1 Multifamily Fee Survey 2017 The SDCAA s annual Multi-Family Fee Survey is intended to track the latest fees assessed by cities and the county on multifamily properties in the San Diego Region. In May, the County of San Diego and all cities in the San Diego Region received surveys asking about each jurisdiction housing stock, and information on current sewer, trash, and water rates for multifamily properties, and if there will be changes in the rates beginning in Fiscal Year beginning July 1 or Calendar Year beginning January 1. The responses on teh following pages were submitted by all of the cities in the region. Please note that the information is accurate as of the printing of this publication, but may be subject to change. Did you know... The data source comes from the California s Department of Finance, January 1, 2017 and The U.S. Census Bureau s American Commy Survey Estimate D. Business License Fee Rental Property: Carlsbad charges a business fee for rental properties. The fee is based on gross receipts, paid per each $1,000 of gross sales per year plus a $25 base fee. The minimum amount for each business license is $31. The revenue collected from the fees go towards the city s General Fund. The City of Carlsbad Wastewater provides sewer throughout the city with exception of the southern and southeast areas of the city, which is either provided by the Leucadia or Vallecitos Water Districts. For calendar year , the current rate for the City of Carlsbad will remain at $3.29 per per of water used for Multifamily, and at $27.81 for single family per used; the fee is $41.72 for a single-family home with a second. Leucadia s Residential wastewater service charge is $ per Equivalent Dwelling Unit per year or approximately $28.64 per month (semiannual fee of $156.22). The fee is based on Equivalent Dwelling Units (EDUs) and is a fixed rate. The fees is added to the property tax bill. The District s new Capacity Fee is $4,006 as of April 13, 2016 per Equivalent Dwelling Unit (EDU). The capacity fee is a one-time charge for any new connections to the district sewer system. For the Vallecitos Wastewater District, monthly Sewer Service Fee remains at $38.99 for single-family residential, $35.09 for multifamily residential, and $31.19 for mobile homes. Sewer rates are based on usage and can be charged monthly, twice annually, or annually. VWD does not provide information if customers with irrigation meters can deduct irrigation water usage from sewer pass-through charges. Rates are adjusted at the end of each calendar year, the most recent rate took effect on January 30, It is possible that the City Council could raise rates again, but that has not been decided at this time. Trash Information Carlsbad s waste hauler is Waste Management (WM), which has an exclusive franchise agreement with the city; the current contract expires June 30, On July 1, 2017, trash rate for three-yard bins increased to $ and to $21.04 for 64 or 96 gallon bins. The billing cycle is every 30 days; trash pick up is once a week Monday through Thursday depending on address. Recycling Information State law requires that all businesses that generate more than 4 cubic yards of waste and multi-family properties that have five or more s are required to participate in the city s recycling program. The charge for recycling for multifamily properties using a three-yard bin increased from $77.61 to $78.60 effective July 1, H. Inspection Information Carlsbad does not perform inspections through the Housing and Neighborhood Services Division. But, the County of San Diego s Health Department does perform sample inspections on hotels and some rentals, and the city is required to inspect Section 8 housing according to federal regulations. Chula Vista s estimated population is 267,917 according to the CA State Department of Finance, E-5 Report City/County Population and Housing Estimates, January 1, Chula Vista has an estimated 83,406 attached and detached housing s; of that, 31,322 are rental s, and 3,020 are Section 8 s (Source: U.S. Census Bureau s American Commy s Survey, ). Business License and/or Fee Chula Vista does require properties to have a business license, but property owners should contact a Business License Representative at (619) or CVLicenses@chulavistaca.gov for other taxes and fee. Revenue collected from the fees go towards the city s General Fund and the State of California. E. Sewer Rates The City of Chula Vista provides its own sewer service; sewer fees are charged in three ways. 1) Residents within the Otay Water district are charged monthly, 2) residents in the Sweetwater Authority district either are charged a) bi-monthly through the City of Chula Vista s Finance Dept, b) or charged annually through their county tax bill. 3) Residents within the Cal America district pay through their property tax bill. Sewer rates are determined by usage and meter size. Customers that have irrigation meters may deduct irrigation water usage from sewer pass-through charges, but must submit an application for a variance and obtain approval from the city. Sewer rates increased for FY , and will increase again in the next fiscal year. Water Rates The Otay Water and Sweetwater Authority provide water service to the city. Customers in both districts pay fixed and variable rates. Multifamily properties pay a commodity charge of $5.93 HCF (Hundred Cubic Feet), plus the Bi-Monthly Readiness charge depending on the property s meter size, and a rate block charge according to its usage. Trash Rate Information Chula Vista uses Republic Services for its trash services, which has