4 OVERVIEW CSUN HOUSING THE CAMPUS California State University, Northridge, Conference Services offers apartment- style accommodations. The conference suite, located in urdock Hall (uilding 4), are two- bedroom apartments that occupy up to four students. Directions to campus, along with a campus map, can be found at the end of this manual. HOUSING AMENITIES urdock Hall bedrooms are furnished with a bed(s), dresser(s) and a desk. Apartments are internet ready. Central air conditioners are provided. Each apartment has a living room, a full bathroom, and a private balcony. Most apartments have kitchens and all apartments are furnished with beds (linen provided), desks, sofas, tables and chairs. Kitchens are equipped with a refrigerator and a stove. MEAL PLAN Students are on the meal plan and will have access to Geronimo s, the primary dining area in student housing for conference guests. During 2010 this facility was renovated into a dazzling new food court. reakfast and dinner will be served daily. On performance day, dinner will be served earlier for the dancers. 4

5 THE STAFF The Joffrey allet School aims to create and maintain a safe, supportive, and healthy living environment for our students. The CSUN Residence Hall boasts both a full- time Head Resident Advisor along with Joffrey allet School Resident Advisors and Chaperones, all of whom live in the building. The RAs are on call during daytime hours and on duty each night of the week to ensure that things run smoothly and to deal with any emergencies should they arise. The live- in residence life staff assists students in getting acquainted, providing support, information, looking after all of the students during social events and programs, and taking them back and forth to classes. CHECK-IN & CHECK-OUT CHECK- IN Check-in times each week takes place at the dormitories each Sunday from 12 PM until 4PM. There is a MANDATORY dormitory meeting Sunday at 7pm in the multipurpose room. Dancers must visit the Conference Services uilding (uilding 18) to check in with the CSUN staff. The CSUN staff will give the dancer a room key, linens (1 towel; 1 washcloth; 2 fitted sheets; 1 blanket; 1 pillow with pillow case; 2 rolls of toilet paper). The student walks to their assigned dormitory to check in with Joffrey Staff, where students receive a room inspection, a list of dormitory rules, a room key, and a check in sheet. Students are required to report any medical conditions, especially asthma and severe allergies, in the check in documentation. If this information is forgotten, the student should immediately inform the Head RA. Campus maps can be found at the end of this manual. ROOM CONDITION REPORT On the day of your move- in, we ask you to fill out an Apartment Condition Report listing any pre- existing damage you may notice. Failure to document any existing damage within 24- hours may result in damage costs when you check out and may be deducted from your housing fee. CHECK- OUT For all four weeks, check- out policy states that all students must be out of the dormitory no later than 12pm on the Saturday after they finish classes. If a student needs to check out later than 12pm they must obtain permission from the Head RA. For those wishing to check out a day early on Friday July 25 th : Students must check out at least 3 hours EFORE the show. Joffrey staff will hold luggage for the students until after the show in the HRA office. Parents may check out for their child ONLY on Friday July 26 th ; the student must be present for all other checkouts. CHECK OUT PROCEDURE Every dancer must go through their apartment with an RA before they may leave. The RA will take your key and make sure that there are no damages to the room and that the room and bathroom are clean. 5

6 CURFEW Students age 13 and younger must be with their chaperones at all times. Students ages 14 to 17 have a 9pm curfew and must remain in the apartment until 6am unless they have been granted an extension with a chaperone (see Out of Dormitory and Past Curfew ). Students ages 18 and older have a weekday curfew of 11pm unless they have been granted an extension with a chaperone (see Out of Dormitory and Past Curfew ). Students age 18 and older have a curfew of 12 midnight on Fridays and Saturdays. Students must sign in at the front desk for curfew every night. Sign in EGINS at 8pm every night. Once a student is signed in, they will not be allowed to sign out for any reason. Sign in ENDS at 9pm for students Everyone must sign in every night, regardless of whether you ve been in your room or out. Failure to sign in will result in a strike. ROOM ASSIGNMENTS Personal room assignments will be made solely by Joffrey allet School staff. Should you request a particular roommate, we will make every effort to accommodate your request. However, that is not always possible and there are no guarantees that your request will be fulfilled. In the event that Joffrey allet School determines that you do not fit into the Joffrey allet School housing environment, Joffrey allet School reserves the right to move students as we see appropriate and the right to terminate any student s license at its sole discretion. Joffrey allet School offers living accommodations without regard to race, age, color, or national origin. WHAT TO RING Your room will fill up quickly; so only bring what you really need. Remember, you can always purchase extras or have your family send them to you. 1. Linens and towels are provided. A linen packet consists of 2 XL twin sheets, 1 pillowcase, 1 pillow, 1 blanket, and 3 towels. After 7 days linen can be exchanged at the Conference Services Office (uilding 9). After 7 days the guest can bring their dirty towels and sheets to the conference office located in building 9 to exchange for clean linen. 2. ring the basics such as soap, toothpaste, toothbrush, shampoo, deodorant and any other personal toiletry products. 3. ring your dance clothes, shoes, and other school related supplies. 4. ring your own personal computers, ipods, and valuables at your own discretion. 5. ring an alarm clock, chargers, blow dryer, UL tested surge protectors, desk lamp. 6. Every student is required to bring, or purchase upon their arrival, a personal mobile phone. The phone number of this mobile phone must be provided to the Joffrey allet School staff and will serve as the primary method of communication between the staff and student. WHAT NOT TO RING The following items are prohibited in both our housing locations and may be confiscated if found in your room: Hot plates, toasters, toaster ovens, Q grill or any other cooking appliances Candles or incense Halogen lights 6

