1 ADDENDUM #1 TO THE INVITATION TO BID PHASE 1 ENVIROMENTAL SITE ASSESSMENTS ISSUED: September 15, 2016 The answers to questions, additions and revisions to the INVITATION TO BID PHASE 1 ENVIROMENTAL SITE ASSESSMENTS as listed herein shall be included in the proposal for this work and shall form a part of the Work under the Contract. Scope of Work: 1) The spreadsheet with the original invitation to bid has been revised (see attached spreadsheet). The revised spreadsheet has clustered the 35 original sites into 16 sites. Please disregard the original spreadsheet. 2) The New Site #16, for North 57 th Street has been added to the revised spreadsheet. 2) Since the buildings in revised spreadsheet for New Sites #1, #3, #5, #6, #8, #9, #10, #11, #13, #14, and #16 are single family, duplex, and four-plexes, Transaction Screens can be utilized for these sites. Transaction screens must meet the following criteria: All single family houses (SFH) (defined as a 1-4 unit building) are required to have an ASTM Transaction Screen prepared in accordance with ASTM E (or the most recent edition) to demonstrate compliance with 24 CFR 58.5(i)(2)(i) and (iii) and (iv). A transaction screen will identify potential environmental concerns based on questionnaires, owner/occupant inquiry, site visit, government records inquiry and historical sources inquiry. The transaction screen must be prepared by a qualified professional, in accordance with 24 CFR 50.3(i)(4). As the definition of preparer in ASTM E does not meet this requirement, the professional must have either (a) a science degree and at least one year of practical environmental assessment experience in the field, or (b) three years of practical environmental assessment experience in the field performing site assessments for site contamination. If any potential environmental concerns are identified, an ASTM Phase 1 ESA in accordance with ASTM E (or the most recent edition) must be provided. 3) New Sites #2, #4, #7, #12, and #15 will require the standard Phase 1 per ASTM requirements. 4) Use the attached bid form to submit your bids. Bids will be submitted for each of the New Sites plus aggregates as listed on the bid form. Failure to provide the bids as specified in the bid form will result in your bid being classified as unresponsive and therefore not considered.

2 The aggregate bids will be used in the event environmental concerns are found during the transaction screens. The aggregate pricing will be the cost to perform a standard Phase 1 per ASTM requirements. The contract price will be for the base bid and the aggregate cost per site will be added, if needed, by change order for each site that may need a phase 1. Low bidder will be determined by the total of all of the base bids plus all of the aggregate bids. Bid Date: The bid date will be extended from September 20 th, 2016 at 4:30 pm CDT, to September 23 rd, 2016 at 4:30 pm CDT. General: The following questions were asked: Q: Regarding this Invitation to Bid, this project is federally funded. Will the Housing Authority of Kansas City complete the environmental reviews for activities/projects that are Categorically Excluded Subject to Section 58.5 and submit these along with the Phase I ESA s? A; The environmental reviews are already being performed by another environmental firm. Q; The ITB document posted on the KCKHA website doesn t include Appendices (X1, X2, X3, X4, etc.). Can you please me copies of same? A; These are the standard appendixes that accompany the ASTM document. Q; The Scope of Work (SOW) referenced in the RFP document requires that the Phase I ESA be prepared in accordance with ASTM E and include a Vapor Encroachment Screen in accordance with ASTM ASTM E has additional out of scope items to include and analysis of Asbestos Containing Materials, Lead Based Paint, Mold, Radon and Lead in Drinking Water. Do these out of scope items need to be included in the SOW? A: No. Q: The ITB requests a schedule of when the Phase I ESAs are to be submitted. Does the KCKHA have any preference as to when the ESAs are to be delivered (45 days, 60 days, 90 days, etc.)? A: These Phase 1 ESAs are to be completed as soon as possible. However, the Housing Authority is not willing to pay an additional cost for a faster service. Therefore we are looking for a realistic time frame for your firm to complete these Phase 1 s. Q: Is there a particular format that you would like the proposal to be in? I see no mentioning of this in the ITB itself.

