1 MINUTES PLANNING & SUBDIVISIONS COMMITTEE SEPTEMBER 15, 1983 Aubrey Glass - Chairman Wayne Lippert George Hankin Rick Conway Patricia Malone - DELEGATIONS - Mrs. Richard Thompson fiji th Ms. Diana Devitt attended the meeting to discuss with the Co~mittee their proposal for a day care centre in Mr. and Mrs. Thompson's house on Manitoba Street North. The existing house sits well back from the road and the property contains approximately 1 acre. According to Provincial legislation they require thirty square feet per child and the area proposed to be used for the day care centre would accormnodate children, but they have no intentions at this time of taking that many children into day care. They propose to take infants and up to 3 year old children. They have already applied to the Province for a licence to operate a day care centre and one of the requirements for the licence is that the property be properly zoned. A DAY CARE CENTRE IS PERMITTED IN AN INSTITUTIONAL ZONE. THE COMMITTEE WOULD APPROVE AN APPLICATION TO AMEND THE ZONING ON THIS PROPERTY TO INSTITUTIONAL. MRS. THOMPSON InLL BE SUBMITTING AN APPLICATION FOR REZONING IN THE VERY NEAR FUTURE. By-Law Officer Colan Cowan attended the meeting discussing with the Committee the problems he is having with our existing parking machine. The parking machine at the Library Parking Lot has not been working properly for the greater part of the summer and has been removed and is now sitting in the By-Law Office. North American Distributors Limited have demonstrated a TicFak 4000 Parking Machine and have submitted a quotation. The Tic Fak Model 4000 comes complete with pedestal and day display. Direct purchase of the machine, the cost is $7, A second option is a 36 month payment plan at 12% interest and the total cost is $8, A third option is a lease to purchase option with revenue split 30% to 70% in favour of the vendor and if, after twelve months, the To',m opts to purchase, 80% of the vendor's revenue gain will be credited toward the purchase price with the Town to pay the balance outstanding at the end of the twelve months and the purchase price would be $8, If at the end of the twelve month period the TQl"m did not purchase the machine, then the vendor would keep the 70% split he had received as lease price for the machine~ 4$- SEE ITEN NO SEPTEMBER 15/83 PAGE 1

2 - CORRESPONDENCE - Mr. IHlliam Cairns requesting we proceed with rezoning By-Law and, if necessary, have it brought before the Ontario Municipal Board at their earliest convenience. SEE ITEM NO rluskoka Land Division Committee advising that one file had been endorsed with consent from August 1st, 1983 to August 31st, NONE REQUIRED. District Planning advising that the District Municipality have now purchased and have installed their new computer. District Planning are now developing a Land Use Information Information System. They reco!1lmend a "Users Group" Committee be established to assist in guiding the development of the Land Use Information System. Representatives would also be responsible for informing their respective offices of progress on the development of the system. Committee would meet on a regular basis. The first meeting of the group was held on September 7th, 1983 at 9~OO a.m. in the District Building. Building Inspector Ben Einarson advised the Committee of what had taken place at the meeting and, in particular, information on floodplain mapping which would also be stored in the computer. NONE REQUIRED. Committee of Adjustment Notice of Public Hearing for Craig and Monica Schell on the south part of Lot 7, Plan M-3, 183 Woodchester Avenue, Bracebridge Ward. A variance of.15 metres as to the front yard setback is being requested. Hearing date for the application is Tuesday, September 27th, 1983 at 7:30 p.m. NONE REQUIRED. Roads Superintendent Hans Muntz had worked out a cost per parking space based on the cost of developing the Library parking lot. In the case of the Library parking lot, the cost per parking space was approximately $ and this figure did not include the cost of purchasing any property. Mr. Muntz had also worked out an approximate cost per parking space for developing the new parking lot recently completed for the Court House. The average cost per lot for developing this parking lot was $2, per parking space, and in this case, the cost price of the land is included. Mr. Muntz suggests that a reasonable estimate of the cost of developing one parking space is $1, CHAIRMAN AUBREY GLASS REQUESTED THE COMMITTEE CONSIDER THE COST PER PARKING LOT AND HOPEFULLY AT OUR NEXT MEETING, THEY CAN ARRIVE AT A RECOMMENDATION AS TO THE COST PER PARKING SPACE. 3 The boat basin and the tennis court to be provided by the developers of the new Riverwoods Development were discussed by the Committee. It was the original intention that the property on which the boat basin and the tennis courts would be developed should be deeded to the Town and leased back to the developer. The Committee have concerns with the tennis court being developed on Town property. The suggests the area around the boat basin be enlarged and deeded to the municipality and, in turn, leased back to the developer. The area on which the tennis court is to be developed be retained in the name of the developer. PECUNIARY INTEREST DECLARED BY COUNCIL LOR RICK CONHAY (EMPLOYMENT HITH FOHLER CONST'N CO. LTD), HHO TOOK NO PART IN THE RELATIVE DISCUSSION OR VOTE, IF ANY, ON THIS ITEM. SEE item NO Councillor Pat Malone expressed concern that construction of the new addition to the Library may interfere with parking in the Library Parking Lot. IT,IAS FELT THAT THIS SHOULD NOT HAPPEN BUT IT HAS SUGGESTED THE BUILDING INSPECTORS AND THE BY-LAH FICERS CHECK ON THIS PERIODICALLY. Building Inspector Ben Einarson was requested to bring the Committee up to date on progress with an Agreement covering the used car sales lot for James Smith. MR.