7 Pets of any kind Alcohol Illegal substances of any nature POOL Joffrey allet Student may NOT use the pools located on the CSUN campus. In the event that a student chooses to ignore this policy, they will be fined $ MAIL AND PACKAGES You will be given your room number when you check in. Unfortunately, we cannot accept any mail or packages for residents before check- in. When mail or a package has been received by the Student Housing Mailroom, it will be processed, logged, and placed onto a shelving area designated by the mailroom for Joffrey students. Students can pick up their mail and packages from the Student Housing Mailroom after presenting ID and signing the log sheet. 8 WHAT YOU SHOULD KNOW WHEN YOU CHECK IN... ROOM CONDITION REPORT On the day of your move- in, we ask you to fill out an Apartment Condition Report listing any pre- existing damage you may notice. ROOM CONDITION AND SAFETY Students are not permitted to paint, damage, or make any changes to room walls, floors, bathrooms or furniture. Students violating this policy will be required to pay for the room to be restored. Do not put any nails, screws, hooks or any sticky substances in/on the wall. Putty can be purchased at any local hardware store, which is to be used as a safe wall adhesive. For safety reasons, do not lean outside your window, climb outside your window or balcony, sit on the ledge or fire escape or try to clean the outside of your windows. Do not tamper with your room's smoke detector, sprinkler systems, appliances, window treatment or heating/air conditioning unit. Do not put anything on top of air conditioning units or on windowsills. Using one s balcony as a means of entry or exit; or using it to store unsightly articles, garbage, or furniture is prohibited. Sitting, perching on or jumping over a balcony railing will not be tolerated and is subject to removal from the University premises. TRASH AND RECYLCLING Students are responsible for maintaining a reasonable level of cleanliness in their room and in the entire residence hall. Joffrey allet School does not provide the cleaning of student rooms or room trash bags. Each student is expected to place their garbage in sturdy plastic bags, which are securely tied shut to prevent spill and leakage. Each student is expected to deposit their trash in the location designated by the housing staff. No trash is to be left in any hallway, public area, stair well or near the exterior of the building except in the designated trash location. Leaving trash in any unauthorized location will be grounds for trash removal charge of $100 per incident. Three or more incidents may subject you to termination of your stay. Joffrey allet School reserves the right to enter student rooms to inspect and assess health and safety conditions. Littering/Trash Removal: Littering, inappropriate disposal of trash, and/or sweeping debris into a public hallway or area in the residence communities or the surrounding grounds is not permitted. Fines may be issued for violations of this policy. MAINTENANCE PROCEDURES If any maintenance is required in a room or to furniture or fixtures, students should report issues to an RA as soon as possible. Housing maintenance staff will respond to the request as soon as possible. General maintenance and routine repairs (such as a stuck toilet, a leaky faucet, a water leak, furniture/appliance maintenance, etc.) are performed without charge. If anything is damaged by the student, the cost of repairs or replacement will be deducted from their housing fee. Joffrey allet School cannot service or repair any furnishings or equipment provided by students. Emergency repairs include major leaks and flooding, inoperative door locks and any problem that endangers property or safety. In case of an emergency, contact the housing Head Resident Advisor or other Resident Advisors immediately. In the event that a toilet is overflowing call one of the these two phones: etween 7AM -7PM (818) or between the hours of 8PM- 8AM (818) Joffrey allet School building staff maintains the right to enter students rooms without notice in the event of a problem involving plumbing, electrical, safety equipment or any other structural issue. In addition, Joffrey allet School personnel may enter a students premises at any time should personnel suspect a dangerous situation including smoking, which is 8

9 prohibited within the buildings. Joffrey allet School may conduct a health and safety inspections of a room in order to determine compliance with the rules or with federal, state and local laws. STUDENT IDENTIFICATION CARDS AND KEYS Upon check- in, each housing student will be issued: CSUN HOUSING A Key Card is needed to enter the building. This card must be electronically swiped in the locks on each door to enter the building. The card key will give the student access to the exterior doors of only their building, their apartment door and their room door. GUEST POLICIES Invited guests must also follow the same rules mandated for all housing students. Students and their guests are expected to adhere to the Joffrey rules of conduct as well as the CSUN rules of conduct. Please be sure to read the CSUN Regulations for Conference Guest Conduct at the end of this handbook. In addition, all students and their guests are expected to be considerate of all other students. GENERAL POLICIES FOR ALL GUESTS Guests are expected to abide by all housing policies, procedures, regulations and standards. The host is responsible for the actions of his/her guests at all times. Any guest who violates any housing policies will be asked to leave the residence hall. All students will receive the Regulations for Conference Guest Conduct sheet upon their arrival, however that information may also be accessed here Unauthorized guests are absolutely prohibited. Students are prohibited from having a family member or guest in his or her room while he or she is not there and it is prohibited for the student to also give or lend room keys to any person not authorized. Students are responsible for his or her family member s or guest s behavior & possessions while they are in the building. A student may have a maximum of two (2) guests at any time. Students must get clearance for all guests from the Housing Administrator no less than three (3) days prior to the guest s arrival. WRITTEN PERMISSION & NOTIFICATION OF GUESTS CLEARANCE PROCEDURE Parents must the Head RA at least three days in advance of parent or guest s arrival Requests will be confirmed via phone call to the parent Names of approved guests will be added to the list SIGN- IN 9