3 A: No, there is no particular format the response has to be in. Q: Do you want a lump sum cost for all of the sites together or would you like the sites to be priced individually? A: We are looking for a lump sum price for all sites. (This has been revised see above). Q: The ITB states that it is the bidders responsibility to provide a schedule for completion of the Phase 1 ESAs. Are we to assume that the firm can begin investigations immediately after the contract is awarded? Is there a preferred start date? A: The phase 1 s need to be completed as soon as possible. We are looking for a realistic time frame for your firm to complete the Phase 1 s. Q: Does the Housing Authority want 35 separate Phase I ESA reports, one for each of the sites listed in the ITB? A: Yes. (This has been revised see above). Q: Surveys for hazardous materials such things as asbestos, lead-based paint, mold, etc., are specifically excluded from Phase I ESAs by the relevant ASTM standard. However, such a hazardous materials survey is often requested as an additional service to be conducted concurrently with a Phase I ESA. The RFP does not mention such a hazardous materials survey; is the Authority interested in this as an additional service? Or should our proposal be limited to conducting Phase I ESAs as defined in the ASTM standard? A: Conduct the Phase 1 s as defined in the ASTM standard. Q: Does the Housing Authority desire that our Phase I ESAs include inspections of the interiors of all (or any) of the many residential units at each site? Or will our assessment be limited to observations possible from outside the units only? A: Anticipate that the interiors of at least 10% of the units should be inspected. Please note that a 48 hour notice to residents in occupied units is required prior to entering an occupied unit. Q: How many sealed bids will be required upon submittal? A: One Q: Can the bids be ed for submittal purposes? A: No sealed bids must be delivered to the Housing Authority s Main Office, 1124 North 9th Street, Kansas city, Kansas Q: Is any other company information required besides the bullets listed in the scope of work? A: No. Q: Is there an incumbent that has completed past Phase I ESAs for KCK Housing Authority?

4 A: Terracon Environmental has completed a few in the past. However, award will be to low bidder. Q: The ITB requests that offerors provide a schedule for conducting the work. Can you give any information regarding the Housing Authority s preferences concerning schedule? We could apply more staff resources to the project and complete it more quickly, but at higher cost; conversely, if we can schedule the work over a longer period of time, we can reduce the cost. Ultimately, we want to offer a proposal consistent with the Authority s needs and preferred timeline, but need additional information about what that schedule should be so that we can price our proposal appropriately. A: The Phase 1 s need to be completed as soon as possible. However, the Housing Authority is not willing to pay an additional cost. Therefore, we are requesting a realistic time frame for your firm to complete the Phase 1 ESA s. Q: Are all of the addresses noted in the bid residential in nature (with continued expected residential use in the future)? A: All of the sites proposed for the Phase 1 assessments are residential public housing units, consisting of single family, duplex, four-plex and townhouse developments. Q: The Invitation states that sealed bids will be received until 4:30pm on September 20, 2016, at the Housing Authority administration office. Are only hard copy bids being accepted? On a previous bid for KCKHA, ed bids directed to you were accepted. A: Only hard copy bids are acceptable for this response. Q: Your ITB requires that we provide "Certification that the environmental firm is not debarred, suspended or otherwise prohibited from practice by federal, state or local governments." A: Yes, you just need to make this statement on your firm s letter head, have a principal of the firm sign it, and have their signature notarized. Q: Proposal requests Evidence that the environmental firm is registered to practice in the State of Kansas; or if registration is pending, when it is anticipated registration will be granted. Does this refer to the application process for Certificate of Authorization for Business Entity through the Kansas State Board of Technical Professions? We just want to make sure we know exactly what and how we are needing to be registered. A: You need to provide evidence that your firm can perform this work in the State of Kansas. Q: Proposal requests Evidence of worker s compensation, comprehensive general liability, and automobile insurance. Do you have specific requirements or is a general certificate of insurance good enough? A: The general certificate of insurance that shows you have this coverage is fine. Q: I looked up the addresses on the Wyandotte County Appraiser s website and found that there appear to be 43 individual parcels (several of the sites appear to have multiple parcels associated with them), mostly owned by either the City of Kansas City,

5 KS or Housing Authority of KCK, though there were four (sites 4, 8, 20, and 34) that did not come up under any of the addresses listed. Might there be alternate addresses associated with those sites beyond those listed in the scope of work? A: The addresses on the spreadsheet are the actual addresses of the various buildings. Q: Will the KCKHA provide Environmental Lien Searches for each parcel (a requirement of Phase I ESAs) or would you prefer we include the cost of the ELS in our bid? A: If it is a requirement of Phase 1ESAs, include the cost of the ELS in your bid. Q: Are you requesting individual Phase I ESA reports for each site or a single report covering all 35 sites? A: Individual Phase 1 ESA are required for each of the sites. (This has been revised see above). Respondents should acknowledge the receipt of this addendum in their proposals. Failure to acknowledge this addendum in your responses may be cause for declaring your response as unresponsive. End of Addendum #1.
