1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:00 p.m. on Friday, July 17, 2015 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Tom White with a flag salute. Present were Board Members Ann Sandford, Gideon Mendelson and Nick Martin. Also present were Building Inspector John Woudsma and Village Secretary Pat Arancio Remkus. Absent were Village Attorney Anthony Tohill and Emily Aspinall. APPROVAL OF MINUTES Chairperson White asked for a motion to approve the minutes from June 22, 2015 AHRB meeting. A motion was offered by Nick Martin, seconded by Ann Sandford and unanimously approved. GATES LZ LLC 78 Crestview Lane Applicant proposes installation of driveway gates Todd Howard of Bohun, Dywinski, Jackson Architects, along with Britton Bistrian, Planner, presented the application. Mr. Howard stated that the gate is a 4 tall slatted, epai gate that will weather to silver grey. Chairperson White asked if the gates have already been installed to which Britton Bistrian responded that the gates are existing noting that the Building Inspector brought it to their attention after reviewing the final survey. The gates were on the plans submitted in 2013, but were not shown on the elevations. Chairperson White stated that the gate is too solid and needs to be more transparent. Gideon Mendelson stated that he is sorry that this gate was already built. He likes that there are no pillars and the horizontality, but feels the ½ spacing is not enough. Ann Sandford suggested that they remove every other slat on the gates and the framework to the left and right of the gate to which Mr. Howard agreed. Chairperson White asked for a motion to approve the application subject to the removal of every other slat on the gates and the framework to the left and right of the gate. A motion was offered by Ann Sandford, seconded by Gideon Mendelson and unanimously approved. OLD BUSINESS 1
2 NEW BUSINESS Amendments Robert & Winnie Lerner 176 Old Farm Road Applicant proposes construction of an upper pool terrace, a pool house and a two car garage John Laffey, architect, presented the application. He showed photos of the neighboring houses and photos of the existing house. He stated that the proposed pool house will line up with the pool and will have a dual purpose. The front of the structure is the pool house and the back is the garage. Mr. Laffey stated that the pool house/garage is a reverse gable structure with multiple styles of dormers, pergola, and triangular windows. They will also enlarge the terrace. The materials will match the existing structure and will have white Azec trim. Chairperson White asked what was above the garage to which Mr. Laffey responded that there is a loft and the front part is all cathedral. Gideon Mendelson commented that it will be visible to the neighbors. He also commented that he does not love the triangular windows but everything else is simple and clean to which Mr. Laffey responded that the triangular windows are for light only. He could decrease the height of the middle triangle by removing the bottom row of the large triangular window at the center of the pool house gable. Ann Sandford ask that he simplify the columns to which Mr. Laffey responded that he could have square columns with no detail. Chairperson White asked for a motion to approve the application subject to the enlargement of the pillars to simplify, plain columns and remove the bottom set of windows from the center triangular window of the pool house to match the colonial style. A motion was offered by Nick Martin, seconded by Gideon Mendelson and unanimously approved. Additions/Renovations Lauren Thayer & Elliott Weiss Applicant proposes two story addition to an existing two story, single family dwelling with new deck and patios. Solar panels to be installed. Russell Ricciardi, architect, presented the application. He stated that the existing house was built in the mid 1970 s with two additions thereafter. They are proposing to re-shingle the house and replace the windows. The existing garage is one story and they are proposing to demolish it and construct a two story garage with the second level to be a playroom and a guest bedroom. They are proposing to install solar panels on the south facing roofs. There are two existing fireplaces and they will be adding an outdoor fireplace. Chairperson White stated the house was a Norman Jaffey house to which Mr. Ricciardi responded that it was designed by a Norman Jaffey associate, not Norman Jaffey. 2
3 Ann Sandford asked what material the roof was to which Mr. Ricciardi responded that they will shingle with the same material as existing which is red cedar, left to weather. There will also be a section that is lead coated copper or lead coated steel. He noted that the roofs will be pitched differently and will be less steep. Ann Sandford asked what materials the chimneys will be to which Mr. Ricciardi responded that they will be brick to match the existing. Chairperson White asked for a motion to approve the application. A motion was offered by Gideon Mendelson, seconded by Nick Martin and unanimously approved. Demolition Applicant proposes demolition of a two story, single family dwelling, two car garage and shed Raymond Renault, designer at Lifton Green, presented the application. He stated that the house, which is on 1.38 acres, was built in 1995 by McGrath and is approximately 4,600 sq. ft. with a 745 sq. ft. detached garage/pool house. He noted that the house currently has a full basement for the main body of the house and there are some areas that have a crawl space. The wood framed house has a cedar shingle exterior. The exterior materials have suffered from deferred maintenance and all of the windows are rotting and the trim would need to be replaced. Huib Soutendjik of 67 Trees Lane stated that he is the President of the Trees Lane Homeowners Association and that is to the east of his property. He stated that he would like the neighbors to hear this application. After much discussion, it was determined that the Homeowner s Association may not be valid. Mr. Soutendjik will provide paperwork related to the Association as well as the Covenants and Restrictions and it will be forwarded to the Village Attorney for his review. The Board had no issue with the demolition. Chairperson White asked for a motion to approve the application. A motion was offered by Ann Sandford, seconded by Nick Martin and unanimously approved. New Construction Applicant proposes construction of a two story, single family dwelling, pool house and garage 3
