Presentation of the Government Finance Officers Association s Distinguished Budget Award to Finance Director Lynn McCammon for the Village FY budget document. B. Proclamation recognizing Veteran s Day in Winfield. C. Public Comments The opportunity to speak to the Village Board is provided for those who have a question or comment on an agenda item or Village of Winfield issue that will stimulate thought so as to make the Village Board deliberations more productive and meaningful. The Village Board appreciates hearing from our residents and your thoughts and questions are valued. Respect for the duties of the Village Board and for the democratic process will be adhered to in this regard, civility and a sense of decorum will be strictly followed. All speakers must address their comments to the Board. Comments that are personally condescending will not be permitted. Please use the microphone when speaking as the proceedings are being televised. Please state your name and address before commenting all comments under Audience Participation are limited to three (3) minutes and each citizen will only be permitted to speak once. 6. Consent Agenda A. Motion approving minutes from the Village Board and Committee of the Whole meeting held on October 4, B. Motion approving payment of bills for November 2, C. Motion approving award of the 2017 holiday lights installation contract to low bidder Abbot Tree Care Professionals of Wayne, IL in the not-to-exceed amount of $13,950.
2 D. Motion waiving competitive bidding and authorizing Metropolitan Pump Co. of Romeoville, IL to repair Pump 1 at the Waterford Drive Lift Station for the not-to-exceed amount of $16,977. Pump 1 at the Waterford Drive Lift Station was found to have a seal fail late in September, shortly after Pump 2 failed. Pump 1 was pulled for inspection after Pump 2 was reinstalled. Metropolitan Pump, the manufacturer able to repair the pump, determined significant repairs are necessary to make Pump 1 functional again. This lift station only has two pumps, making a repair necessary on Pump 1 to keep the station fully operational. E. Motion approving the following appointments recommended by the Village President: Non-Consent Agenda (7-9) Administration & Finance Committee Joslyn Almirall Economic Development & Communication Commission Charles Cloutier for a term ending May 5, Motion to approve a Real Estate Purchase and Sale Contract with Buck s Inc. for property located at the southwest corner of Winfield Road and Roosevelt Road. Village Attorney Kathie Elliott will present information on the purchase agreement for the property located at the southwest corner of Winfield Road and Roosevelt Road. As part of the 2014 Comprehensive Plan update, this property was rezoned for commercial redevelopment along the Roosevelt Road corridor. To assist with assembly and marketing of properties, the Village hired commercial real estate broker Peter Poulos to interact with interested property owners to voluntarily enter into purchase option agreements. Based on market valuations, these agreements provide a pre-determined sales price from each property. The developer, Buck s Inc., provided a concept presentation at the Committee of the Whole on October 19, The proposed two-phase development begins with a 7,144 square foot Bucky s automotive service station on the southwest corner of Winfield and Roosevelt Roads, which will include convenience retail sales and a car wash. The proposal also includes a second retail building development up to 7,000 square feet immediately south on Winfield Road from the service station. The Village Board recommended moving the proposal to the Plan Commission for further consideration. The purchase and sales contract being considered tonight will be between the developer and the Village of Winfield. The owner of the subject property, the Estate of Joseph F. Cantore, made the Village of Winfield the optionee for the property through the purchase option agreement. As such, the Village of Winfield is authorized to enter into this purchase and sales contract. As part of the purchase agreement, the development has to obtain final PUD approval from the Village Board to complete the sale.
3 8. Motion to approve a contract for demolition services with Midwest Site Services, Inc. of Plainfield, IL to demolish the vacant property at 27W270 Liberty Street. Assistant to the Village Manager John Schwarz will present information for the proposed demolition work at 27W270 Liberty Street. The Village Board authorized the purchase of this property located in the floodway at the August 17, 2017 Village Board meeting with the intent to demolish the existing structure. Removing the structure is a step towards achieving the Community Facilities & Utilities Goal #5 from the Comprehensive Plan, which includes working towards the establishment of a greenway along Winfield Creek. Project work includes demolition and debris removal, utility disconnections, and restoration. Midwest Site Services submitted the lowest of three proposals received with a low proposal of $16,030 plus any asbestos abatement expenses pending testing. The contractor has previously completed satisfactory work for the Village. 9. Village Engineer Dan Watson will present information on the proposed compensatory payments to property owners for temporary construction easements and permanent watermain easements along Jewell Road, County Farm Road, and Barnes Avenue. The Village has watermain located in the roadway on County Farm Road adjacent to these properties, which consistently presents Village staff with maintenance issues due to frequent watermain breaks in this vicinity over the last ten years. Village staff encounter substantially more work to repair breaks due to the location of this watermain. When this watermain was originally scheduled to be replaced in FY 2016, staff sought to relocate the watermain into the parkway adjacent to the west along County Farm Road to ease any future maintenance work. The Village does not have any existing easements in this parkway and needs to acquire easements from the property owners, six in total, to install watermain in these locations. Four of the property owners have agreed to provide temporary construction easements and permanent watermain easements, while the remaining two property owners have refused repeated proposals to provide the Village with easements to complete the work. Village Attorney Kathie Elliott will provide additional information on the proposed action by ordinance authorizing the Village to extend final purchase offers to the remaining two property owners for temporary construction easements and permanent watermain easements. A. Motion to approve temporary construction easements, permanent watermain easements, and corresponding compensatory payments to property owners of 27W024 Jewell Road, 0N136 County Farm Road, 0N150 County Farm Road, and 27W010 Barnes Avenue; and B. Motion to approve ordinances authorizing the Village to make final purchase offers for temporary construction easements and permanent watermain easements located at 0N160 and 0N176 County Farm Road.
