10 LONG ISLAND CITY ECONOMIC INCENTIVES Relocation & Employment Assistance Program (REAP) REAP provides tax credit of up to $3,000 per employee per year for eligible businesses relocating to eligible buildings. Improvements to relocation premises are required. Energy Cost Savings Program (ECSP) ECSP reduces the delivery component of utility bill for up to 45% for electricity and 35% for natural gas. Businesses must (1) relocate to, (2) make improvements to property in, or (3) lease space previously improved buildings in qualified areas. Commercial Expansion Program (CEP) CEP provides rent abatement of up to $2.50 PSF on new, renewal, and expansion leases in eligible areas. The program has a term of up to five years for commercial businesses and ten years for industrial businesses. Improvements to premises are required. Estimated Incentives Savings REAP = up to $15.00/SF per year for up to 12 years (assumes 200 square feet per employee) Energy Savings = $0.90 $1.35/SF per year CEP = $2.50/SF for years 1, 2, & 3. $1.65/SF for year 4 and $0.82/SF for year 5. For tenants in Manhattan that would pay commercial rent occupancy tax (CRT) - 3.9% of per annum rent, CRT is not required to be paid in Long Island City.
