2 0 ARBURY GARDNS PAS : BACKGROUND Board PANNING POICY BACKGROUND The existing Warwick District ocal Plan identifies that the site is part of the Rural Area. It is not an Area of Restraint. The ocal Plan relates to a plan period ending in 0. Although a number of policies are saved, the ocal Plan is now significantly out of date and not in accordance with up to date national planning policy contained within the National Planning Policy Framework published by the Department for Communities and ocal Government in March 0. As such housing land supply and strategic housing requirements now relate to a new plan period up to 0. Warwick District Council is preparing a new ocal Plan which is shortly to be submitted to the Secretary of State for a Public xamination. Within the new ocal Plan the site is included as part of a larger housing allocation identified as 0 under policy DS, please see the ocal Plan Policies Map below. The allocation is referred to as land south of arbury ane (excluding former sewage works). Provision is made for about,0 dwellings, Primary Schools (x), ocal Centre, other Community Facilities and a Country Park. Planning permission has already been approved for Gallagher states (planning reference W//0) for up to dwellings; together with 00 dwellings on Phase of arbury Gardens for A C loyd td (planning reference W//00). A highly relevant consideration which has led to the preparation of this application, and indeed all of the proposals in this area at this time is the National Planning Policy Framework (NPPF) published March 0 to boost significantly the supply of housing. Where a ocal Planning Authority cannot demonstrate a five-year supply of deliverable housing, the advice contained in the NPPF is for housing applications to be considered in the context of the presumption in favour of sustainable development and planning permission granted unless any adverse impacts of doing so would significantly and demonstrably outweigh the benefits. Warwick District Council acknowledges that it is currently unable to demonstrate a deliverable five-year supply of housing land. In this context, it is considered imperative that deliverable land for housing is released by the planning process.