10 Students must meet their guests in the residence hall lobby. Guest must provide valid ID. Student must sign their guest in. The student must remain with their guest at all times when the guest is in the apartment building. The host student should inform their roommates of the expected guest. Joffrey allet School maintains the right to deny access to any guest who is intoxicated, suspected to be under the influence of drugs or unruly. Joffrey allet School reserves the right to turn away such a guest; this decision is at the sole discretion of the staff. SIGN- OUT Student must escort their guest back down to the residence hall lobby. Student must sign their guest out. Guest will receive their valid ID back. DAY GUESTS Students 18 years of age or older may invite Joffrey allet School students, immediate family members, or adult approved in writing by parents, of either gender to visit them between the hours of 11AM and 8PM with the verbal consent of their roommates. Immediate family members may stay until 10PM. Students 14 to 17 years of age may invite Joffrey allet School students of the same gender or immediate family members to visit them between the hours of 11AM and 8PM with the verbal consent of their roommates. Immediate family members may stay until 10PM. Students 13 and under may invite Joffrey allet School students of the same gender or immediate family members to visit them between the hours of 11AM and 8PM with the verbal consent of their roommates and their chaperone. Immediate family members may stay until 10PM. If students wish to invite guests who are not immediate family member or Joffrey allet School students they must obtain written permission from the Head Resident Advisor. OVERNIGHT GUESTS No overnight guests are allowed. There will be an automatic $250 guest fee automatically charged to your account if it is found that a guest stayed overnight. OUT OF DORMITORY PAST CURFEW OR OVER THE WEEKEND WITH PARENT OR AUTHORIZED CHAPERONE In the event that a student will be out of the dormitory past curfew or over the weekend, a note MUST be written by the parent or guardian and ed to the attention of the Head RA. This must be done at least three (3) days prior to the outing or the student is not authorized to leave. This request will be followed up by a phone call to confirm. NOTE: an authorized chaperone is an adult family friend or relative, cannot be a Joffrey student, and must arrive to the dormitory in person to sign the student out and back in. Joffrey allet School is not responsible for the student once they are sign out. 10

11 Addresses: Head RA Maria Jessee This is necessary so that we know where our students are, and it is for the safety of your child. FIRE AND EMERGENCY PROCEDURES In the event of a fire drill, all students should immediately evacuate the building during any sounding of the fire alarm using the stairwells only. If you are not sure, please go to your Resident Advisor s room to check- in. Here is important fire emergency information: Things to know: The layout of your floor. The location of all stair exits from your floor. The number of doors between your apartment and the exit stairs, or your room and the fire escape. It is essential to be able to find the exit in the dark. Where your apartment key is located. Take the key with you if you are forced to evacuate. The location of fire alarm boxes (if your building has them). When evacuating and opening any door students should place hand against the door. If it is too hot to touch, DO NOT exit through that door, instead they should find an alternate evacuation route. If there is no alternate evacuation route, they should place towels along the bottoms of doors, go to the window of their apartment and wave for help. MEDICAL INSTANCES If you feel sick or ill in any way, you MUST contact your floor RA. If they are unavailable, go to the front desk so that we may help you get to a doctor or address the situation. If you do not feel well, do not need immediate care, and decide to stay home from classes, that is your choice and is okay as long as you go to the front desk to sign out of classes. Please stay in your room and away from other students so you do not spread the bug. In case of medical or police related emergency the student should contact an RA first if one is present on the floor or known with certainty to be nearby in the building IF THIS IS NOT THE CASE call 911 After calling 911, contact the Head Resident Advisor so they aware of the situation. The nearest hospital location is below: Northridge Hospital Medical Center Roscoe oulevard Northridge, CA Phone: Distance from campus: 1.39 miles For non- medical emergencies, please speak with a Resident Advisor and they will refer you to a hospital. If your parents would like to call their insurance company to find a doctor that is in their insurance network, they are encouraged to do so. 11

12 DISCIPLINE If a student breaks one of the rules noted in the listed Rules & Regulations, see policy below: Strike 1 First Warning & Call home Strike 2 Second Warning, Call home, & Possible class suspension Strike 3 Dismissal from Housing Calls home will be made by the student to the parents in the presence of an RA or Chaperone. All decisions for class suspension & dorm dismissal are made by the Executive Director with input from Resident Advisors and Chaperones. HEAD RA may suspend the strike system at any time, at his/her discretion. Alcohol, Smoking, & Drugs: This violation does not apply to the strike system. Immediate dismissal from dorm is at the Executive Director s discretion. In addition, there will be significant monetary fines applied to those who disregard these rules. 