1 EUROPEAN PARLIAMT Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2015)0121_1 MINUTES Meeting of 21 January 2015, and , and 22 January 2015, and BRUSSELS The meeting opened at 9.03 on Wednesday, 21 January 2015, with Claude Moraes (Chair) in the chair. 1. Adoption of agenda The agenda was adopted with the following changes of the order of business: Point 18 "2nd Annual Relocation and Resettlement Forum "Solidarity in Practice" 25 November 2014" was postponed. 2. Chair s announcements The Chair indicated that interpretation in Danish, Greek and Croatian was not available for this meeting. Following the decision by the Coordinators', an additional LIBE meeting will take place on Thursday, 27 January from to As a follow-up after the attacks in Paris, the Chair updated the Committee on the actions to fight terrorism and radicalization and on the EU Home Affairs meetings planned in the following weeks. 3. Priorities of the Latvian Presidency of the Council of the European Union in the area of Justice and Home Affairs LIBE/8/02499 Mr Dzintars Rasnačs, Minister of Justice for the Presidency-in-office, and Mr Rihards Kozlovskis, Minister of the Interior, presented the priorities of the Latvian Presidency. - The following Coordinators took the floor: Agustín Díaz de Mera García Consuegra PV\ doc PE v01-00 United in diversity

Visser, Executive Director EASO and Krum Garkov, Executive Director eu-lisa LIBE/8/02543 Mr Krum Garkov, Executive Director of eu-lisa gave a presentation on the findings on the reliability of the systems under its mandate (SIS II, VIS, EURODAC) and on the eu-lisa Work Programme 2015, as well as the eu-lisa programme for Chairing of the Justice and Home Affairs Agencies in Mr Robert K. 4 Mr Luigi Soreca, Director for Security at DG HOME, European Commission expressed the views of the European Commission. Mr Wolfgang Götz, Director of the European Monitoring Group for Drugs and Drug Addiction (EMCDDA), took the floor to debrief about the progress made since the adoption of the Parliament's first reading position, followed by Mr Gemert, Deputy-Director in charge of operations, Europol. - The following Shadow rapporteurs took the floor: Anna Hedh (S&D), Lucy Anderson (S&D), Bodil Ceballos (Greens/EFA). The two Rapporteurs made some concluding remarks. Follow-up to the EP resolution of 12 March 2014 on the US NSA surveillance programme, surveillance bodies in various Member States and their impact on EU citizens fundamental rights and on transatlantic cooperation in Justice and Home Affairs LIBE/8/02518 Consideration of working document Due to the lack of time the Chair announced that this point was postponed. 14. EYE Speed Hearing - Follow-up to the European Youth Event of May 2014 LIBE/8/02510 Mr Stefan Jahnke, President of the Erasmus Student Network and Mr Osiri Hoepel, project coordinator of In-Spe/House of Youth, a regional organisation in the Netherlands presented their ideas on the subject of digital technologies. - The following Members took the floor: Birgit Sippel (S&D), Emilian Pavel (S&D), Teresa Jiménez-Becerril Barrio (EPP). Mr Jahnke and Mr Hoepel reacted to the statements made.
