1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:00 p.m. on Friday, August 19, 2016 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Tom White with a flag salute. Present were Board Members, Robert Barandes, Pingree Louchheim and Emily Aspinall. Also present was Village Secretary Pat Arancio Remkus and Building Inspector John Woudsma. Absent were Nick Martin, Emily Aspinall and Village Attorney Anthony Tohill. APPROVAL OF MINUTES Chairperson Tom White asked for a motion to approve the minutes from July 15, 2016 AHRB. A motion to approve the minutes was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. II. OLD BUSINESS A. AMENDMENT/ADDITION / RENOVATION 1. DAMA Architect: Joe Costantin 236 Gibson Lane Landscape Co.: Summerhill Landscapes Applicant proposes amendment to required landscape plantings Michael Donnellan and Tom Volk of Summerhill Landscapes and Joseph Costantin of JCA Architecture were present. Mr. Volk stated that the AHRB previously approved a landscape plan that included 25 five to six inch caliber Tilia cordata trees that were planted and died. They are proposing to replace them with 20 four inch caliber London Plane trees, which are much stronger and can take the salt conditions. He noted that the soil is very difficult on this property. The AHRB asked that Summerhill Landscapes provides a letter listing all of the proposed plantings for the Board to sign off on.. Chairperson White asked for a motion to approve the amendment subject to revisiting the site 12 months after the new trees are planted and if all is satisfactory, the bond will be released. A motion was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. 1

2 Parsonage LLLC Owner: Gene Kinsella 515 Parsonage Lane Applicant proposes color change of driveway gates The applicant will restore the gates to the natural color. 3. Stuart Britton Architect: Val Florio 120 Parsonage Pond Lane COMMITTEE OF TWO Amendment to P#874 - Applicant proposes demolition pool house and construction of a new pool house with finished basement This application was approved by the Committee of Two. B. NEW CONSTRUCTION 1. TLDH Co. LLC Architect: Nilay Oza, Oza/Sabbeth 802 Town Line Road Applicant proposes construction of a two-story, single family dwelling on existing foundation and restoration of old schoolhouse Nilay Oza, architect, presented the application. He stated that he researched the existing guest house, also went inside the structure, which is in a degraded state, and he is certain that the windows were six over six. He stated that the Historical Society did research and gave him some documentation stating that the house was moved in 1923 by Hedges who re-constructed what we see now. Chairperson White stated that he spoke with David Osborne who told him the structure was originally on the Magee Farm and he remembers it was one of the old ones, but he was not sure of the date. Chairperson White asked for a motion to approve the application with the submittal of the window and door schedule for the guest house. A motion was offered by Pingree Louchheim, seconded by Robert Barandes and unanimously approved. 2. David Schiff Architect: Eva Growney 47 Sagg Main Street Applicant proposes storage shed with a covered porch Ms. Arancio Remkus advised the Board that the applicant ed a request to adjourn the application to the September 16, 2016 meeting. Chairperson White asked for a motion to adjourn the application. A motion as offered by Robert Barandes, seconded by Meagan Ouderkirk and unanimously approved. 2

3 IV. NEW BUSINESS A. AMENDMENT/ADDITION / RENOVATION 1. Beach Lane LLC COMMITTEE OF TWO 683 Daniels Lane Applicant proposes construction of a 374 sq. ft. pergola/arbor This application was approved by the Committee of Two. 2. Michael Loewenthal Architect: Jeffrey Cummings 3105 Montauk Highway Applicant proposes a two story addition Michael Loewenthal, owner, and Jeffrey Cummings, architect, were present. Mr. Cummings stated that they are proposing a 792 sq. ft. addition to the west side of the structure. Robert Barandes asked if they could hide the bilco doors from Montauk Highway with landscaping to which Mr. Loewenthal agreed. Louchheim, seconded by Meagan Ouderkirk and unanimously approved. 3. David Grais, as contract vendee Architect: Katherine McCoy 29 Seascape Lane Applicant proposes conversion of part of garage to a gym, replacement of windows and door and installation of bilco door Jeff Sands of Katharine McCoy Architects presented the application. He presented existing and proposed renderings and stated that on the front elevation they are proposing to change the double hung windows next to the front door to larger side lights. In the rear they are proposing to add terracing and open up with full glass doors and windows. He noted that everything in front will remain traditional and the rear will become more open. They are proposing to remove one garage door and convert one of the garage bays into a gym with nine over one double hung windows. The other garage doors will be changed to carriage style doors. Louchheim, seconded by Robert Barandes and unanimously approved. B. DEMOLITION 1. David Fox Architect: Barnes Coy 328 Parsonage Lane Applicant proposes demolition of a two story, single family dwelling Chris Barnes of Barnes Coy Architects presented the application. He stated that the house was built in 1980, is in dilapidated condition and there is no architectural significance to the structure. He stated that there is a dense wall of vegetation between this property and the neighbor. 3

4 The Board had no issue with this demolition. Louchheim, seconded by Meagan Ouderkirk and unanimously approved. C. NEW CONSTRUCTION 1. David Fox Architect: Barnes Coy 328 Parsonage Lane Applicant proposes construction of a two story, single family dwelling with a garage Robert Barnes and Chris Coy of Barnes Coy Architects presented the application. Mr. Barnes stated that the exterior of the structure will include a sanded stucco finish, horizontal teak wood bleached to a driftwood color, granite stone siding and Cor-Ten steel panels that will weather to reddish steel. The windows and doors will be galvanized steel coated with paint. There is also a Cor-Ten steel clad box window on the 2 nd Fl of the front elevation, which will give texture to the facade and will cast shadows and make it interesting. He noted that the house is not visible from the street. There is a glass railing around the light wells to the basement, which will add natural light to the basement where there is a gym and a recreation room. Chairperson White asked for winter renderings, nighttime illumination views to which Mr. Barnes stated he will also provide a google earth photo that will show how isolated the property is. Chairperson White asked for a motion to adjourn the application to the September 16, 2016 AHRB meeting. A motion was offered by Pingree Louchheim, seconded by Meagan Ouderkirk and unanimously approved. 2. Narrow Lane Farm LLC Architect: Val Florio 172 Narrow Lane East Applicant proposes construction of a two story, single family dwelling with attached garage, covered porches and finished basement Val Florio, architect, presented the application. He stated that they are proposing a farm compound with two smaller homes noting that they appear as two separate structures, but they are actually connected by an underground tunnel. He stated that the small house will be for the owner s parents and is approximately 1,600 sq. ft. and the main house is 4,300 sq. ft. He noted that they are under the 9,500 sq. ft. that the lot can sustain. The owner may add a barn to put horses on the property at a later time. It is on the renderings for future reference, but they will not construct the barn now. He stated that the siding and the roof will be cedar, the siding will be Dove white and the trim will be arctic white and will be similar to the house to the west. He stated that the windows will be charcoal and the chimneys will be simple, which speaks to this vernacular. 4

5 Chairperson White asked if the balcony on the main house gives access to which Mr. Florio responded yes, but there is no space to sit. Chairperson White asked what material the porch roof was to which Mr. Florio responded that the client would prefer a standing seam roof to which the Board agreed. Chairperson White asked Mr. Florio to provide nighttime, winter, illuminated renderings and renderings that include a metal roof on the front porch and different color options for the windows Chairperson White asked for a motion to adjourn the application to the September 16, 2016 AHRB meeting. A motion was offered by Pingree Louchheim, seconded by Robert Barandes and unanimously approved. MOTION TO ADJOURN MEETING Chairperson White asked for a motion to adjourn the meeting.