14 ADDITIONAL HOUSE RULES COMMUNITY ETTIQUETE AND EHAVIOR Disorderly or aggressive behavior will not be tolerated. Joffrey allet School staff has the right to warrant strikes as they deem necessary for unacceptable behavior. Students shall not engage in inappropriate behavior with other occupants of the building and students of the opposite sex should never be alone in apartments. Students will treat the RAs, Chaperones, and fellow students with respect and courtesy. Common Area Care: Common areas and property are the responsibility of all residents and guests. This is including, but not limited to lounges, study rooms, lobbies, stairs, community centers, recreation areas, laundry rooms, doors, swimming pools, walkways, fire extinguishers, elevators, exit signs and lights. Trash and recyclables should be removed to the proper receptacles outside the buildings. No one may sleep in the lounges, lobbies or public areas. QUIET HOURS Each student is expected to be considerate towards other students who choose to go to sleep early. Quiet Hours begin at 10:00pm and end at 8:00am Sunday through Thursday and begin at 11:00pm and end at 8:00am Friday and Saturday. During quiet hours, noise must be kept to a minimum. No students will be allowed to loiter in the hallways. Radios, stereos, speakers, and televisions must be played at lower volume levels. REHEARSING Singing and dancing of any kind is prohibited in any area of housing. Rehearsal must be reasonable and not disruptive to those living around you. There is to be no rehearsing or loitering in the hallways at any time. COMMON AREA - INFORMATION A student information board can be found on the 4 th floor common room. This board is for the use of Joffrey allet School staff only and will post any updates or information you may need. DRUGS, ALCOHOL, AND TOACCO oth of our housing facilities are dry residence halls. The possession, use, or consumption of alcohol, tobacco and/or illegal drugs is strictly prohibited inside the buildings. We will contact the Police Department to report the following activity inside the building: Consumption of alcohol by those under 21 or illegal drugs by any student or guest. A student, whether over or under the age of 21, who provides alcohol to an underage student or guest. Discovery of any student or guest to be in possession of or using, selling or distributing marijuana or other controlled and/or illegal substances, (or in the case of prescription drugs, without a valid prescription) within the apartment building. In this case your license agreement will be immediately terminated and all monies paid forfeited. Smoking is prohibited in all University public areas, including residence halls. Additionally, smoking is prohibited in hallways, restrooms, lounges, stairs, balconies, sports areas and courts, pool areas, and within 30 feet from the entrances of all campus facilities. This includes the use of smoking devices known as hookah pipes. FOOD & DRINKS Food and drinks are not permitted in the hallways. WEAPONS POLICY Firearms, knives, and other dangerous weapons are prohibited in housing. Any device that has the appearance and/or function of a serviceable weapon is prohibited in residence halls. KEYS, LOCKS & LOCKOUTS, Room keys are not permitted to be given to anyone, including an authorized guest. Installing additional locks or changing locks on room doors is prohibited. Fire Hazards & Safety: The following constitutes a list of violations that could result in prosecution and/or fines: 1. Tampering or damaging fire equipment or intentionally misusing fire alarms, smoke detectors, fire sprinklers, fire extinguishers, emergency exit signs or pulling a fire alarm when the cause is unrelated to notification of a fire. 2. Intentionally or negligently causing and/or creating a fire, explosion or release of poisonous gas or fumes 3. Failure to evacuate a building immediately following the sounding of an alarm, unless otherwise instructed by CSUN Housing staff, fire- safety or other emergency response personnel. 4. Possessing or storing gasoline, fireworks and/or combustible decorations and chemicals. 5. Storing fuel- driven engines including motorcycles, mopeds, etc. in residential housing 6. Open flames (including candles and incense), combustible decorations and chemicals, deep fat fryers, electric fry pans, space heaters and halogen lamps are prohibited (included on balconies). 7. Disabling, opening, damaging, or propping exits used exclusively as fire exits is prohibited (unless being used specifically during an emergency situation or drill). 8. Grills & Q grills can only be operated on balconies. In order to own and operate a grill, on a balcony, you must go on- line and complete a CSUN Student Housing Grill Safety Form and return it to the Conference Coordinator for approval. Charcoal grills are the only acceptable grill & self- starting charcoal is only permitted. The following items are strictly prohibited: Propane Grills Lighter Fluid Using toasters or other cooking devices in areas outside of the kitchen CARE AND CLEANLINESS OF APARTMENT AND ROOMS Students are responsible for the cleanliness and care of their rooms, as well as common areas, for health and safety reasons. Each student will be accountable for any deterioration of the room or its contents (beyond normal wear and tear). Charges will be assessed for such damages and deterioration. Students are expected to keep their rooms, kitchen and bathroom facilities clean and sanitary. Please see the Check- out Procedure section on how to properly leave your room. KITCHEN AND COOKWARE Kitchen accessories (such as pots, pans, and utensils) are not provided. There is a ed, ath, & eyond nearby, where students can purchase household items. It is the responsibility of each individual to clean up after themselves and wash any kitchen items which are used. The kitchens are full- functioning. However, microwaves are not provided. ELONGINGS Joffrey allet School and its staff do not guarantee and are not liable for the safety and security of room contents at any time. STUDENT RESPONSIILITY ecause of the inherent risks involved within any housing in any campus environment, students are expected to be alert and to maintain personal responsibility for their safety. Students must lock the doors to their apartments. If there is a problem or concern, students should report the issue to the Head Resident Advisor. FURNISHINGS No furniture may be moved from one room to another, and no furniture may be removed from the building. ACCESS 15

