RECOMMENDATION: To recommend a name for the park property for City Council approval. BACKGROUND/DISCUSSION: In 2000, the City purchased a 6.5 acre property along Little Bear Creek and NE 177th Street, commonly known as the "Lumpkin property," for $400,000. The property was intended to help implement the vision of the Little Bear Creek Linear Park Master Plan. The undeveloped park has never been officially named. A map showing the location of the property is attached. Resolution No. 327, adopted in 2006, provides guidelines for naming of park property. The Parks and Recreation Commission is responsible for recommending park names to the City Council for final adoption after public input. 3 RESOLUTION NO. 327 A RESOLUTION OF THE CITY OF WOODINVILLE, WASHINGTON, AMENDING RESOLUTION N0.166 AND REVISING THE POLICIES AND PROCEDURES RELATING TO THE NAMING OF WATERWAYS AND PUBLIC FACILITIES. WHEREAS, the City Council adopted Resolution No. 130, establishing policies and procedures relating to the naming of public park and recreation WHEREAS, the City Council adopted Resolution No. 156, Amending Policies and Procedures relating to the Naming of Public Facilities, on April 26, 1999;and WHEREAS, the Parks and Recreation Commission amended Resolution No. 156 to include the naming of waterways by adopting Resolution No. 166; and WHEREAS, the City Council believes that the designation of names for public facilities should reflect our community spirit and should therefore be approached with forethought and deliberation; and WHEREAS, the City Council believes that the setting forth by resolution of policies and procedures relating to the naming of public facilities is in the public interest; and WHEREAS, the City Council further believes that there should be a mechanism to acknowledge substantial contributions toward capital improvements or services through the naming of spaces or areas within City owned facilities subject to Council approval;.-now, THEREFORE, THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. It is the policy of the City of Woodinville to choose names for waterways, parks, recreation centers, bridges and other man-made structures based upon one or more of the following criteria: (1) Neighborhood or geographical identification (i.e. Woodinville Heights Neighborhood Park); (2) A natural or geological feature (i.e. Sammamish River Trail); 3

4 (3) Historical or cultural significance (i.e. Woodin Creek Park); (4) An historical figure; or an individual (living or deceased) who has made a significant land and/or monetary contribution to the park system; (5) A civic group or corporation whose mission statement is compatible with City goals and objectives and that has made a significant land and/or monetary contribution to the park system; (6) A contribution made "in memoriam" for an individual, when the name has been stipulated as a condition of the donation (i.e. Wilmot Gateway Park). Section 2. The City Council shall designate the names of waterways, public facilities such as: parks, recreation centers, bridges, and other man-made structures. The City Council will make its selection after receiving a written recommendation from the Woodinville Parks and Recreation Commission, which is based upon public input from individuals and organizations. Such written recommendation shall state how the proposed name(s) meets one of the six criteria in Section 1. If a contest or competition is to be held to determine the name of a park or recreation center, the Parks and Recreation Commission shall establish guidelines and rules for the contest. No City funds shall be used for any contest prizes. Section 3. Following selection of a waterway or park, recreation center, bridge, or other man-made structure named by the City Council, the Parks and Recreation Department shall identify the specific waterway or park, recreation center, bridge or other man-made structure with appropriate signage specifying the name. Section 4. A park's interior features and/or facilities may have names other than that of the entire park. These names are subject to criteria designated in Section 1 above and the selection process outlined in Section 2 above. Section 5. A name once adopted should be bestowed with the intention that it will be permanent, and changes should be strongly resisted. Name changes shall be subject to the procedures herein.
