5 WHEREAS; public works services provided in the Village of Skokie are an integral part of our citizens everyday lives; and WHEREAS; the support of an understanding and informed citizenry is vital to the efficient operation of public works systems and programs, such as state-of-theart storm water runoff control, comprehensive refuse and recycling collection, specialized traffic and civil engineering, dedicated maintenance of the urban forest, maintenance of public rights-of-way and public buildings, maintenance of the public fleet and efficient and effective snow removal; and WHEREAS; the health, safety, and comfort of this community greatly depends on these services and programs; and WHEREAS; the quality and effectiveness of these services and programs is vitally dependant upon the efforts and skill of public works staff; and WHEREAS; the Skokie Public Works Department has achieved accreditation from the American Public Works Association; and WHEREAS; the accreditation of the Skokie Public Works Department has made Skokie the only community in the United States to achieve accredited public works, police, and fire departments; and WHEREAS; the efficiency of the qualified and dedicated personnel, who staff public works divisions, is influenced by the people s attitude and understanding of the importance of the work they perform, NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of Skokie, do hereby proclaim the week of May 16-22, 2010, as NATIONAL PUBLIC WORKS WEEK in the Village of Skokie, Illinois, and urge all our citizens to acquaint themselves with the issues involved in providing public works services and to recognize the contributions, which public works staff make every day, to our health, safety, comfort, and quality of life. 6 WHEREAS, Dystonia is a neurological disorder in which powerful, involuntary muscle spasms twist parts or all of the body; and WHEREAS, such spasms are always disabling and often very painful; and and WHEREAS, the cause of Dystonia is unknown and there is no cure; WHEREAS, those who suffer from Dystonia, their families, and their friends have formed the Dystonia Medical Research Foundation to help each other and to seek the cause and cure; and WHEREAS, the public knows little about Dystonia, which may affect as many as 300,000 people in North America; and WHEREAS, many citizens react to the physical manifestations of Dystonia by avoiding those who have this disorder, causing them to experience isolation and often deep psychological distress; and WHEREAS, greater recognition and understanding of Dystonia both in the medical and the lay communities is highly desirable; and WHEREAS, widespread public support of efforts to find the causes and cure of Dystonia is needed. NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of Skokie, do hereby proclaim the week of May -- -, 2011, as "DYSTONIA AWARENESS WEEK" in Skokie, Illinois, and urge all citizens to learn everything they can about this disorder and to aid and support to the best of their ability those who suffer from it Passed this -- th day of April 2011 George Van Dusen Mayor ATTEST:

8 WHEREAS, over the past five decades, the adult obesity rate in the United States has more than doubled; and WHEREAS, at present, approximately 34% of all adults in America are considered obese; and WHEREAS, immediate risks to the obese included physical, emotional and social health issues, such as: type-2 diabetes, sleep apnea, orthopedic problems, low self- esteem, depression, negative stereotyping, and discrimination; and WHEREAS, long term risks include complications from type-2 diabetes and heart disease, which would reverse the improved life expectancy trend that has been achieved by past generations over the past century; and WHEREAS, Skokie Hospital, Northwest Suburban United Way, the Skokie Chamber of Commerce, the Skokie Park District, the Skokie Public Library, the Village of Skokie, and the Skokie Board of Health, recognizing that awareness of the dangers of obesity, will positively impact the lives of individuals in the community of Skokie, formed a partnership designated Skokie s Trail to Fitness to promote healthy life choices; and WHEREAS, Trail to Fitness: proudly accepted the challenge to raise awareness of the dangers of obesity in the community; and WHEREAS, Trail to Fitness promotes healthy nutritional and physical activity choices in programs conducted throughout the Village of Skokie; and WHEREAS, Trail to Fitness works with constituencies such as businesses, non-government organizations, religious organizations, social service agencies, civic and neighborhood organizations, media and youth groups, to further raise awareness of the dangers of obesity in the Village of Skokie, to promote healthy life choices for its citizens. 