1 St. Tammany Parish School Board, October, 2013 BOARD BRIEFING Board Briefing is a summary of St. Tammany Parish School Board action taken at the Board meeting on October 10, 2013, and is not intended to be a complete accounting of Board action. Scott Richard Speaks To Board Scott Richard, Executive Director of the Louisiana School Boards Association (LSBA) was introduced by School Board President Elizabeth Heintz. He commended the St. Tammany Parish School Board for its high level of achievement and effectiveness in governing the School System. Mrs. Heintz thanked Richard for his work for the LSBA. Teachers of the Year Introduced by Superintendent Folse Superintendent W. L. Trey Folse, III introduced the three Teachers of the Year named for this year. They were Kristi Tanguis of Mandeville Elementary, winner of the Elementary Division; Laura Gerald of St. Tammany Junior High, winner of the Middle/Junior High Division, and Diane Shay of Pearl River High, winner of the High School Division. Principals of the Year Introduced by Superintendent Folse Superintendent Folse also introduced the three Principals of the Year named for this year. They were Leslie Martin, principal of Marigny Elementary, winner in the Elementary Division; Amy DiCarlo, principal of Little Oak Middle, winner in the Middle/Junior High Division; and Bruce Bundy, principal of Mandeville High, winner in the High School Division Resolution Adopted To Take Part In National School Lunch Week A resolution by Board Member Mary K. Bellisario was adopted recognizing October 14 through October 18, 2013, as National School Lunch Week in St. Tammany Parish. The resolution commended the food service personnel, cafeteria workers, and members of the Student Nutrition Advisory Councils for their work and accomplishments. Assistant Superintendent Cheryl Arabie told about the special activities taking place around the parish as schools prepare to welcome guests for the occasion. Supervisor of Food Service Pat Farris was especially thanked for her outstanding efforts in insuring wholesome nutritious food is served to St. Tammany Parish public school students. School Bus Owners/Operators and Bus Attendants Appreciation Week Proclaimed A resolution by Board Member Charles Harrell was adopted proclaiming October 21 through October 25, 2013, as School Bus Owners/Operators and Bus Attendants Appreciation Week in St. Tammany Parish. Assistant Superintendent Pete Jabbia said the bus owners and drivers do a tremendous job transporting 28,000 students to and from schools each day. He also thanked Supervisor Cathy Aime for her outstanding work in directing the Transportation Department.
2 Red Ribbon Week Declared as October 28 through November 1, 2013 Mrs. Arabie noted that Red Ribbon Week would be celebrated October 28 through November 1. Students are encouraged to Say No To Drugs through the Red Ribbon Week activities, and it has been shown to be quite effective, Mrs. Arabie stated. Each school will have exciting programs planned to join together to take a visible stand against drugs. It is a way to show their person commitment A resolution by Board Member Mrs. Peggy Seeley was adopted declaring the week and recognizing the efforts of the PRIDE community service organization in reducing drug abuse among St. Tammany youth. The President of the PRIDE Board of Directors, Vicki Traina-Dorge, was recognized, as were several of her youth group members. The Board commended the group s long standing support of students and schools in the fight against drug abuse. Resolution Passed In Appreciation for Legislative Action Providing Additional Funding School Board Member Robert Womack introduced a resolution thanking state legislators for passing additional funding for public education across the state. Several state legislators were specifically commended for their support of the additional public education funding. The resolution was passed. Resolution Passed To Amend Accountability Bonus Points for Non-Proficient Super Subgroup Board Member Ray Alfred introduced a resolution which was passed to seek an amended formula for calculating accountability bonus points for non-proficient Super Subgroups. The formula affects school performance scores and growth expectations for individual students at various grade levels. Board Passes Resolution Addressing Common Core Concerns The Board unanimously passed a resolution asking Gov. Bobby Jindal to remove the School System from the implementation of the Common Core Curriculum and PARCC testing. Resolutions Passed for Employee Retirements The Board passed retirement resolutions for the following certificated personnel subsequent to September 12, 2013: Leslie E. Lapouble, Abney Early Childhood Center, years, years in St. Tammany Parish; Kenneth W. Costilow, Abney Elementary, years, years in St. Tammany Parish; Tammy W. Lamy, Bonne Ecole Elementary, years, all in St. Tammany Parish; Donna R. Naquin, Covington High, years, years in St. Tammany Parish; Frederick W. Cooper, Creekside Junior High, years, years in St. Tammany Parish; Linda C. Greene, Educational Center, years, years in St. Tammany Parish; Paula M. Guidry, Harrison Curriculum Center, years, years in St. Tammany Parish; Michelle T. Monaghan, Lyon Elementary, years, years in St. Tammany Parish; and Connie B. Porter, Mandeville Junior High, years, all in St. Tammany Parish The Board also passed retirement resolutions for the following non-certificated personnel subsequent to September 12, 2013: Cynthia D. Abney, Abney Elementary, years, all in St. Tammany Parish; Delores Smith, Bayou Woods Elementary, years, all in St. Tammany Parish; Janice B. Taverna, Chahta-Ima Elementary, years, all in St. Tammany Parish; Linda B. Lebreton, Fifth Ward Elementary, years, all in St. Tammany Parish; Deborah M. Miller, Mandeville Middle, years, all in St. Tammany Parish; Earl H. Ransom, Pearl River High, years, all in St. Tammany Parish; Mary C. Claude, Transportation Center, years, all in St. Tammany Parish; and Edsel T. Jones, Transportation Center, years, all in St. Tammany Parish.
3 Superintendent Folse Announces Director of Maintenance and Custodial Services Appointment Superintendent Folse announced that Wade Singletary had been appointed Director of Maintenance and Custodial Services, replacing Ronnie Richmond who had retired. Cooperative Endeavor Agreement Approved The Board authorized Superintendent Folse and/or Board President Heintz to execute a Cooperative Endeavor Agreement relative to Adjudicated Property Proceeds Sharing with the St. Tammany Parish Governing Authority and other affected political subdivisions. Project Accepted as Substantially Complete The Board accepted additions to Brock Elementary School as substantially complete subject to Architect s recommendations, submission of all regulatory requirements, and approval of Superintendent Folse. Board Accepts Recommended Firms For Various Services The Board accepted the following Type I-A Design Services for Renovations & Additions Projects: The firm of Fauntleroy Latham Weldon Barré Architects for the Replacement of Modular Wings at Pontchartrain Elementary and Tchefuncte Middle Schools.
