1 Social Screening and Impact Assessment for Sub Projects Code No: 3 A. Sub Project Description: Proposed Activity Town Hall Square Development Implementing Agency: Colombo Municipal Council (CMC) Sub project Description Colombo is Known as the green city of South Asia, but due to unplanned development the green areas are gradually getting reduced. Having understood this, CMC has proposed this Town Hall Square development sub project which will make Colombo as Eco Friendly City. Town hall square project will be a pilot project that s makes a model which can be adopted in other parts of the city in future. The sub project area identified is approximately 50ha and having historically valuable buildings with British architectural character. Among theses buildings the main landmark is the Town Hall building and thereby the sub project is named as Town hall Square. The other landmarks are the Museum, the post office, Mosque opposite the Town hall, Victoria memorial building, St Bridget s convent and Viharamahadevi park. The design concept of the sub project is to create an environment to be blended with the existing architectural character of the area while maintaining easy access to all the public areas. B. Justification of project design and alternative analysis: The activities of the project itself will enhance the socio-environmental context by merging the architectural character in to the environment. Introduction of more green spaces will improve the environmental quality. In an event of nonimplementation of the project, it will lead to adhoc development of the area which will destroy the identity. In addition, the development of infrastructure will improve the social quality of the beneficiaries. As this area is highly patronized by a large number of city and commuter population, the improvement of roads, walk ways and street illumination will lead to easy access. The open concept of the design will create an atmosphere that the users will benefit the freedom of leisure and recreation. In addition, the redesigning of roundabouts and centre islands will add additional beauty to the city. The total project cost will be limited to 400 million LKR.
2 C. Corridor of Impact: It is estimated by the CMC that the number of people coming or pass this area exceeds 60,000 a day. About 35,000 vehicles are passing this sub project area daily. More than 15 bus routes are start or pass through Town Hall area. The most important health organizations of the country, the National Hospital, and the Eye Hospital, which are located in close proximity, are visited by 20,000 people daily. In addition the Town hall, Viharamahadevi Park, schools such as St. Bridget s convent and Buddhist Ladies College bring many more people and children to this project area. Every Friday the mosque is further crowded by Muslim devotes. Thus, the project area is highly urbanized and it is of utmost importance to have planned development. There is a shop owned by CMC, situated within Town Hall premises (No 116, Dharmapala Mawatha, Colombo 7), given on rent to Niyomi Geerb and operated by Mr. W.M.premasiri. Another shop, which also situated within Town Hall Premises is rented to Osupan Sali (herbal drink shop) affiliated to the Department of Ingenious Medicine (No 110 A, Dharmapala Mawatha, Colombo 7). In addition there is an unauthorized watch workshop operated by P.K.Chandrapala located on the walkway adjacent to the Osupan Sala and the shop. In order to implement the sub project the above two shops should be given alternative accommodation on rent by the CMC and the unauthorized watch hut owner need to be replaced by payment of compensation.

If so for what period? 11 Have these people/ business who may suffer temporary loss of incomes or livelihoods been surveyed and identified for payment of any financial assistance? The extension for a watch workshop is illegal and will be compensated as per the Entitlement Matrix of the project. Explanation of impacts and mitigation measures proposed Explain how mitigation measures fully meet different categories of impact caused due to civil work and who will theses are implemented in more details The two CMC owned shops given on rent will be replaced with similar rental accommodation for the two parties. The watch worker who is identified as an unauthorized temporary structure holder will be paid appropriate compensation, enabling him to continue his livelihood activity in an alternative suitable location.
