1 ADDENDUM 5 City of Jackson, TN Solid Waste Hauling PROPOSALS Due November 4 DATE OF ADDENDUM NOVEMBER 2, 2015 This addendum will be the last one for the above mentioned project. Does page 1 for the RFP need to be filled out (Short Form Contract)? Answer: Yes Does page 8 have to be filled out? Answer: Yes Does Page 9 need to be submitted? Answer: Yes Do you want a copy of Republics Services Drug and alcohol policy submitted also? Answer: Just fill out the Drug and Alcohol Testing form inside the proposal. Will the bill for garbage collection be paid by check or credit card? Answer: Check Include in your proposal a listing of 5 references with contact name, address, phone number and address. Would it be possible for the City to provide all bidders an excel spreadsheet of the bid sheets to insert pricing? Answer: The pricing excel spreadsheet is posted on the city s website.
2 Addendum 1 added pricing columns for the downtown fire zone, but they are not in order of the other bid sheets in the bid as it stands now, we would have to create our own spreadsheet for the additional pricing. Answer: The downtown fire zone pricing sheet arrived in Purchasing after the other sheets were sent. Please add that sheet to the others and submit your pricing unless we send out an excel sheet for all the prices which will be included in this addendum. The proposal provides a summary of the estimated quantity of units to be served under the contract. Page 17, section 13 describes the estimated quantities. We wanted to clarify, are the 385 small business units actually the loose commercial accounts (640 units as of Sept 2015) where it is not practical to place a dumpster? Or are these small business customers the same as residential customers? The reason for asking is that the September invoice for residential service provided 22,430 units and the bid provides an estimate of 20,671 residential and 385 small business for a total of 21,056. This is a difference of 1,374 units. Answer: Yes, these are small businesses that do not generate enough garbage for a dumpster. They are not residential customers. The house count, 20,671 is the last yearly average of residential accounts and 385 commercial accounts that JEA bills for a total of 21,056. How many containers are within this zone, is there a map of the area with container placement within the zone, does the service include replacing the bag liners and does the city or do we supply the bag liners? Answer: There are 15 commercial dumpster accounts and aproximately 20 commercial hand pick up accounts in the zone. There is not a map available but the area consists of Royal St. west to Shannon St., College St. south to Chester St. Garbage bags are provided by the customer. What are the costs paid by the city for disposal each service provided? Roll Off, Commercial, Residential, Other?
3 Answer: The city pays 100% of disposal costs. Disposal should not be considered for the RFP. How much fluctuations are there in the bulk/yard waste/rubbish from month to month in terms of tons. Answer: Tonnage spreadsheet on a website link October 29, Please provide the weekly/monthly/annual tonnage for each of the three services listed in the subject line of my (Yard Waste-Bulky Waste-Rubbish). Answer: Tonnage spreadsheet on a website link on October 29, Section 4.5 CNG - Are we to interpret the word fleet as only Garbage Trucks? We would define fleet as only trucks engaged in the collection of solid waste. Further, that other support vehicles, light and pickup trucks, automobiles, and equipment not used on regular commercial or residential routes would be outside of the definition? Is that correct? For example, a managers automobile would not be part of the garbage truck fleet and could be fueled by gasoline. Answer: If a vehicle is used to collect residential, commercial and/or industrial garbage, it should be fueled with CNG. Would the City allow just the residential garbage trucks to be powered by CNG and not the commercial and industrial garbage trucks? Answer: See Above. A 2x a week residential service somewhat defeats the environmental purposes of implementing a CNG fuel source. Would the City incorporate an option for weekly residential service without 96 gallon carts? Answer: No.
