I hope 2003 has been a prosperous year for all firms in Nebraska be it financially or otherwise satisfying our clients, our employees and our own need for just designing great architecture. We can all be satisfied with dodging the tax-on-services bullet at least for this year. Be assured we will be continuing to work with state senators to avoid any new tax on services, or worse yet, an occupation tax both of which were introduced this year, but did not get enacted will prove to be another important year for keeping in front of the issues and to avoid any future hardship to Nebraska architects on the tax front. Your donations to our legislative fund are greatly appreciated, and will serve all firms this next legislative year. It s hard to end a presidency that has gone by so quickly. I ve enjoyed my tenure as president, serving all of Nebraska s design profession, and to have worked with our great staff of Sara Kay and Amanda Harshbarger. They are truly dedicated to our profession, and we should all be glad they do such a great job organizing our events and promoting our goals. Thank you Sara and Amanda for making this year so productive and enjoyable. Thanks also goes to the entire Board of Directors they ve worked diligently to serve all members. The Conference committee exceeded all of our expectations for a spectacular conference in Omaha this year thanks to chair Ken West and members Larry Jacobsen, Greg Staskewicz, Steve Ginn, Jeff Dolezal, Martin Janousek, Nichole Ludacka, Tom Laging, Dave Johnson and the rest of the committee for an outstanding job. I look forward to next year, as I continue on the Board as past president under the leadership of Mike James. I make an appeal to all AIA Nebraska members: ask what you can do to make our profession greater and you will be rewarded many times over believe me. You ll be glad you did. Kay An AIA Publication 4th Quarter 2003 the nebraska architect Sales Tax on Architectural Services; NE s payroll loss over $100 million Economist Donald Pursell has completed his study on the impact of a sales tax on architectural services in Nebraska. The document will be available and distributed at the AIA Nebraska Legislative Forum, Tuesday, January 27, A registration card to attend the forum is inside the newsletter. Data gathered from the AIA Nebraska member survey this fall indicated 55% of Nebraska firms would consider moving their headquarters from Nebraska if sales tax on architectural services was implemented. This would result in a loss of 4,000 jobs and payrolls by $158.0 million. Remodeling Sales Tax Beginning October 1, 2003, contractors are required to collect and remit sales tax on renovation of an existing building or unit of an existing building when at least 75% of the square feet of the building or until is renovated and notification is sent to the Department of Revenue. Issues and questions pertaining to architects roles in determining if a project is exempt, definitions and liability factors will be addressed by Department of Revenue representative, Ruth Karlsson. AIA Nebraska is sponsoring a series of meetings across Nebraska; there is no fee and preregistration is not required. As the Nebraska Legislature prepares for the 2004 session, Senators are looking at a projected revenue shortfall of $211.0 million. New tax sources offer state law makers an intriguing chance to remove the revenue shortfall. AIA Nebraska will keep members informed of the latest proposals affecting the profession. 2 2 Regional I believe that a major goal of the AIA should be to improve communications between the state and national levels. By listening more attentively to its components, the AIA should be able to better serve the needs of the components. Bob Fincham, AIA Central States Director Elected Robert Fincham, AIA, was elected as AIA Central States Regional Director on October 25, at the Central States Business meeting in St. Louis, MO. Fincham is Vice President and Project Manger at Ekdahl, Davis, Depew, Persson/Architects (EDDP) in Topeka, Kansas. He graduated from the University of Kansas School of Architecture and Urban Design with a bachelor s degree in After working construction in the summer and fall after graduation, he began his architectural career in 1978 when he joined Prickett & Onek Architects also in Topeka. He joined EDDP in 1987 as a Project Architect and became a principal in AIA Service. Fincham has been actively involved in the AIA since he joined in 1978 as an associate member. Staskiewicz, an Omaha member, began his career with DLR Group in 1999 as a Summer Intern Architect, he is currently an intern architect and was promoted to Associate in the firm, September He served as a Project Architect for the Omaha Convention Center & Arena. His education includes a Master of Architecture, 2001, University of Nebraska Lincoln. BSAS 1999, University of Nebraska Lincoln. In 2003 Staskiewicz was elected as an Associate Director on the AIA Omaha Board of Directors and served as Chair of the Public Outreach Committee. He was recently elected to another term in this capacity. 