2 Introduction and Important Contacts This guide was created by UO Portland Academic Affairs to help staff and students become acquainted with the White Stag Block. Our department is responsible for the administrative oversight of UO Portland, and we focus on providing the faculty, staff and students with an effective and engaging learning environment. The building offers many opportunities for staff and students to connect and communicate outside of the classroom, and we encourage you to take advantage of these as they arise in the form of lectures, trainings, socials, or other events. We would also like to invite you to stop by our office on the third floor, should you have any questions or comments about your experience. 3 About the White Stag Block The University of Oregon in Portland (UO Portland) is located at 70 NW Couch Street, Portland, OR and is often referred to collectively as the White Stag Block. The White Stag Block is located within the growing and bustling neighborhood of Old Town Chinatown in downtown Portland. The state-of-the-art, LEED Gold facility serves as a hub of activity, discussion, and debate, with lectures, exhibitions, seminars, classes, and other public events. In the fall of 2008, the University of Oregon completed its move into the White Stag Block, a refurbished facility that merges parts of three historic buildings the Bickel, the Skidmore, and the White Stag. The gothic Bickel Block Building was designed in 1883 by Justus Krumbein. It is an example of cast-iron architecture built in downtown Portland in the 1880s. It was owned by German candymaker Frederick Bickel. He was a business partner of Frank Dekum, and the two opened their first confectionary shop in Portland thirty years before this building's construction. With the success of their candy business, both men began to invest in real estate development in downtown Portland. The Skidmore Block Building, at Northwest First Avenue and West Burnside Street, is an example of a cast-iron front building in the Italianate style. The building was completed in 1889 for Charles E. Sitton Stephen Skidmore's business partner and brother-in-law. When Skidmore died in 1882, he left the bulk of his estate to Sitton, including the parcel on which the Skidmore Block was built. In 1926, when the current Burnside Bridge was constructed, part of the south façade of the building was removed and the bridge ramp came to abut the building at the second story. Of the three buildings, the White Stag Building at Northwest Naito Parkway and West Burnside Street is the largest and most industrial in character with its simplified brick and concrete façade. It was designed and built in 1907 as a manufacturing and warehouse building for the Willamette Tent and Awning Company. Max A. Hirsch nephew of Aaron Meier of Meier & Frank was the president at the time. When the building was constructed, the entrance faced West Burnside. During the building of the new bridge, the entire south façade was shaved off. The original wood windows were replaced with large steel-sash windows, a fifth floor was added, and the main entrance was moved to the east. 4 Building Access and Use Hours The building is open from 7:00 a.m. to 9:00 p.m. during the term, Monday through Friday, but may vary depending on the events and/or classes in the building. On weekends, the building is open from 10:00 a.m. to 6:00 p.m. The hours of the building are set with the Duck Store and the Library and Learning Commons, therefore, if either of these are open the door located at the Couch Street entrance will also be open and staffed with security personnel. Outside of these hours, a UO ID card with programmed access is required to enter the building. ID Cards All University of Oregon faculty, staff and students are required to have a valid UO ID card issued through facility services, which will be programmed to allow building and elevator access afterhours. To obtain your UO ID card, provide your 95# to the administrative assistant for your school or department. The assistant will set up a time to have your photo taken or will give you instructions on how to submit a photo through the UO Card Office, and also ensure that appropriate access is programmed prior to receipt of the card. Requests for cards are sent to campus and take a few days to receive please plan accordingly for this delay. After-hours access is considered to be a privilege for building users, and may be revoked if it is found to be used in an inappropriate manner. Doors and Entrances The main entrance to the building is located on Couch Street. This entrance is unlocked and staffed by security personnel during the building hours set by facility services. UO ID card access is required to gain entrance to the building at all other times and at all other entrances. The additional entrances are on First Avenue, under the Burnside Bridge, and along Burnside. Elevators Passenger elevators are located within the White Stag Block for standard use and are accessible on the same schedule as building hours. Outside of regularly scheduled hours, elevators can be accessed via UO ID card. Access to floors through the elevator is limited to the specific floor where an individual s office or classroom is located, or other floors as deemed necessary. Additionally, there is a freight elevator located in the Skidmore stairwell that is currently unrestricted for floor access Monday through Friday, 6:30 a.m. to 4:00 p.m. This elevator is for transporting carts, materials and furniture between floors. Faculty, staff and students should use the main passenger elevators, unless unable to do so. Stairwells All stairwells in the building provide emergency egress to the street level from all floors. The stairwells are secured on every floor, not permitting floor-to-floor access. If you enter the stairwells, you must exit at the street level to return to the main entrance. HVAC The heating, ventilating, and air conditioning (HVAC) system of this LEED Gold rated building is programmed to provide optimal energy efficiency. To achieve this efficiency, it is somewhat cooler on cold days and somewhat warmer on hot days than other office buildings. It is advised that staff and students plan ahead and wear or bring appropriate attire on days when extreme temperature is expected. Page 3

