Bill Listing for the Weeks of November 12 and 19, 2018 for a Total Amount of $874, First Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Regulating the Sale and Possession of Alternative Nicotine Products by Minors Over the past few years the Villa Park Police Department has seen an increase in the number of juveniles possessing electronic cigarettes, or E-Cigarettes, and the use of Alternative Nicotine Products. An electronic cigarette means a battery-operated device The Villa Park Village Hall is subject to the requirements of the Americans with Disabilities Act of An elevator is operational at the north side entrance to the Village Hall during normal work hours and also during evenings. Individuals with special needs are requested to contact the Village's Compliance Officer at (630) so that reasonable accommodations can be made for those persons.

It is recommended that Village Code be reflected to clearly state the possession of these items by a person under the age of 18 would be a violation of Village Code. 9. First Reading of an Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Restrictions for Overweight Permits The process for overweight/oversize permitting is handled by a third party, Oxcart Permit Systems, that provides an outline interface for requesting local permits and payment of any fees associated with the permit. The Police Department receives requests annually for the approval of overweight and over dimension vehicles to travel on the streets of Villa Park. The current ordinance regulating overweight and over dimension vehicles was adopted in 1994 and requires updating to be consistent with the Illinois Vehicle Code and the Village s permitting process, including establishing a permit fee. It is recommended that Village Code be modified to establish a permitting process for overweight and over dimension vehicles. 10. Ordinance Providing for the Issue of $ General Obligation Limited Tax Bonds, Series 2018D, of the Village of Villa Park, DuPage County, Illinois, and for the Levy of a Direct Annual Tax to Pay the Principal of and Interest on Said Bonds In 2017, the Village issued alternate revenue bonds to refund TIF 3 debt certificates as part of the strategy to address insufficient TIF 3 revenue. These alternate revenue bonds are to be funded by Rollover Bonds, issued each fall, which are then paid back using our non-home rule debt service extension base. The rollover bonds are being competitively bid on Monday, November 26. As we have done for prior bond sales, the ordinance will be updated after the bids determine the best rate for the Village in advance of this Board Meeting. 11. Ordinance of the Village of Villa Park, DuPage County, Illinois, Authorizing the Sale by Public Auction of Personal Property and Seized Vehicles Owned by the Village of Villa Park Proceeds from the sale of the vehicles will be placed into the Equipment Replacement Fund and will be used to purchase additional equipment. Resolution of the Village of Villa Park, DuPage County, Illinois, Approving the Grant- Funded Purchase of Two Automated Chest Compression Systems in the Total Amount of $34,023 In August 2018 the Fire Department was awarded a FEMA Assistance to Firefighters Grant for the purchase of two automated chest compression systems for front line Medic Units 81 & 82. The LUCAS 3 Chest Compression System was field tested by paramedics who concluded that it would be a valuable life-saving tool that would provide non-stop high quality chest compressions to patients in cardiac arrest. The FEMA AFG award of $30,930 will cover 90% of the purchase price with $3,093 to be paid by the Village (10% share) from account number Resolution of the Village of Villa Park, DuPage County, Illinois, Authorizing a Contract with EarthWerks Land Improvement and Development Corporation, of Batavia, Illinois, for the Jackson Pond Overflow Project in the Amount of $1,771,844 To lessen the frequency and severity of flooding to the areas north and east of the Jackson storm water detention basin, the Village proposes several storm water projects. These include the rerouting of the overflow from the Jackson storm water detention basin (located on School District 45 property), future expansion of the detention basin, and the construction of upstream relief storm sewers. These projects will ultimately provide flood relief to 53 homes and 59 garages or sheds in the project area. V3 Consultants prepared the plans and specifications for the Jackson Pond Overflow Project. The project was publically advertised and a bid opening was held on November 1, 2018 with six contractors submitting bids. The lowest bid was submitted by EarthWerks Land Improvement and Development Corporation in the amount of $1,771,844. The engineer s estimate was $2,153, Funds would be taken from Storm Water Fund account number There is an additional $550,000 available in Community Development Block Grant Disaster Recovery funding available for this project, making the Village s total share of the construction costs $1,221, Resolution of the Village of Villa Park, DuPage County, Illinois, Authorizing an Engineering Services Agreement with Christopher B. Burke Engineering, Ltd., for Phase III Construction Engineering Services for the Jackson Pond Overflow Project in an Amount Not to Exceed $148,616 The construction of the Jackson Pond Overflow Project is proposed. A quality based selection (QBS) process was performed and Christopher B. Burke Engineering, Ltd. (CBBEL), was selected to perform Phase III construction engineering services for this project. CBBEL submitted a proposal for these engineering services to the Village at a cost not to exceed $148,616. Funding for this project would be taken from Stormwater Fund account number Resolution of the Village of Villa Park, DuPage County, Illinois, Authorizing an Engineering Services Agreement with Civiltech Engineering, Ltd., for Phase II Design Engineering Services for the 2019 Street Improvement Project in an Amount Not to Exceed $103,707 The 2019 Street Improvement Project is the fifth year of bond referendum funded road improvements to various streets located throughout the Village. CivilTech Engineering has 3
4 submitted a proposal for Phase II Design Engineering Services at a cost not to exceed $103,707. Funds for these services would be taken from the Street Improvement Fund (Bond and Non-Bond) account numbers and Resolutions of the Village of Villa Park, DuPage County, Illinois, Approving Three Safe Routes to Schools Grant Applications on Behalf of School Districts 04, 45, and 48 Staff wishes to submit applications for grant funding for the construction of three separate proposed sidewalk installation projects under the Illinois Safe Routes to School (SRTS) Program. The projects would consist of the construction of new sidewalks in the vicinity of three schools to fill in gaps where sidewalks do not currently exist. The estimated total cost of construction and construction engineering for the three projects is approximately $637,000. Under the terms of the grant program, staff intends to apply for grant funding in the maximum amount of $200,000 per project, for grant funding application amounts totaling $600,000. Funding for the Village s estimated share of construction and construction engineering costs of approximately $37,000 would be provided by the Capital Projects fund. 17. Resolution of the Village of Villa Park, DuPage County, Illinois, Authorizing Final Change Order Number 1 to the Contract with Globe Construction, Inc., for the 2018 Concrete Flatwork Program in the Amount of $3, The Village has a contract with Globe Construction, Inc., of Addison, Illinois, for the 2018 Concrete Flatwork Program. Proposed Final Change Order Number 1 consists of the final balancing of contract quantities as measured in the field. The net amount of this proposed change order is an addition of $3,266.54, for an adjusted final contract amount of $78, Funds for this additional work would be taken from the Capital Projects Fund account number Appointments to Boards and Commissions a.
