1 EUROPEAN PARLIAMT 2004 ««««««««««««Committee on Development 2009 DEVE_PV(2007)0604_1 MINUTES Meeting of 4 and 5 June 2007 BRUSSELS The meeting opened at on Monday, 4 June 2007, with Josep Borrell Fontelles (Chairman) in the chair. 1. Adoption of agenda DEVE_PV(2007)0604_1 The draft agenda was adopted as reflected in these minutes. 2. Approval of minutes of the meeting 23 April 2007 PV PE v Chairman s announcements The Chair reminded the Committee that the exceptional Conference of Presidents on Darfur would take place on 5 June from to The Chair urged Members to participate in the hearing on the impact of post-tsunami reconstruction in Sri Lanka and Indonesia, as well as the slot on the human rights situation in Sri Lanka immediately after the meeting of the Conference of Presidents on Darfur. Finally the Chair informed the Members that the Ethiopian Ambassador would not be present at the Ethiopia hearing scheduled for 5 June. 4. The Millennium development goals at the mid-way point DEVE/6/49116 Rapporteur: Glenys Kinnock Consideration of amendments Speakers: Nirj Deva, Margrete Auken, Jürgen Schröder, Johan Van Hecke, Margrietus van den Berg, Anne Van Lancker, Eoin Ryan and the Rapporteur. Oral report by Michael Gahler and Johan Van Hecke, members of the mission that visited the Pan-African Parliament (15-16 May 2007) Exchange of views Michael Gahler informed Members about the mission to the Pan-African Parliament. Speakers: Glenys Kinnock, Johan Van Hecke, Luisa Morgantini and Miguel Angel Martínez Martínez budget: Section III Commission DEVE/6/45177 Draftsman: Ralf Walter Exchange of views with Kyösti Virrankroski, general rapporteur The Draftsman, Ralf Walter presented the draft opinion. Speakers: Kyösti Virrankoski, Margrietus van den Berg, James Moran (European Commission) and the Draftsman. 7. Parliament s right of scrutiny concerning the Development Cooperation Instrument DEVE/6/49479 Consideration and adoption of the working parties conclusions Possibly consideration and adoption of a motion for a resolution Fernando Fernández Martín briefly summarised the joint conclusions of Working Groups C and D on the Regional Programme for Latin America. Margrietus van den Berg added more details on the joint conclusions. Speakers: Marie-Anne Coninsx (European Commission), Margrietus van den Berg, Fernando Fernández Martín and Maria Martens. Decision: The Committee approved the conclusions of the Working Groups including the draft resolution to be submitted to the plenary. 8. Human rights situation in the north of Uganda Exchange of views Margrietus van den Berg introduced the subject and presented the experts. Interventions: Geraldine Mattioli (Human Rights Watch), Jesse Berstein (IDMC) and H.E. Katenta Apuuli (Ambassador of the Republic of Uganda in Brussels). Policy coherence for development and the effects of the European Union s fisheries policy on the development of fisheries in West Africa Presentation of a study by Lorand Bartels, lecturer in international economic law at the University of Edinburgh, and Louise Angélique de la Fayette, independent consultant (Oceans and Environment International London) Exchange of views Lorand Bartels presented the draft study together with Louise Angélique de la Fayette. Speakers: Fabrizio Donatella (European Commission), Frithjof Schmidt, Danutė Budreikaitė, Ana Maria Gomes and the experts. 10. Parliament s right of scrutiny concerning the Development Cooperation Instrument DEVE/6/49479 Consideration of strategy documents relating to China Exchange of views on and adoption of the working parties conclusions Nirj Deva briefly summarised the conclusions of Working Group A on the country strategy paper on China. Frithjof Schmidt, as rapporteur of Working Group A, added more details on the CSP conclusions. Speakers: James Moran (European Commission), Margrietus van den Berg, Glenys Kinnock, Ana Maria Gomes and Nirj Deva. Decision: The Committee approved the conclusions of Working Group A and the document would be sent to the European Commission. 11. The Millennium Development Goals at the mid-way point DEVE/6/49116 Rapporteur: Glenys Kinnock Adoption of draft report Amendments adopted: Compromises A, B and C and amendments 1-10, 12-16, 18-23, 25, 27-33, 35-36, 38, 40, 42-43, 45, 48-50, 52-54, 58-63, 65-67, 69-76, 79, 81-83, 86-87, 89-91, , , , , 150 and 153. Amendments rejected: 24, 34, 37, 39, 44, 51, 55, 57, 68, 77, 78, 80, 85, 88, 106, 133, 146, 149, 151 and 152. Amendments withdrawn: 11, 17, 26, 31, 46, 47, 56, 64, 92, 93 and 105. 4 12. Towards an EU strategy on the rights of the child DEVE/6/46775 Draftswoman: Glenys Kinnock Adoption of draft opinion All 14 amendments were adopted. The opinion was adopted with 18 votes in favour and 10 abstentions. 13. Common standards and procedures in Member States for returning illegally staying third-country nationals DEVE/6/30096 Draftswoman: Marie-Arlette Carlotti Adoption of draft opinion Amendments adopted: 1-6, 7-9, 13, 15-33, 35-38, 49, 51-54, 57, 60-63, 65, 67-72, 80-84, and 90. Amendments rejected: 39, 41-46, 48, 50, 55-56, 58-59, 64, 73, 76 and 86. Amendments withdrawn: 10 and 47. The report was adopted with 22 votes in favour and 3 abstentions. 14. Fisheries Partnership Agreement between the European Community and Kiribati DEVE/6/48637 Draftsman: Josep Borrell Fontelles Adoption of draft opinion The opinion was adopted unanimously. 15. Human rights and democratisation in Ethiopia two years after the elections on 15 May Joint meeting with the Subcommittee on Human Rights The meeting was suspended at and resumed at with Hélène Flautre, in the Chair. Interventions: Dr. Dadimos Haile, Judge Woldemichael Meshesha Damtto and Dr. Mulualem Tarekegn. Josep Borrell Fontelles took the Chair. Hearing The impact of reconstruction after the tsunami and human rights and humanitarian aid in Sri Lanka Nirj Deva introduced the first part of the hearing on the impact of post-tsunami relief reconstruction efforts in Sri Lanka and Indonesia, and presented the experts. The Director of RADA (Reconstruction and Development Agency of Sri Lanka) Dr. Jayantha Samarasinghe and Major General Gamini Hettiarachchi referred about the situation in Sri Lanka. Speakers: Robert Atkins, Margrietus van den Berg and Margrete Auken. The Ambassador of Indonesia, H.E. Nadjib Kesoema Riphat, referred about the relief reconstruction in Indonesia. Speakers: Margrietus van den Berg, Anders Wijkman, José Javier Pomés Ruiz and Robert Evans. Interventions: Hans van den Hoogen (Oxfam) and François Danel (Action Contre la Faim). Speakers: Anders Wijkman, Margrietus van den Berg, Fernando Nino Page (European Commission) and Ubaldo Lorenzini (European Commission). Josep Borrell Fontelles took the chair.