4 Is the City looking for alternate bids or just the services that are described in the bid specifications? Answer: The city is not looking for alternate bids. Price Sheet Currently doesn t have an area to enter a price for the weekly service option with a cart. Are we to develop our own price sheet to incorporate these additional services? Answer: This is not an option. Addendum 3 Roll Off Legend 40 C & 40 K were both described as 40 yard compactor hauls Based on the data provided, it seems that a 40 J is a rental, is this correct? Answer: Scanned copy attached. Roll Off Legend from invoices Can the City define the following service codes: L20, 40C, 35C, 30O and 30N. Answer: Scanned copy attached. Pricing Sheet Could the City add a category for a stationary compactor? This is basically a fixed unit that compacts waste into the detachable 40 yard receiver box. This container set-up would have two separate rental charges. Also, the price sheet doesn t have a box for a 35 YD rental. Answer: The city does not charge rental. This is between the customer and the service provider. September Roll Invoice Account # Owens Corning Fiberglass 1167 Lower Brownsville RD 20J QTY 1 - $1, Why
5 is the container rental on this account so high? Is this a customer container that needs to be acquired, please clarify. Answer: This charge is for 11 (not 1) open tops. September Roll Invoice These two accounts below have much higher rental rates. Do these containers have any special configurations that needs to be incorporated in the rental cost? The Price Sheet doesn t provide a box to price custom configurations for container rental. Please clarify Answer: These are 40 yd. receiver boxes with no special configuration PINNACLE FOODS CORP 96 QUAKER OAT K-MART #3143 (40C) 732 OLD HICKOR Does the City have an inventory of the roll off containers and compactors that WM has in service within City limits that the City does not bill and/or receive revenue? In the new contract, will the City be the only entity that can bill and collect for roll off containers and compactors? Answer: At this point, the city does not bill for temporary containers but in the new contract, we will be the only billing entity. Section 11.0 Term 5 Years We would like to ask the City to consider a few scenarios for it fixed term and extension terms of this contract (below). Our concerns relate to the CNG fleet phase-in schedule and the unknown timeline of when the JEA s fueling facility will be online and ready to meet the fueling capacity needs of this contract. The City is allowing for an phase-in delivery timeline for CNG powered collection vehicles due to some uncertainty of a future CNG fueling facility.
6 What is not addressed in the bid is if a CNG fueling facility becomes unrealistic and is not constructed to meet fueling capacity demand due to the low cost of diesel at the current time. Furthermore, a contractor is better off acquiring a CNG fleet from the beginning of the contract verses a phase-in due to the fixed contract period of only five (5) years with no guarantees of extension years. The required capital for CNG powered garbage trucks makes it necessary to begin making debt service payments at the beginning of the contract to provide sufficient time to pay down the cost of the equipment to support the contract term. Scenarios: contract extension periods of five (5) one (1) year extensions into a full 5 year extension term. This option provides a contractor added revenue security in the later years of the contract to meet debt service payments based on the projected requirements to have a full fleet of CNG garbage trucks in year five. Not to mention, the City would not be faced with discussing extension provisions in years six through ten. Basically a five + five term. fixed contract term of five (5) years to seven (7) and modifying its contract extension periods of five (5) one (1) year extensions into a three (3) one (1) year extensions. This would help spread the cost of more expensive CNG powered garbage trucks over a seven (7) year term as opposed to a five (5) year fixed term. This would be the most equitable consideration because CNG trucks cost on average 40% more than diesel powered trucks. The other benefit to this altered contract term is that it would provide the contractor the ability to spread the cost of the CNG equipment over a longer term which allows the cost of service to the City to become accentually cheaper to the customer. Answer: The contract terms are fixed.
7 Commercial Hand Rate VS Downtown Fire Zone Can you confirm that these services are combined in the Alpha listing on the residential invoices, we see that the frequency of collection ranges for twice a week to five times a week? Answer: All services are included on the residential and commercial hand pick up invoice. Commercial Hand Rate VS Downtown Fire Zone How is the cubic yardage determined for these customers? Answer: Cubic yardage is determined by the amount of garbage generated and the number of containers that is required to handle the quantity. Downtown Fire Zone Can you confirm that there are only 9 customers that receive 6x a week service this was taken from the October 2015 residential invoice? Answer: The number will vary but any business located within the parameters of the Fire Zone is entitled to 6 times a week service. Frontload Compactors Can you provide us the inventory of these containers by size and frequency? The commercial invoices do not describe and/or identify these frontload compactors? What are the current unit prices charged to the City by WM Answer: 1/2/1 1 4/1 2 4/2 2 6/1 2 6/2. All compactors are company owned or leased from WM.
8 The Indemnity Agreement in the specifications makes the following reference: WHEREAS, the parties have agreed that the City will compensate Indemnitor in the amount of $ for Can the City clarify?