3 14 Member National Concrete Masonry Association 2003 Design Awards of Excellence Randy Brown Architect s project, Better Business Bureau of Omaha, was one of six winning projects of the National Concrete Masonry Association 2003 Design Awards of Excellence program. Jury members included Karen Kirks Alexander, AIA; Michael P. Johnson, AIA; Christopher Della Vedova, ASLA, CSI; and Sergio Poles, AIA. Jury members commented the caliber of design was high for all the projects, final selections stood out with a clear theme: design clarity, respect for the site, culture and context. Each project exhibited a refreshing trend toward relevance, stability and away from trend, transparency and transience. The artful connections between materials and exquisite craftsmanship were exemplified in each of the winning projects. Simple elegance and refined detailing with a master s control of scale made this a winning project, Michael P. 4 4 Chapter Greetings Lincoln Chapter AIA Members Robert Koza, AIA President, AIA Lincoln Chapter Those of us who travel take pleasure in the wide variety of urban environments that can be experiences. Architects in particular have the tools to understand the individual aspects and attributes that can evoke a sense of place. We are also vividly aware of the creeping homogeneity in urban environments that is afflicting not just American cities, but international cities as well. I recall an overheard conversation, sometime in the 1970 s, where the speaker was disturbed that the Interstate passed Lincoln at such a great distance from downtown. He felt that Lincoln had been cheated because the expressway did not buzz right through the heart of town. I have always felt that view was mistaken. I m always delighted by the arrival sequence to Lincoln that one experiences while approaching from the north along I-180. The joy of that entry sequence can be attributed to the vision of past civic leaders, and of landscape architect Larry Enersen who was responsible for the design of Interstate Park. Instead of the intense clutter of commercial development and frontage roads, visitors are treated to the serene views and inspiring vistas. It is the aesthetic potential of the corridor that is exploited. This entry sequence sets the tone for the arrival into Lincoln, trumpeting a city that values beauty and cherishes its built environment. The designers got it right. Architects usually are focused on the entity that is the individual building. However, the success of that building depends to a great extent on the larger physical context. I would encourage members to become active in our city planning process. That process needs the input of design professionals. With sound planning guidelines, and insightful and sensitive building design, sometime in the future someone will say, They got it right. In case you are slacking allow me to refresh your memory. When last we met I was rambling on about the current state of Nebraska s Architecture. Questions were posed as to how we might elevate the quality of Design in our communities. Sound familiar? Whenever I pick up a copy of Dwell Magazine, or Wood Design & Build, or even Iowa Architect for that matter, I know we in Nebraska can do better. In the past year I ve written about Passion for the Profession. Young and old architects alike embracing the lifeblood of why we do what we do. Design is the cornerstone of that which drives us, that which binds us. Sounds like Morpheus, eh? Which leads me to the end of this rambling education. Maybe we have lost our reason of what makes architecture good architecture. Maybe we need some sort of refresher course. A primer to get the juices flowing again. I know the people who attended Young Architect s Vision at the State AIA Convention yearn for such a forum. At the time of this article we are in the process of forming such a group, an AA if you will. (Architects Anonymous) Open to all who wish to belong. In the meantime, pick up a copy of For an Architecture of Reality, by Michael Benedikt. Pay special attention to page 32. As an intern between my 5 th and 6 th years of Graduate School I had an experience I will never forget. The architectural firm that sponsored my internship took me out for drinks on my last day of employment. Towards the end of the evening one of the senior designers pulled me aside. He point blank told me no matter where I end up in this profession, don t lose your passion. Your passion for design is all you own. At the time I just thought he was drunk, and maybe he was, but the more I practice the more his words resonate. Your passion for design is all you own. The web site and program received a Silver and a Bronze, respectively. The Show is AIGA Nebraska s annual awards exhibition, judged by a national jury, and held at Jackson Street Artworks in Omaha s Old Market District. 5 12 Chapter What is Omaha by Design? The City You Always Wanted All the building in Omaha By Design s Objectives Omaha s downtown means more entertainment, tourists, dining and events of all kinds. The nearly $2 billion in projects including the Performing Arts Center, Qwest Center Omaha, and remodeled Orpheum Theater make it hard to say there s nothing to do in Omaha. A little west of downtown, the Destination Midtown project has identified historic architecture, a diverse community, strong neighborhoods and committed residents that are working together to form a new vision for the district. Further west, the Millard Town Center Community Foundation has developed a vision for a new main street district in downtown Millard. The plan includes an arts center, row houses lining a decorative canal, a town square, shops, offices and apartments in a mixed-use district. Not all the new projects in Omaha are as well planned as visionary as these. The city still faces big box retailers who build plain label stores in a sea of concrete. Because Omaha lacks enforceable design standards for new building we are often obliged to take what we are given. Randy Anderson of BRR Architects, longtime