16 Staff may enter any room as necessary for routine health and safety inspections and in the case of an emergency. During non- emergency situations, staff will acknowledge their presence (for example, by knocking). Staff may make random inspections of the student s premise without advanced notice for the purposes of ensuring the student s adherence to the rules and regulations of the building. PARENTAL NOTIFICATION Joffrey allet School reserves the right to contact the parent(s) or guardians(s) of students under the age of 21 involved in dangerous and/or inappropriate behavior. ROOFTOPS AND LEDGES Unauthorized presence on rooftops, ledges or areas marked as restricted access in any residence or building is not tolerated. SIGNAGE Affixing any signs, flags or banners on any part of the outside of a student room door, hallways, stairwells, student lounge, lobby, bathrooms, outside the windows, or outside the building is strictly prohibited. SPORTS Playing sports in the hallways, lobby, and stairwells is strictly prohibited. STORAGE There is no storage space available. Please bring only what you can keep inside your room. THEFT Theft, willful destruction, or damage to or misuse of any CSUN Housing property or property owned by any member of the community is prohibited. Anyone who violates this rule will be subject to disciplinary action. VANDALISM Any student, who vandalizes public property in or out of the residence, will face disciplinary action. REMOVAL AND DISMISSAL In addition to our three strike policy students may be dismissed from housing for reasons including, but not limited to, the following: (1) Dismissal from the Joffrey allet School Program or other program the student was attending in connection with their need for housing. (2) Disregard for quiet hours/disrespecting those living around you. (3) Damaging the premises and/or the contents of a unit. (4) Having unauthorized persons in rooms at times specified, or lending/giving room keys to any person. (5) Use of alcohol or drugs in the building. (6) reaking the terms of the housing agreement. CLEANING, DAMAGE AND OTHER FEES elow you will find the schedule of costs for cleaning, damaged furniture and items in your room or apartment, and other fees you may incur while living or moving out of housing. CLEANING FEE AND DAMAGE CHARGE RESPONSIILY POLICY If a student has a single room then all damage or necessary cleaning in that room is the student s responsibility. If a student has roommates then responsibility for the damage or necessary cleaning is split between the roommates regardless of which roommate is alleged to have caused the damage. All students of an apartment are responsible for the damage costs or any necessary cleaning required in the common areas of the apartment which include but are not limited to the hallways, bathrooms, and kitchen. The ONLY exception to the division of responsibility for damage costs is if a student claims full responsibility for any damage costs in writing. Cleaning fees cannot be made the responsibility of any one student unless it is a student in a single room. THESE FEES WILL E CHARGED AUTOMATICALLY TO THE STUDENT S CREDIT CARD ON FILE SHOULD THE FEES EXCEED THE DAMAGE DEPOSIT. 16

17 ULK ITEM REMOVAL FEES Students who fail to remove their personal property prior to checkout will be charged a fee of $ for any personal items left behind. This is to include items that are discarded in and around the building, except as permitted in the trash location. STANDARD DAMAGE CHARGES If your room or room furnishings have been damaged beyond the usual wear and tear, the cost of the repairs and/or replacement of those items will be charged to you. Do not give out your keys to anyone! Recognize who belongs on your floor and who is a stranger. Immediately report to the front desk if you are uncomfortable with anyone s visitor. Always make sure you are familiar with whom you are inviting into your building... DO NOT sign in a guest who may prove to be a potential safety risk. Never allow your visitor to wander unescorted throughout the building. SAFETY AND LIAILITY The student assumes full responsibility for all losses and/or damages to the student, any guest(s), any belongings, and/or the contents of housing occupied or otherwise under the control of the student. y signing the housing agreement the student agrees to release Joffrey allet School and its employees of all obligations and/or liability to the student s person, guest(s), and/or belongings, and/or the contents of Housing. Joffrey allet School is not responsible for any loss resulting from but not limited to theft, acts of nature, building conditions, negligence, etc. COMPLIANCE WITH THE LAW The student shall obey all present City, State, and Federal laws and orders or regulations which affect the building and shall comply at student s expense with all such notices which arise from student s improper use of the room or the building. CSUN REGULATIONS FOR GUEST CONDUCT REGULATIONS FOR CONFERENCE GUEST CONDUCT As a participant of CSUN Conference Services you are responsible for abiding by the following Rules and Regulations for Conference Guest Conduct. These policies comprise of three different types of regulations which include: Regulations Relative to State and Local Laws; Regulations Relative to the Safety and Security of Residents and Guests; and Regulations Relative to Community Living. The policies have been designed to benefit Conference Participants and students as well as the entire residential community. Section I: Regulations Relative to State and Local Laws 2

19 The University and its Conference Guests must adhere to the following guidelines concerning alcoholic beverages on campus and the unlawful possession, use, or distribution of drugs.. Alcohol everages: Student Housing and Conference Services will enforce all state and local laws as well as Student Housing Policies relative to the consumption of alcohol. The following list of regulations are comprised of all appropriate local and state laws, as well as the University and Student Housing Policies governing the use of alcohol in on-campus housing. Conference Service Guests who are under the age of 21 are not permitted to use, possess, or be in the presence of alcohol. A Conference Service Guest over the age of 21 may consume alcohol under the following conditions: The Conference Service Guest must be in their apartment, with the door closed, when drinking alcohol Persons under 21 years of age are prohibited from being in an apartment where an individual 21 years of age or older is serving or drinking alcohol No large group or party is permitted to be held in an apartment where the main purpose appears to be drinking alcohol. 