3 Introduction The Town of Grand Falls-Windsor invites (E.O.I) from prospective developers with respect to the sale and development of approximately 11.4 acres of land between Earle Street and Toulett Drive (Appendix A) in Grand Falls-Windsor. The Town of Grand Falls-Windsor is seeking proposals from proponents identifying how they would develop this land. The proposal could include the 11.4 acres or a smaller area fronting on Earle Street or Toulett Drive. As per the Town of Grand Falls-Windsor Development Regulations, this area is to be developed as Commercial General. This information package provides a brief overview of the property and associated terms of reference for the E.O.I. Location The subject property is located between Earle Street and Toulett Drive and approximately 1.4 km from the Trans Canada Highway via Cromer Avenue interchange. See attached map in Appendix A. Background The property has never been developed for Commercial Use. Municipal infrastructure runs through the property and an easement will be necessary. This area can be used for parking, landscaping, etc. but no buildings. There is a power line on a portion of the property and the Town will have that relocated based on development. Also, the Provincial T Railway runs through the property and this will be relocated based on development. 1

4 The Town is owner of a portion of this property and remainder is owned by the Crown. The Town will acquire this property from the Crown to meet any proposed development criteria. A section of the property is also zoned Recreational Open Space (T Railway) and Conservation. These areas will be rezoned to Commercial General to reflect the zoning of the adjacent areas. Environmental Assessments/Site Conditions Environmental site assessments have not been carried out. The T Railway section was used as the former railway. We have tested other locations of the T Railway for hydrocarbons and none were detected. Test pits were carried out on the south east boundary and unsuitable material (bog) was present. This area would not be suitable for building construction. Exact limits would have to be determined. This area could be used for parking or landscaped areas. Planning It is Council s intention to have all this property rezoned to Commercial General to accommodate Commercial Development as outlined in our Municipal Integrated Community Sustainability Plan and Development Regulations A copy of these documents can be found at or relevant sections are also included in Appendix B. Any proposed development must meet these regulations. Council will commence the land acquisition from the Crown and rezoning this fall. T Railway relocation will be completed early in Timelines for completion of these changes can vary because of the Government approval process. It is anticipated that all land could be available for development in late 2

5 2017 or early Certain sections of the property are available for immediate development. Land will be sold as is where is. All proponents interested in this property should schedule a meeting with the Engineering Department to review the land conditions and expectations of the E.O.I prior to submitting proposal. Please contact Deanna Compton at dcompton@townofgfw.com or to schedule a meeting. Site Servicing and Access Municipal water and sewer service will be available at the property boundary. Developer will be responsible for any extension to the building location. Access can be available from Earle Street and Toulett Drive depending on location of parcel of land. If developer proposes to purchase and develop as one parcel, access can be available from both Earle Street and Toulett Drive. Access location to be approved by the Engineering Department. Access construction is the responsibility of the developer. 6 Sealed EOI will be received up to the deadline of October 28, The following information to be included in the E.O.I: Name and address of proponent. Type of business proposed. Size of building to be constructed. Estimated number of jobs to be created when development is complete. Price offered/acre Minimum price to be considered is $150,000/acre plus legal, survey and HST. Number of acres required. Please identify on drawing included in Appendix C. If only interested in a small parcel, the Town will be minimizing frontage and maximize use of back land. Construction timeline if proposal accepted. Evaluation The Town of Grand Falls-Windsor shall evaluate each proposal on its own merit and price alone may not be the sole determining factor. Critical factors within the evaluation process will include: Purchase price Potential tax revenue Project schedule Compatibility with surrounding uses Employment projection Right to Reject The Town of Grand Falls-Windsor reserves the right to reject all or any E.O.I. 4