9 WHEREAS, owning your home is the American Dream. There is a special power in a neighborhood where most families own their own homes; and WHEREAS, a new homeowner receives a key that does more than unlock a door: it represents a place where children can grow, learn, and feel safe. It is an opportunity to save money and build equity for the future; and a sense of stability and belonging to the community; and WHEREAS, thanks to the prosperity this nation has enjoyed over the past decade, more Americans are homeowners today than at any other time in our history. The Mayor of the Village of Skokie and the Board of Trustees are committed to helping more citizens especially those who have been unable to afford a home, know the joy, the financial security, and the sense of community that comes with owning their own homes; and WHEREAS, The U.S. Department of Housing and Urban Development is providing families with the tools and information they can use to overcome the barriers that deny homeownership to far too many Americans. The department is working in partnership with state and local governments, community groups, and the private sector, to make the most effective use of federal funds. Through a combination of housing counseling, down payment assistance and tax incentives, we have helped more Americans than ever to buy homes. NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of Skokie, do hereby proclaim the month of June 2010, as NATIONAL HOMEOWNERSHIP MONTH and that homeownership is good for the homebuyer, the Village of Skokie and our country. It is the American Dream and we have rededicated ourselves to that dream and to every American who seeks to achieve it. PIN: commonly known as 9240 Skokie Boulevard, Skokie, Illinois (hereinafter Subject Property ), petitioned the Village of Skokie to reclassify the zoning of the Subject Property from a B1 Service Commercial district to a B2 Commercial district; and WHEREAS, currently a vacant one-story building and surface parking lot occupies the Subject Property; and WHEREAS, the Subject Property has been zoned B1 Service Commercial since The most recent use was a dry cleaning business which closed in December In addition, prior to 2008 there was a Pearle Vision located on the Subject Property for approximately 28 years and a motor vehicle gas station before that; and WHEREAS, the Subject Property is surrounded by commercially zoned properties and is located at the intersection of two arterial streets, Skokie Boulevard and Gross Point Road; and WHEREAS, the Subject Property is not well suited for B1 Service Commercial uses which are intended for commercial properties that are adjacent to residential zoning districts but is more compatible with B2 Commercial uses that provide goods and services beyond the surrounding residential areas; and WHEREAS, in 2007 the same request for reclassification was recommended by the Skokie Plan Commission to the Mayor and Board of Trustees, pursuant to Plan Commission Case P; and WHEREAS, the recommendation of the Community Development Department Staff (hereinafter Staff ) to the Plan Commission was that the Subject Property be reclassified to Page 1 of 3 VOSDOCS-# v1-Ordinance P Zoning_Map_Amendment 9240_Skokie_Blvd B1_to_B2

35 a B2 Commercial district. Staff believes that the reclassification of the Subject Property will enable the property to accommodate the needs of a larger consumer population than that which is serviced by the B1 district and will enhance the marketability of the property because a greater number of uses are permitted in the B2 district. Additionally, the proposed reclassification is consistent with surrounding zoning districts and the land use designation in the Comprehensive Plan; and WHEREAS, at a public hearing of the Skokie Plan Commission, duly held on April 1, 2010, for which proper notice had been given, two interested parties spoke. One person was concerned with the lack of off-street parking available at the currently vacant 2-story building to the south of the Subject Property and asked if the parking lot for the Subject Property could be utilized by future occupants of that site. Staff replied that decision would be up to the petitioner who owns both properties; and WHEREAS, another person questioned the impact of the zoning change from B1 to B2 on current traffic conditions. Staff replied that no changes are anticipated to the existing traffic situation as a result of the reclassification. However, Staff would address traffic issues if a special use permit was required for any future occupants of the Subject Property; and WHEREAS, subsequent to hearing all testimony, the Skokie Plan Commission (i) made the appropriate findings of fact in the affirmative as required under Section of the Skokie Village Code and (ii) voted to recommend to the Mayor and Board of Trustees that the requested zoning reclassification be granted and the Official Zoning Map of the Village of Skokie be amended to reflect this reclassification; and WHEREAS, the Mayor and Board of Trustees, after public meeting duly held on April 19, 2010, concurred in the aforesaid recommendation of the Plan Commission; NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Skokie, Cook County, Illinois: Section 1: That the Subject Property legally described above and commonly known as 9240 Skokie Boulevard, Skokie, Illinois, be and the same is hereby reclassified from a B1 Service Commercial district to a B2 Commercial district. Section 2: That the Official Zoning Map of the Village of Skokie be and the same is amended to reflect this reclassification. Section 3: That a notice of approval of this Ordinance shall be executed by the owner of the property in writing and duly recorded with the Cook County Recorder of Deeds office at the owner s expense.