1. Conference Service Guests over 21 years of age may possess quantities of alcohol that are intended for personal consumption only. Kegs or other large containers or large quantities of alcohol are prohibited in housing 2. Persons over the age of 21 may possess and consume alcohol as a guest in an apartment of a Conference Service Guest who is at least 21 years of age. The host Conference Service Guest must be present, the unit door must be closed and no person under the age of 21 may be present 3. Open containers of alcohol are not permitted outside of personal residences. Possession of open alcohol containers in lounges, lobbies, balconies, etc are prohibited. Alcohol related paraphernalia and alcohol related decorations which once contained alcohol are also prohibited. 4. Closed containers of alcohol are allowed in public areas only if they are being transported to a residential unit of a legal-age Conference Service Guest. 5. Any Conference Service Guest, guest or visitor, regardless of age, who appears to be intoxicated or impaired to the extent that their behavior would endanger their own safety or the safety of others, is in violation of Student Housing Policy and civil authorities will be called upon for assistance. 6. The sale or distribution of alcohol is prohibited in housing. C. Controlled Substances: Any possession, usage, provision, distribution or manufacturing of controlled substances (including paraphernalia for intended or implied use) of any sort is strictly prohibited and will not be tolerated on University premises. The California State University, Northridge will take the appropriate disciplinary action against Conference Service Guests suspected of violating this policy. In addition to University sanctions, Conference Service Guests are subject to criminal prosecution under federal and state laws and the University will cooperate fully with law enforcement agencies. The following additional terms are considered to be a violation of the Student Housing Policy: 1. Use of products that resemble or smell like marijuana, including but not limited to eedies, types of herbal cigarettes, and types of incense. 2. The misuse of prescription medications and/or cleaning products or fumes. Also, the use of medical marijuana, even if prescribed by a physician, is prohibited. 3. Marijuana odor emanating from an apartment or drug paraphernalia seen in a room, storage closet, or balcony, etc. 4. A Conference Service Guest, guest or visitor, regardless or age, which appears to be impaired to the extent that their behavior would endanger their own safety or the safety of others. D. Computer Use: The Computers, networks, and computing facilities are the property of California State University, Northridge and the State of California. 1. The University makes no guarantee of privacy. 2. In keeping with having the capability to use the system, users must use the resources responsibly. 3. All state and federal laws must be obeyed. In particular, sexual harassment, hate crimes and interfering with computing administration are forbidden. 4. Commercial use is forbidden. E. Downloading Copyrighted Information: The Recording Industry Association of America (RIAA) has begun an effort to subpoena information about individuals who are believed to have engaged in unauthorized peer-to-peer file sharing of copyrighted music and other works. Unauthorized downloading and uploading of copyrighted music, movies, and software constitutes as an illegal copyright infringement. Conference service guests should be aware that the unauthorized sharing of peer-to-peer file copyrighted works, including music, pictures, movies, and software is a violation of campus computer use policy. It is also illegal and may carry significant monetary and/or criminal 3

20 sanctions. It is the responsibility of Conference Service Guests who are downloading or uploading documents to make certain that they are not copyrighted works, or that they have the permission of the copyright holder. Please refer to Residential Computing Resources policy for further explanation. These rules and regulations can be found in section 502 of the California Penal Code. Conference Organization shall have no rights to radio broadcasting, live television transcriptions, recording or photographic rights prior to the approval of the Conference Services Office. F. Deadly Weapons/Firearms/Explosives: Possession or usage of any weapon deemed by campus authorities to be deadly is prohibited. This includes, but is not limited to: dirks, daggers, machetes, slingshots, switchblade knives, weapons commonly known as blackjacks, sandclubs, billyclubs, and metal knuckles. Metal pipes, bars, razors with an unguarded edge or any knife being used for a purpose other than for the preparation of food are also considered deadly weapons and are prohibited. The possession of pistols, revolvers, or firearms of any kind; and ammunition, fireworks, explosives or highly combustible materials of any kind is prohibited. G. Disorderly Conduct: Lewd, indecent, or obscene behaviors, whether through conduct or expression, which are not civil or respectful and which breach the peace, within or around the residence halls or at any residence hall-related function are not permitted. Acts that result in additional clean up in or around residential areas and/or interfere with others normal use of facilities are prohibited. H. Fire Hazards & Safely: The following constitutes a list of violations that could result in prosecution and/or fines: 9. Tampering or damaging fire equipment or intentionally misusing fire alarms, smoke detectors, fire sprinklers, fire extinguishers, emergency exit signs or pulling a fire alarm when the cause is unrelated to notification of a fire. 10. Intentionally or negligently causing and/or creating a fire, explosion or release of poisonous gas or fumes 11. Failure to evacuate a building immediately following the sounding of an alarm, unless otherwise instructed by CSUN Housing staff, fire-safety or other emergency response personnel. 12. Possessing or storing gasoline, fireworks and/or combustible decorations and chemicals. 13. Storing fuel-driven engines including motorcycles, mopeds, etc. in residential housing 14. Open flames (including candles and incense), combustible decorations and chemicals, deep fat fryers, electric fry pans, space heaters and halogen lamps are prohibited (included on balconies). 15. Disabling, opening, damaging, or propping exits used exclusively as fire exits is prohibited (unless being used specifically during an emergency situation or drill). 