocks down and introducing their audience to an exciting and unique way of delivering a message to past, present and future customers. This is part one of a twopart session. 3C) Performance-Based Contract Administration Update NDHFA s Property Management division staff will provide an update for owners and managers of U.S. Dept. of Housing and Urban Development Section 8 properties. Lunch and Champion of Affordable Housing Awards The Champion of Affordable Housing Awards recognize and honor the work of individuals, non-profit organizations, public agencies and private housing developers or providers who have made exceptional affordable housing contributions in North Dakota. Following lunch, awards will be presented in the Leadership and Housing Production categories and to the outstanding lenders that participate in North Dakota Housing Finance Agency s homeownership programs.