designers of Wal-Mart stores says, We build to the ordinance, and thepolitics That s one of the reasons Lively Omaha, the Mayor s office and the Omaha Planning Department have joined forces to form Omaha By Design. The goal is to develop a comprehensive urban design plan for the city, demonstrating that planned developments can incorporate more consistent natural environment and beauty throughout our community. The Omaha By Design project has set four major objectives: Make Omaha a national first-choice city for work and life-style Set priorities for public improvements Set priorities for privately-funded civic projects Revise regulations and guidelines for private real-estate development The objects will be addressed in three categories, Green Omaha, Civic Omaha and Neighborhood Omaha. Objectives Green Omaha will: Realize the design potential of Omaha s topography Use natural systems for flood and erosion control, and to enhance the park and open space plan Extend the historic boulevard system to the new parts of the city Establish green guidelines for new development Civic Omaha will: Identify locations of critical public concern that need special regulation Develop design guidelines and other policies to enhance locations critical to the City s image Set-up priorities for civic improvements that are both publicly and privately-funded Neighborhood Omaha will: Identify clusters of neighborhoods as planning units Enhance existing neighborhoods in the eastern portion of Omaha. Reinforce neighborhood character in western portion of Omaha. Create standards for neighborhood plans Implementation Omaha By Design will take the components of the City s existing Master Plan and with the assistance of a nationally recognized consultant, a volunteer citizen review committee and extensive public input, will seek to build consensus for codes, standards and guidelines. In addition, the project will set priorities for public, private and philanthropic investment, and demonstrate how planned development will benefit Omaha s natural environment, civic spaces and neighborhoods. The Team A volunteer citizen group will oversee the project and serve as the consultants Board of Directors. They represent various segments of the community including arts & culture, attorneys, architects, banking, chamber of commerce, city council, construction, developers, community volunteers, economic development, finances, labor, land development, landscape architects, Lively Omaha, the Mayor s office, neighborhoods, planning board, signage, and urban planning. Jonathan Barnett has been hired to manage Omaha By Design. Jonathan is an architect, planner, educator and author on theory and practice of city design. He practices urban design with Wallace Roberts & Todd (WRT) in Philadelphia and is a professor of city and regional planning at the University of Pennsylvania. Funding The Omaha Community Foundation will oversee the funding for the project, which will be done without city tax dollars. The initial three-year funding for Lively Omaha is from the Peter Kiewit Sons, Inc., First National Bank of Omaha, and by John and Carmen Gottschalk. Ken Stinson, Bruce Lauritzen and John Gottschalk have also agreed to take the lead in raising additional private funds to support the project. How You Can Get Involved Architects and the general public will have the opportunity to participate at numerous public meetings and presentations planned across the city. There will also be opportunities for citizens to volunteer on various committees that will be created during the project. see Objectives (cont.) next page New AIA Interactive Website Launched AIA Nebraska announces the launching of its newly designed website at This flash-based interactive website is an excellent resource for the latest architectural developments occurring throughout Nebraska. See first hand projects built and under construction. In the General Information Section, the public will be able to locate an AIA architect to fit their needs in the firm profile area, learn the questions to ask an architect, and understand the benefits of hiring an AIA architect. The new Events Calendar will include up-to-date information on lectures and other special events. For Instance, Omaha has more architects per capita than any regional metro area other than Minneapolis. See table below. Nebraska architects must continue to tell their success stories and be involved in critical issues facing the profession. Architecture is a valuable commodity to the state of Nebraska and the economist s study supports this fact. Thank you to the member firms which have financially supported the study and other legislative endeavors by a one-time voluntarly contribution to the AIA Nebraska legislative fund. The legislative fund was created in anticipation of existing and future legislative expenditures for dealing with critical legislative endeavors. This fund may be utilized for: 5 Omaha Leads 2nd in Architects Per Capita A matching grant received from AIA National to hire an economist. The economist s report will focus on the detrimental impact taxation of architectural services would have to Nebraska s economy. This report will be available and distributed to the Legislature in January AIA Nebraska lobbyist s retainer; this has increased significantly over the past 2 years due to increased threats to profession; Grassroots efforts among members to contact state senators; Annual Legislative Forum A Government Affairs Committee chaired by John Sinclair, AIA, has been established to oversee these efforts.
