1 STANDING COMMITTEES F 8 Finance and Asset Management Committee UW Bothell + Cascadia College Campus Master Plan Update INFORMATION ITEM This item is for information only. BACKGROUND In June of 2016, the UW Bothell and Cascadia College began a Campus Master Plan update with the intent of establishing a new campus zone within the City of Bothell s comprehensive plan and land use code. The master plan will address future growth of the co-located campus including: future development sites, parking, campus infrastructure, campus housing, future acquisition goals and connections to downtown Bothell. In addition, the campus will conduct an Environmental Impact Statement on the campus master plan. The Campus Master Plan (CMP) is a jointly sponsored endeavor by the UW Bothell and Cascadia College in collaboration with the City of Bothell. The development of the CMP is being guided by a Core Working Group and an Executive Committee managed by Capital Planning & Development, Office of the University Architect s office. The CMP is envisioned as a 20-year plan, forecasting a combined student FTE of 10,000 (6,000 UW Bothell / 4,000 Cascadia College). Based on benchmark data for GSF/FTE, the campus will be requesting a growth allowance of 1.1 million net new GSF over the life of the plan and an additional 1,900 parking stalls. The Campus Master Plan, once approved by the UW Board of Regents, Cascadia College Board of Trustees, and the Bothell City Council, will be incorporated into a Development Agreement with the City of Bothell. The Development Agreement (DA) will establish the standards and authorizations for future development on campus. 3 Campus Master Plan Key Issues 1. Establish new land use regulations that entitle an amount of growth with maximum flexibility and do so with transparency to and participation of neighbors and City of Bothell 2. Test options for siting anticipated and future facilities efficiently while improving campus character and functionality 3. Tests options for financial feasibility, campus capacity and enrolled student FTEs 4. Presumes adding a classroom building for each institution, a corp yard, parking structure, and eventually housing and dining, as funding allows 5. Reflects current and future shared facilities such as an expanded library, corp yard, and parking 6. Anticipates possible transit center in partnership with City of Bothell, King County Metro, Community Transit, Sound Transit, and private developer 2 Page 2 of 10