5 Building Access and Use Windows Some floors of the building have operable windows. While the windows provide a link to the outside, when open they inefficiently use the energy provided within the building. This is a pressurized building that uses conditioned air for heating and cooling an open window acts like an exhaust fan, expelling air that was conditioned for a certain temperature. Windows should only be opened on moderate days when the outside temperature is close to the indoor temperature and should never be left open at night. Housekeeping Custodial services are provided for the entire building each day. Any deficiencies in appearance or service should be brought to the attention of facility services. Although cleaning services are provided, staff and students are still required to clean up after themselves and dispose of trash in the proper containers. Lockers and Showers Locker rooms and showers are located next to the bicycle storage area in the basement and are accessible by UO ID card access. There are a limited number of lockers located in the area that may be used for storing items while showering and items should not be left overnight. The university is not responsible for any items left in lockers outside of their specified use. Lactation Room A lactation room for nursing mothers is located on the second floor of the building, next to the Career Center. The door remains locked at all times, and will automatically lock after entry. To gain access to the room, a key may be checked out from the front desk at the Couch Street entrance. Building Tenants As an office building, the White Stag Block is shared with other professional firms and organizations. Respect and courtesy to other building tenants when using common areas such as the first floor lobbies, elevators and bicycle storage is expected from all university faculty, staff and students. 6 Safety and Security Security Personnel Security is contracted through a firm on behalf of the university. A security guard is on duty for all open building hours, including one half hour before and after, to ensure the safety of all faculty, staff and students in the building. They are located at the desk at the Couch Street entrance, or are on regular patrols throughout the facility. Should you have a security issue that needs to be addressed, call (503) Security Escort Services The White Stag block offers 24/7 security escort service for all staff and students coming to or leaving the building. These services are provided through our contracted security firm at no cost to the individual. To schedule a security escort, call (503) at least 15 minutes prior to your departure and be prepared to provide the following information: Your name Affiliation with UO (staff or student, department affiliation) One of the following pick-up locations: o Entrance under the Burnside Bridge o Couch Street lobby, near the reception desk o First Avenue lobby End destination (Old Town Chinatown MAX Stop, SmartPark garage on 1 st and Davis, etc.) A call-back number A security patrol officer will respond to your call, meet and walk you to your desired location. All officers are familiar with the Old Town Chinatown neighborhood and will choose the best route to your requested location, depending upon the time of day and/or activity in the area. If at any time you feel uncomfortable with the route the office wishes to travel, ask for a different route. Emergency Evacuations In the case of an emergency evacuation, the assembly area for all staff and students is across Naito Parkway, in the Japanese Memorial Park. Assembling at that location will ensure that everyone is out of the way of emergency equipment and allow for an accounting of all building occupants. There are one or more designated UO employees located on each floor, who are responsible for ensuring that all faculty, staff and students are out of the building in the case of an emergency. Please contact the administrative assistant for your school or department to find out who is designated on your floor. Emergency Procedure Manuals, which outline various protocols and a list of designated UO employees for emergency situations, are located on every floor and can be identified by a neon orange cover. First Aid First aid kits are located on every floor in the following locations (some floors have more than one): Basement Fabrication Lab First Floor Front Desk, Catering Kitchen Second floor Breakroom Kitchen Third floor Breakroom Kitchen on 3R, Breakroom Kitchen in Suite 320 (Far right drawer) Fourth Floor A&AA Reception Desk Fifth floor Student Lounge (Cabinet by refrigerator) Innovation Lab (Top right drawer under microwave) Page 5

