3 Background DTI is divided into two primary groups Transportation Buildings The Transportation Division provides professional services for all aspects of bridge and highway design, construction, and maintenance The Buildings Division is responsible for the construction and maintenance of GNB buildings and leased premises as well as the acquisition and sale of GNB property

4 Transportation Division 18,785km of roads currently maintained by DTI 3,212 bridges 2,084 large culverts ( > 1.2m) 235,000 small culverts (< 1.2m) Also responsible for river ferry crossings and the Grand Manan, Deer Island and Whitehead ferry crossings.

5 Buildings Division 36 owned buildings 95 office space leases 319 owned and 24 leases for specialized buildings 3 industrial parks

8 Procurement at DTI DTI procurement can take place at Head office in Fredericton or in the Districts For construction related contracts, the Crown Construction Contracts Act (CCCA) and Regulations apply For goods and services, the Procurement Act and Regulations apply

9 Construction Thresholds - Highway Up to $30,000 - can negotiate with one contractor From $30,000 - $75,000 - tenders invited from not fewer than three (3) persons Over $75,000 - public tender

10 Construction Thresholds Non-Highway Up to $10,000 - can negotiate with one contractor $10,000 - $40,000 - tenders invited from not fewer than three (3) persons Over $40,000 - public tender

11 Procurement in Districts Short form contract used by District staff Designed for contracts valued at less than $75,000 Examples of contracts called in the District Brush cutting Mowing Snow clearing Heavy equipment rentals

12 Short Form Tender Documents Bid security must be included with bid submission Usually a certified cheque, bank draft or money order Confirmation of insurance coverage Schedule E signed by Contractor Confirmation of Coverage signed by Contractor s insurance company Confirmation of WorkSafe NB coverage Certificate issued by WorkSafe

13 How to get Notified of Opportunities All tender information is sent electronically from the District office Contact your local district office and indicate your interest in certain types of contracts District 1 (Bathurst) District 2 (Miramichi) District 3 (Moncton) District 4 (Saint John) District 5 (Fredericton) District 6 (Edmundston)

14 Where to Submit Your Bid All tender submissions must be submitted in person (faxes are not accepted) to the appropriate District office. The address will be shown in the tender documentation.

15 Procurement in Head Office Long form contract used by Head Office Typically used for jobs valued at $75,000 or more Contractors must purchase right to bid

23 How to Find Opportunities All contract opportunities tendered through Head Office are posted to NBON The NBON website can be found at: Must be registered with NBON to bid NBON helpdesk available at to assist with registration

24 Right to Bid All bidders must purchase the right to bid If right to bid is not purchased, the tender submission will not be accepted Plans may be purchased and mailed or printed via NBON No charge if printing from NBON (highway jobs only) Right to bid is purchased online via SNB or in person at DTI Head Office

25 Right to Bid For buildings jobs, the cost of the right to bid is based on estimated project cost Estimated Project Cost Less than $1,000,000 $57.50 Greater than $1,000,000 $ Cost (inc. HST) Hard copies of the tender documents will be shipped to anyone who purchases the right to bid For all highway jobs, the right to bid costs $92 (inc. HST)

26 Long Form Tender Documents Required at bid submission DTI will confirm Contractor has purchased the right to bid Bid security (either bid bond, certified cheque, money order, irrevocable letter of credit) Letter confirming bid bond has been acquired and paid for (if applicable)

27 Long Form Tender Documents Letter confirming ability of contractor to secure a labour and materials payment bond if awarded a contract Letter of good standing from New Brunswick Construction Safety Association (NBCSA)

28 Where to Submit Your Bid All tender submissions must be submitted in person at DTI Head Office in Fredericton. The address is shown on the tender. Faxed bid submissions will NOT be accepted.

29 Common Reasons a Bid is Rejected A bid may be rejected for a number of reasons Improper bid security Not properly signed Does not contain the bid price, unit price or fixed price written in words Name of the company not on the envelope Does not contain a bid for each item required to be bid Contains a bid on an item not included in the bid form Did not attach all addenda For roofing projects, a Roof Guarantee must be submitted Refer to CCCA Regulation Section 11 for a complete list