an exclusive franchise contract until June 30, The monthly charge for 3-yard bin price increased to $ for pickup once a week effective July 1, State law requires multifamily properties with 5 or more s to recycle if it produces 4 or more cubic yards of trash a week. The rate is charged per for each complex that utilizes commercial bin services, $2.33 each. If they have residential cart service for each then they are charged the residential rate based upon the size of the trash container they select. The last rate increase was July 1, 2016 at $2.29/. J. Inspections Chula Vista has an annual rental inspection program. Housing inspections are conducted every 3-5 years to verify that rental properties meet the minimum requirements of the Uniform and California Housing Code. The program is funded by an annual inspection fee and the business license fee. City does perform Fire Safety inspections and Code Violations inspections on rental housing if a complaint is filed. D. Business Licenses & Fees Rental properties are required to pay a pro-rated fee based on the quarter of the year that the application has been filed. Multifamily properties pay an annual flat charge; changes in rates are made annually. Ratepayers with irrigation meters cannot deduct irrigation water usage from sewer pass-through charges. The city completed a rate study in 2015 for the next five fiscal years. Coronado doesn t require multifamily properties to use recycled water and it does not charge for submetering. EDCO Disposal, Inc. is the city s waste hauler, has an exclusive franchise agreement and an evergreen contract that is reviewed annually by the city. The monthly charge for weekly 3-yard bin pick-up for multifamily properties remains at $109.09/month. Rate increases are reviewed annually by the city council. On July 1, the rate for single-family residential service increased to $13.51 per month, the rate increased to $9.02 a month for multifamily curbside service. Coronado requires multifamily properties to recycle according to state law. The rate for multifamily properties for weekly threeyard bin service is $ Recycling rates are reviewed along with trash rates once per year. There is no scheduled increase until the rates are reviewed. I. Inspection Information Coronado does not have a mandatory program for rental housing. City performs fire safety inspections for complexes 12 s or more. Code violation inspections for any rental housing stock are conducted when a complaint has been made; there are no additional costs or fees for inspections. F. Trash Information Coast Waste Management is the city s waste hauler, it has an exclusive franchise with the city; end of contract was not specified. Trash collection is Monday through Friday; each area is assigned trash pickup a particular day of the week. Service ranges from 96 gallon bin up to 7 yard bins are available for multifamily. Trash pickup is charged monthly, customers can request pick up from 1 to 6 times a week. Multifamily properties receive a bundled service (waste and recycling) for weekly pick up; bundled service rate for a 3 yard bin is $739.69/month for multifamily properties. Recycling Rate Information The city requires that multifamily complexes with 5 s or more to recycle its waste. Complexes can request a split 3 cubic yard bin or separate bin for recyclables from Waste Management. Recycling service is bundled with regular waste pick up. Rate study was being conducted to determine if a rate increase is necessary, no proposed increase was introduced at the time this survey was published. Recycling rate for a three-yard bin is $55.85 for weekly pick-up service. There are no changes excepted for FY 2016/17. Inspections are mandatory for properties with affordable housing agreements. The city conducts of inspections for code compliance complaints and for fire safety. The Helix Water District covers most of El Cajon with rest of the city receiving water service by the Padre Municipal Water District. Properties in the Helix Water District are charged according to size of water meter and water usage, ratepayers in the Padre Dam Municipal Water District also pay a meter fee charge and commodity rate. Helix Water District ratepayers are billed bi-monthly, rates listed below went into effect March 1, Water rates for Padre Dam customers went into effect on February 1, City of El Cajon does not require use of recycled water and there is no submetering charge for multifamily properties. The city has approximately 108 Section 8 s. D. Business License Fees There is no fee for rental properties with leases longer than 30 days. There is an initial permit fee of $150 for short-term vacation rentals with leases less than 31 days; the annual renewal permit fee is also $150. Short term rentals are also charged a 10% tax based on rent collected. Fees collected from short-term rentals are used for beach sand transfers and long term are used for processing fees. The City of Encinitas, the Cardiff Sanitary Division, Encinitas Sanitary Division, and the Leucadia Wastewater District (LWD) provide sewer services to the city, each district sets their own rates. Rates set by Cardiff and Encinitas districts are based on usage, Leucadia uses a flat rate. Encinitas does not allow rental properties to deduct pass-through charges for irrigation meters. The City of Encinitas has two water districts, San Dieguito Water District (SDWD) serves the western area, and the Olivenhain Municipal Water District (OMWD) serves the eastern area of the city; ratepayers pay a combination usage and fixed fees and other pass through charges.