7 Safety and Security First aid for minor scrapes, cuts and abrasions should be self-administered. Any injury requiring more than a band aid should be reported to your supervisor, instructor or department head. An AED device is located on the first floor near the UO Alumni Association office. Use of such equipment should only be performed by the designated UO employee for your floor, who has been properly trained in CPR and emergency situations. Alarms In the event of a fire or other hazardous event, strobe lights and a high-pitched horn will sound throughout the facility. When you hear this sound evacuate through the nearest exit and make your way to the designated assembly area. Inclement Weather During inclement weather, UO Portland follows all Portland State University (PSU) closures. Although every effort will be made to communicate any closures with faculty, staff and students, it is required that each individual check the front page of the PSU website located at for closure notices. 8 Transportation and Parking Parking The parking lot located under the Burnside Bridge is a reserved lot, and availability is limited to faculty and staff who have applied for and been approved for a reserved parking space at the White Stag Block. Any vehicles found to be parked for any length of time without proper permit are subject to tow at the vehicle owner s expense. There are numerous pay lots in the surrounding area, as well as metered street parking available for use by staff and students. Loading Dock The loading dock located under the Burnside Bridge is available for loading and unloading materials. Parking at the loading dock is restricted to the time it takes to complete the task and should not exceed 30 minutes, without prior approval from facility services. Vehicles violating this requirement may be subject to tow at the vehicle owner s expense. TriMet Accessibility to the White Stag Block via public transportation is convenient and highly encouraged. There are two MAX stops located within a one block radius. One is located under the Burnside Bridge, which is the Skidmore Fountain stop. The other stop is located one block north on the corner of 1 st and Davis Street, known as the Old Town Chinatown stop. Additional bus lines are also located in the surrounding area, including on Burnside Bridge next to one of the building entrances. To view a schedule of public transportation available in the area, please visit Students who are interested in purchasing a discounted TriMet pass through the university can do so in Academic Affairs. An is sent at the beginning of each term once passes are available to be purchased. Faculty and staff who meet certain criteria may be eligible for an annual TriMet pass. Please contact Academic Affairs to inquire about this program. Bicycles A bicycle storage area is located in the basement of the building and is available to all staff and students, as well as other building tenants. The entrance under the Burnside Bridge is the only entrance that may be used when bringing bicycles into the basement, and it is accessible via UO ID card access. Once through this entrance, riders may utilize the ramp to transport their bicycles down the stairs to the bicycle storage area. Bicycles are not permitted to be brought in through any other entrances, and are not permitted on any floor above the basement. Bicycle shoes are also not permitted on any floor above the basement due to the damage they cause to hardwood floors. Please remove these shoes prior to exiting the basement. 9 Events and Room Use Event Rooms and Classrooms While not in use for official university business, the event rooms and classrooms located at the White Stag Block are used by internal and external clients for various events and activities. Each room is carefully coordinated for each event and should not be used without prior authorization from UO Portland Event Services. For more information regarding events, please visit pdx.uoregon.edu and click on the Event Services tab. If you would like to schedule a room for an event or meeting, please fill out the request form at In addition to the event rooms, we also have a number of smaller rooms that can be booked by students as study rooms. To schedule one of these rooms, please fill out the request form at Alcohol Consumption Alcohol consumption is not permitted at the White Stag Block except at approved and permitted events. Any request for alcohol to be brought into the building should be submitted to UO Portland Event Services. In addition to the policies of the building, all students are required to adhere to the University of Oregon Rules of Conduct and all university policies in regards to alcohol consumption will be enforced. Food and Catering All events and classes held at the White Stag Block that will serve food or refreshments of any kind must use an approved caterer from the UO White Stag Block Approved Caterer List. The list of caterers offers a variety of meal service options at multiple price points. This requirement protects the community by guaranteeing that food served is prepared in a commercially licensed kitchen by certified and licensed staff members. It also ensures that all caterers are operating in compliance with local Health Department regulations, as well as meeting the White Stag Block s sustainability initiatives as a LEED certified building. 10 Prohibited Items Appliances Microwaves and coffee makers with automatic timers are the only approved appliances for use in the building. Due to the numerous smoke detectors and the risk of false alarms, toasters and toaster ovens are not permitted. Extension Cords Extension cords are not permitted in the building except for temporary use, for example, to connect power for a very short duration, and will be removed if found to be used improperly. All desks and work stations needing additional outlets must use a power strip with a switch or circuit trip device installed. Candles Use of candles, with the exception flameless candles, are prohibited due to fire hazard. Tape Use of tape on the walls, tables, or any other items is prohibited due to the damage that it causes. The one exception to this rule is blue painter s tape, which is available through facility services. Pets Due to the professional nature of the building, pets of any kind are prohibited within all university spaces. Page 9