16. Grills & Q grills can only be operated on balconies. In order to own and operate a grill, on a balcony, you must go on-line and complete a CSUN Student Housing Grill Safety Form and return it to the Conference Coordinator for approval. Charcoal grills are the only acceptable grill & self-starting charcoal is only permitted. Gambling: All forms of gambling are prohibited on state property. This would include but is not limited to activities played for money, checks, or some other representative value, sports pools, entertainments pools and online gambling using the University network, etc. J. Harassment: Harassment based upon race, gender and/or gender identity or expression, color, religion, age, national origin, ethnicity, disability, veteran or military status, sexual orientation, marital status or citizenship status is illegal and will not be tolerated by the California State University, Northridge. Any form of such harassment which creates an intimidating, hostile or offensive work, academic or residential environment or adversely affects employment, academic or residential life will not be tolerated by the University. K. Physical/Verbal Abuse: Committing acts of physical or mental abuse or engaging in actions that intimidate, harass, threaten, coerce or otherwise endanger the health or safety of self or another person (including threats or attempts of suicide) is prohibited. This includes but is not limited to physical harm or threat of physical harm by the stalking of another person. L. Sexual Assault: Any sexual assault (any sexual activity that is carried out without the expressed consent of both of the individuals involved), battery, or rape of a community member or guest thereof is a criminal act. The University will not tolerate such acts of violence and crime. The University will take the appropriate disciplinary actions and cooperate fully with local law enforcement agencies. Additionally, the act of stalking is also considered a crime and is subject to grounds for immediate removal from the University premises. M. Loitering: Loitering in residence halls/apartment complex entryways, lobby areas or blocking entry or exits is strictly prohibited. Conference Guests may not assemble in lobby areas; as such assembly may constitute a fire, health or safety hazard. 4

21 N. Smoking: Smoking is prohibited in all University public areas, including residence halls. Additionally, smoking is prohibited in hallways, restrooms, lounges, stairs, balconies, sports areas and courts, pool areas, and within 30 feet from the entrances of all campus facilities. This includes the use of smoking devices known as hookah pipes. O. Misuse of Property/Theft/Vandalism: Unauthorized possession; use or misuse; removal; defacing; tampering; damage or destruction of University owned property, leased property or equipment or any property belonging to a community member or guest thereof is prohibited and subject to fines. Section II: Regulations Relative to Safety and Security A. alconies: Using one s balcony as a means of entry or exit; or using it to store unsightly articles, garbage, or university owned or leased furniture is prohibited. Sitting, perching on or jumping over a balcony railing will not be tolerated and is subject to removal from the University premises.. Dangerous ehavior: Any activity which can be interpreted as harmful or an endangerment to oneself or that of others will not be tolerated. C. Projectiles: Throwing, dropping, or projecting objects from any residence hall building, window or balcony is subject to disciplinary actions up to removal from University premises. D. Restricted Access: Unauthorized presence on rooftops, ledges or areas marked as restricted access in any residence or building is not tolerated. E. Security: Providing access to buildings or apartments within buildings to unauthorized persons is a security violation and subject to removal from the premises. Only Staff, Conference Guests and approved guests by Conference Services Offices have authorized access. Additional security violations include: 1. Unauthorized entry into an apartment or building other than the one in which a Conference Guest has card key access 2. Unauthorized use of or entry or attempted entry into computer or telecommunication systems 3. Propping entrance doors or allowing a person entrance to a building and leaving them unattended in a public area is subject to disciplinary action. 4. Removal of any window screens (except in the case of an evacuation due to a fire). Conference Guests are subject to fines for removal of screens for non-emergency purposes. 5. Use of sporting and recreation equipment is prohibited in indoor common areas such as lobbies, hallways and entrances. 6. Unauthorized use, possession or duplication or room card keys or master keys is prohibited and subject to removal from University premises. 7. Loaning one s key(s) to another person is prohibited and subject to removal from University premises. 8. ypassing or tampering with the electronic locking mechanisms for a lobby or apartment door is prohibited and subject to fines of the Conference Group. 9. Failure to abide by any security procedures established by Student Housing, such as check-in is prohibited. Section III: Regulations Relative to Community Living A. Room Regulations, Swaps & Changes: Unauthorized room transfers are strictly prohibited. Housing must ask that guests refrain from room changes without obtaining approval from Student Housing or the Conference Services Office. Guests making unauthorized room changes will be subject to removal from University property.. Cleanliness: All residents are expected to maintain a level of cleanliness and hygiene in their living unit. Foul odors due to excessive rotting trash or spoiling food not refrigerated and left in public areas or hallways by Conference Guests are not permitted and subject to removal and fines. C. Common Area Care: Common areas and property are the responsibility of all residents and Conference Guests. This is including, but not limited to lounges, study rooms, lobbies, stairs, community centers, recreation areas, laundry rooms, doors, swimming pools, walkways, fire extinguishers, elevators, exit signs and lights. Trash and recyclables should be removed to the proper receptacles outside the buildings. Common area damage charges not readily assignable to a particular individual will be charged to the Conference Group. No Conference Participant or Guest may sleep in the lounges, lobbies or public areas. D. Intolerance: Acts of intolerance towards a community member of any Student Housing Staff member disrupts the educational environment necessary for furthering the mission of the University. Acts of intolerance or bias-related incidents are behaviors, which by intent, action and/or outcome harm or threaten to harm a person or group of people. Acts of intolerance include but are not limited to: 1. Acts motivated by prejudice toward a person or a group of people because of their race, religion, ethnicity, disability, national origin, age, gender, and /or sexual orientation, and/or any other protected class. 5