4 Raymond Renault, designer at Lifton Green presented the application and stated that there is a very long driveway to get to the proposed house, which will not be visible from Sagg Main Street. They designed a shingle style house with materials that are long lasting. He provided samples of the siding, custom trim color and of the stone veneer. He stated that the roof will be natural red cedar and the stone will wrap around the foundation. The chimney will also be stone. There will be bluestone terraces on the front for the covered porches and blue stone and mahogany or epai decking for the back deck and the rear terrace. The house will overlook the preserve. All of the windows will be painted wood with simulated divided lights and the gutters will be copper. The windows and doors will be painted the same color as the trim. The pool house is Benjamin Moore classic grey. (OC23) It is a complimentary color to the colors they have selected. The trellis rafters of the pool house that are open will be vertical grain cedar, left natural. Nick Martin asked what the lower window on the turret was for to which Mr. Renault responded that it is a single fixed window which is part of the staircase to get natural light into the basement. Gideon Mendelson noted that the chimneys are massive, the weathervane should be removed and he does not like the turret, but the color choices are good. The rear elevation and all of the glass adds to the stiffness of the design. Mr. Renault stated that the proposed house will be moved back from the existing house and will be an L shaped house to lessen the reflective quality and lighting to the neighbors. He also noted that there is a 15 privet hedge. Nick Martin stated that the main schemes are that there are two gables connected by another gable, a turret and a singular hipped shed roof covering and connecting them. The amount of variations and extending oddly to those first major moves ruins the attempt. It needs to be simplified. It is not proportionate. You need to make it stronger. Mr. Renault stated that sometimes the floor plan dictates what happens with those roof lines. Although he is not opposed to removing one of the gables on the one side, they felt it added something to the simple roofline that did not have much going on. Mr. Renault stated that the parapet will blend with the roof and you will not notice it as much as the gable noting that they did not want to create a strong gable on that end on that element. That room will be an indoor/outdoor room which will have a very simple roof on it. Mr. Renault stated that the pool house is a powder room and a changing room opposing each other with a trellis between the two with a counter in between the two. The pool house will be board and batten to create a beachy feel. Ann Sandford noted that the large chimneys really stand out to which Mr. Renault responded that he can lower the chimneys by approximately 3. He noted that the chimneys will have a blue stone cap with screening on the sides. Ann Sandford stated that it does add substantial mass and needs to be reduced. Also she is sure they will change the location of the weathervane as no one will be able to see it on the main house to which Mr. Renault responded that it can be relocated to the garage. 4
5 Ann Sandford asked about the balusters on the roof deck to which Mr. Renault responded that it is a widow s walk. Ann Sandford asked how tall the balusters were to which Mr. Renault responded that they are 16 tall. He stated that there will be a new wall and a baluster on the top in order to get ventilation up there. Ann Sandford asked how tall it was from the deck to the top of the balusters to which Mr. Renault responded that it is 3 ½. Ann Sandford stated that roof decks are not usually used. There would be umbrellas and palm trees. Mr. Renault stated that it could be added in the approval that there are to be no umbrellas or palm trees on the roof deck. Chairperson White asked for a view from the perspective of the roof deck as the houses are very close to each other. Ann Sandford asked if the grade is higher on this lot than the neighboring houses to which Mr. Renault responded that he did not know. He stated that they will be at the natural existing grade. The scale of the renderings may be off. Nick Martin noted that there are so many types of windows and sizes and Gideon Mendelson noted that there are different thicknesses of trim to which Mr. Rentault responded that the trim would be relatively uniform at 5 ½. Chairperson White asked Mr. Renault to return next month with night/winter renderings showing the lights on. Gideon Mendelson asked if the tennis court will be visible to which Mr. Renault responded that it is surrounded by privet hedge and is sunken by 2 and there will be a weathered wood retaining wall. Gideon Mendelson suggested a reduction in the window heights and sizes as there are too many different elements that take away from the whole. Mr. Renault asked for clarification to which Gideon Mendelson responded the type of window, shape, size and number of windows. He suggested limiting the sizes of the windows from six to four. He also suggested that the chimneys be scaled down by as much as possible. He stated that the illuminated rendering would be helpful. Nick Martin noted that the pool house is not in keeping with the house and asked that Mr. Renault take another look and remove unnecessary elements. He also suggested a reduction in the massing of the turret to which Mr. Renault responded that the massing of the turret is based on the stairwell inside. Chairperson White suggested that the shingles be brought lower down on the turret to which Mr. Renault agreed. Ann Sandford asked for an alternative to the 16 balustrades on the roof deck. Gideon Mendelson stated he should find a way to make the house more humble and honest. He suggested that they remove the 2 nd row of windows or some of the windows on the turret. 5
6 Mr. Soutendjik stated that the stonework would be a violation of the Homeowners Association s Covenants and Restrictions unless it is covered with plantings. The Covenants and Restrictions also state that every house has to be horizontal to the beach to which Mr. Renault responded that it is. Chairperson White asked for a motion to adjourn the application to the August 21, 2015 meeting at 3:00 PM. A motion was offered by Ann Sandford, seconded by Gideon Mendelson and unanimously approved. V. Discussion 1. George McGinnis 148 Hedges Lane Applicant to discuss if his home is historic Mr. McGinnis appeared before the Board to discuss the historic nature of his house and the possibility of the addition of a bathroom to the rear of the structure. Chairperson White stated that the house was built circa 1920 and is on the National Register of Historic Places as a contributing historic structure. Mr. McGinnis stated that the house has only one bathroom and he would like to add an additional bathroom off of the rear of the house, the east side, to the one story section. Ann Sandford asked that he keep the slope to the 1 st Fl when they design the addition, do it artistically and in keeping with the existing structure.
