15 Is Prefabrication Building Work? Building Work? Are the units a building? Is off shore construction building work? Is the construction of pre fabricated units building work even if constructed in NZ? May we treat the construction of the units as building work? Consentable? Would a building consent be restricted to on-site work or include the components? MBIE Determination pending

20 First KiwiBuild homes ready in mid-2018, Phil Twyford hopes Housing Minister Phil Twyford hopes to put the key in the door of a brand new KiwiBuild home in the middle of next year. Twyford announced on Tuesday the establishment of a new KiwiBuild unit within the Ministry of Business Innovation and Employment (MBIE). The flagship KiwiBuild policy is a promise to build 100,000 affordable homes within 10 years, half of them in Auckland. "Affordable" is classified as under $600,000 for freestanding homes in Auckland and under $500,000 for homes outside of Auckland and for townhouses in Auckland. The MBIE unit will be tasked with building KiwiBuild home, purchasing KiwiBuild homes off the plans in private developments, attempting to fix workforce constraints, and coordination major greenfield and urban regeneration projects. The interim unit will eventually be replaced by a Housing Commission but this would take a year or so to be set up. "It will take at least a year to formally establish the urban development authority which will be called the Housing Commission but we're not waiting to get started on building the 100,000 affordable houses New Zealand desperately needs," Twyford said. "Once established, the Housing Commission will take over as the driver of the KiwiBuild programme