22 2. Overt actions such as verbal attacks and physical assaults on students, University staff and/or their property. 3. Physical or written defacement or destruction of residential property and/or Student Housing postings and/or posters. E. Gatherings: A gathering of more than ten people in an apartment or common area without the approval of the Manager of Conference & Hospitality Services is a violation of policy. F. Littering/Trash Removal: Littering, inappropriate disposal of trash, and/or sweeping debris into a public hallway or area in the residence communities or the surrounding grounds is not permitted. If the problem is persistent and not able to be resolved by the Conference Group, fines may be issued for violations of this policy. G. Visitation: The visitation policy is designed with the safety and consideration of our community members and property in mind. In addition, these policies are dictated by California law Title V of the California Code of Regulations. 1. Short Term Visitors Policy: Conference Guests and residents who have been approved by the Conference Service Office in advance are expected to be with their visitors at all times. Conference Guests are held responsible for any visitor s improper behavior when it constitutes a violation of any Student Housing Policy. 2. Visitors must show ID at all times when requested. 3. Visitors must leave the University premises by 10:00p.m 4. Guests may be asked to leave at anytime by Conference Services Office Staff or University Police for violating policy. H. Locks: The installation of any door or area locks other than those provided by Student Housing and Conference Services Maintenance Department is prohibited. The lock will be removed at the expense of the Conference Guest or Conference Group. I. Quiet Hours/Noise: Engaging in unreasonably loud activities, either inside guest apartments or outside buildings, surrounding grounds, and recreation areas is prohibited. The parameters are: 1. Quiet and Courtesy Hours are 10:00 p.m. 8:00 a.m. 2. University Police are called anytime we are notified of a disturbance. After three summons, Guests will be removed from the University premises. 3. A level of noise which is deemed as an undue disturbance by another member of the community 4. Creating noise, including but not limited to voice, musical instruments and stereos which is audible outside of one s apartment or bedroom during quiet hours J. Pets: Animals are not allowed in campus housing at any time Exceptions: Assisted living animals approved in advance by the Conference Services Coordinator or Manager K. Posting of Signs & Flyers: Non-residential individuals and Conference Groups must obtain written permission from the Conference Services Office to post material in Student Housing Residential Halls. The posting of signs and flyers related to film projects placed on public property is strictly prohibited in accordance with City of Los Angeles Handbill Ordinance All signs and flyers that have been approved must be removed immediately upon conclusion of the Conference Service organized activity. Failure to comply with this requirement will result in fees charged to the Conference Organization for all costs associated with the removal of signage. No offensive or alcohol & drug-related materials may be posted in a public area or a place where they can be viewed from a public area (e.g. external apartment door, balcony, visible windows). L. Skateboards/Skates/Vehicle Safety: Riding skateboards, roller blades, scooters or skates within residential hall buildings, including hallways and lobbies is prohibited. Parking, locking or riding any bicycle, motorcycle, moped, scooter or automobile within the residence halls or at any location other than paved roads or paths specifically designated for such use that would jeopardize the safety of the community and surrounding pedestrians is strictly forbidden and will not be tolerated. M. Soliciting: Door to door solicitation is expressly prohibited. CSUN Student Housing does not grant permission to any individual or organization not affiliated with housing or the campus to sell or advertise door to door with in the buildings. PARKING INFORMATION 6

23 A. UNIVERSITY PARKING PERMITS REQUIRED 24/7: Conference Organizer is hereby informed that parking permits are required to park on University premises at all times (7 days, 24 hours). Anyone in violation of University parking requirements may be ticketed.. PARKING PERMIT ARRANGEMENTS: Conference Organizer is required to notify participants of the following information, by conveying it in all event/activity advertising, informational materials, and any other written or verbal communications: Visitors parking on the CSUN campus are required to purchase a $6 daily permit. Permits can be purchased from campus parking booths and parking lot vending machines. C. PROPER AREAS FOR PARKING: Unless otherwise authorized, University parking permits allow vehicle parking in marked spaces in University parking lots. Vehicles are required to park front end in facing into any parking space. Vehicles in violation of this provision or other posted University parking requirements may be ticketed. ASOLUTELY NO PARKING IS PERMITTED IN SURROUNDING RESIDENTIAL NEIGHORHOODS. D. ACCESS: Conference Organizer shall not block University building hallways, lobbies, entrances, driveways, walkways or any common areas on the University, except as specifically permitted in this Agreement. E. DISPLAY PARKING PERMIT: Parking permits must be displayed on the driver s side dashboard and must be visible. Any vehicle that does not display the proper parking permit, in plain view on the dashboard, will be considered in violation and be cited by the University Parking Office. F. METERS: Parking permits are not valid at meters. G. MOVE VEHICLES: University Parking Officers and University Licensing reserve the right to move Licensee to other parking lots should scheduling conflicts arise. H. USES: After buses drop off their participants they are to proceed to LOT F10 at the corner of Lassen Street and Lindley Avenue and remain there until scheduled pick- up time.
